Soaring rents and exorbitant security deposits are only the tip of the iceberg, as landlords add to the stress by asking for all sorts of personal information.

    In this era of over-sharing, landlords in Bengaluru are taking it to the next level, requesting LinkedIn profiles, college details, and even mini autobiographies from prospective tenants. As frustrations mount, tenants are turning to social media to air their grievances in the IT capital.

    A viral tweet from a user named Shubh recently highlighted the bizarre standards set by some landlords. In this oddball case, the landlord rejected a tenant because his Class 12 marks didn’t meet the arbitrary 90% threshold – despite the fact that marks don’t have much bearing on someone’s ability to rent a home!

    Shubh’s tweet, featuring screenshots of the conversation and a cheeky caption, quickly gained traction: “Marks don’t decide your future, but it definitely decides whether you get a flat in Bangalore or not”.

    As if dealing with Bengaluru landlords wasn’t challenging enough, the city has now surpassed Mumbai in charging the highest proportion of property value as rent. It’s no wonder that tenants are feeling the pinch, as they juggle ever-increasing costs and the endless personal questions from their potential landlords.

    In a nutshell, Bengaluru’s rental market has become quite the circus, with landlords acting as ringmasters, setting the stage for an increasingly tough and goofy house hunting experience.

    SRINAGAR: Tenant verification has been made mandatory as per various provisions of CrPC, Srinagar police said today.

    A police official said that the tenant verification has been made mandatory “in view of increase in social & general crimes in Srinagar”.

    “In many crimes involvement of persons staying on rent etc. has been found. Non-verification will lead to FIR u/s 188 of IPC against the landlord,” he added.

    Srinagar, Apr 5: Coming close on the heels of busting of a rough trade in Bagh-e-Mehtab locality, District Magistrate Srinagar on Wednesday ordered the property owners/landlords to furnish details of tenants putting up in the properties anywhere in the district, within a period of ten days.

    Citing a letter by Senior Superintendent of Police, Srinagar the District Magistrate said that the recent incident in Bagh-e-Mehtab has necessitated conducting the verification of the tenants as the district has a good number of people from other places putting up all across.

    “Senior Superintendent of Police, Srinagar, vide his letter No. 01-23/12741-42 dated: 03-4-2023 and No. CS/01-23/12910-12, dated: 04-04.2023 has reported that Srinagar being a capital city, a good number of people from other places are putting up in the District Srinagar in the rented accommodation. Investigation in multiple incidents of social crime including theft/burglary has revealed that the persons involved in such activities have been staying as tenants in Srinagar city which poses a danger to the ordinary Citizens. On April, 3rd, 2023 an incident of immoral trafficking came to the fore in the Bagh-i-Mehtab area of Srinagar city falling within the jurisdiction P/S Channapora. During the preliminary investigations it has been divulged that accused persons hail from outside of District Srinagar and had hired a private house in the said area. Further, the house-owner, where the illicit racket was busted, had not conducted tenant verification and whereas, the surfacing of the racket has evoked outrage among the public circles having a tendency to become a law and order issue thus necessitating putting in place measures for stopping such illicit / immoral activities”, reads the content of the order, a copy of which lies with GNS.

    “Whereas time and again it has also been brought to the notice of undersigned that few incidents of acid attack/eve teasing have occurred in the recent past in the District which are in turn damaging the social fabric of society thus calling for putting the deterrence measures in place. SSP, Srinagar vide above mentioned communication/s has requested that there is an imminent need to conduct verification of tenants staying in rented accommodations in various parts of the city as there have been instances of social crimes and illicit activities”, it reads.

    “Whereas, SSP, Srinagar vide above mentioned communication/s has requested that there is an imminent need to conduct verification of tenants staying in rented accommodations in various parts of the city as there have been instances of social crimes and illicit activities. It is necessary that some steps are taken to make the landlords, property owners accountable before renting out or making available their premises to tenants, so that such criminals / anti-social /anti-national elements in the guise of tenants do not succeed in the Commission of crime in the Community.”

    “Whereas, I consider the threat being posed by such anti-social elements as an imminent apprehended danger to public safety and security that warrants immediate preventive measures”, the order reads.

    “Now, therefore, for the reasons stated in the preceding paras, and in exercise of powers vested in me under various Sections of Cr.P.C, I, District Magistrate, Srinagar do hereby order and require all landlords, owners of properties, attorney holders, persons in-charge of premises in any capacity (hereafter called as building owners) located in the entire jurisdiction of District Srinagar to comply strictly with the following directions: a) All Building Owners shall after the issuance of this order and within ten days of letting/ sub-letting / renting out his/her house or part thereof to any tenant(s), submit without fail the detailed particulars of the tenant(s) to be signed by both the owner and the tenant(s) to the concerned Police Station, either in person or by registered post addressed to the concerned Station House Officer; b) The Building Owners who have already let/sub-let/rented out their house(s) or part(s) thereof to any tenant on any date prior to issuance of this order, shall within ten days after the issuance of this order submit without fail the detailed particulars of the tenants to the concerned police station; c) All arrangements of letting or sub-letting the property like “paying Guest” tenants etc, shall be covered by this order; d) Every SHO in Srinagar District shall maintain a separate register for such purpose.”

    “This order shall come into force with immediate effect and it shall remain in force for a period of 60 days, unless withdrawn earlier. Any violation of this order shall invite punitive action under Section 188 of Indian Penal Code, 1860 and other relevant sections of the Cr.P.C”, reads the order adding the Senior Superintendent of Police, Srinagar will implement this order.     Telangana: Congress vows to extend govt benefits to tenant farmers

    Karimnagar: The Congress on Friday promised to extend government benefits to tenant farmers in Telangana, besides setting up land tribunals in the state.

    Speaking to reporters near Karimnagar, AICC General Secretary in-charge of communications Jairam Ramesh said about 15 lakh tenant farmers in the state are not getting government benefits like crop insurance.

    “Congress says that all government programmes be implemented for tenant farmers also,” he told the media.

    Ramesh, who listed out five principles for the benefit of farmers, said land tribunals would be set up in all 33 districts of the state.

    Congress would also undertake land survey in the state in two years if it comes to power.

    Observing that there are 125 laws related to land, he said Congress promises that one comprehensive law would be made related to lands.

    Assembly elections are due in Telangana later this year.

    The industry is bracing for “some pretty intense regulation,” said Jerry Howard, CEO of the National Association of Home Builders, whose members include landlords. “They need to be very cautious about what they’re doing,” said Howard, who was one of a handful of industry representatives at a November White House meeting on tenant protections. “There’s a real chance of creating a problem that doesn’t exist.”

    With a possible recession looming, the Biden administration will be looking for ways to provide relief to cash-strapped Americans suffering from a higher cost of living. Since the U.S. House is now under Republican control, the kind of sweeping economic legislation enacted during the last two years is off the table.

    Democratic lawmakers including Sen. Elizabeth Warren (D-Mass.), are leaning on the administration to go big by curbing rent increases at millions of units in properties with government-backed mortgages – a long-shot move the White House is not seriously weighing, according to a person with knowledge of the discussions.

    “People can’t afford to live,” said Rep. Jamaal Bowman (D-N.Y.), who spearheaded a letter last week with Warren calling on President Joe Biden to issue an executive action limiting rent hikes in properties backed by the Department of Housing and Urban Development or Fannie Mae and Freddie Mac, the government-controlled mortgage financiers. “We want to push the president as far as possible to lighten the burden of rent on everyday people.”

    Democrats want the administration to enact new restrictions on rent hikes and punish landlords they accuse of price-gouging — “not just principles, not just guidelines, but what can the president do through executive action to lighten the burden on people and put more money in their pockets,” Bowman said in an interview.

    The White House declined to comment on the specifics of potential new regulations, pointing to a statement it released last week in response to the letter from Democrats.

    “We are exploring a broad set of administrative actions that further our commitment to ensuring a fair and affordable market for renters across the nation,” spokesperson Robyn Patterson said. “We look forward to continuing to work with lawmakers to strengthen tenant protections and improve rental affordability.”

    While rent is still driving up overall inflation — thanks in part to a data lag in the official inflation gauge — the national median rent has fallen for four straight months, according to the latest data from Apartment List. New lease demand plummeted in the second half of 2022, when the net demand for apartments fell into negative territory for the first time since 2009, according to an analysis by RealPage Market Analytics.

    “Complicating this process isn’t good at any time in the market cycle,” said Greg Brown, senior vice president of government affairs at the National Apartment Association. “But we’re in the fourth straight month of rent declines. I think things are adjusting again, so it does raise the question, are they responding to a situation of three to four months ago, not what is currently happening or will be happening in the near future?”

    The association and 10 other industry groups urged Biden to resist pressure to lay new federal requirements on top of existing regulations and said that doing so would “further exacerbate affordability challenges,” in a letter last month.

    Even as demand eases, the market is about to see a surge in supply – portending additional price cuts. More apartment units are currently under construction than at any point since 1970.

    “A lot of rental supply is going to be completing in 2023 — we’re going to see more completions than we have in 40-plus years,” said Jay Parsons, chief economist at RealPage, a property management software provider. “The balance of power really has shifted toward renters — they’re going to have more options, more competitive pricing and better deals.”

    Bowman and tenant advocates argue that modest declines in rents – the national median fell 0.8 percent in December – barely make a dent in tenants’ expenses after the eye-popping gains of the last few years.

    Even after falling from its July peak, the median asking price in November was still 20.9 percent higher than it was at the same time in 2019, before the pandemic struck, according to the latest monthly rent report from Realtor.com. About 53 percent of tenants said their rent had increased by more than $100 per month over the last year, according to the latest Household Pulse survey by the Census Bureau.

    Rent was increasing even before Covid, Bowman said, adding that many of his constituents spend over half their income on housing.

    “The cooling effect in the market isn’t meaningfully changing conditions for tenants,” said Tara Raghuveer, director of the Homes Guarantee campaign at People’s Action. Raghuveer also attended the November White House meeting.

    “The rent is still too damn high,” she said.
