    What they and others have discovered is that the country is increasingly open about it. And that the politics are changing around it.

    Sen. Tina Smith (D-Minn.) penned a personal essay about Fetterman and how the news of his depression dredged up old feelings about her own fight with the disease in her teens, and again as a young mom. Republican Sen. Katie Britt’s team sent cookies and brownies to Fetterman’s office almost once a week, the senior Fetterman aide told POLITICO. And before President Joe Biden kicked off his budget speech in Philadelphia last month, he spoke directly to the senator: “John, if you can hear this at all, we’re with you, pal. We’re with you,” he said, drawing cheers from the crowd.

    “It was like, damn, this is cool. You never know how it’s going to go, you know? There’s no playbook for what John did,” said the Fetterman aide. “But if you can learn anything from John Fetterman, it’s that it’s OK. Things can get better. It is OK to get help. That’s what he wants people to take away from this.”

    Fetterman’s return to the Hill on Monday will provide the most visible example of the nation’s capital — a city where public figures often fight to keep personal battles shrouded in secrecy — slowly embracing an issue that affects 1 in 5 Americans in a given year. From Congress to the White House, policymakers have begun leaning into mental health as a key policy priority.

    “In the ’50s and ’60s, nobody said the word cancer. We talk about cancer now. We need to get to that point where we talk about depression. We talk about bipolar disorder. We talk about PTSD. We talk about schizophrenia, and acknowledge that these are illnesses for which there is treatment, and people can have satisfying, fulfilling lives,” said Lynn Bufka, associate chief of practice transformation at the American Psychological Association and a licensed psychologist in Maryland.

    “So anytime we have more visible figures talking about the reality, it helps people to see ‘Oh, that person is a lot like me.’”

    Not only are politicians opening up about their private struggles and decisions to seek treatment but they are doing it while staying in office, said Jason Kander, the former secretary of state of Missouri. Kander, a rising star in the Democratic party, ran for Kansas City mayor in the 2019 election. He dropped out after revealing he had post-traumatic stress disorder and depression after his service in Afghanistan.

    “I announced that I was leaving public life for a while to go get help … now I’m a public person again, and I’m trying to be that role model as best I can. But there’s a difference between that next level of what John Fetterman is doing,” Kander said in an interview. “I’m aware of the social media comments that are like, ‘Oh, whatever happened to that guy after he made that announcement?’ And that’s fine, but it’s really great that in the case of John Fetterman, or Ruben Gallego, people see, ‘Oh, they made this announcement, and their pursuit continued.’”

    The shift in Washington can be attributed to a number of factors, Bufka said. After decades of advocacy work from the APA and other organizations focused on mental health education, the media now talks about mental health more. The Covid pandemic also greatly exacerbated the crisis, forcing politicians to face the issue head on as one impacting their constituents — and their own lives.

    Biden followed a similar path. He had spoken in the past about mental health and worked on the issue as vice president, announcing Obama White House efforts to increase access to mental health services. But during the 2020 campaign, the issue became personalized as he faced questions about his son Hunter’s struggles with mental health and addiction.

    “The idea that we treat mental health and physical health as though somehow they’re distinct — it’s health,” Biden said during the interview with CNN. “… I’m confident, confident, he’s going to make it.”

    The focus continued into his presidency. During his first State of the Union address, Biden talked about how the pandemic impacted kids, increasing social isolation, anxiety and learning loss. As part of his “unity agenda,” he outlined the White House’s strategy for combating the mental health crisis: creating healthy learning environments, strengthening system capacity and connecting more Americans to care.

    The American Rescue Plan included funding to expand Certified Community Behavioral Health Clinics, invest in the 988 suicide prevention hotline and launch projects to tackle the impacts of social media and kids. Biden’s latest budget requests $139 million for research and another $16.6 billion to increase mental health care programs in the Veterans Affairs Medical Care program.

    “Having the White House be public about this is is meaningful. And I suspect — I would never deign to speak for the president — but I suspect that the contemporary veterans in his family have helped him understand this,” said Rep. Seth Moulton (D-Mass.), who has spoken about his PTSD after serving in the military.

    There has been no shortage of administration officials talking about the growing crisis, including Domestic Policy Council Adviser Susan Rice, and Surgeon General Vivek Murthy, who has said in interviews that he accepted Biden’s offer to serve a second term because of the dire state of the country’s emotional health.

    During White House events, Murthy has talked about about his own struggles with mental health as a young boy and about his uncle, who died by suicide after a silent battle with depression.

    Still, the steps forward don’t negate the reality that a stigma still exists, Smith said. She suspected that if one were to do the math, there were likely dozens of members of Congress choosing to not talk about their mental health, fearful of what it could mean for their political careers.

    Even as Fetterman’s openness has been met with a positive response, stories like the one of Tom Eagleton, the Democratic running mate for presidential nominee George McGovern who withdrew from the ticket after acknowledging was treated for clinical depression and received electroshock therapy, still haunt politicians.

    Then there was former Rep. Patrick Kennedy who left politics to focus on his addiction and bipolar disorder. He entered a rehabilitation center after crashing his car into a barricade on Capitol Hill in 2006. In a 2016 interview, Kennedy noted that there were moments he knew he needed help, well before that breaking point. But back then, politicians didn’t talk about these things.

    “It is getting better, but individuals still take risks when they speak out … people are still willing to jump to the conclusion that because you have a mental health issue, that means are you really capable of serving? Can you really do what you need to do?” Smith said.

    “But to me, it’s worth it. The positive side of it is the people out there, especially the young people, who see folks like me — who by all appearances have my act together — being open about it. That creates a door for them to walk through.”

    Abortion was given only a passing reference, underscoring how uncomfortable the topic makes leading Republicans, even as Republican-dominated legislatures aggressively pursue more restrictive laws. The night before, DeSantis marked the bill signing with an 11 p.m. tweet, not a press event that often accompanies a signature policy achievement.

    During DeSantis’ 20-minute speech at the evangelical university he only had this to say about abortion: “We have elevated the importance of family and promoted the culture of life.”

    The politics surrounding abortion have become a major issue recently after a federal judge in Texas suspended the FDA’s approval of the abortion drug mifepristone. A federal appeals court ruled this week that it can remain on the market but with availability restricted.

    As a further sign of the difficult spot Republicans are in, Sen. Tim Scott (R-S.C.), who announced a presidential exploratory committee on Wednesday, avoided questions on whether he’d support a federal abortion ban but later clarified that he’d support some sort of federal restriction and would sign a 20-week abortion ban if he were president.

    Polling shows that many Americans don’t support strict abortion bans, including 62 percent who oppose outlawing abortion when a fetal heartbeat is detected — usually around six weeks of pregnancy.

    Florida’s GOP-controlled Legislature on Thursday passed a six-week ban on abortion that provides exceptions for victims of rape and incest up to 15 weeks if they can show some proof such as a police report. But almost 10 Florida Republican lawmakers rejected the ban, many of them representing Democratic areas like Miami or Tallahassee.

    DeSantis’ signing of the bill late Thursday night also marked a stark difference from 2022, when he also approved Florida’s 15-week ban on abortion. DeSantis approved the 2022 law during a public event at a church with dozens of people and a large video screen showing the message “Florida is Pro Life.”

    On Friday at Liberty University during DeSantis’ event, the most explicit mention of Florida’s six-week ban came from campus pastor Jonathan Falwell, who praised the governor while introducing him to the audience.

    “Last night, after the legislature there in Florida passed the bill, [DeSantis] signed the heartbeat Protection Act,” Falwell said to cheers. “And as he signed that into the law at a state of Florida, it will protect all unborn babies because he recognizes that life is a gift.”

    Bengaluru: The Karnataka Police have booked four persons in connection with assaulting a Muslim youth for talking to a Hindu girl, his friend on a bus in Ujire near Mangaluru in Dakshina Kannada district, police said on Wednesday.

    The case has been filed against Nithesh, Sachin, Dinesh and Avinash and the victim has been identified as 22-year-old Mohammad Zahir. The incident took place on Tuesday evening.

    Police said that Zahir was travelling on a bus and spotted his friend, a Hindu girl. He sat next to her and spoke with her. The girl got down from the bus in Belthangady. The people in the bus, who observed Zahir talking to a Hindu girl, had informed the group about it.

    The accused persons, who were waiting at the next bus stop in Ujire, dragged Zahir out off the bus and questioned him and assaulted him.

    Later, Zahir was admitted to a hospital where his statement was recorded. Some SDPI leaders also visited the hospital and assured the assaulted youth their support. The police have said that it was a scuffle between a youth and a group over a petty matter. The investigation is on.

    New Delhi: Congress president Mallikarjun Kharge on Monday hit back at the government for raising Rahul Gandhi’s democracy remarks in Parliament, saying those “crushing” democracy are talking of saving it.

    He also dubbed Prime Minister Narendra Modi as a “dictator”.

    Kharge took out a protest march from Parliament House complex to Vijay Chowk along with MPs of other opposition parties, including those of the BRS, Left parties and AAP, after the BJP launched an offensive against Gandhi for allegedly defaming India by his remarks on democracy and demanded an apology from him.

    Gandhi had recently alleged in London that the structures of Indian democracy are under “brutal attack” and there is a full-scale assault on the institutions of the country.

    Talking to reporters at Vijay Chowk, Kharge said, “They (BJP) are crushing and destroying democracy and are talking of saving democracy and the country’s pride.”

    He charged that there was no rule of law and that Prime Minister Narendra Modi was running the country like a “dictator”.

    “They are ‘suppressing’ opposition parties through ‘misuse’ of agencies. This is like ‘ulta chor kotwal ko daante’ (pot calling the kettle black),” the Congress chief alleged.

    Kharge alleged that PM Modi has “ridiculed” India abroad several times and cited examples of his speeches in China, South Korea, Canada, UAE.

    If the prime minister can say all kinds of things against India, why is it a crime if Rahul Gandhi does so, he said.

    Kharge alleged that all this is being done by the government to divert attention from the Adani-Hindenburg issue.

    “We are demanding a JPC on the Adani issue. The government is trying to divert attention from this…We are together and will continue to demand JPC on the Adani issue,” he said.

    The Leader of Opposition also alleged that he was being discriminated against in the Rajya Sabha as the Leader of the House was allowed to speak for 10 minutes and when he rose the House was adjourned after two minutes.

    Opposition parties earlier met in the chamber of Leader of Opposition to coordinate their strategy in Parliament.

    This is the first day of the second part of the Budget session of Parliament.

    New Delhi: Ahead of the voting on the UN’s draft resolution on Ukraine, the French diplomatic sources on Tuesday said they were in contact with political leaders in New Delhi but were not very hopeful that India will not abstain.

    The UN General Assembly will vote this week on the draft resolution underscoring the urgency to find lasting peace in Ukraine, a year after Moscow invaded its neighbour.

    On a question, if India would again abstain from voting in UNGA on the Ukraine-Russia conflict, they said India is not very likely to join one side or another but they are “working on it”.

    “It’s always a question of balance…We do have contact with the political leaders of India. At this stage, we still don’t know what will be the position of the government. Most likely it will be abstention but we are still working on it. We have a very candid discussion with them. There is no secret agenda or whatever. So then it’s their decision,” a French diplomatic source said.

    India has mostly abstained on resolutions related to the Russia-Ukraine war in the UN, including in the Security Council, General Assembly and the Human Rights Council.

    India has repeatedly called on Russia and Ukraine to return to the path of diplomacy and dialogue and end their ongoing conflict.

    Calling India a major player in the Ukraine-Russia issue, they said France and India have a “very fruitful” partnership and a history of intense political dialogue, allowing a “very fruitful” partnership and history of intense political dialogue which allows them to discuss all issues, even the complex ones.

    Noting that France and the EU and India were not on the “exact same position” on the Ukraine issue, the source said,”but you may also have noticed that there were some slight changes in the public statement made by Prime Minister (Narendra) Modi about the world saying this is not the era of war.”

    “But yes, we do have this kind of discussion on a very frequent basis with India,” the source said.

    The source said it is also important to remember that for the EU, this war on Ukraine is not a way to lose focus on the Indo-Pacific issues.

    “We still have an important Indo-Pacific agenda,” the source said.

    On the Ukraine-Russia conflict, the French diplomatic sources said France has made it very clear that Russia “cannot and must not win this war”.

    “So we are ready to face an extended conflict in Ukraine and we are prepared to support in the long run and as long as needed Ukraine in defending its own territory,” the source said.

    “This being said, we have always been very attentive to keep the channels open with Moscow,” the source said.

    “We have a peace plan on the table by President Zelensky. But that hasn’t received a positive answer from Moscow. So we are at this moment supporting Ukraine in its defence of its own territory, but we also keep channels open for the moment for negotiation,” the source said.

    In its own narration, ChatGPT is a text-based conversational Artificial Intelligence (AI) model designed to generate natural language text that is relevant and appropriate in response to a given prompt, making it a powerful tool for conversational AI systems. It is based on the Generative Pretrained Transformer (GPT) language model, i.e, it has been trained on a large data set of text from the internet to generate human-like responses to various types of questions.

    ChatGPT is a Large Language Model (LLM) based AI platform integrated with the messaging platform. It can generate text with a simple query. It is developed by the San-Francisco based Start-up called “OpenAI”. Founded in 2015, the company is financially backed by hard-hitting entrepreneurs of Silicon Valley like Sam Altman, Elon Musk, Peter Thiel, and Reid Hoffman along with Venture Capital (VC) firms like Khosla Ventures, Tiger Global, Andreessen Horowitz, and Microsoft.

    ChatGPT has been fine-tuned on vast amounts of data and can produce comprehensive output much like human beings. It can also answer follow-up questions. From remedies to any disease to poetry in the John Keats style, to legal briefs, to bugs in a computer code, to simple scripts, it can generate almost anything you could ask for.

    ChatGPT triggered a new race in the development of Artificial Intelligence. Many Tech giants are betting billions to create their own chatbots. Google announced its own AI Chabot called Bardu, powered by Google’s Language Model for Dialogue Applications (LaMDA). Famously known China’s Google Baidu is also launching its AI Chabot called Ernie Bot the next month.

    ChatGPT is like other Generative AI tools trained algorithmically to collect and generate new data that resembles human-generated content, including code, images, text, and simulations.

    The fourth Industrial Revolution is bound to create a fundamental change in the way we live, work, and relate to one another. Artificial Intelligence enabled technology has been at the forefront of this revolution. AI is simply defined as simulating the intelligent behaviour in machines and computers. AI is more than the behemoth creatures shown in Science fiction movies. It is like normally written software with exceptional capabilities like the human brain. Advanced AI programmes can learn new things by themselves when catered to large data sets and will execute the actions accordingly.

    Although discussions about advanced Artificial intelligence tools have been going around for a decade or more, ChatGPT became the curtain raiser to AI for the world to understand it better. According to Statista, investment in AI reached 94 billion dollars from 2015-2021 and is expected to exceed the mark of US 135 billion dollars in 2023.

    ChatGPT is still in its infancy stage, and the endgame of AI-based chatbots is difficult to predict, but tech prodigies all over the world believe that it will create a disruption in Big Tech, industries, and the future of work.
