  • JK NHM Ranks Public Health Facilities On Hospital Management System

    SRINAGAR: The National Health Mission in Jammu and Kashmir has announced the release of the February 2023 rankings of public health facilities on the Hospital Management Information System (JK e Sahaj).

    The initiative has covered 578 facilities in the first phase of implementation and will gradually extend to other facilities in a phased manner.

    In the category of Associated Hospitals of Government Medical Colleges, the first rank has been clinched by Chest Disease Hospital Jammu followed by Psychiatric Disease Hospital, Jammu, GMC Baramulla, AH GMC Rajouri, and GMC Doda. The bottom five in this category included SMHS GMC Srinagar, Kashmir Nursing Home, Srinagar, Children Hospital Bemina, Srinagar, Psychiatric Disease Hospital, Srinagar and GMC Kathua.

    In the category of District Hospitals, first rank has been secured by DH Shopian followed by DH Reasi, Government Hospital Gandhi Nagar, Jammu; DH Samba and DH JLNM, Srinagar. The bottom five in this category included DH Kishtwar, DH Handwara, DH Pulwama, DH Ramban and DH Ganderbal.

    In the category of Community Health Centres (CHCs), CHC Ramgarh bagged first rank followed by CHC Zainpora, CHC Dooru  EH Vijaypur and CHC Seer. The bottom five in this category included CHC Darhal, CHC Magam, CHC Zachaldara, CHC Thatri and CHC Tral.

    In the category of Primary Health Centres (PHCs) and UPHCs, first rank has been clinched by PHC Achabal  followed by PHC Mattan, PHC Kakapora, PHC Srigfwara and PHC Aishmuqam. The bottom five in this category included UPHC Sangam, PHC Thakrakote, PHC Teetwal, PHC Massu and PHC Machil.

    JK e-sahaj (Electronic System for Automation of Hospital Administration J&K)  initiative was formally launched in November 2022 as part of Jashn-e-Sehat, by the Lieutenant Governor, J&K, for different types of facilities i.e. Tertiary care, District Hospitals, Community Health Centres, Primary Health Centres and some New Type PHCs. JK E -Sahaj has been integrated with Rapid Assessment System (RAS), 104 Centralised Health Helpline for outbound calling and RCH portal of MoHFW, Government of India.

    The ranking has been done on the basis of registration, conversion of EMR (Electronic Medical Record) and Patient feedback uploaded on the portal of JK e Sahaj for the month of February 2023, on real time basis. The detailed list of facilities has been shared on NHM website. (GNS)

    Govt to introduce GPS-based toll system in six months to replace toll plazas

    New Delhi: The government will introduce new technologies including GPS-based toll collection systems in the next 6 months to replace existing highway toll plazas in the country, Union minister Nitin Gadkari said on Friday.

    The move is aimed at reducing traffic congestion and charging motorists for the exact distance travelled on the highways, Gadkari said.

    Addressing an event organised by industry body CII, Gadkari further said state- owned NHAI’s toll revenue is currently Rs 40,000 crore and it is going to soar to Rs 1.40 lakh crore 2-3 years.

    “The government is looking at new technologies including GPS-based toll systems to replace toll plazas in the country…We will bring new technology in six months,” he said.

    The ministry of road transport and highways is conducting a pilot project of an automatic number plate recognition system (automatic number plate reader cameras) to enable automated toll collection without stopping the vehicles.

    During 2018-19, the average waiting time for vehicles at toll plaza was 8 minutes. With the introduction of FASTags during 2020-21 and 2021-22, the average waiting time of the vehicles has come down to 47 seconds.

    Although there is considerable improvement in waiting time at certain locations, especially near cities, the densely populated towns there are still some delays at toll plazas during peak hours.

    The road transport and highways minister emphasised on the need of reducing the cost of construction without compromising with the quality.

    New Delhi: Not every system is perfect but this is the best system developed by the judiciary, Chief Justice of India D Y Chandrachud said on Saturday while defending the Collegium system of judges appointing judges, a major bone of contention between the government and judiciary.

    Speaking at the India Today Conclave, 2023, the CJI said the object of the Collegium system was to maintain independence and that can be done by insulating it from outside influences.

    “As the Chief Justice, I have to take the system as it is given to us… I am not saying every system is perfect but this is the best system we have developed. The object of this system was to maintain independence which is a cardinal value. We have to insulate the judiciary from outside influences if the judiciary has to be independent. That is the underlying feature of Collegium,” Chandrachud said.

    Amid the tussle between the government and the judiciary, the CJI also responded to Law Minister Kiren Rijiju voicing displeasure over the Supreme Court Collegium revealing the government’s reasons for not approving the names recommended by it for appointment as judges of constitutional courts.

    “He has a perception. I have a perception and there is bound to be a difference of perceptions. And what’s wrong in having a difference of perceptions? We have to deal with perceptions even within the judiciary. I dare say there is a difference of perception within the government. But we all deal with it with a sense of robust statesmanship.

    “I do not want to join issues with the law minister for his perception. I respect his perception and I am sure he has respect for ours as well. The reason why we put this (the reasons cited by govt. to reject names for judgeship) on the SC website is the desire of the present Collegium to meet the criticism that we lack transparency and a genuine belief that opening of the processes will foster greater confidence in the citizens,” the CJI said.

    The 50th CJI also took questions on the controversy over the the SC Collegium’s reiteration of openly gay senior advocate Saurabh Kirpal for appointment as a judge of the Delhi High Court after it was rejected by the government.

    Chandrachud said the sexual orientation of a candidate for judgeship has nothing to do with his ability.

    “The candidate (Kirpal) you are referring to, every aspect which was mentioned in the report of the Intelligence Bureau was in the public domain. The candidate in question is open about his sexual orientation. So, when the IB flagged something, we were not really opening up IB sources of information. What could be the danger? Someone might say if you put the IB report in public domain, you might be compromising the sources of information of the IB on the issues of national security. Somebody’s life may be in danger.

    ” This was not a case like that. The IB report dwelt on the sexual orientation of an openly declared gay candidate for prospective judgeship. It’s known to the entire profession and widely reported in the media. All that we said in the resolution was that the sexual orientation of a candidate has nothing to do with the ability or the constitutional entitlement of the candidate to assume a high constitution post of a high court judge,” he said.

    In January, the Supreme Court Collegium had reiterated its November 11, 2021 recommendation for appointing Kirpal as a judge of the Delhi High Court, rejecting the Centre’s contention that though homosexuality stands decriminalised in India, same-sex marriage is still bereft of recognition.

    When asked how independent is India’s judiciary and was there any kind of pressure from the government, the CJI said there is absolutely no pressure from the government on how to decide cases.

    “In my 23 years of being a judge, no one has told me how to decide a case. I won’t even talk to a colleague who is presiding over a case and ask what’s going on in that case. There are some lines which we draw for ourselves. That’s part of our training…

    “There is no question of pressure from the executive arm of the government. I hope I am speaking for the rest of the system as well. There is absolutely no pressure from the government. The Election Commission judgment is proof that there is no pressure on the judiciary,” CJI said.

    The Supreme Court had recently ruled that the appointment of the Chief Election Commissioner and election commissioners will be done by the President on the advice of a committee comprising the Prime Minister, Leader of Opposition in the Lok Sabha and the Chief Justice of India.

    On the issue of challenges the judiciary is facing with 4.32 crore cases pending, the CJI said it is true that there is a large backlog of cases but it shows the faith of the people in coming to the courts for justice.

    “We should be discharging the faith of the people by being more efficient and reducing the backlog. It also shows there is a dearth of infrastructure in the judiciary. Our judge to population ratio is not commensurate with what it should be in a country like ours. There is a lack of infrastructure in the district judiciary.

    “We need to completely modernise the Indian judiciary. Our model for judicial administration has been based on the colonial model which we have inherited from the British. That colonial model now has to give way because justice is not just a sovereign function but also an essential service,” he said.

    Elaborating on the process of appointments, Chandrachud said parameters which are applied for selection of judges are well defined.

    “First we look at merit. We look at the professional competence of the judge. We constantly analyse the judgements of the High Court judge when they come up in the appeal before us. We access those judgements. In the Collegium, we all read the judgements at the same time. We circulate the judgements of the High Court judges who are in the zone of consideration,” he said.

    Chandrachud said the second aspect which is looked at by the Collegium is seniority and the third aspect is the broader sense of inclusion in terms of gender, marginalised communities, scheduled castes and tribes etc but that is not at the cost of sacrificing merit.

    “Fourth, to the extent possible, we try to give adequate representation to different high courts, states, and regions. While considering appointment of a judge, we consult puisne (ranked lower in seniority) judges routed through the same high court. There is equal involvement of all the stakeholders in the system,” he said.

    On the issue of trolling of apex court judges on social media, the CJI said it is important not be affected by the cacophony of extreme views.

    “I don’t follow Twitter. I think it’s important for us not to be affected by the cacophony of extreme views which you sometimes find on Twitter. I think social media is a product of time, not just of technology. Nowadays, there is live tweeting of every word which is being said in the court and that puts an enormous amount of burden on us as well,” the CJI said.

    Several opposition MPs recently asked President Droupadi Murmu for immediate action over social media trolling of Chandrachud while he was deliberating on a case related to the governor’s role in Maharashtra during the formation of the Eknath Shinde government.

    On constant criticism of judges taking long vacations, the CJI said judges of the Supreme Court in India sit for 200 days a year and their vacations are spent thinking about the cases, reading about the case laws and reflecting on the impact of their work on society.

    “The work that we do between 10.30 am and 4 pm in the Supreme Court is only a fraction of the work that we do. In order to be ready to deal with the cases which are going to come up the next day, we spent an equal amount of time in the evenings reading for the next day. Without exception, all judges in the Supreme Court work for seven days a week,” the CJI said.

    Chandrachud said most of the time during vacations is spent on preparing for judgments.

    Hong Kong: China’s central bank has made a surprise cut to the amount of money that banks must keep in reserve, in an effort to keep money flowing through the financial system and prop up the economy, media reports said.

    The People’s Bank of China (PBOC) said it would cut the reserve requirement ratio (RRR) for almost all banks by 0.25 percentage points, effective March 27, CNN reported.

    “(We must) make a good combination of macro policies, better serve the real economy, and maintain reasonable and sufficient liquidity in the banking system,” the PBOC said in a statement.

    The late Friday move came as a surprise and follows a week of turmoil in global financial markets triggered by the failure of some regional US banks.

    As recently as Wednesday, analysts from Goldman Sachs said they were expecting the PBOC to keep interest rates and the RRR “unchanged” through the first half of 2023, CNN reported.

    The central bank had already injected hundreds of billions of yuan into the banking system since January, mainly through a medium-term lending facility, the analysts said.

    The rapid collapse of the two US banks and troubles at Credit Suisse have stoked fears about the health of the global banking sector.

    Regulators on both sides of the Atlantic have taken emergency measures since Sunday to provide liquidity support to troubled lenders and shore up the confidence in the banking system. On Thursday, a group of America’s largest banks stepped in to rescue First Republic Bank with a $30 billion lifeline, CNN reported.

    Earlier this month, Yi Gang, Governor of the PBOC, hinted at a news conference that monetary policy this year will be largely stable.

    “The current level of real interest rates is relatively appropriate,” he said.

    PARIS — A controversial video surveillance system cleared a legislative hurdle Wednesday to be used during the 2024 Paris Summer Olympics amid opposition from left-leaning French politicians and digital rights NGOs, who argue it infringes upon privacy standards.

    The National Assembly’s law committee approved the system, but also voted to limit the temporary program’s duration until December 24, 2024, instead of June 2025. 

    The plan pitched by the French government includes experimental large-scale, real-time camera systems supported by an algorithm to spot suspicious behavior, including unsupervised luggage and alarming crowd movements like stampedes.  

    Earlier this week, civil society groups in France and beyond — including La Quadrature du Net, Access Now and Amnesty International — penned an op-ed in Le Monde raising concerns about what they argued was a “worrying precedent” that France could set in the EU. 

    There’s a risk that the measures, pitched as temporary, could become permanent, and they likely would not comply with the EU’s Artificial Intelligence Act, the groups also argue. 

    About 90 left-leaning lawmakers signed a petition initiated by La Quadrature du Net to scrap Article 7, which includes the AI-powered surveillance system. They failed, however, to gather enough votes to have it deleted from the bill. 

    Lawmakers also voted to ensure the general public is better informed of where the cameras are and to involve the cybersecurity agency ANSSI on top of the privacy regulator CNIL. They also widened the pool of images and data that can be used to train the algorithms ahead of the Olympics.

    The bill will go to a full plenary vote on March 21 for final approval.

    Karnal: RSS chief Mohan Bhagwat has accused the British rulers of ruining India’s education system and said “70 percent” of the population was literate before they dominated the country.

    Bhagwat addressed a gathering here on Sunday after inaugurating a multi-specialty hospital at the Aatam Manohar Jain Aradhana Mandir complex.

    “…Before British rulers dominated this country, 70 percent of our population was literate, educated. And on the basis of that education, everyone used to find ways to earn their livelihood and unemployment was almost negligible,” he said.

    “At that time, as per the education system prevalent in England, their literacy rate then was around 17 percent. After the British came, they dumped our education model here but implemented it in their own country…,” the Rashtriya Swayamsevak Sangh (RSS) leader said.

    He said the education system which existed in India when the British started to rule the country not only made people self-reliant and employable, but was also a medium of knowledge. But the British rulers ruined that system, Bhagwat said.

    The RSS chief also stressed on the importance of health and education for all in society, underlining that these should reach everyone and be affordable.

    He claimed that earlier, people used to take to these two sectors as a sense of duty but in the present time, these have become businesses.

    Bhagwat also lauded the work done by Aatam Manohar Muni Ashram.
