    SRINAGAR: A high-level security meeting was held in Srinagar on Tuesday where the top officials of the security grid framed a joint strategy to ensure peaceful conduct of the upcoming G-20 event and to counter the possible fidayeen, drone, vehicle-borne IED, stand-off and grenade attacks.

    The meeting evolved consensus that NSG will be used along with the Special Operation Group (SoG) of J&K police to counter drone, fidayeen, standoff, V-BIED (Vehicle-Borne Improvised Explosive Device ) any untoward incident while as Marrine commandos (MARCOS) will be given the responsibility of “lake and river domination.”

    The security meeting was chaired by the ADGP Kashmir Vijay Kumar at Police Control Room (PCR) Srinagar where officers of Police, intelligence agencies and security forces participated in the threadbare discussions regarding overall security arrangements to be adopted for safe and smooth conduct of upcoming G-20 being hosted at Srinagar.

    “During the meeting, the ADGP Kashmir reviewed the security arrangements and emphasized the need for coordinated efforts to ensure foolproof security for the summit. The officials also discussed the deployment of security personnel, traffic management, and crowd control measures to be adopted for the peaceful conduct of the summit,” the spokesman said.

    As per the spokesman, the ADGP directed the officials to ensure that the security arrangements are put in place well before the summit, and the deployment of security personnel should be done in a manner that does not cause inconvenience to the local residents & tourists.

    “The ADGP also emphasized the need to be vigilant and take measures to prevent any untoward incident during the summit. He further advised them that additional security measures should be placed at the vulnerable locations to avoid any untoward incident during the G20 summit,” the spokesman said.

    He said that during the meeting, special focus was laid on the emerging threat of VBIEDs and other modes of potential terror attacks including potential fidayeen attacks, standoff fire & grenade attacks. “Counter measures to counter these terror threats were also discussed,” the spokesman said, adding that “ADGP Kashmir instructed all districts SSPs to focus on busting of terror modules by apprehending terrorist associates & generating preventive intelligence regarding the presence of terrorists in the valley.

    Besides, all SSsP were instructed to conduct anti-terrorist operations on specific inputs. The officials discussed the deployment of additional security forces & use of modern technology to secure the venues.”

    The police spokesman said that during the meeting, the ADGP also stressed the importance of river and lake domination in ensuring the security of the summit. “He also emphasized the need for the Marine Commandos (MARCOS) to be put in place to provide a strong security cover for the water bodies around the summit venues,” he said.

    The spokesman said that the officials were also instructed to coordinate with other law enforcement agencies and intelligence agencies to gather information about any potential security threats and take necessary actions to neutralize them. (KNO)

    The Ukrainian military shot down a hypersonic Russian missile over Kyiv using the newly acquired Patriot missile defense system, an air force commander confirmed on Saturday.

    It’s the first time Ukraine has been known to intercept one of Moscow’s most sophisticated weapons, after receiving the long-sought, American-made defense batteries from the U.S., Germany and the Netherlands.

    “Yes, we shot down the ‘unique’ Kinzhal,” Air Force Commander Mykola Oleshchuk said on Telegram, referring to a Kh-47 missile, which flies at 10 times the speed of sound. “It happened during the night time attack on May 4 in the skies of the Kyiv region.”

    Ukraine confirmed that two Patriot batteries were operational last month, following training on the system from the U.S. and Germany, according to the Kyiv Independent. The interception of the hypersonic missile also represents a major success for the Patriot technology, in use on the battlefield after 20 years of upgrades.

    Kyiv had initially denied that it had shot down the Kinzhal missile.

    Ukraine first asked Washington for Patriot systems in 2021, well before Russia’s current war of aggression began in February 2022. The U.S. and Germany have each sent at least one Patriot battery to Ukraine; and the Netherlands said it has provided two.

    Separately, a well-known Russian nationalist writer was injured in a car bomb, reported TASS, Russia’s state-owned news service. Zakhar Prilepin was wounded in the Russian city of Nizhny Novgorod, in a blast that killed one person, according to the report.

    A Russian foreign ministry spokeswoman said the blast was the “direct responsibility of the U.S. and Britain,” without providing evidence, according to Reuters.

    John Kerry: relying on technology to remove carbon dioxide is ‘dangerous’

    Relying on technology to remove carbon dioxide from the atmosphere is “dangerous” and a cause for “alarm”, John Kerry has warned.

    The US special presidential envoy for climate said in an interview that new technologies may not prevent the world from passing “tipping points”, key temperature thresholds that, once passed, could trigger a cascade of unstoppable physical effects.

    “Some scientists suggest that it’s possible there could be an overshoot [of global temperatures, beyond the limit of 1.5C above pre-industrial levels that governments are targeting] and you could clawback, so to speak – you have technologies and other things that allow you to come back,” Kerry told the Guardian.

    “The danger with that, which alarms me the most and motivates me the most, is that according to the science, and the best scientists in the world, we may be at or past several tipping points that they have been warning us about for some time,” he said. “That’s the danger, the irreversibility.”

    He called on governments to deploy renewable energy faster, along with related technologies such as electric vehicles. These are already available for widespread deployment, and could prevent the world from reaching the high levels of carbon dioxide in the atmosphere that would cause temperatures to breach the 1.5C threshold.

    “Part of the challenge we face right now is countries that have technologies available to them are not necessarily deploying them at the rate that they should be,” he said. “Fatih Birol [executive director of the International Energy Agency] has made it very clear for some time that all you need to meet the 2030 goal of 45% reduction [in greenhouse gas emissions] globally is to deploy renewables in the current state of technology, and that’s not happening.”

    “There’s a resistance right now that I see from several quarters to doing what we know we need to do,” Kerry said. “I think there are things that are really quite simple that we could be doing, but it requires political will, it requires resources, allocation and a determination to get the job done.”

    He pointed to the Inflation Reduction Act, the $369bn (£296bn) push by the US to invest in renewable energy and low-carbon technologies. EU governments have protested at aspects of the legislation, such as tax breaks for green companies to set up in the US, which they see as protectionist and a potential competitive threat.

    Kerry countered that the US measures were good for all countries. “If we accelerate the pace of discovery, then the world benefits. This is not a US-centric thing,” he said. “If we can advance those technologies very rapidly, then we’re sworn to share them, and help people to develop similarly. That’s the way collectively we try to meet the challenge.”

    He said the act, passed last summer, was already making an impact. “People are shifting and realising the best thing to do. There are a number of countries in Europe – Germany, and France, and others – that are hell-bent to do a similar kind of effort. They try to define it for themselves and go out and do it,” he said. “Given the trillions we need to be deploying to meet this challenge, to have something that excites investment is in everybody’s interest. We are seeing a tremendous amount of venture capital moving in the direction of some of these transition essentials.”

    The UK must also pile efforts into net zero, he added. “Everybody in the world [needs a net zero strategy],” he said. “The Intergovernmental Panel on Climate Change made it crystal clear that we’re not on the track we need to be … everything needs to be increased exponentially in effort.”

    The US president, Joe Biden, has come under severe criticism from climate activists, despite his green investment push, for pressing ahead with investment in fossil fuels.

    In recent weeks, he approved an area of the Gulf of Mexico amounting to about 73m acres, roughly the size of Italy, for drilling for oil and gas wells. A fortnight before that, he approved the Willow project, a drilling site in Alaska that is expected to produce 600m barrels of oil over its lifetime. Further licences are also possible, and the US is looking to expand its shale gas production and export to Europe under Biden’s watch.

    Kerry robustly defended these actions, on the grounds that more fossil fuels were needed temporarily because of the war in Ukraine, and said some oil and gas expansion could occur within climate limits, particularly if carbon capture and storage, or other ways of reducing the impact of the fossil fuels, could be used.

    “Gas usage is an automatic 30-50% reduction over oil and coal. It’s not clean, it’s cleaner,” he said. “So now the question is, can carbon capture and storage be deployed at a scale that makes it possible to meet our goals?”

    The expansion of drilling would “not have a deep impact. I’m not saying it’s impactless completely, but it’s not going to have a significant impact.” The US was still committed to its climate targets, of a 50-52% reduction in emissions by 2030, compared with 2005 levels, he added.

    Kerry also pointed to the turmoil around the world, and high energy prices, caused by Vladimir Putin’s invasion of Ukraine. “We needed desperately to not allow Putin to make his gas cutoff a weapon. And because of Ukraine, and the urgency of calming the marketplace, making sure that economies are not suddenly crashing because prices are going so high that people can’t afford to live, you’ve got to have some supply. It’s transition. That’s why the goal was 2030 and then it’s 2050. It’s not tomorrow.”

    He conceded that the expansion of fossil fuels in the US was difficult to explain to other countries, however. “It obviously has challenges of perception or messaging,” he said. “There’s a danger that somebody distorts it, and says ‘they did it, therefore we can do it’. That’s why I say you’ve got to understand it, you’ve got to put it in a real context of what it really means and what the impact of this is going to be.”

    But he insisted that the US would still meet its climate targets. “President Biden has reiterated a full-fledged commitment to keep our target, we’re not moving on our target,” he said. “This one thing is not an aberration in terms of us walking back on our goals, or walking back on our expectations. I feel very confident about that.”

    The appointment of Sultan Al Jaber as president of the next UN climate summit, Cop28, in the United Arab Emirates in November, has been condemned by activists who say his role as chief of the UAE national oil company Adnoc creates a conflict of interest.

    Kerry defended Jaber, insisting that his background – which Jaber told the Guardian would help him bring a business focus to the role – would be an advantage. “Personally, I think that because he has an experience within the context of oil and gas production, and a leadership in that, he has the ability to pull some missing links to the table with respect to what we have to get done. I’m hopeful about that,” Kerry said.

    Kerry also called for more private sector funding for climate finance, to help poor countries cut their emissions and cope with the impacts of extreme weather. “Climate finance is not just a challenge, it is the biggest single challenge right now,” he said. “Finance, and I mean big finance in the trillions of dollars. That requires a mobilisation of capital, using incentives and working with the private sector to bring them to the table, to create bankable projects that will excite deployment of capital.”

    LUXEMBOURG — Ukrainian Foreign Minister Dmytro Kuleba on Monday implored EU foreign affairs ministers to move faster on their promises to supply Kyiv with ammunition. But his plea came as officials were given new details showing the EU still has a long way to go to meet its lofty pledges.

    According to several diplomats, Kuleba — who addressed a meeting of foreign ministers in Luxembourg via video link — was critical of the slow pace of the EU in delivering ammunition and missiles as part of a plan to provide 1 million shells in the next 12 months as Ukraine fights off Russia’s invasion.

    The plan has already been endorsed by EU leaders but, when it comes to the technical details, has only been partially agreed upon by member states, which are still discussing the so-called track two of the scheme, which involves the joint purchase of ammunition.

    The bone of contention is a legal one about exemptions for companies based outside the EU in the supply chain of the defense companies involved in the plan, but in the background doubts also remain as to whether the EU defense industry can really deliver all of these shells.  

    Kuleba on Monday “repeated that Ukraine needs desperately the ammunition to stand against the Russian attacks, and also to organize the counterattack,” Margus Tsahkna, the foreign minister of Estonia, which put forward the ammo plan, told POLITICO. “And ammunition is crucial.”

    The problem is not only the speed of the EU in delivering the ammo, but also the quantity. The plan is being funded by a pot of money called the European Peace Fund, which partially reimburses the member states for ammo and missiles. That cash, meant to help provide ammunition quickly, comes from the so-called track one of the plan — worth a total of €1 billion — which has already been fully agreed upon. EU top diplomat Josep Borrell, speaking to journalists Monday, said that “we have received requests for reimbursement for €600 million.” 

    Yet according to three diplomats, not all the material that member states want reimbursing for has actually been delivered. Of the €600 million that Borrell mentioned, €180 million was for the provision of 1,080 missiles (six of which have not yet been reported as delivered) and the rest of the money was for 41,000 pieces of ammunition, of which 28,000 have not been reported as delivered, the diplomats said.  

    Those numbers are well short of 1 million. 

    Kuleba stressed “that if there is one priority, and if it’s a single burning issue, this is weapons delivery, in particular ammunition … he also asked for not being hesitant on delivering the aircraft and other modern pieces of military technology,” Slovakia’s foreign minister, Rastislav Káčer, told POLITICO. “He was pushy, politely,” Káčer added. 

    Borrell tried to offer reassurance on the speed of the EU decision-making process, saying: “There has been some disagreement but the work continues. We are not waiting for the legal document to be finished to start working. The work continues and everything is being prepared,” he said at a press conference after the meeting.

    Diplomats reckon it’s a matter of days, likely Wednesday, before track two of the plan will be finalized.  

    “The truth is that there is not satisfaction about how we’re delivering on track one, in the quantity and the speed,” Káčer said. “We can do more, we can scratch more. Slovakia is trying. We are putting everything we have in the stockpiles.”

    Delhi: More than 40 per cent of students in six states have never used technology for learning while around 8 percent have stopped using it, according to a survey conducted by the Central Square Foundation.

    Under the Bharat Survey for EdTech (BaSE), more than 6,000 households in six states — Gujarat, Madhya Pradesh, Mizoram, Odisha, Telangana and Uttar Pradesh — were surveyed covering 9,867 children.

    “Forty-one per cent children across surveyed households had never used technology for learning, and eight per cent had discontinued using it. Urban households had a higher prevalence of ‘present users’.

    “The secondary (72 per cent) and middle (55 per cent) grades had the highest proportion of ‘present users’ compared to primary grades (39 per cent),” according to the survey report released at an education conclave here on Tuesday.

    The survey pointed out that YouTube was found to be the most popular tool used for learning purposes (89 per cent), followed by WhatsApp (62 per cent) and Google (52 per cent). Overall, the prevalence of low-tech tools was low, which included text messages (8 per cent), TV (7 per cent) and interactive voice response (7 per cent).

    “English (84 per cent) and Mathematics (76 per cent) were the most studied subjects using EdTech tools. Further, with increasing grades, higher usage of EdTech tools to study Science/EVS, English, Language, Coding, and GK was reported,” the survey found.

    More than half the children (53 per cent) used EdTech tools because of the ease of understanding of complicated topics.

    “Other prominent reasons highlighted for the use of EdTech tools included self-paced learning’ (47 pc) and doubt clarification’ (42 pc),” it stated.

    At the level of state, Gujarat (95 pc) and Madhya Pradesh (59 pc) found availability of vernacular content most helpful compared to Odisha (12 pc), Uttar Pradesh (8 pc), Telangana (5 pc), and Mizoram (0.3 pc), it said.

    The survey found that among children who were currently not using technology for learning, 61 per cent cited reopening of schools after the coronavirus-induced lockdown as the most prominent reason.

    “Thirty per cent of respondents cited the availability of other learning avenues (such as tuition) as the reason for not using technology for learning,” it said.
