    AMU starts process to hold election for teachers’ representatives to Executive Council

    Aligarh: The Aligarh Muslim University on Saturday initiated the process to hold an election for teachers’ representatives to the Executive Council by appointing a chief election officer.

    The development comes ahead of the council’s meeting for empanelling the next vice chancellor of AMU.

    According to an official notification issued by the AMU, Professor Mohhamad Parwez has been appointed as the chief election officer to conduct the elections for selecting the four teachers’ representatives.

    The teachers are elected to the council for a period of three years. The elections were last held in 2018 and the term of the representatives elected back then ended in 2021, AMU officials said.

    Senior faculty members had last month announced that if elections to several democratic institutions of the university were not announced at an early date, the “teachers would have no option but to start an agitation to press for their demand”.

    Professor Aftab Alam, a senior faculty member who was earlier representing the teachers in the council, welcomed the development.

    “No elections have been held since 2018 and this step was long overdue. We are now awaiting the notification of dates because any further delay in holding these elections will lead to delay in the appointment of the next vice chancellor,” he said.

    Islamabad: At least seven teachers were shot at a school on Thursday in Khyber Pakhtunkhwa’s Upper Kurram Tehsil, law enforcers said, with emergency being imposed in all the hospitals of the area after the latest incident of violence in the northwestern province, media reports said.

    The local police said an unidentified gunmen shot seven teachers in the staffroom of the tehsil’s high school. The teachers were in the building for performing their exam duties, The News reported.

    In another incident in the same area, one teacher was killed in a moving vehicle, taking the total number of educators killed in a day to eight.

    The police are searching for the killers, but they have not been able to track them down so far, The News reported.

    SRINAGAR: The School Education Department has said that it may consider inter-cadre transfer of married female teachers provided they have served five years in their parent cadre.

    Principal Secretary, School Education Department, Alok Kumar has mentioned it in a newly announced transfer policy for employees of the department.

    “In case of marriage, inter-cadre transfer of a lady employee shall be considered by the Administrative Department on the recommendation of the Designated Committee constituted for the purpose, provided she has served five years in her parent cadre,” Kumar said.

    Stating the special considerations to be accorded to its employees is subject to administrative efficacy, the principal secretary said it will consider transfer of both the husband and wife who are in Government service. “They may be posted conveniently as far as practicable, subject to availability of posts.”

    Kumar further said that the employees attaining the age of superannuation within six months, shall preferably be posted nearby their residence as far as practicable.

    “Employee in the age group of 58 years and above shall not be posted in Zone-IV and V as far as practicable,” he said.

    The principal secretary further said that the physically challenged employees may be given convenient posting subject to the availability of posts.

    “However, this would be subject to availability of vacancies, department’s requirement, and seniority of the official and on production of Domicile of both husband and wife and Marriage certificate documents,” reads the transfer policy—(KNO)

    She’s turned to Michael Bromwich, senior counsel at the white shoe Steptoe law firm, for help.

    “It is undeniable that the pandemic resulted in tragic and continuing consequences for children,” Bromwich wrote on the union’s behalf Wednesday to subcommittee chair Brad Wenstrup (R-Ohio) and ranking member Raul Ruiz (D-Calif.).

    “We make no progress towards addressing those very real problems by engaging in the type of scapegoating built on false allegations that appear to be the basis for this Subcommittee’s ‘investigation,’” Bromwich wrote in his letter to lawmakers, which was obtained by POLITICO.

    Bromwich is widely known in Washington for his work representing former FBI deputy director Andrew McCabe during the Trump-Russia investigation and Christine Blasey Ford, the California professor who alleged she was sexually assaulted by Supreme Court Justice Brett Kavanaugh.

    A former Justice Department inspector general, Bromwich has garnered a reputation as a pugnacious defender. His message to congressional Republicans on Wednesday suggests he will deploy a similar strategy.

    Earlier this month, Wenstrup asked Weingarten to testify at an April 26 hearing on the consequences of Covid-19’s school closures.

    That request followed a March 28 letter from Wenstrup to Weingarten, which informed the teachers’ union chief that the select committee was investigating “potential political interference” with Centers for Disease Control and Prevention guidance on reopening schools issued in February 2021.

    Wenstrup’s March 28 letter alleged the union was granted “uncommon” access to edit the guidance before its release, citing media reports at the time, which it said ultimately resulted in the CDC advising that schools should remain closed in much of the country.

    Bromwich countered that the union shared its views on the planned guidance in late January 2021 during a conference call between Weingarten, senior union staff, CDC officials and President Joe Biden’s office.

    AFT officials then followed up in February 2021 to suggest language related to accommodations for high-risk educators and staff, and also proposed that the CDC include language that said its guidance may need to be updated in light of new virus variants.

    In addition, the union also proposed a “trigger” threshold that would determine when schools should be closed based on positive test cases. But the CDC rejected that suggestion, according to Bromwich.

    “The claim that the AFT’s agenda was ‘keeping schools closed,’ and that it shifted CDC’s guidance to match that agenda, is utterly false,” Bromwich wrote to lawmakers on Wednesday.

    “In fact, the AFT’s role was extremely limited,” he wrote. “It proposed changes that amounted to a few sentences in a 38-page document. The need to clarify these points was obvious and should have been uncontroversial.”

    Wenstrup has asked Weingarten to supply documents, communications and a list of meetings between the AFT and the CDC, department of Health and Human Services and the Executive Office of the President regarding the guidance, among other items.

    Wenstrup also issued similar requests to more than a dozen other organizations — including the National Education Association, AASA, The School Superintendents Association; the National Association of Secondary School Principals the National Association of Elementary School Principals and National School Boards Association.

    Weingarten “welcomes the opportunity to testify and cooperate with the committee’s work,” an AFT spokesperson said on Wednesday.

    A spokesperson for Wenstrup did not immediately respond to a request for comment.

    In the discussion, the initiative of G20 and its objectives, importance of its presidency, the educational situation in G20 countries, the need and effectiveness of mutual cooperation, technical resources and the role of private institutions were discussed in detail. The experts gave answers to the questions raised by the participants.
    Earlier, Prof. Mohd. Abdul Sami Siddiqui, Director, CPDUMT welcomed the panelist and participants. Dr. Misbah Anzar, Assistant Professor  proposed vote of thanks

    New Delhi: The Democratic Teachers’ Front (DTF) on Friday criticised the National Council of Educational Research and Training (NCERT) for making changes in textbooks of Class 11 and 12 that include omission of some chapters on Mughals and colonialism.

    The DTF refused to agree with NCERT’s submission that omitting chapters on colonialism and Mughals would not make much of an impact on students’ learning process.

    The teachers’ body also did not back NCERT’s view that the latest change in syllabus would take “a certain extra pressure” off the students.

    The NCERT has also cited the impact of Covid on students across the country behind the changes in syllabus — a submission the DTF did not accept.

    DTF president Nandita Narain said most of the subjects in Class 11 and 12 are optional for CBSE students.

    “If any student picks History in Class 11, he or she needs to develop a deeper understanding of the historical episodes in the next class as well,” she said, adding the NCERT’s claims of rationalisation and rationalisation of the curriculum have no merit.

    DTF secretary Abha Dev Habib said the Constitution talks about development of the scientific perspective of the citizens, and “the NCERT’s latest move goes against this very idea”.

    “… also, from this point of view, India’s pluralistic and inclusive nature for diversity cannot be saved. This approach would also eliminate any possibility of India emerging as the centre of science and technology. If ‘WhatsApp University’ is given a free hand to have its say in schools, colleges and universities in the same way, it will seriously affect Indian democracy,” she said.

    New Delhi: The Congress on Thursday accused the Delhi government of forcing teachers to write “answers on blank exam papers” of Class 9 and 11 students and demanded a probe into the allegations.

    Lashing out at the city government, the Delhi Congress’ communications department chairperson Anil Bhardwaj alleged that Chief Minister Arvind Kejriwal and former education minister Manish Sisodia created a “false narrative” about the “Delhi model of education”.

    “The truth is, the education standard in government schools deteriorated terribly. Kejriwal had promised in his manifesto for the assembly elections nine years ago that, if elected to power, he would create 500 new schools and 20 new colleges but he could not fulfil those promises,” the Congress leader claimed.

    Teachers are testing their political might in Chicago runoff

    “We’re not just passing out palm cards or endorsing, we are involved in the very embryonic stages of running a movement electoral contest that helps us build more people, ideas and energy into our quest for a truly just and equitable public education system in Chicago,” CTU President Stacy Davis Gates said in an interview.

    “All of the things happening in our city, the violence, the unhoused crisis,” she said, “those are things that become intertwined with fully funded schools, smaller class sizes, a nurse and social worker in every building.”

    The labor group wants to remake how the city government addresses housing, poverty and education, and it has built an independent political organization to push that mission. It has supported winning campaigns of progressive Democrats to the Chicago City Council, Illinois General Assembly and Congress — even though its picks for mayor in 2015 and 2019 lost to Rahm Emanuel and Lori Lightfoot.

    In Brandon Johnson — a progressive county commissioner, former CTU organizer and teacher whose soaring oratory has been a hallmark of rallies and contract fights — the union’s critics see a takeover of the city’s politics.

    “CTU already has outsized power compared to any other union or special interest group because unlike the police or the firefighters or transit workers, they have the right to strike,” said Forrest Claypool, a former Chicago schools chief who resigned from office amid a 2017 ethics scandal.

    “They also have an outsized impact on working families who have no other choice on where to send their children,” said Claypool, who is supporting Johnson’s opponent, Paul Vallas. “That power, combined with a mayor who is essentially a wholly owned subsidiary, would make them a dangerous force.”

    The union has proven to be a thorn for past mayors. Union work stoppages under Emanuel and Lightfoot in 2012, 2016, 2019 and 2022 infuriated city and corporate leaders who have sought to reform urban schools in ways favored by centrist Democrats.

    But it also drew criticism over its refusal to return to in-person teaching during the pandemic as a protest for stricter district safety protocols that drew national attention — particularly after many suburban districts and private schools found ways to bring students back.

    Now the union and its state and national affiliates have bankrolled Johnson’s campaign with millions of dollars, and committed up to $2 million more through a CTU plan to apportion a chunk of monthly member dues to union PACs. A roster of labor group members work or volunteer for Johnson’s campaign to advance the union’s formidable ground game.

    Divisions over public safety and race were central campaign themes in the lead-up to Chicago’s nine-person Feb. 28 election that ousted Lightfoot, but the first round’s results only made things more complicated. By picking Vallas and Johnson, voters advanced two figures with divergent philosophies for the city that reflect a polarized electorate.

    It also elevated deep divisions over education.

    Although Vallas focused his campaign on public concerns about the city’s crime and Johnson’s history of supporting efforts to “defund” the police, whoever wins on Tuesday will have immense responsibility over a shrinking school district with troubled finances.

    The election comes as Chicago schools, home to 322,000 students who are predominantly Black and Latino, stand to re-enter a period of financial turmoil that left officials relying on expensive borrowing to keep the lights on and make payroll not long ago.

    The city is also decentralizing the power mayors once held over the Chicago Board of Education just as its latest contract with teachers expires in 2024. While the next mayor will still get to appoint a chief executive, they will begin to face members of a school board who are elected rather than appointed — a longtime CTU goal that marks an opening for the labor group to expand its influence.

    A former Chicago Public Schools CEO, Vallas has won support from past school chiefs including Obama-era Education Secretary Arne Duncan, the city’s police union, many business leaders, the state’s charter school community, and a D.C.-based PAC affiliated with former Trump administration Education Secretary Betsy DeVos.

    Test scores saw mixed results during Vallas’ Chicago tenure, though nearly 80 schools were opened, including charters, and Vallas helped land two collective bargaining agreements. Vallas even drew praise from then-President Bill Clinton.

    But the district failed to contribute to teacher pension payments and instead used the money for other expenses, seeding financial problems that still loom over its balance sheet. Vallas also embarked on a system where staff and administrators at low-performing schools were fired and dozens of campuses were ultimately closed.

    Vallas then left Chicago to oversee troubled school systems in Philadelphia, New Orleans and Haiti, where he similarly drew praise and criticism.

    Vallas said that as mayor he would focus on visiting schools and going to union meetings — and negotiating directly with union officials, even after a contract is signed.

    “We would regularly, monthly, talk about issues and to kind of head off grievances before they were filed,” he told POLITICO about his approach.

    But overall, many prominent Democrats are split on the race.

    Sens. Elizabeth Warren (D-Mass.) and Bernie Sanders (I-Vt.), who broke with Lightfoot to support teachers during the 2019 contract fight that culminated with an 11-day strike, rank among a list of progressives backing Johnson. Sen. Dick Durbin (D-Ill.) and former Rep. Bobby Rush (D-Ill.) have endorsed Vallas.

    To some influential labor figures, CTU’s trajectory is obvious.

    “I would argue that the CTU has won already,” American Federation of Teachers President Randi Weingarten said in an interview.

    “Before Brandon was a candidate, what I heard from journalists was that CTU was disconnected from the community and they didn’t have the support that they used to have,” Weingarten said. “If that was true, then Brandon would not have gotten as far as he’s gotten. CTU has a tremendous network, there’s tremendous engagement, and CTU clearly helped Brandon get to where he’s gotten.”

    The possibility of Johnson as mayor has some education watchers concerned he would be controlled by the CTU and realign the mayor’s office to the union’s causes.

    “I don’t recall anywhere in the country where a paid organizer, someone for any union group, now having the keys to the executive office,” said Chicago City Council member Tom Tunney, a Democrat who is backing Vallas. “I just really think there needs to be a balance of power there.”

    Johnson dismisses concerns that he would have a difficult time managing his relationship with the CTU.

    “I’m going to be the mayor for the city of Chicago for everyone. It’s how I got here. It’s about being collaborative,” he told attendees at a City Club of Chicago luncheon last week.

    “As the mayor of the city of Chicago, everyone should get what they deserve,” Johnson said. “No one should lose at the expense of someone else winning. That is my philosophy. And that’s how I’m going to approach every negotiation.”

    Kolkata: A senior Trinamool Congress leader on Thursday made an explosive allegation claiming that the wife of a senior CPI-M leader in West Bengal secured a non-teaching job in a reported Kolkata college without appearing or qualifying for the examination on this count.

    Trinamool state General Secretary and spokesman Kunal Ghosh alleged that Mili Chakraborty, wife of CPI-M central committee member and the former leader of Left in the Assembly Sujan Chakraborty secured the job of “instrument keeper” at Dinabandhu Andrews College without appearing for examination on this count.

    “Several complaints relating to irregularities in recruitments in educational institutions of the state during the previous Left Front regime have surfaced. These have been forwarded to the office of state Education Minister Bratya Basu for further investigation. Let the past documents be examinations and the complaints be looked into,” he told media persons.

    Ghosh claimed that Mili Chakroborty was associated as an employee with Dinabandhu Andrews College for 34 until she retired in 2021. He also claimed that the wife of the CPI-M leader retired from the college with a base pay of Rs 55,000 a month and is entitled for pension.

    Rubbishing the allegation, Sujan Chakraborty said that his wife joined the services after properly appearing and qualifying in the examination on this count through a proper joining letter.

    “She retired in the same post that she joined. This proves that there were no irregularities or nepotism in the education system of the state during the previous Left Front regime. Such baseless allegations are being raised by those Trinamool Congress leaders who are neck-dip in corruption,” he said.
