    New Delhi: Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya, a prominent OBC face of the BJP in the state, on Monday said RSS chief Mohan Bhagwat’s comment on the caste system in Hindu society is a “guidance for us”.

    Addressing an event in Mumbai on Sunday, Bhagwat has said everyone is equal in the eyes of God and no caste or sect exists before him.

    All these things were created by priests which is wrong, he had said.

    “I am a Swayamsevak (volunteer) of the RSS and when our revered Sarsanghchalak (RSS chief) says something, we consider it a ‘margdarshan’ (guidance) for us,” Maurya told PTI in the Parliament House Complex when asked about Bhagwat’s remarks.

    He, however, refused to make any further comment. “It will be inappropriate for me to make any comment on the remarks of the revered Sarsanghchalak.”

    Opposition leaders, however, targeted the RSS and the ruling BJP, saying Bhagwat’s statement should reflect in the action and work culture of his outfit and that of BJP governments.

    “Mohan Bhagwat’s statement is just a statement. One can relish it when it reflects in your actions and work culture. It’s not seen in your work culture. (Centre is) sitting on the caste census,” RJD’s Rajya Sabha MP Manoj Jha told PTI when asked for a reaction to the RSS chief’s comment.

    He asked Bhagwat to enforce a culture that could end “caste atrocities and inequality” in the country.

    “In the sea of inequality, you have made five islands of prosperity. One of the islands is Hindenburg, which is exposing the government a bit. End that,” the RJD leader said, apparently demanding that the RSS chief ensure that action is taken against allegations of financial fraud against the Adani Group.

    The business giant has rejected all allegations made by the US-based short seller.

    Reacting to Bhagwat’s remark, Congress MP Digvijay Singh sought to know from the RSS chief which of the Hindu scriptures are “lying” about the existence of cast system.

    “He has said the scriptures are lying. We want to ask Mohan Bhagwat which of the scriptures are lying,” the Congress leader told PTI when asked for his reaction on the RSS chief’s remark.

    BJP MP from Rajasthan’s Alwar Balak Nath termed Bhagwat’s remark “truth” and alleged it is the Congress which divides people on the lines of caste for political gains.

    “He (Bhagwat) has talked about Sanatan. There is no mention of any caste system in Sanatan. People brought in the caste system based on their work,” he told PTI when asked for his comment.

    Bhagwat’s reflections on Sanatan dharma and the caste system is “absolutely correct”, he said.

    “It’s the Congress which has been pitting people against each other on the lines of castes, creating division in the society, for power politics, taking cue from the Mughals and the British. The BJP has united India,” he added.

    New Delhi: While expressing satisfaction over the growth orientation in the Budget, with focus on rural development, infrastructure and MSMEs, RSS affiliate Swadeshi Jagran Manch (SJM) impressed upon the Centre to tweak the tax regime to promote saving by the middle class, which is an essential source of government borrowing and capital formation.

    The SJM also urged the government to increase tariffs on products where there exists sufficient excess capacity, aimed at promoting manufacturing in the country by curbing imports from China.

    Dr Ashwani Mahajan, national co-convenor, SJM said that as expected, the income tax burden (in the new tax regime) has been reduced for the middle class, including for the ultra-rich, which will have an impact on the total revenue of Rs 37,000 crore.

    “Swadeshi Jagran Manch believes that the new income tax system may give relief to the taxpayers in terms of ease in filing returns, with lower tax burden; but it can have an adverse impact on the savings being made by income taxpayers. In today’s era where GST has gone out of the ambit of the Budget; and hardly much possibility of any tweaks in corporate taxation, the allocation of government expenditure is more in the eyes of economic analysts,” he said.

    No doubt, the allocation of government expenditure is the mirror of the policies of the government; and that is perfectly reflected in the Budget. In that context, SJM expresses its happiness over the allocation for infrastructure, rural development, green growth, education and digitization in the budget,” he added.

    The RSS affiliate said that unprecedented imports from China and the trade deficit are a cause of concern.

    “Although it was expected that there will be an emphasis on manufacturing in this budget, SJM expresses its dissatisfaction over the lack of sufficient efforts, including hiking tariffs on products, both final and intermediate products. Today the country is going through unprecedented imports from China and a trade deficit, but the same couldn’t catch sufficient attention of the Finance Minister,” said the SJM.

    SJM said that carrying forward last year’s resolution, the share of effective capital expenditure (including support to state governments for capital formation) has been raised to Rs 13.7 lakh crore, which is 4.5 per cent of GDP.

    “It will benefit infrastructure building and other types of asset creation. Capital expenditure of Rs 2.40 lakh crore for Railways, and the provision of various types of capital expenditure, including logistics of Rs 7,500 crore makes this Budget special. This much capital expenditure is a record not only in terms of quantity but also as a percentage of GDP in recent decades,” it said.

    “Another welcome focus in the Budget is the MSME sector. Extending Credit Guarantee for MSMEs, giving relief to MSMEs who could not fulfil their contracts with the government by releasing their caution money, PM Vishwakarma Kaushal Samman scheme is a welcome step for empowering artisans, who are at the bottom of the pyramid,” said the SJM.

    Jammu, Jan 30 (GNS): Director General of Police J&K Dilbag Singh chaired a high level meeting to review the project status of implementation of UT wide CCTV Surveillance System across Jammu and Kashmir at Police Headquarters here on Monday.

    Speaking on the occasion, the DGP said that the aim of implementation of CCTV Surveillance System across the J&K is to provide a safe and secure environment to the people and visitors, according to a statement issued by police to GNS.

    He said that the system would help in instilling confidence in the citizens of being secured. “By this system we will keep an eye on the ground 24X7,” he added.

    It will help in curbing the crime rate in J&K and will be useful in identification and nabbing of anti national elements and criminals with an alerts generated by the system once commissioned, he said.

    “When completed it should be a State of the Art facility, and futuristic plans must be kept in mind as CCTV cameras numbers would continue to be added in future as per the needs.”

    The DGP stressed that day to day activity upon the project should be shared among the members to know the pace of the work. He said equipment and logistics to be used for the project must be of quality.

    The top police officer impressed upon the officers to take all the necessary measures for completing the project in time, by meeting the deadlines.

    He impressed upon the System Integrated Project to work 24X7 and complete the project in the stipulated time.

    He directed ADGP Armed to take regular meetings of the task force to monitor the implementation of the project closely.

    New Delhi: The “dysfunctional” system of the UN Security Council has been reflected in the “absurd” situation arising out of one of its permanent members attacking Ukraine and the global body’s failure to address it, UN General Assembly President Csaba Korosi said on Monday.

    In an address at a think-tank, Korosi called for urgent reform of the UNSC to reflect the changing balance of global power and economic heft of various countries and criticized the slow process that was started around 17 years back to bring the changes.

    India has been strongly demanding permanent membership in the UNSC considering the size of its population and role in international affairs. The current permanent members of the UNSC are China, France, Russia, the UK and the US.

    Addressing a group of diplomats, strategic affairs experts, and academicians at the Indian Council of World Affairs (ICWA), the UNGA president also wondered why there is still no agreement on a text to take forward the reform process.

    “Does it have a time frame? No, I think it does not. Does it have a negotiated text, no it does not…Have you ever seen a negotiated process that has no text to negotiate? Have you ever seen a negotiating process that has no clear-cut timeframe for when to deliver,” he asked.

    “Why the member states cannot do it? Because the interests are very much divided, and for some, it is more preferable to see the current dysfunctional stage than to embark on a reform,” he said.

    The Hungarian diplomat, who is currently serving as the President of the 77th United Nations General Assembly, commended India’s call during its recent membership of the UN Security Council, for peace in Ukraine and its humanitarian aid for people hit by the conflict.

    Korosi said the war in Ukraine has caused untold suffering and displacements and “unleashed” an energy and food crisis across the globe.

    The president of the UN General Assembly, on a three-day visit to India also lauded New Delhi for sending medical aid and Covid-19 vaccines to a large number of countries to help them deal with the pandemic.

    Korosi also complimented India for the safe evacuation of its citizens from Ukraine after Russia started its invasion of that country in February last year.

    On the reform of the UN Security Council, the UNGA President urged the member states to make compromises and consider even making partial agreements under a step-by-step approach to reform of the UNSC. “Otherwise it will be very very difficult.”

    Korosi identified the Ukraine war and lack of agreement on a text for taking forward the reform process.

    “There are two major problems that we are facing. One was brought up by the war in Ukraine. The Security Council was created in 1945 to be the prime responsible organ for catering to international peace and security, to make sure that there would be no more wars,” he said.

    The aim of the UNSC was to avert war and large-scale destruction, and, therefore, extraordinary powers have been placed into the hands of the Council, he said.

    “What if the Security Council members, one of them, a permanent member that has those extraordinary powers including the Veto power, is the one attacking its neighbor? It created a situation where the Security Council is incapable of addressing this issue,” Korosi said.

    “Since the very beginning of the war in Ukraine, the Security Council has not been able to take any decision on the war on Ukraine. So it is an absurd situation which is describing the dysfunction of the Council,” he said.

    The UNGA president millions of people who were expecting the UN to deliver were frustrated by the UNSC’s approach towards the Ukraine crisis.

    “If millions of people were expecting the Security Council to make sure that wars would not be repeated, they would be frustrated. I can understand that,” he said.

    Korosi said the composition and the working method of the UNSC were based on the situation in 1945-46 following the Second World War.

    “Since then, much has changed. The world economy has changed, the balance of power in the world has changed.. so it is absolutely understandable that the countries and the leaders of the world are more and more impatiently demanding that the Security Council should be reformed,” he said.

    The UNGA president said the reform process can be taken forward if the member states want.

    “It is up to the member states to come up with some kind of shared understanding. Some kind of compromise. I very strongly asked the member states to think very hard. Do you want to spend another 17 years on a process or do you want to see results as soon as possible.” he said.

    “If they like to go for the second (option), they will have to make compromises, they will have to make agreements. Maybe partial agreements. Maybe a step-by-step approach. Otherwise, it will be very very difficult,” she said.

    San Francisco: Google has introduced a new AI system called – “MusicLM” that can generate high-fidelity music in any genre given a text description.

    However, the company is fearing the risks, and has no immediate plans to release it, reports TechCrunch.

    Google isn’t the first to try generative AI for songs, as there have been other attempts, including Riffusion, an AI that composes music by visualising it, as well as Dance Diffusion, Google’s own AudioML and OpenAI’s Jukebox.

    But due to technical constraints and limited training data, none of them has been able to produce songs that are particularly complex in composition or high fidelity.

    MusicLM is perhaps the first that can, said the report.

    MusicLM was trained on a dataset of 2,80,000 hours of music to learn to generate coherent songs for descriptions of “significant complexity” (eg., “enchanting jazz song with a memorable saxophone solo and a solo singer” or “Berlin ’90s techno with a low bass and strong kick”), as described in an academic paper by US-based Cornell University.

    Meanwhile, Google announced that users can now lock their incognito session when they leave Chrome on Android.

    “You can require biometric authentication when you resume an Incognito session that was interrupted,” the tech giant said in a blogpost.

    Earlier, this feature was available on iOS devices, but now it is rolling out to Android users too.

    New Delhi: The Centre and the judiciary friction over the collegium system for appointment of judges seems to be far from over, as former Supreme Court judges have vehemently criticized Law Minister Kiren Rijiju for his comments against the collegium system.

    Fierce criticism by the judges has not deterred Rijiju from voicing out his opinion on the collegium system and recently in a media interaction, he said the Supreme Court collegium publishing inputs of Research & Analysis Wing (RAW) and intelligence bureau (IB) on candidates recommended by the collegium for judgeship, is a matter of grave concern.

    In an interview to a news channel, Rijiju said the appointment of judges is a sensitive issue, which we cannot discuss on public platforms and emphasized that he cannot discuss the process, but can say, the government takes its considered decision carefully and follows a policy.

    Former Supreme Court judge justice Rohinton Nariman, at a public event, slammed the Law Minister for his “diatribe” against the collegium system for appointment of judges.

    Justice Nariman said, “This sitting on names is a very deadly thing against the democracy of this country. Because what you are merely doing is you are waiting for a particular collegium and hoping that the next collegium changes its mind…” Justice Nariman was part of the Supreme Court collegium till he retired in August 2021.

    Similarly, former Supreme Court judge justice Madan B. Lokur, in an interview to a news website earlier this month, said the justification given by the law minister for his suggestions — that 2015 apex court judgment “directed to restructure the Memorandum of Procedure of the collegium system” — is “flawed”.

    Justice Lokur, who was also a former member of the Supreme Court collegium, called the law minister’s suggestions “unacceptable” and, if implemented, would “damage and undermine the independence of the judiciary”.

    Similarly, Justice Nariman had also emphasized what would be the independence of judiciary if judges, who are fearless and independent are not being appointed. He said, “If you don’t have fearless and independent judges, say goodbye…There is nothing left…As a matter of fact, according to me if finally, this last bastion falls or was to fall we would enter the abyss of a new dark age”.

    In December last year, a Supreme Court bench of three-judges headed by justice Sanjay Kishan Kaul and comprising justices Abhay S. Oka and Vikram Nath told the Attorney General R Venkataramani that just because there are some sections of the society who express a view against the collegium system, it will not cease to be the law of the land.

    The top court had also deplored Centre sitting on files of candidates recommended by the collegium for judgeship. And, on January 6, the Supreme Court told the Attorney General (AG) R Venkataramani elevation of lawyers, picked up by the collegium for appointment as judges, should not be objected merely due to their point of view, and a court must reflect different philosophies and points of view.

    The Law Minister, in the interview, said that when it was said from the Supreme Court bench that the government is sitting on files, then, in a democracy, it becomes necessary for him to reply. He stressed that the government does not sit on files normally, rather it follows the process as required.

    The apex court collegium published resolutions reiterating names of some advocates for judgeship in various high courts. The apex court cited inputs by RAW and IB on candidates, whose files were returned by the Centre to the collegium for reconsideration.

    In a statement, in connection with appointment of openly gay lawyer Saurabh Kripal as a judge of the Delhi High Court, the collegium said, “From the letters of the Research & Analysis Wing (R&AW) dated 11 April 2019 and 18 March 2021, it appears that there are two objections to the recommendation which was made by the collegium of this court on 11 November 2021 approving the name of Saurabh Kirpal namely: (i) the partner of Saurabh Kirpal is a Swiss National, and (ii) he is in an intimate relationship and is open about his sexual orientation.”

    Reiterating Kripal’s name, the collegium said there is no reason to pre-suppose that the partner of the candidate, who is a Swiss National, would be inimically disposed to our country, since the country of his origin is a friendly nation.

    “Many persons in high positions, including present and past holders of constitutional offices, have and have had spouses who are foreign nationals,” the collegium added.

    New Delhi: Amid the ongoing row between the Centre and the judiciary over judges appointment, former Supreme Court Judge Rohinton Fali Nariman, speaking at a public event, slammed Law Minister Kiren Rijiju for his “diatribe” against the collegium system for appointment of judges.

    On Centre sitting on candidates recommended by the collegium for judgeship, Justice Nariman termed it “deadly for democracy”.

    “This sitting on names is a very deadly thing which is against the democracy of this country. Because what you are merely doing is you are waiting for a particular collegium and hoping that the next collegium changes its mind.”

    Nariman was part of the Supreme Court collegium till he retired in August 2021.

    He also suggested a 30-day deadline for the government to respond to the recommendations made by the collegium.

    Nariman also called for the formation of a special five-judge bench, and a judgment should be passed that when collegium sends a name to the government, and if there is nothing comes the government within a period of 30 days, then it will be taken as it has nothing to say.

    Nariman was speaking on Friday at the Mumbai University while delivering the seventh Chief Justice M.C. Chagla Memorial Lecture.

    He said if the last bastion of independent judiciary falls, the country would enter the “abyss of a new dark age”, and added that what is the independence of the judiciary if judges, who are fearless and independent, are not appointed.

    Nariman said, “If you don’t have fearless and independent judges, say goodbye… There is nothing left. As a matter of fact, according to me, if finally this last bastion falls or is to fall, we would enter the abyss of a new dark age.

    “In which, R.K. Laxman’s Common Man will ask himself only one question: If the salt has lost its savour, wherewith shall it be salted?”

    The Law Minister had termed the collegium system alien to the Constitution, and had also said that it is “opaque and not transparent”.

    Nariman said, “We have heard a diatribe by the Union Law Minister of the day against this process (judges’ appointment). Let me assure the Law Minister that there are very basic constitutional fundamentals he must know. Unlike the United States, a minimum of five unelected judges are trusted with the interpretation of the Constitution.”

    He pointed out that judicial appointments in the United States do not involve any decision-making process from the judiciary at all, but India adopted a different approach.

    The former apex court judge, on a basic doctrine structure issue, said that in the past over 40 years ago, it was sought to be undone twice and since then not a word has been said against it, except very recently.

    “So let us be clear that this is something that has come to stay, and thank god it has come to stay,” Nariman said.

    Jeddah: The cumbersome attestation procedure that annoys Indian expatriates abroad will cease soon. The existing process of attestation and legalisation of public documents is confusing, time-consuming, cumbersome and costly for most people.

    In a significant development, Indians will experience a smooth and faster document authentication service in India for certificates bound for Saudi Arabia.

    Soon, any legal document or certificate originated in India and duly attested by the Ministry of External Affairs (MEA) will be accepted by Saudi Arabia without any further authentication requirements with the Apostille system. Other member countries of the Apostille Convention are also likely to follow suit.

    “The accredited agents have received a circular from the Saudi Arabian consulate in Mumbai that informs that the Apostille system has been introduced in India and does require to be attested again by the consulate”, said a noted advocate notary Abdulaziz, a leading attestation agent in Hyderabad.

    “We were waiting for further information in this regard,” he added.

    Till now, certificates whether educational or legal documents needed to be attested by the General Administration Department (GAD) or any relevant department in its respective state.

    In terms of educational certificates, it would then be sent to the ministry of human resources development in New Delhi and would be attested by the Indian ministry of external affairs.

    After finishing this multi-layer verification, the document will be attested by the Saudi Arabian Embassy or Consulate in India only then would the local authorities in Saudi Arabia accept it.

    The process is time-consuming and fresh job seekers and other people who need civil documents to be attested have to wait for long periods of time.

    With the new procedure of Apostille, the certificate verified by issuing authorities and authorized by the ministry of external affairs is enough.

    According to a report, as part of Saudi Arabia’s vision 2030 where digital transformation and ease of doing business the country has acceded to the Convention, Abolishing the Requirement of Legalisation for Foreign Public Documents, popularly known as the “Apostille Convention”, effective from December 7, 2022.

    Specifically, in accordance with Royal Decree M/40 dated 26/05/1443H (corresponding to 30/12/2021G), the country’s prior legalization requirements for foreign-issued public documents have been eliminated. With this decree, Saudi Arabia becomes the 122nd member of the Apostille Convention, joining other Gulf countries Bahrain and Oman.

    The Convention of 5 October 1961, “Abolishing the Requirement of Legalisation for Foreign Public Documents” (HCCH 1961 Apostille Convention) facilitates the use of public documents abroad.

    The purpose of the Convention is to abolish the traditional requirement of legalisation, replacing the often lengthy and costly legalisation process with the issuance of a single Apostille certificate by a competent authority in the place where the document originated.

    The electronic Apostille Programme (e-APP) was launched in 2006 to support the electronic issuance and verification of Apostilles around the world.

    The world’s largest pest control group is piloting the use of facial recognition software as a way to exterminate rats in people’s homes.

    Rentokil said it had been developing the technology alongside Vodafone for 18 months.

    The surveillance technology, which is already being tested in real homes, tracks the rodents’ habits and streams real-time analysis using artificial intelligence.

    A central command centre can then help to decide where and how to kill the rats caught on camera.

    Rentokil’s chief executive, Andy Ransom, told the Financial Times: “With facial recognition technology you can see that rat number one behaved differently from rat number three.

    “And the technology will always identify which rat has come back, where are they feeding, where are they sleeping, who’s causing the damage, which part of the building are they coming from, where are they getting into the building from, whether it’s the same rodent that caused the problem last week.”

    In developing the technology, Rentokil watched rats in a controlled environment, with cameras monitoring their behaviour patterns. Machine learning using an AI system allows it to build the recognition capabilities.

    Ransom said the purchase of the Israeli market leader Eitan Amichai in December had given Rentokil access to “significant technology”. The new system is being piloted by customers including food producers and offices.

    Rentokil intends to expand its operation and has acquired 300 businesses since 2016, according to reports.

    The group is targeting “cities of the future” in countries that could soon experience a pest population boom, such as China, India and Indonesia.

    “If you can identify which cities are going to have a massive influx of population, you can pretty much conclude that they’re going to have significant rodent problems,” Ransom said.

    In more positive news for rats, scientists recently discovered that they find rhythmic beats irresistible and instinctively move in time to music. The ability was previously thought to be uniquely human.

    “Rats displayed innate – that is, without any training or prior exposure to music – beat synchronisation,” said Dr Hirokazu Takahashi of the University of Tokyo.

    “Music exerts a strong appeal to the brain and has profound effects on emotion and cognition.”
