    Patna: Bihar Chief Minister Nitish Kumar on Friday reacted with exasperation over the opposition faced by the head count of caste’ underway in the state, saying that holding such a survey is not a crime.

    He asserted that the state is not conducting a caste census but only collecting information related to people’s economic status and their caste so that specific steps could be taken by the government to serve them better.

    “The ongoing caste survey is a good initiative taken by us. People will be hugely benefited after the recognition of their economic status, whether they belong to the upper caste, backward caste or extremely weaker sections of the society.

    “I don’t understand why a section of people are against this exercise They are challenging it. Is it a crime? No, it is not,” Kumar said while addressing a conference of Civil Servants here.

    An organisation had claimed that it was not a survey for a sample population but a census involving house-to-house enumeration of all people, which only the Centre can undertake. The organisation had moved the Supreme Court against the state government’s decision but it refused to entertain the plea.

    The top court, however, on Friday allowed the petitioner to approach the Patna High Court and directed it to decide the petition expeditiously.

    “Data related to people’s economic status and their caste will be collected during the headcount so that the state government could know how many people are poor and what sort of steps needs to be taken to bring them into the mainstream,” said the chief minister.

    All parties in Bihar had the same view when the state government decided to hold the caste-based survey, he said.

    The first round of caste survey in Bihar was conducted between January 7 and 21. The second round started on April 15 and will continue till May 15.

    Amaravati: Over one crore families in Andhra Pradesh participated in the survey undertaken by the ruling YSR Congress Party (YSRCP) during the last 15 days.

    Two weeks after launching a one of its kind mega people’s survey named Jagananne Maa Bhavishyathu (Jagan Anna is our future), the YSRCP on Monday released an interim report. It claimed to have received a positive response on ground.

    The party held several press conferences across various assembly constituencies to celebrate a significant milestone.

    Vijayawada West MLA Vellampalli Srinivas said that the results of the mega survey reflect the public’s opinion and they are nothing but extraordinary.

    “In just the first 15 days, one crore families participated in the survey and over 79 lakh missed calls have been received in support of CM Jagananna’s government,” he said.

    Elaborating on the objective of the campaign, Macherla MLA Pinnelli Ramakrishna Reddy said that YSRCP’s aim was to survey 100 per household in the state (all 1.65 crore families in the state).

    The party leaders invited all to visit any village secretariat and see the response for themselves.

    “CM Jagan is a credible leader who has ushered in the era of welfare. The recent exit poll results of a national TV channel which predicted an overwhelming majority for YSRCP in the upcoming polls is proof of that,” said Assembly Speaker Tammineni Sitaram.

    Hitting out at the Opposition, Kamalapuram MLA Ravindranath Reddy said that the Opposition is having sleepless nights because of the positive feedback that the Jagananne Maa Bhavishyathu is getting on ground, especially in Assembly constituencies that are traditionally considered to be Opposition strongholds.

    YSRCP plans to reveal the final results of the mega survey on April 29.

    The party on April 7 launched the survey, in a massive exercise to reach out to five crore people ahead of next year’s elections.

    About 7 lakh grassroots workers will reach out to all 1.65 crore households in the state, covering five crore population.

    This is claimed to be the most expensive and on-ground campaign done by any political party in the country.

    The visiting party workers are explaining to the people about a comparison between YSRCP and TDP governments by showing a pamphlet.

    The workers are carrying Praja Maddathu Pusthakam or survey questionnaire for feedback. People are being asked five questions including the question whether they trust Chief Minister Y.S. Jagan Mohan Reddy for their future.

    At the end of the survey, the party workers would request the public to give a missed call to the party dedicated mobile number 8296082960.

    As soon as they give a missed call, a voice call of Chief Minister Jagan Mohan Reddy would be received by the caller, as a token of thanks.

    New Delhi: The Supreme Court on Friday agreed to hear on April 28 a fresh plea against the Bihar government’s decision to conduct a caste-based survey in the state.

    A bench of Chief Justice of India D Y Chandrachud and Justice P S Narasimha took note of the submission of an advocate seeking an urgent hearing of the matter.

    The lawyer told the bench that the caste survey began on April 15 and is scheduled to end on May 15.

    The bench said it would post the matter for hearing on April 28.

    The apex court on January 20 had refused to entertain a batch of pleas challenging the Bihar government’s decision to conduct a caste survey in the state.

    It had said there is no merit in the petitions and dismissed them with liberty to the petitioners to approach the high court concerned.

    London: As England gears up for local elections next month, a new survey on Saturday indicates that Prime Minister Rishi Sunak may be poised to benefit somewhat from a swing towards the ruling Conservative Party from a large chunk of undecided voters.

    Polling for The Times’ newspaper shows that almost a third of all voters either don’t know how they will cast their ballot or say they won’t vote at all.

    Asked who would make the best Prime Minister between Sunak and Opposition Labour Party leader Keir Starmer, the YouGov analysis shows 21 per cent say Sunak while 8 per cent back Starmer.

    “Undecideds are also almost four times more likely to trust Sunak and the Conservatives to handle the economy than they are to trust Labour, which in past elections has always been a good indicator of how people cast their ballot,” the newspaper analysis notes.

    The survey, just weeks before the May 4 polling for local councils, shows that if an election were to be held tomorrow the “don’t knows” would be the UK’s third largest party with 16 per cent of the vote and 2 percent behind the Tories.

    “Tory and Labour strategists acknowledge that this group presents both the biggest opportunity to Sunak and the biggest threat to Starmer’s hopes of a healthy Labour majority when the general election comes.

    On the positive side for the Tories, at the moment this group seems to be leaning towards Sunak,” the newspaper poll analysis reads.

    A local election coming around a year before a general election is due to be held is seen as a sign of things to come for all parties in the UK.

    Based on their own internal polling, the Conservative Party strategists reportedly believe that the percentage of the electorate which is up for grabs is between 30 and 40 per cent. They hope that, as the general election gets closer, this group will ultimately end up backing Sunak.

    “The parallel is 2014 when the Tories were six points behind in the polls but [Tory leader David] Cameron was significantly outpolling [Labour leader] Ed Miliband as best prime minister,” a senior figure in the Conservative campaign told The Times’.

    “When it came to the election in 2015 those voters came to us because of who they thought would make the best prime minister. But it’s going to be a long time before that shows up in headline voting intention,” the source added, with reference to David Cameron going on to be elected Prime Minister in 2015.

    The Labour Party, however, holds an overall 18-point poll lead over the governing Tories.

    An average of all polls by the website Politico shows that while Sunak has substantially improved the party’s position since predecessor Liz Truss’ brief time at Downing Street, the Tories still face an uphill task to win over voters in time for the next general election.

    Delhi: More than 40 per cent of students in six states have never used technology for learning while around 8 percent have stopped using it, according to a survey conducted by the Central Square Foundation.

    Under the Bharat Survey for EdTech (BaSE), more than 6,000 households in six states — Gujarat, Madhya Pradesh, Mizoram, Odisha, Telangana and Uttar Pradesh — were surveyed covering 9,867 children.

    “Forty-one per cent children across surveyed households had never used technology for learning, and eight per cent had discontinued using it. Urban households had a higher prevalence of ‘present users’.

    “The secondary (72 per cent) and middle (55 per cent) grades had the highest proportion of ‘present users’ compared to primary grades (39 per cent),” according to the survey report released at an education conclave here on Tuesday.

    The survey pointed out that YouTube was found to be the most popular tool used for learning purposes (89 per cent), followed by WhatsApp (62 per cent) and Google (52 per cent). Overall, the prevalence of low-tech tools was low, which included text messages (8 per cent), TV (7 per cent) and interactive voice response (7 per cent).

    “English (84 per cent) and Mathematics (76 per cent) were the most studied subjects using EdTech tools. Further, with increasing grades, higher usage of EdTech tools to study Science/EVS, English, Language, Coding, and GK was reported,” the survey found.

    More than half the children (53 per cent) used EdTech tools because of the ease of understanding of complicated topics.

    “Other prominent reasons highlighted for the use of EdTech tools included self-paced learning’ (47 pc) and doubt clarification’ (42 pc),” it stated.

    At the level of state, Gujarat (95 pc) and Madhya Pradesh (59 pc) found availability of vernacular content most helpful compared to Odisha (12 pc), Uttar Pradesh (8 pc), Telangana (5 pc), and Mizoram (0.3 pc), it said.

    The survey found that among children who were currently not using technology for learning, 61 per cent cited reopening of schools after the coronavirus-induced lockdown as the most prominent reason.

    “Thirty per cent of respondents cited the availability of other learning avenues (such as tuition) as the reason for not using technology for learning,” it said.

    Nuh: The Nuh police on Tuesday used drones to survey five villages that allegedly house suspected hideouts of criminals involved in cow smuggling and slaughtering, officials said.

    A police team also raided some houses of the suspects but they were found absconding, they said.

    A senior police officer said that Nuh police has now started keeping surveillance with drone cameras to find out the hideouts of criminals involved in cow smuggling and cow slaughtering in villages of the district.

    Apart from this, three special task forces are being formed. The list of criminals involved in cow smuggling and cow slaughtering in Nuh has been sent to every police station and the crime unit of Nuh police, said a police statement.

    On Tuesday, a police team led by Satish Vats, Deputy Superintendent of Police, Firozpur Jhirka, surveyed five villages through the drone cameras. The team also raided the houses of suspects in these five villages.

    A senior police officer said that no suspect was found at their homes as an atmosphere of fear was created among them and they fled.

    “The Nuh police started monitoring with drone cameras,” said Nuh SP Varun Singla, adding locals are “also helping us a lot”.

    Amaravat: Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy on Friday directed officials concerned to expedite land resurvey under ‘YSR Jagananna Saswata Bhu Hakku Bhu Raksha Pathakam’ scheme, including completing first phase for 2,000 villages by May 20, along with laying of survey stones.

    In a review meeting, the Chief Minister ordered officials to ensure that every village secretariat has one rover at least for better flow of resurvey at the village level.

    The state has taken up resurvey of lands on a large scale after hundred years, unlike any other state, said Reddy in a statement and added that this exercise is important not only to the present generation, but also posterity.

    The southern state aims to employ modern technology and dole out tamper-proof documents to land owners so that none could manipulate them.

    Meanwhile, officials apprised the CM that 31 lakh survey stones are ready to be set in place once the survey gets completed, out of which 50,000 are ready to be supplied on a daily basis.

    Reddy instructed officials to procure sufficient number of stones for the next phase, while municipal officials informed that they are making preparations to survey urban areas and data analytics are currently ongoing.

    Panchayat Raj officials also told the CM that survey of 300 villages would be completed by the third week of April and in all villages by December end.

    Hyderabad: A post-COVID-19 survey in urban slums and catchments of the Old City of Hyderabad revealed that the vicious cycle of poverty continues among the Hyderabadi Muslims living in slums in the Old City.

    Muslim population roughly constitute 43-44 percent (58+ lakh) of the approximate 1.3 crore population that belongs to the city.

    While 60 percent of the 58 lakhs population reside in the urban slums, 74 percent stay in rented houses and 26 percent own houses.

    The Helping Hand Foundation (HHF) conducted a survey aimed at understanding the post-pandemic impact on the socio-economic status of Muslims and the reasons why a majority continues to remain economically backward.

    Door-to-door visits of 5000 households including Hakeempet, Md Lines, Golconda, Sulemanagar, Chintalmet, Wadi e Mehmood, MM Pahadi, Qayamnagar, Hasan Nagar, Indiranagar, NS Kunta, Achi Reddy Nagar, Teegalkunta, Ghousenagar, Hashimabad, Jahangirabad, Murad Nagar, Asif Nagar, First Lancer, Kumarwadi, Chanchalguda, Amaanagar, Baba Nagar C block, Wadi e Mustafa, ErraKunta, Shaheenagar, Saif Colony, Osmanagar, Venkata Puram, Pahadi Sherif, Jalpally, etc in the city was carried out.

    Aspects that render towards the backwardness of Muslim minorities:

    • 12-15 percent of school dropouts into child labour,
    • Poor utilization of welfare schemes
    • 38 percent do not have white ration cards
    • 37 percent of women are single bread earners for households.
    • 74 percent stay in rented houses and 26 percent own houses.
    • 70 percent send children to private schools and only 14 percent attend government schools, while 7 percent go to madrasas.

    Labour & Migration

    • Unlike Muslims from other states, Hyderabad Muslims seldom migrate to greener pastures for work.
    • 25 percent of households surveyed have large families of between 3 to 6 children.
    • Skilled labour like tailors, mechanics, cooks, plumbers, electricians, carpenters, and auto drivers are 62 percent.
    • The unskilled daily wager is 25 percent.
    • Self Employed constitute about 8 percent of the workforce.
    • 37 percent of women are single bread earners for families of which 43 percent are widows, 22 percent are divorced and 37 percent are single women abandoned by spouses.
    • No presence of Muslims in construction, agri and non-agriculture farm labour in and around the city.
    • Stigma and taboo around types of jobs.

    Utilization of welfare schemes & other public utilities

    • 38 percent do not have White Rations Cards.
    • Of these 22 percent are not active due to non-consumption of PDS rations, and 78 percent are rejected due to various reasons like Aadhaar Card seeding, biometrics, change of address etc.
    • This leads to ineligibility to a plethora of welfare schemes of the state and central government like Asra Pensions, PDS Rations, Aarogyasri Health Insurance, Shaadi Mubarak, 2 Bedroom Housing, and Cooking Gas Subsidies.

    Education

    • The majority of Respondents said that due to the unavailability of teachers, classes are not regular in government schools and children lose interest.
    • Poor infra in schools coupled with unhygienic toilets are a deterrent for many children and parents.
    • 15 percent of children drop out of school between the 5th and 10th classes.
    • Lack of economic opportunity and financial stress is resulting in children being forced into child labour to supplement household income.
    • Only 11 percent of children between 0-5 years enrolment in Anganwadi Centers under ICDS
    • Only 5 percent of students get into higher education.

    Health & Lifestyle disease

    • Of the 33 percent of all chronic diseases in the state get reported from Hyderabad, more than 50 percent are reported from Old city areas.
    • Diabetes, Hypertension, CAD, and Cancer top the list.
    • Our survey shows 1 in 3 adults are Overweight or Obese and half of these are already morbid /comorbid.
    • Prevalence of Hypertension is about 30 percent and diabetes is about 18 percent in adults.
    • 1 in 3 male adults has exposure to non-smoke tobacco.
    • The low trust factor in public health services
    • 72 percent prefer treatment in private hospitals, which puts a huge burden on the purse of the family who lands up in debt and poverty.

    Primary Health Care

    • 50 percent of slums have Poor Sanitation, Hygiene, and access to clean water.
    • Seasonal diseases dominate as per season due to this.
    • Forex Monsoon sees a rise in water and vector-borne diseases
    • Quacks and RMPs dominate the Primary Health Care space leading to high out-of-pocket expenses.
    • 58 percent of children surveyed were found vaccinated and 42 percent did take partially or haven’t taken it.
    • 74 percent of vaccinations were done in a private setting and only 20 percent took vaccination in a government setting.
    • Our survey shows average family spends Rs 3k /month on primary health care.

    Debts & Interest

    • 65 percent families have exposure to debts & high interest rates to bridge gaps for daily essential needs like food, medicine & other essentials.
    • Interest rates of private money lenders vary from 10 to 21 percent.
    • The majority continue to service the interest component of loans for longer periods of time – thereby crunching their monthly disposable incomes.
    • High indulgence of the younger generation into loans from Online App.

    Conclusion

    Muslims living in slums of Old City slums suffer from high illiteracy in adults and lack of economic opportunity, zero migration and participation of workforce in construction and non-agri farm labour.

    Poverty drives their children out of school resulting in child labour. Daily wage earning and high-interest burden, income – expense deficit due to poor utilization of welfare and public utilities, high burden of chronic diseases on adults and high out of pocket health expenses are factors that hold back poor Muslim households.

    Need of the hour:

    Building free schools, colleges, clinics and hospitals and not mosques and function halls with creating employment and upskilling the workforce, and behavioural changes would benefit the situation.

    HHF’s Mujtaba Hasan Askari said, “Empowerment needs attention and it is the responsibility of the government, civil society and concerned citizens to work in tandem for the upliftment.”

    Bhubaneswar: The much-awaited survey of the other backward classes (OBCs) across Odisha will commence on May 1 and continue till May 27, an official notification said on Thursday.

    The social and educational conditions of 208 OBC communities enlisted by the state government will be collected during the survey, which will be followed by a special drive to ensure that none were left out across the state, an official said.

    Odisha is the second state in the country after Bihar to hold the OBC survey.

    The survey will be carried out by the Odisha State Commission for Backward Classes in all 314 blocks and 114 civic bodies areas in the state, an official said.

    “The objective of the survey is to get a picture of the present social and educational conditions of the people belonging to backward classes in Odisha,” he said.

    The state government in its notification said the survey will be carried out under the powers conferred by section 9 of the Odisha State Commission for Backward Classes (OSCBC) Act, 1993 and OSCBC (Amendment) Act, 2020.

    According to the provisions of the two Acts, the heads of the families or any senior person can provide the family data at the survey center. The families under survey require to give details of their ration and Aadhar cards or voter identity cards of their members.

    OBC families having no ration cards may also submit their details at the survey centers. The people can also register their details for the survey online (www.oscbc.odisha.gov.in) free of cost, the official said.

    This apart, the people can also register their details at Mo Seva Kendra’ by making the requisite payment, he said.

    Meanwhile, the opposition BJP and Congress have said that the state government’s move for the survey ahead of the 2024 Lok Sabha and the Odisha assembly election is aimed at creating an OBC vote bank.

    BJP OBC Morcha president Surath Biswal in a press conference on Thursday voiced suspicion about the state government’s mode of conducting the survey, which, he said, could be a ploy to dilute the enumeration process.

    “The OBC survey should be done on a door-to-door basis instead of opening survey centers. Many poor people may not be able to come to survey centers due to lack of awareness,” he said.

    Biswal demanded that the state government provide 27 per cent quota to OBCs in education and jobs as in other states.

    The ruling BJD on the other hand maintained that the survey will be conducted to make policies more effective, ensure the socio-economic development of the backward classes and improve their social and educational conditions.

    “There is no politics behind the survey. It is purely for the welfare of OBCs,” said Debi Prasad Mishra, a BJD lawmaker said.

    Emmanuel Macron is paying a high price for his push on pension reform as a survey on Sunday showed the French president is facing a new low in popularity — as low as during the protests of the so-called Yellow Jackets.

    As the French take to the streets to protest against Macron’s pension reform, 70 percent of respondents said they are dissatisfied with the president, according to the Ifop barometer published by Le Journal du Dimanche. Macron’s popularity rating fell by 4 points in one month, it showed.

    Since December, Macron has suffered a substantial drop of 8 points, and he now sees only 28 percent satisfied and 70 percent dissatisfied, according to the poll carried out, Le Figaro emphasized, between March 9 and 16.  

    That is the same period as the negotiations that finally led the Elysée to shun parliament and impose the unpopular pension reforms via a special constitutional power, the so-called Article 49.3, which provides that the government can pass a bill without a vote at the National Assembly, the lower house of parliament, after a deliberation at a Cabinet meeting.

    The procedure has been used in the past by various governments. But this time it’s prompting a lot of criticism because of the massive public opposition to the proposed reform, which raises the legal retirement age from 62 to 64 years. Some media stress that recent opinion polls have shown that a majority of the French are opposed to this type of procedure.

    “You have to go back to the end of the Yellow Jackets crisis in early 2019 to find comparable levels of unpopularity,” writes Le Journal du Dimanche commenting the survey. The outlet also stresses that dissatisfaction with Macron crosses all categories, the younger generations as well as the blue- and white-collar workers.

    A total of 169 people, including 122 in Paris, were taken in custody for questioning on Saturday evening in France during demonstrations marred by tensions between the police and the protesters, according to French media citing figures communicated on Sunday by the Ministry of the Interior.
