    Hyderabad: BR Ambedkar Open University (BRAOU) on Thursday announced that the last date for online registration for admission into Open and Distance Learning (ODL) B.Ed courses.

    B.Ed ODL and B.Ed (Special Education- ODL) entrance test for the academic year 2022 to 2023 in BRAOU is May 22.

    The entrance test will be held on June 6. Interested candidates may register through the University portal. The Registration fee is Rs 1000 for general candidates.

    For candidates belonging to SC, ST, and PWD categories the registration fee is Rs 750.

    The university advised that the hall tickets have to be downloaded two days before the entrance test from the university’s website. B.Ed – ODL test will be conducted from 10:30 AM to 12:30 PM and B.Ed (Special Education) test will be conducted from 2.00 PM to 4.00 PM.

    Menthol cigarettes make up nearly 40 percent of cigarette sales and are particularly popular in minority communities. About 90 percent of Black smokers report using menthol products.

    RJR, whose Newport brand is one of the most popular menthol cigarettes on the market, has been packaging its new cigarettes in blue and green boxes — similar to its menthol predecessors — and aggressively marketing them to menthol smokers.

    “It’s definitely a test case,” for tobacco companies to figure out how to offset lost sales as the government moves to outlaw menthol cigarettes, said Alex Liber, an assistant professor in the department of oncology at Georgetown University’s School of Medicine who studies tobacco sale trends.

    Though RJR’s new cigarettes haven’t entirely replaced the state’s quashed menthol market yet, sales are “rapidly rising,” Liber said.

    Luis Pinto, an RJR spokesperson, said the company’s new products don’t violate California state law because they don’t have a distinguishable taste or aroma other than tobacco. He added that the FDA cleared these products for market, and declined to elaborate.

    RJR sold 2.8 million packs of Camel-branded menthol cigarettes and 2 million packs of Newport-branded menthol cigarettes in California in March 2022, according to Liber’s data. This year, Camel sold 1.4 million “California compliant” packs, and Newport sold about 800,000 “California compliant” packs.

    “The rate of increase month-on-month was huge, effectively starting from zero in December when the [state] ban came into place,” Liber said. “This figure will grow in … April and May of this year.”

    Both the California Department of Public Health and the California Department of Justice say they’re aware of the new products, but public health doesn’t have the power to enforce the ban and the state attorney general wouldn’t comment on a potential investigation.

    Abigail Capobianco, an FDA spokesperson, declined to comment on RJR’s new cigarettes. But she said that at the federal level, the final rule banning menthol cigarettes will be comprehensive. “The final rule will take into consideration all of the public comments, including comments on compliance and enforcement of the rule, such as how [the tobacco industry] may attempt to evade the requirements of the rule,” she said. The ban is expected in August of this year.

    What’s flavored tobacco?

    California law defines a flavored tobacco product as any product that has a “distinguishable taste or aroma, or both, other than the taste or aroma of tobacco, imparted by a tobacco product or any byproduct produced by the tobacco product.”

    There is no federal definition of flavor in tobacco products, but in the proposed language for a national menthol cigarette ban, the FDA defines flavor as “the multisensory experience ( i.e., taste, aroma and cooling or burning sensations in the mouth and throat) of a flavor during use of a tobacco product.”

    “On the proposed federal menthol ban, we strongly believe there are more effective ways to deliver tobacco harm reduction than banning products,” Pinto added.

    Legal experts said the only way these new cigarettes could be sold in California is if they don’t raise new public health issues. They point to the FDA’s substantial equivalence marketing authorization — a pathway for tobacco companies to bring a new product to market that has either the same traits as existing products or is a similar product with minor changes.

    “The FDA is the entity that should enforce this problem,” said Desmond Jenson, the deputy director of the commercial tobacco control program at the Public Health Law Center. “But it is also the unfortunate truth that the FDA created this problem by authorizing these products.”

    Menthol is a naturally occurring chemical in some plants with a minty flavor. It provides a cooling sensation on the body surfaces it touches, which makes it easier for the user to inhale the burning tobacco. They aren’t inherently more harmful than traditional tobacco cigarettes, but they do make it easier to start smoking and they make it harder to quit, according to the CDC.

    Sairam Jabba, a senior research scientist focusing on tobacco regulatory science at Duke University, said that the reason RJR’s new products don’t seem to violate California’s flavor ban is because the state’s flavor definition is vague. “It gives a lot of room for these tobacco companies to go around and add chemicals like the synthetic cooling agents that don’t have a specific aroma or taste, but have the same pharmacological effects as menthol,” he said.

    ‘California compliant’

    RJR says some of its new products, like the Camel Crisp, contain a lab-made chemical called ethyl menthane carboxamide, or WS3. That chemical has less of the minty odor than menthol, but it gives the body the same cooling, soothing effect as conventional menthol cigarettes.

    Other new “California-compliant” cigarette products don’t list WS3 as an ingredient, but RJR’s spokesperson declined further comment, explaining that the company considers many of its ingredients to be proprietary and is only required to list them under a cover-all description of “natural and artificial flavors.”

    In some ways, the vague language of flavored cigarette product definitions is intentional, some experts said. “The last thing that a regulator would want to do … is come up with a definition that inadvertently excluded something that should have been included,” said Mitch Zeller, the former head of the FDA’s Center for Tobacco Products.

    “People were completely blindsided by it, and they’re trying to figure out what to do,” said Phillip Gardiner, co-chair of the African American Tobacco Control Leadership Council, a group that advocates to remove flavored tobacco products.

    The state of play in California doesn’t bode well for the forthcoming federal ban of menthol cigarettes, either, when the responsibility of enforcement will shift to the FDA.

    More than a few federal lawmakers said the FDA’s track record for clearing the market of illegal tobacco products has been dismal. Last month, Senate Majority Whip Dick Durbin (D-Ill.) wrote to the head of FDA and the Department of Justice to ask why the agencies have failed to remove hundreds of vapes without marketing authorization from store shelves. And in March, Rep. James Comer (R-Ky.), chair of the House Committee on Oversight and Accountability, said the committee is probing the FDA’s Center for Tobacco Products in part over its failure to clear the market of unauthorized tobacco products. The FDA said it would address Durbin privately, and did not comment on the CTP investigation. The DOJ did not respond to an inquiry about Durbin’s request.

    It’ll be challenging to enforce a flavored cigarette ban “as there is a population of people, who want mentholated products,” said Dave Dobbins, a former chief operating officer of the Truth Initiative, an advocacy group that focuses on reducing youth smoking, who now consults for the tobacco company Altria.

    New Delhi: Several students from Jammu and Kashmir aspiring to get admission to Jamia Millia Islamia are in a fix after the university allegedly removed Srinagar as an entrance exam centre.

    They say they will now have to spend thousands of rupees on travelling and accommodation in Delhi to sit in the entrance test. Several students alleged that they were getting Delhi as the only option when filling out the application forms online for admission to most undergraduate, postgraduate and PhD programmes.

    However, Jamia administration said the Srinagar Centre was not removed for all courses but had to be cancelled for some programmes as the number of applicants in that particular course was fewer than 50.

    The admission prospectus had listed seven test centres Thiruvananthapuram, Lucknow, Delhi, Patna, Kolkata, Srinagar and Guwahati. Students were allowed to opt for any of the centres. The prospectus had mentioned that if the number of applicants is either 49 or less, the test for that course will be held in Delhi.

    Students say this is unfair and puts avoidable economic burden on them to book air tickets and hotels. They have urged Vice Chancellor Najma Akhtar to allow them to sit in entrance test at a centre in Srinagar.

    “I have filled an application form for admission to an LLM programme and three applications for my sister in UG courses. There was no option for Srinagar. I cannot come to Delhi just for an entrance test. It will cost me over Rs 25,000 for travelling and accommodation,” Sameer Ahmed Sofia, 27, told PTI over phone from Srinagar.

    “There are scores of students who share my concern. We have not received any communication why Srinagar was removed as the centre. I have asked many students whether their application forms showed Srinagar. All of them have said ‘no’,” he added.

    Muneeb Ayub Bhatt, 25, has applied for a PhD course. His father is a carpenter and earns around Rs 400 per day.

    “I have done my graduation and post-graduation from Srinagar. Now for a better opportunity and exposure, I want to come to Delhi. Why they are hindering our entry into Delhi? My father earns Rs 400 per day. He is the sole earning member and you are expecting me to come to Delhi to give an entrance test. Where would I stay and how will I manage the travel,” Bhatt said.

    Hundreds of students from the Kashmir Valley appear for entrance tests across courses every year.

    Jamia Millia Islamia provides reservation and relaxation under special provisions to candidates from Jammu and Kashmir. Their admission is considered over and above not exceeding two seats in the programmes offered by faculties.

    The J&K Students Association said despite seats being reserved for students from the Union territory, the university has failed to provide exam centres in Srinagar, making it difficult for students to pursue their dreams.

    With the entrance exams scheduled for the first week of June, the association has expressed concern that many students may miss the tests if a centre is not set up locally.

    “It would not be possible for candidates staying in far-flung areas to take exams in Delhi due to the scorching heat and financial constraints. It is not possible for a majority of students to afford air tickets and book hotels. It will take them days to reach Delhi and students who have opted for more than one subject will have to stay longer,” the association’s national convenor Nasir Khuehami said.

    The JMI has already notified exam schedules for different courses, but has not announced exam centres in Srinagar yet, despite repeated requests by students and parents, he said.

    “The remoteness of exam centres should not be a barrier for Kashmiri students, particularly those from marginalised communities. For many, travelling to other states is an expensive and time-consuming process that they cannot afford,” Khuehami added.

    Jamia Millia Islamia Registrar Nazim Husain Al-Jafri has termed the students’ allegations “baseless”, saying it takes lakhs of rupees to conduct entrance tests.

    “We need to send examination papers, book a centre, hire examiners and supervisor, and send two individuals from the university. It costs us lakhs of rupees to conduct entrance tests. We have a rule that if the number of applicants is either 49 or less, the test of that programme will be conducted in Delhi,” Jafri said.

    “It is not like only Srinagar centre has been cancelled. The cancellation has been done at other centres also. This has been notified also,” he added.

  • In Dominion v. Fox News, a legal test with echoes of Watergate

    Dominion, which makes voting machines, is accusing the conservative network of knowingly spreading disinformation about its products in the days after the 2020 election to appease an audience hungry for conspiracy theories. It was a craven bid for profit, Dominion says, and the myth it fueled ultimately led to the insurrection at the U.S. Capitol.

    That Fox’s allegations about Dominion were dead false has already been decided — they were, according to Judge Eric Davis, who is presiding over the case in Delaware Superior Court. What Dominion must prove now is a tougher legal challenge. The company will put Fox’s key decision-makers on the stand and ask 12 jurors to assess their state of mind in November and December 2020.

    “It isn’t enough to show that Fox made a conscious decision to amplify election denialism generally in its coverage,” said RonNell Andersen Jones, a former newspaper reporter who is now a First Amendment expert at the University of Utah. “Dominion has to show that the people who were responsible for creating (or platforming) the false statements about Dominion had knowledge that those statements were false. It’s about connecting the dots.”

    After the 2020 election, Dominion’s suit contents, Fox News viewers were abandoning it for fringe outlets like Newsmax that were willing to indulge the most dangerous and deluded claims about why Donald Trump lost. Initially, Fox had actually stood out from the MAGA pack by suggesting the incumbent president was doomed when its Decision Desk called Arizona for Joe Biden. But the network soon changed course, the lawsuit says, embracing falsehoods about Dominion that left the company’s brand in tatters and its employees fearing for their lives.

    Payoffs to Georgia officials. Corporate ties to the Hugo Chavez regime. Shady remote operators switching votes to push Biden over the top.

    It is “CRYSTAL clear” that those allegations were false, Davis declared in a pre-trial ruling last month. So the jury won’t decide that question. But that’s far from the end of the case.

    Libel suits are notoriously difficult to win in the United States, thanks to the New York Times v. Sullivan decision of 1964, in which the Supreme Court ruled that it wasn’t enough for a public figure — in this case, Dominion — to show a news organization published something false about them to win a defamation case. Instead, accusers have to show “actual malice”: a legal term meaning that the outlet either knowingly published a falsehood or published one with reckless disregard for the truth. It’s an inherently subjective question that focuses on what the publisher actually believed.

    What’s remarkable about the Dominion case is that, thanks to incredibly juicy pre-trial discovery unearthing caches of messages among Fox employees, it’s already fairly clear that many of them at the very least had their doubts about what their network was peddling.

    There were Tucker Carlson’s candid characterizations of “Stop the Steal” attorney-in-chief Sidney Powell, whom he labeled a liar — an “unguided missile” who was “dangerous as hell” and even tantamount to “poison.”

    There was a Lou Dobbs Tonight producer who, in January 2021, called Trump attorney Rudy Giuliani “so full of shit” — weeks after Laura Ingraham suggested the ex-NYC mayor was “such an idiot” and Sean Hannity labeled him “an insane person.”

    And there was a senior vice president of programming for Fox Business, the network that aired Dobbs’ adamantly anti-Dominion show, referring to Stop the Steal cheerleader and MyPillow CEO Mike Lindell as being “on the crazy train with no brakes.”

    And much more. As far as defamation plaintiffs’ attorneys are concerned, this is the stuff dreams are made of.

    “It’s hard to get evidence to prove that someone in the media knew something was false. What’s so unusual in this case is that there’s all this evidence,” said Noah Feldman, a Harvard legal historian.

    In a statement, a Fox spokesperson said, “Dominion’s lawsuit is a political crusade in search of a financial windfall, but the real cost would be cherished First Amendment rights. While Dominion has pushed irrelevant and misleading information to generate headlines, FOX News remains steadfast in protecting the rights of a free press, given a verdict for Dominion and its private equity owners would have grave consequences for the entire journalism profession.”

    Reports of a possible last-minute settlement emerged around the same time that Davis announced a 24-hour delay in the trial late Sunday, pushing the end of jury selection into Tuesday morning. (Opening arguments are expected shortly after the jury is seated.) Among the outlets dangling an 11th-hour resolution was the Wall Street Journal, a crown jewel in Fox News owner Rupert Murdoch’s media empire. Murdoch himself may be called to testify in the trial.

    To Andersen Jones, the Utah law professor — who remarked that “this whole litigation is one really interesting season of Succession”the late settlement scramble was not exactly shocking.

    But, she said, Dominion has “made clear that a piece of its litigation goal is public-facing: that it wants Fox to be required to have public accountability for leaning into election denialism.” A trial is probably the best way to make that happen.

    In other words, unlike Nixon, who was able to avoid a House impeachment and a Senate trial by resigning, Fox may have just missed out on its last chance to steer out of the courtroom.

    Kolkata: Kolkata witnessed history on Wednesday as a rake of Kolkata Metro conducted a successful trial run through an underwater tunnel under Hooghly river in the route connecting Esplanade in central Kolkata with the iconic Howrah station.

    Only senior officials and select engineers of Kolkata Metro were on board during the trial run, the first in the history of the nation.

    Describing the event as a historic moment for the city, Kolkata Metro General Manager P. Uday Kumar Reddy said that this is just the beginning and regular underwater trial runs in this route will commence soon.

    Reddy, who described the trip as “revolutionary”, was part of the first trial run as he travelled from the Mahakaran station to the Howrah Maidan station.

    According to Reddy, regular trial runs on this route will be conducted for the next seven months.

    “Soon after that, regular services for the general public will commence,” he said.

    The route stretching from Howrah to Esplanade is approximately 4.8 km long, of which 520 metres will be through the tunnel under Hooghly River. The tunnel is 32 metres under the water surface level.

    Hyderabad: The entrance test for admission into Telangana Model Schools for the academic year 2023 to 2024 is scheduled to be held on Sunday in two sessions.

    The students who have applied for the entrance test – 2023 are requested to download hall tickets from the official website of Telangana Model Schools.

    The first session will be conducted from 10 am to 12 pm for students seeking admission into class 6 and the second session will be conducted from 2 pm to 4 pm for students seeking admission into classes 7 to 10.

    A total of 70,041 candidates have applied for the entrance test for admission into classes 6 to 10. All students appearing for the entrance test are instructed to wear masks and maintain social distancing.

    Telangana State Model Schools was established to cater to the needs of students from educationally backward mandals by providing free education by qualified teachers in English Medium from Class 6 to 10.

    195 model schools have been established across the state and eligible candidates will be given admission into these schools after the examination.
