    Filling up of the posts of Assistant Legal Remembrance/ District Litigation Officer in Department of Law, Justice 86 Parliamentary Affairs -Result of Written Test reg;

    Notification No. PSC/Exam(S)/2023/06 Dated:08.02.2023

    In pursuance of Rule 42 of J86K Public Service Commission (Conduct of Examinations) Rules, 2022 read with Rule 31 of J861.0 Public Service Commission (Business 86 Procedure) Rules, 2021, the candidates as per Annexure-A to this notification are hereby declared to have qualified for the Oral Test/Viva Voce for the posts of Assistant Legal Remembrancer/ District Litigation Officer in Department of Law, Justice 86 Parliamentary Affairs on the basis of their performance in the Written Tests which was held on 22.01.2023. The notification with respect to the dates of Interview/Viva-Voce shall be notified separately.

    Note:

    i. For checking the result, candidates are advised to access the official website of the Commission i.e. http://www.jkpsc.nic.in.

    ii. The candidature of candidates shown in Annexure -A is purely provisional The documents of the candidates will be verified at the time of interview and in case any discrepancy with regard to age/qualification/experience and other eligibility condition is noticed at the time of interview or thereafter, the candidate shall not be allowed to appear in the interview or where the candidate has already appeared in the interview, the candidature shall be deemed to have been cancelled ab-initio.

    iii. Only eligible candidates, possessing requisite qualification prescribed under rules, shall be allowed to appear in the Oral Test/Viva-Voce subject to the condition that they are within the prescribed age limit on the cut-off date.

    iv. The candidates shall produce their original certificates/testimonials on the date of oral test/Viva-Voce.

    Cannot conduct virginity test on accused during investigation: Delhi HC

    New Delhi: The Delhi High Court on Tuesday ruled that the virginity test conducted on an accused while the investigation is on, be it in police or judicial custody is unconstitutional in the spirit of Article 21 of the Constitution.

    The ruling came as a single-judge bench of Justice Swarna Kanta Sharma was dealing with a case related to the 1992 Sister Abhaya murder in Kerala.

    In this case, as the Central Bureau of Investigation (CBI) had conducted a virginity test on Sister Sephy (one of the convicts) leading to a violation of Sephy’s human rights, the bench granted her liberty to opt for compensation after the criminal case is over.

    Sephy had filed a petition in 2009 questioning the virginity test.

    A special CBI court had convicted Sephy in Kerala in 2020 for murder of Sister Abhaya, whose body was found in a well after co-convict Father Kottoor threw her into it to hide the cause of death.

    Sister Abhaya was smacked on the head with a hand axe before she was dumped in a well, the trial court had found.

    The CBI and Centre’s objection on territorial jurisdiction was also rejected by the court on Tuesday, observing that the authorities including the National Human Rights Commission are in the national capital and hence, part of the cause of action arose here.

    Kerala Police and it Crime Branch had, initially, dismissed the matter as a case of suicide. It was only due to public outbursts that the matter was later handed to the CBI.

    Rahul’s test on Kashmir – can he translate his words into action

    There was a perfect setting for the conclusion of the “Bharat Jodo Yatra”  heavy snowfall on Monday greeted Congress leaders at Sher-e-Kashmir cricket stadium in Srinagar that has been witness to many promises being made to the people of Kashmir, and then getting lost in the political turbulences in the country. Rahul Gandhi, the star walker of his foot march from Kanyakumari to Kashmir, is the first scion of the Nehru-Gandhi family who spoke from the ramparts of the stadium, where BJP’s stalwart and statesman prime minister Atal Behari Vajpayee had extended India’s hand of friendship to Pakistan in April 2003.

    Rahul Gandhi had many firsts to his credit. He is the first leader who arrived in Kashmir by leading a foot march  from the southern-most tip of India –  Kanyakumari – to the northern most point – Kashmir, highlighting the day to day issues, ranging from price rise, unemployment and the need to defeat and deflate once for all the politics of hate. He also is the first leader who has attempted to reach out to Kashmiris when his party is not in power at the Centre, and he shared the stage with National Conference’s Omar Abdullah and Mehbooba Mufti, two of the best known faces of  Kashmir’s regional parties. Congress has been a political ally of both the parties since early 2000s.

    The snowflakes did offer a perfect setting for Rahul Gandhi and his colleagues, including his sister-Priyanka Gandhi Vadra, but the issues which he touched upon did raise a question, what next for him and the promises that he made to the people of Jammu and Kashmir. Rahul was conscious of his political limitations as he could not speak as effectively as he would have wanted about the abrogation of Article 370 that granted special status to Jammu and Kashmir, though this constitutional provision stayed in the Indian constitution for almost 70 years because of his great grandfather and first prime minister of India Jawaharlal Nehru. His limitations can be understood,  the abrogation of the special status, indeed is a sensitive issue for the seven million people of Kashmir, but it also is a hyper sensitive issue for 1.3 billion people across the country. Kashmiris wanted Article 370 to stay but the rest of the Indians were against it. Congress, which claims to be the national party, could not have tripped on this issue. Hence, the guarded approach.

    Caution in politics is good, but real politics is about taking risks. It is one thing to undertake an arduous journey from one corner to the other of the country, and quite another to embark on a political journey where risks award rewards. Rahul Gandhi could not have sent a single message for the country, and  Kashmir excluded from it. He had to gel the two, that made him to speak about the elections and the statehood.  Now, it is to be seen that how serious is Congress about these issues. The people in Kashmir will judge him, and his Bharat Jodo Yatra, from that yardstick.  This is a test that he has proposed for himself. It is to be seen how he fulfils this commitment – it should not freeze like the  Kashmir snow that he experienced on Monday.

    US to test nuclear engine for future Mars missions

    Los Angeles: NASA and the US Defense Advanced Research Projects Agency (DARPA) have announced a collaboration to demonstrate a nuclear thermal rocket engine in space, the key steps for sending the first crewed missions to Mars.

    NASA and DARPA will partner on the Demonstration Rocket for Agile Cislunar Operations (DRACO) programme, Xinhua news agency reported.

    Using a nuclear thermal rocket allows for faster transit time, reducing risk for astronauts, according to NASA.

    Reducing transit time is a key component for human missions to Mars, as longer trips require more supplies and more robust systems.

    “NASA will work with our long-term partner, DARPA, to develop and demonstrate advanced nuclear thermal propulsion technology as soon as 2027. With the help of this new technology, astronauts could journey to and from deep space faster than ever – a major capability to prepare for crewed missions to Mars,” said NASA Administrator Bill Nelson.

    Kolkata: Controversy over a question on “Azad Kashmir” in the test paper of West Bengal School Service Commission (WBBSE) is yet to be over and a fresh row has started in the state after similar question appeared in the exam paper published by All Bengal Teachers’ Association (ABTA).

    Besides WBBSE officially releasing the test paper compilation every year, which contains Class 10 final test examination (pre-board) questions of some leading schools and acts as a guide for the candidates appearing for the Class 10 board examinations, ABTA also publishes a parallel exam paper on its part.

    The ABTA is basically an association of Left leaning school teachers in the state.

    Last week there was major political uproar over the issue after a question in WBBSE’s test paper was detected where the students were asked to point out the location of “Azad Kashmir” on the map. Now, a fresh uproar has started with the ABTA.

    A question paper released by it asks the students to write a note of “Azad Kashmir”.

    ABTA’s general secretary Sukumar Pain admitted the existence of such a question in the association’s test paper. “But the syllabus of the board itself has reference to this matter. The state government- approved books too have reference to this matter. Since there is a controversy in the matter, it would have been better if the related question had not been there in our test paper,” he said.

    Meanwhile, controversies over the question in WBBSE’s test paper has reached the Central level, with the Union education ministry having sent a communique to the state education department seeking an explanatory note in the matter.

    In the communique, it has been stated that the matter of “Azad Kashmir” is an extremely sensitive issue and the Union government does not recognise ‘Pakistan occupied Kashmir’ as “Azad Kashmir”.

    Sensing the gravity of the matter, the state education department has already initiated an internal probe into the matter. Sources said that a total of nine teachers have been identified and cautioned in the matter by the WBBSE.

    Out of the nine teachers cautioned, six are members of the board’s history syllabus committee.

    A letter of caution has also been forwarded to the headmaster of Ramakrishna Mission Vivekananda Vidyamandir, whose exam paper carrying the controversial question on “Azad Kashmir” featured in the test paper.
