    Imphal: Even as tension prevails in several Manipur districts and the Army and central para-military forces continued their vigil in the strife-torn areas, the administration in the most volatile Churachandpur district relaxed the curfew on Sunday for three hours from 10 a.m.

    Churachandpur District Magistrate Sharath Chandra Arroju in a notification said the subsequent relaxations will be reviewed and notified based on the assessment of the prevailing law and order situation.

    Chief Minister N. Biren Singh in a tweet said: “With the law and order situation improving in Churachandpur district and after talks were held between the state government and various stakeholders, I’m pleased to share that the curfew will be partially relaxed…”

    Defence release on Sunday said that “Ray of hope due to efforts of 120-125 Army and Assam Rifles columns, who are working tirelessly for the past 96 hours to rescue civilians across all communities, curb violence and restore normalcy, has emerged with no major violence being reported, and curfew, therefore being relaxed from 7-10 a.m. on Sunday in Churachandpur followed by flag march by security forces immediately thereafter”.

    The past 24 hours also witnessed the Army significantly enhancing surveillance efforts through aerial surveillance through the Unmanned Aerial Vehicle (UAV) and Army helicopters within Imphal Valley.

    Over 23,000 civilians have been rescued till now and were moved to their own Army operating bases and military Garrisons, the sources said.

    In the wake of the ongoing unrest in Manipur, over 2,000 men, women and children have crossed the border into Assam’s Cachar district and sheltered in seven government-sponsored camps and more than 200 people, mostly women and children took shelter in Mizoram’s Saitual and Vairengte districts.

    Manipur government’s newly-appointed security advisor Kuldiep Singh, a former CRPF chief, said that at least 28 to 30 people were killed in the series of ethnic violence in different districts of Manipur.

    However, local media quoting hospital sources said that at least 50 to 55 people, including women, have been killed in the attacks and counter attacks by the rival ethnic groups in at least six districts since May 3.

    “Over 100 people have been injured in these attacks. More than 500 houses, along with a large number of vehicles, shops and other properties were either burnt down or damaged in these attacks since May 3,” Singh told the media in Imphal.

    He said that 23 police stations in different districts have been identified as most vulnerable and the Army and Central Armed Police Forces were adequately deployed in these areas.

    Flag marches by the Army and Assam Rifles are continuing in over six districts, especially in the most volatile Churachandpur district, Singh said.

    In view of the prevailing unrest in Manipur, the Central government has already imposed Article 355 in the state to bring the situation under control.

    Article 355 is part of emergency provisions contained in the Constitution that empowers the Centre to take all necessary steps to protect a state against internal disturbances or external aggression.

    On May 3, unprecedented violent clashes, attacks and arson broke out at various places during a ‘Tribal Solidarity March’ called by the All Tribal Students’ Union of Manipur (ATSUM) to oppose the demand for inclusion of the Meitei community in the ST category.

    Acting on a writ petition filed by the Meetei (Meitei) Trade Union, the Manipur High Court acting Chief Justice M.V. Muralidaran on April 19 had directed the state government to submit the recommendation for inclusion of Meitei (Meetei) community in the Scheduled Tribes (ST) list to the Union Tribal Affairs Ministry.

    The High Court order said: “The issue of inclusion of the Meetei/Meitei community in the Scheduled Tribes list of the Constitution is pending for nearly ten years and above. No satisfactory explanation is forthcoming from the side of the respondent state for not submitting the recommendation for the last 10 years.

    “Therefore, it would be appropriate to direct the respondent state to submit its recommendation to the Ministry of Tribal Affairs within a reasonable time,” the order said.

    Meanwhile, various influential organisations, including All Manipur Christian Organisation, Global Naga Forum while saying that they would cooperate with the government to restore normalcy and urged the people to maintain peace and ethnic harmony.

    Manipur Chief Minister once again urged the people to shun the path of violence.

    “I appeal to everyone in Manipur to restrain from any form of violence. The state police and the para military have been given strict instructions to take action against those who create disturbances in the law and order of the state,” the Chief Minister tweeted.

    In another tweet, he said : “In light of the prevailing situation in Manipur, held a meeting with the representatives of Coordinating Committee on Manipur Integrity (COCOMI) to highlight the crucial role of civil society organisations in bringing peace in the state at this hour.”

    Darbhanga: A Congress leader in Bihar on Tuesday filed a petition before a court accusing Union Home Minister Amit Shah of spreading communal tensions and tarnishing the party’s reputation.

    The petition was filed before Chief Judicial Magistrate, Darbhanga, by Pratibha Singh, who is the Congress’ in charge of Hayaghat assembly seat.

    The petitioner has assailed an election speech of Shah, delivered on April 25 in Karnataka where assembly polls will be held on May 10.

    The petitioner has taken exception to Shah’s statement that the state will be “afflicted with riots” if the Congress, shown as having the upper hand in poll surveys, formed the next government in Karnataka, which is currently ruled by the BJP.

    The petitioner has contended that the statement has cast aspersions on the Congress and triggered communal tension.

    The court has fixed May 4 as the next date of hearing in the matter.

    Beirut: The Lebanese government has tightened regulations on Syrian refugees as tension between the displaced and the local Lebanese continues to grow.

    A statement released by the Council of Ministers said the “refugee status” will be officially cancelled for those who left the Lebanese territory, calling security services to “strictly pursue violators and prevent the illegal entry of Syrians” to the country, reports Xinhua news agency.

    The cabinet also asked the Interior Ministry and Social Affairs Ministry to register the newborns of Syrians in Lebanon, and the Labour Ministry was tasked with tightening monitor to make sure that the refugees only work in permitted sectors.

    The cabinet made the decisions as the country faced an unprecedented financial crisis, further exacerbated by the presence of over 2 million Syrian refugees.

    “Tension among Lebanese citizens and the Syrian refugees has reached its highest levels, and we are now in a dangerous place,” Lebanon’s Deputy Parliament Speaker Elias Bou Saab said when meeting with Italian Ambassador to Lebanon Nicoletta Bombardiere.

    “The situation requires a radical change in the European Union’s policy on the issue of the displaced and a speedy solution to the issue in a different way,” Saab was quoted as saying.

    According to the UN Refugee Agency, Lebanon is currently facing its worst socioeconomic crisis in decades and hosts the highest number of refugees per capita and per square kilometre worldwide.

    The government estimates 1.5 million Syrian refugees and 13,715 refugees of other nationalities.

    Ninety per cent of Syrian refugees are living in extreme poverty, with the majority of them settled in the Bekaa region.

    While prices are skyrocketing due to a severe economic crisis, almost half of the Lebanese and 2/3 of the 1.5 million Syrian refugees are food insecure.

    Some 90 per cent of Syrians, 73 per cent of Palestinian refugees, and over 50 per cent of Lebanese households currently need assistance.

    Lebanon has struggled to deal with emergencies like the Beirut port blast, Covid-19, and a cholera outbreak earlier this year.

    Hyderabad: Mild tension prevailed at Arundhathi colony Uppuguda of old city Hyderabad following a fight between two groups on Sunday night.

    Tension started around midnight after members of the same family were fighting on the road in front of their house at Arundhati colony. Annoyed by the noise another resident who belongs to another community objected to the loud noise and asked them to sit and sort out the issue in their house. One of the persons attacked the resident after which his family members attacked the people who were quarreling. The other local people informed the police. Immediately the police swung into action and dispersed them. Senior police officials reached the spot and posted pickets.

    The Commissioner’s Task Force and local police were deployed.

    Bhopal: At least three people were reportedly injured after communal tension broke out in Madhya Pradesh’s Khandwa, around 260 km from state capital Bhopal, late on Sunday.

    According to the police, the tension prevailed after a group of Muslim youths thrashed a group of students (both Hindu and Muslim) while they were celebrating a birthday party at a restaurant late on Sunday.

    The Khandwa district administration has imposed Section 144 and a heavy police force has been deployed in the area. “The situation is under control, police are marching in the area,” Khandwa SP Satendra Shukla told the press.

    Police said the tension erupted after four Muslim youths thrashed a Muslim girl, a school lab teacher and a Hindu male student for celebrating a birthday in a restaurant on Sunday afternoon. The accused also took away the teacher and Hindu student with them.

    Later in mid-night, a large number of people from the Muslim community led by corporator Ashfaq Sigad reached Moghat police station and Lal Chowk. They pelted stones at police accusing them of being biased in action.

    Police said that an FIR has been registered based on a complaint from the girl, who alleged that she was kidnapped and assaulted. Police claimed two accused were arrested, while two were still on the run.

    On Monday, right-wing organisations also staged a protest, which prompted the administration to impose Section 144 in the area. This fresh round of communal tension in Madhya Pradesh was witnessed just one year after a massive riot broke out on April 10 last year in Khargone.

    Islamabad: Tension is growing between Pakistan and the interim Afghanistan government with Islamabad pointing fingers at Kabul for being the facilitator and supporter of militants from the Tehreek-e-Taliban Pakistan (TTP), whose continued attacks in different parts of Pakistan have spread a wave of terror, posing serious security threat to the armed forces.

    Against this backdrop, Amir Khan Muttaqi, Afghanistan’s acting Foreign Minister, is expected to visit Islamabad and hold talks with the senior officials of the Pakistan government and its security forces.

    The visit holds critical and crucial relevance in view of the persisting tensions between the two countries, which share a large porous border.

    As per sources in the know of things, Islamabad and Kabul are currently in touch with each other to finalise the date for the visit of the Afghan Taliban chief’s acting Foreign Minister.

    “The visit is expected to take place in the coming weeks,” said a source.

    This will be Mutaqqi’s second visit to Islamabad. He had previously come in November 2021, months after the Taliban took over the control in Afghanistan, ousting the Ashraf Ghani government, which fell in a span of 20 days after the withdrawal of NATO forces.

    “Pakistan had hoped that the Taliban takeover would improve border security and more importantly, the issue of terrorist sanctuaries would be sorted out. But contrary to our expectations, the TTP-sponsored attacks have only increased, causing friction in bilateral ties,” said the source.

    This happened after months long peace talks between the former Pakistan government of Imran Khan, the security agencies of the country and the TTP, which were facilitated by the Afghan Taliban in Kabul, but failed in the end.

    Since then, TTP has amplified its attacks in Pakistan and has targeted security installations with suicide bombings, targeted attacks and killings, claiming lives of many security personnel.

    Pakistan, during its recent high-level meeting of the National Security Committee (NSC), admitted that the peace talks with the TTP had only resulted in rise in terrorist activities.

    “The government has now decided that it would not have any further talks with the Taliban and would counter their terror attacks with military level offensive,” said the source.

    Pakistan has also repeatedly maintained that the Afghan Taliban have failed to take any action against TTP militants, who are moving freely in Afghanistan and using its soil to plan, coordinate and carry out terror attacks.

    On the other hand, the Afghan Taliban have denied Islamabad’s claims, stating that they stand by their promise to not allow its soil to be used against any other country.

    Hyderabad: The Bharat Rashtra Samithi-led state government’s reported decision to bid on the Vizag Steel Plant (VCP) through its Singareni Collieries Company Limited (SCCL) while alleging that the Centre is trying to privatise the steel plant has triggered a row in both the Telugu states.

    While Andhra Pradesh’s YSR Congress Party (YSRCP) government came under attack from opposition parties for doing nothing to stop privatisation of the VSP, opposition in Telangana questioned the KCR government’s move to use funds of Telangana in another state.

    Telangana BJP President Bandi Sanjay Kumar alleged that BRS set aside core ideals of Telangana for KCR’s “selfish political interests”. “Telangana State money will be used for Andhra Pradesh’s steel plant,” he remarked.

    Andhra Pradesh Industry Minister Gudivada Amarnath, however, maintained that YSRCP is opposed to privatisation. “There is no official statement from the Telangana government. We have seen only speculations in the media,” he said.

    BRS leaders, on the other hand, defended the move. “When Gujarat MDC bid and get mines in Odisha, why can’t Telangana bid for Vizag Steel Plant for which even Telangana people lost lives fighting for,” asked party leader Krishank Manne, who is also Chairman of Telangana State Mineral Development Corporation (TSMDC).

    Apart from the SCCL, the TSMDC is also likely to submit EoI for VSP.

    “Vizag Steel Plant, Bayyaram are not encouraged only for the benefit of Modi+Adani+Posco,” he tweeted.

    This is said to be the first time a state-run company will place bids to secure a PSU in a neighbouring state.

    The move is also expected to politically benefit KCR’s party, which recently changed itself to the BRS from the TRS to expand pan-India.

    BRS Working President and KCR’s son K.T. Rama Rao had last week written to the Centre opposing its move to privatise the VSP.

    Reacting to KTR’s letter, former joint director of the CBI, V. V. Lakshminarayana had suggested that either Andhra Pradesh or Telangana government should submit the EoI for VSP.

    The BRS had also organised a ‘Maha Dharna’ on April 8 to protest against the Centre’s decision to auction SCCL coal mines. The protest was organised during Prime Minister Narendra Modi’s visit to Hyderabad.

    The Communist Party of India (CPI) national Secretary K. Narayana on Monday welcomed Telangana’s interest in VSP.

    He said that if VSP goes into the hands of private companies like Adani Group, it would be a great loss to the country and appreciated KCR’s decision to take over the PSU.

    CPI’s Andhra Pradesh Secretary Ramakrishna questioned the silence of Jagan Mohan Reddy government over VSP’s privatisation when Telangana government is trying to acquire the plant.

    Shivamogga: There is no tension regarding the list of BJP candidates for the coming Karnataka Assembly polls but there are expectations, Chief Minister Basavaraj Bommai said on Friday.

    He told reporters here that competition is common when there are a lot of aspirants.

    “The party parliamentary board will meet on April 8 and 9 and then release the list of candidates. The list is getting prepared democratically as the opinions of workers of all levels have been taken and discussed in Taluk and district-level committees. The feelings of people have been considered while preparing the list. Three names are proposed for each constituency,” he said.

    Bommai claimed that the opposition Congress did not have suitable candidates for 60 constituencies and the candidates were brought from other parties and given the tickets.

    Just before the release of the second list, Congress state chief D.K. Shivakumar called up many BJP MLAs and offered them tickets, he also claimed.

    “The Congress leaders talk something outside but their intentions are different. The Congress will fare much worse in the coming Assembly polls than the 2018 Assembly polls as it lacks suitable candidates, has no organisation at the grassroots level, and no proper ideology or principles,” he added.

    Asked about Shivakumar’s threat to cancel all reservations including international quota, the CM said no one can touch this and challenged the Congress leaders to do it.

    On BJP MLC Laxman Savadi’s statement of holding him responsible for the defeat of Mahesh Kumatalli, the CM said he had already spoken with Savadi and there is nothing big. The MLC is a senior BJP leader and worked as Deputy Chief Minister, he added.

    “Savadi knows his responsibility. I have spoken to him and everything will be okay soon.”

    Reacting to a question on the opposition parties attacking noted Kannada actor Kichcha Sudeep for extending support to the BJP, Bommai said it was upto them if others wanted to take Sudeep with them for the poll campaign. The actor has already clarified that he decided to support him because of help extended during his initial days in the Kannada film field, he added.

    FRANKFURT ― The markets are jittery and inflation still needs taming. Coming together, those two things put the European Central Bank in a real bind.

    Fight one fire and it could cause the other to flare. The ECB can keep raising interest rates to try to get inflation under control, but that risks fueling financial market tensions. Conversely, it can give banks some breathing space by slowing its rate-hiking, but that carries the danger of prolonging the region’s economic malaise.

    Frankfurt’s official line is that it can do both with no serious consequences. Many economists in the eurozone don’t buy that.

    In private, it’s a dilemma that splits the ECB’s decision-makers, and even in public differences of opinion are bubbling to the surface. Here’s what’s at stake:

    Why is the ECB raising rates?

    The idea is that increasing interest rates subdues inflation because it makes consumers and businesses less likely to borrow ― so that results in reduced spending.

    As inflation has started to pick up since last summer, the ECB has raised interest rates at a record pace. They’ve gone from -0.5 to 3 percent as the annual rate of price rises has surged to a eurozone record 10.6 percent in October.

    The Bank tries to keep inflation at 2 percent so it’s currently way off target.

    How this contributed to the crisis

    The unpleasant side effect is that with rising borrowing costs (because of higher interest rates), the value of bonds that banks hold usually fall. This gives investors a bad case of the jitters. After the collapse in March of lenders like Silicon Valley Bank and Credit Suisse ― though their problems seemed unconnected ― it was this that prompted concerns they might not be the only institutions with troubles, and fueled contagion fears around the globe.

    But Lagarde plowed on regardless

    The ECB remained unfazed in the face of emerging banking troubles: It delivered a previously signaled 0.5 percentage-point rate increase in March, less than a week after SVB failed and at a time when Swiss banking giant Credit Suisse was teetering.

    Following that decision, ECB President Christine Lagarde stressed that she sees no trade-off between ensuring price stability and financial stability.  

    In fact, she said the Bank could continue to lift rates while addressing banking troubles with other tools.

    The case against

    Many economists disagree with Lagarde that the battle for price stability can be pursued without risking financial stability.

    Claiming so “should be a career-ending statement,” said Stefan Gerlach, chief economist at EFG Bank in Zurich and a former deputy governor of the Central Bank of Ireland. “This is the idea of the ‘separation principle’ of 2008 revisited. That wasn’t a good idea then, and isn’t now either,” he added.

    What’s the separation principle?

    In 2008, at the start of the financial crisis, as well as in 2011, when the sovereign debt crisis hit, the ECB adhered to the idea that interest rates could be used to ensure price stability at the same time as other measures, such as generous liquidity injections, could ease market tension.

    But this just added to the problems and had to be unwound quickly.

    This time around, the Portuguese member on the ECB Governing Council, whose country suffered particularly under the consequences of the sovereign debt crisis, is less blasé than Lagarde.

    “Our history tells us that we had to backtrack a couple of times already during processes of tightening given threats to financial stability. We cannot risk that this time,” Mario Centeno told POLITICO in an interview. 

    The case for Lagarde

    After the initial fears that troubles could spread across the eurozone, investor nerves have calmed and bank shares started to recover. At the same time, new data showed that underlying inflation pressures kept rising, suggesting that Lagarde and her colleagues were right to stick to their guns ― at least for now.

    If that’s the case, March’s interest rate rise ― what Commerzbank economist Jörg Krämer described as “necessary” investment in the central bank’s credibility ― will have paid off.

    Market turmoil actually helps

    The nervous markets could help the ECB to reach its inflation target without having to raise interest rates as aggressively as previously thought.

    Banks tend to slap an additional risk premium on their lending rates which raises the cost of borrowing money for consumers and business. So banks end up doing part of the tightening job for the central bank.

    ECB Vice President Luis de Guindos suggested as much in an interview released last month, though he cautioned that it was too early to assess how much impact exactly it may have.

    What’s the endgame?

    The challenge for the ECB is to strike the right balance. If it doesn’t it risks either the repeat of 2008-style financial troubles or a return to the stagflationary period (low growth on top of high inflation) that roiled the Continent in the 1970s.

    If it raises rates too aggressively, bank failures followed by a recession risks forcing the ECB into an interest rate U-turn for the third time, creating massive credibility risks. Conversely, if they don’t hike enough, the central bank may lose a grip on inflation, which is its main mandate.

    The only way Lagarde can win is to deliver both price stability and financial stability. In that sense, there is no trade-off ― one without the other just won’t be enough.

    Sahibganj: Tensions prevailed in Jharkhand’s Sahibganj town after a Hanuman temple near Patel chowk area was allegedly vandalised by unidentified miscreants earlier on Monday, the police said.

    Speaking to ANI, Sahibganj Deputy Commissioner Ramniwas Yadav said, “There is a Hanuman temple near Patel Chowk, and anti-social elements indulged in mischief there. We have recovered CCTV footage and we are verifying it.”

    “Some people have been identified, and they will be questioned. Stringent action against those involved,” Yadav said.

    Soon after the words about a temple being vandalised spread, members of right-wing outfits and locals gathered near the temple and started protesting.

    They stage a sit-in protest and raised slogans against the district administration and demanded action against those involved in the act.

    Additional police forces had to be deployed to control the situation, and drone surveillance was launched in the area.

    “Further probe is underway,” officials said.

    The incident comes amid incidents of violence”>violence in Bihar and Bengal that began with Ram Navami celebrations.

    In several parts of Bihar and West Bengal, vehicles were set on fire as various groups clashed during Ram Navami processions.

    On Monday evening, a fresh incident of stone-pelting was reported in West Bengal’s Hooghly district, forcing railways to suspend all local and mail express train services operating to and from Rishra Railway Station.
