    Turkey bans layoffs, offers salary support in earthquake zone

    Ankara: Turkey has launched a temporary salary support scheme and banned job cuts in southern provinces hit by the devastating February 6 earthquakes that killed over 42,000 people in the country as well as in Neighbouring Syria, an official gazette said.

    The government will provide salary support for employers in provinces under the state of emergency to partially cover the wages of their workers.

    Employers will be able to benefit from the allowance if their workplaces are “heavily or moderately damaged”.

    In addition, the government also banned layoffs in the earthquake zone, except for reasons of not complying with the rules of morality and goodwill, closure of the workplace, and expiry of the employment contract, said the report.

    The move aims to safeguard workers and businesses in the region from the economic impact of the devastating earthquakes.

    The earthquakes could cost up to $84 billion, or about 10 per cent of the country’s gross domestic product (GDP), according to a report from the Turkish Enterprise and Business Confederation (TURKONFED).

    A total of $70.7 billion of financial damage will result from housing loss, $10.4 billion from national income loss and $2.9 billion from loss of working days, the TURKONFED said in its preliminary report issued four days after the quakes.

    The 10 quake-hit provinces, where some 13.5 million people lived, account for 9.3 per cent of the country’s GDP and 8.7 per cent of Turkey’s total exports, with cereals, pulses, oil seeds and their products, steel, agricultural products, textiles and raw materials, and ready-made clothing products as the leading export items from the region.

    However, given a mass exodus from the disaster region, it is unlikely for the factories in the region to find enough workers even if they are able to resume production.

    In the southern province of Mersin that neighbours the disaster-affected region, 47 institutions and NGOs made a joint statement on Wednesday, saying the population of the province increased by 40 per cent in two weeks because of migration after the earthquake.

    “There are 70,000 families coming from the quake region, and an estimated 40,000 will stay here,” Vahap Secer, Mayor of Mersin Metropolitan Municipality, said in a statement, calling for housing projects in his province too.

    Turks have already been struggling for several years with rampant inflation and currency turmoil.

    The massive earthquakes hitting the country on February 6 have further added to their woes.

    A few days ago, two men named Nasir, aged 25 years, and Junaid alias Juna, aged 35 years were abducted and charred to death. Their charred bodies were found inside a burnt vehicle in Haryana’s Bhiwani district on February 16.

    It has been alleged that the youths were burnt alive on suspicion of being involved in cow smuggling.

    According to the relatives of the deceased, the two were first badly beaten by 8 to 10 men and then kidnapped by their assaulters. The kin also said that the youths were later burnt to death.

    Appeal launched for kin of Junaid, Nasir

    Junaid who was the sole bread-earner of the family is survived by his wife Sajda, and six children. As his brother is not mentally stable, Junaid used to take care of his brother’s family too.

    On the hand, Nasir’s family also needs financial assistance to start their life again. The families of both victims are poor.

    Now as these families are left with no one to take care of, editor of Siasat Urdu Daily Zahid Ali Khan, former Rajya Sabha MP Brinda Karat, Secretary of Faiz-e-Aam Trust Iftekhar Hussain, and Maqdoom Mohiuddin of Bibi Amena Multi Speciality Hospital have appealed to philanthropists to help the kin of the victims as much as possible.

    Details Bhiwani killings

    The youths Nasir and Junaid were kidnapped, lynched, and murdered allegedly by members of the Bajrang Dal, including Monu Manesar, on suspicion of their involvement in cow smuggling.

    Their bodies were found inside a burnt vehicle in Bhiwani district, Haryana.

    So far in the case, Rajasthan police arrested one accused Rinku Saini out of nine persons reportedly involved in the killing. The police released the pictures of the eight accused.

    Recently, Brinda Karat and other visited the victims’ house and met with family members.

    The moment also reflected just how much had changed since the last time Biden spoke in that same palace complex in Poland, almost exactly 12 months ago and just days after Putin ordered his forces to cross the Ukrainian border and plunge Europe into war. Though the war shows no signs of abating, with months of carnage likely ahead, Biden stressed that Putin has already failed in his objective to seize Ukraine.

    “One year ago, the world was bracing for the fall of Kyiv,” Biden said, “and I can report that Kyiv stands strong, it stands proud and it stands free.”

    Nearly a year ago, Biden used his speech to convince European allies that helping Kyiv was not a futile exercise, imploring democracies to rally together and stand up to Putin’s militant authoritarianism. His message then was somber and grim, reflecting the uncertainty about Ukraine’s ability to repel a much larger foe. Though Putin’s initial lunge at Kyiv had failed, there was a sense among military experts on both sides of the Atlantic that Russia would, soon enough, simply overwhelm Ukraine.

    That is no longer the case. Ukraine has held, having pushed the front back to the eastern and southern edges of the country. Led by Washington, the West has stayed in lockstep and funneled weapons and money to Kyiv, dealing one humiliating military setback after another to Moscow.

    “When Russia invaded, it wasn’t just Ukraine being tested. The whole world faced a test for the ages,” Biden said. “Europe was being tested. America was being tested. NATO’s is being tested. All democracies are being tested. And the questions we face are as simple as they re profound: Would we respond, or would we look the other way?”

    “One year later, we know the answer,” he said. “We did respond. We would be strong, we would be united, and the world would not look the other way.”

    The atmosphere in Kubicki Arcades, part of Warsaw’s Royal Castle complex, reflected the change. In a moment that would have been unthinkable a year ago, the speech environment felt similar to a NATO pep rally. Flags from Ukraine, Poland and the U.S. lined the venue. Blue and yellow lights projected on the surroundings and an upbeat soundtrack — including Bruce Springsteen and Twisted Sister — blared in the hours before Biden spoke.

    A year ago, Biden spoke in Poland at the palace in an almost-funereal atmosphere after he held a somber meeting with Ukrainian refugees. This time, Biden arrived on the heels of his surprise visit to Kyiv. There, the president — wearing his trademark aviators — defiantly strutted with his Ukrainian counterpart through downtown in broad daylight, underscoring Putin’s inability to reach the capital.

    Putin had thought he would capture Kyiv in days. Instead, he spent Tuesday offering a split screen — delivering a major speech in Moscow just hours before Biden spoke in Poland. The Russian leader offered his usual bluster about his war and again falsely claimed that NATO had been the aggressor, but his power seemed diminished, his threats hollow.

    Putin spoke in front of a bored-looking audience of Russian elites while Biden spoke in front of thousands, who cheered loudly at mentions of NATO. Though Putin was widely expected to use the one-year mark of the war, which is this week, to announce a major escalation of the fight, all he did Tuesday was announce that Russia would suspend its participation in a nuclear treat that it largely already ignored.

    Biden returned to Poland, a nation that knows all too well the fight for democracy against larger oppressors, to declare that the conflict’s “principles and the stakes are eternal.” He thanked Poland for supporting the war effort and opening their arms to scores of Ukrainian refugees who streamed across the border seeking shelter and safety.

    New Delhi: Finance Minister Nirmala Sitharaman on Tuesday met Asian Development Bank (ADB) President Masatsugu Asakawa, and acknowledged the swift response and support provided by the institution to all its developing member countries, including India during the Covid-19 pandemic.

    She also appreciated the ADB’s support to India’s G20 Presidency priorities.

    Asakawa is on his maiden visit to India after taking over as ADB’s President in 2020.

    Sitharaman encouraged the ADB to complement India’s efforts towards infrastructure creation, livelihood generation, green and sustainable growth as well as boosting private investment, through its financial as well as knowledge resources.

    Asakawa congratulated the Finance Minister for Indian economy’s post pandemic recovery and stated that despite the disruptions caused by the pandemic, India remains the fastest growing major economy with expected 7 per cent growth in fiscal year 2022-23.

    Sitharaman suggested to Asakawa that the ADB may attune its priorities to government’s vision for initiatives like energy transition, PM GatiShakti, logistics policy, industrial corridors, climate change adaptation, circular economy, health, Mission Karmayogi, and Skill India programme.

    The ADB President complimented Sitharaman for India’s G20 presidency and conveyed ADB’s support for various initiatives India has taken under this.

    He welcomed Sitharaman’s prioritisation of green growth in the budget for 2023-2024.

    He also appreciated the government’s vision for mission LiFE connecting individuals to the cause of environment.

    The Finance Minister stressed on laying the foundation for India@100. In this light, the two leaders also discussed India-ADB Country Partnership Strategy 2023-2027, which is being finalised.

    After cow vigilante Monu Manesar was named accused in the killing of two Muslim men from Rajasthan in Haryana, members of the right-wing organisations, VHP (Vishva Hindu Parishad) and Bajrang Dal took out a rally in his support on Saturday.

    Nasir and Junaid were kidnapped, lynched and murdered allegedly by members of the Bajrang Dal, including Manesar, on suspicion of their involvement in cow slaughter, on Tuesday.

    The bodies of the victims were found charred to death in a car following which a case was booked. So far, six have been detained for questioning in connection with the case.

    “Jo ham se takrayega choor choor hojayega” (Those who clash with us, will be razed to dust), “Monu Bhai aagey badho hum tumharey saath hain” (Monu brother, move forward! We are with you!), “Gau rakshakoun ke samman mei, har Hindu maidan mei” (For the respect of cow vigilantes, every Hindu will step into the field) were raised in the rally.

    Slogans were also raised against the Gehlot government in Rajasthan after a case was booked against the cow vigilantes in Gopalgarh on Wednesday. Aside from him, the FIR names Bajrang Dal leaders Lokesh, Rinku Saini and Srikant for kidnapping and beating Junaid and Nasir

    Manesar has been an active Bajrang Dal member since 2016 and has on several occasions shared photos of himself with high-profile politicians and police officials.

    He has also shared several videos of himself and other members of the Bajrang Dal brandishing guns and threatening alleged cow smugglers, several of who were seen wounded.

    VHP spokespersons held press conferences in Gurgaon and stated that they would hold protests in Rajasthan’s Alwar.

    They stated that the discovery of the bodies, the filing of two FIRs (abduction and murder) and the names of cow vigilantes being taken and their arrest without any evidence and investigation is absolutely wrong and a communal issue.

    They have demanded that forensic evidence must be taken and a CBI probe must be initiated into the issue before the accused are arrested and alleged that they have been arrested based on “claims of a Muslim” and based on circumstantial evidence.

    “We cannot expect anything from the Rajasthan government hence the CBI must be involved. They are trying to misuse this opportunity for political gains. This is against the law. We will hold Mahapanchayats to protest against this,” said a VHP leader.

    Following the deaths, a family member of one of the deceased was quoted by Maktoob Media stating that Monu Manesar, along with other members had abducted Junaid and Nasir from the forests of Piruka and taken them to Barwas village in Bhiwani.

    The family alleged that their SUV was stopped on Wednesday morning, on the suspicion of cow-smuggling, after hitting the vehicle and the Crime Investigation Agency (CIA) team of Ferozepur-Jhirka was present there. Both the men were first severely beaten, and handed over to the Bajrang Dal team in a half-dead condition and taken to the police station. But the police refused to take them into custody after seeing their condition.

    Both were then burnt alive along with the Bolero and the bodies of the duo were found on Wednesday night near Loharu village of Bhiwani.

    At the same time, a claim is also being made that Junaid and Nasir were thrashed and kidnapped along with the SUV by some Bajrang Dal members from Piruka village in Bharatpur on Wednesday morning, before being burnt alive in Haryana. Police have however termed this allegation false.

    Blinken quickly segued into the United States’ “deep concern” that China is considering providing potentially lethal supplies to Russia in their renewed offensive against Ukraine.

    “We’ve seen already over these past months the provision of nonlethal assistance that does go directly to aiding and abetting Russia’s war effort. And some further information that we are sharing today, and that I think will be out there soon, that indicates that they are strongly considering providing lethal assistance to Russia,” Blinken said.

    Speaking earlier Saturday at the Munich conference in Germany, Vice President Kamala Harris said Russia has committed “crimes against humanity” in Ukraine and is responsible for a “widespread and systematic attack” against Ukraine’s civilian population — citing evidence of execution-style killings, rape, torture and forceful deportations.

    Wang, who spoke after Harris at the conference, publicly slammed the U.S. response to the balloon that overflew the country as a “weak” and “near-hysterical” reaction; he also accused the U.S. of warmongering.

    On China potentially aiding Russia’s war effort, Blinken said: “We see China considering this; we have not seen them cross that line. So I think it’s important that we make clear, as I did this evening in my meeting with Wang Yi, that this is something that is of deep concern to us. And I made clear the importance of not crossing that line, and the fact that it would have serious consequences in our own relationship, something that we do not need on top of the balloon incident that China’s engaged in.”

    Pressed further by Margaret Brennan on CBS News’ “Face The Nation” on what would constitute lethal support to Russia’s war effort, Blinken replied: “Weapons. … Primarily weapons.”

    “There’s a whole gamut of things that fit in that category, everything from ammunition to the weapons themselves,” he added.

    Blinken said the U.S. has concerns over Chinese companies potentially providing equipment to Russian-backed mercenary groups operating in Ukraine, including the Wagner Group.

    “To date, we have seen Chinese companies and of course, in China, there’s really no distinction between private companies and the state. We have seen them provide non-lethal support to Russia for use in Ukraine. The concern that we have now is based on information we have that they’re considering providing lethal support,” he said.

    Blinken characterized the U.S. relationship with China as “competitive” and “among the most consequential but also complex relationships that we have,” adding that “we have a strong interest in trying to manage the relationship responsibly, and to make sure, to the best of our ability, that competition doesn’t veer into conflict or into cold war.”

    Warren Gatland has said he would not support his Wales players should they carry out a threat of strike action when England are due to visit Cardiff in the Six Nations a week on Saturday.

    A dispute between the players and the governing body intensified on Tuesday when the Welsh Rugby Players’ Association (WRPA) raised the possibility of an unprecedented strike in protest at the proposed six-year deal between the regions and the Welsh Rugby Union.

    The new contractual arrangement would mean players’ basic wages being reduced and the introduction of a new bonus structure, but the players are determined not to accept the terms. On Wednesday the Professional Rugby Board (PRB) said there is no room for negotiation, prompting an angry response from the WRPA.

    A deadline of 28 February – three days after the encounter against England – has been set for the deal to be finalised. But after the players accepted a 20% wage reduction during the Covid-19 pandemic, it seems unlikely they will agree to a further cut.

    Asked if he would support a player strike, Gatland said: “No. I completely support the stance they are taking, in terms of wanting to get some resolution about the issues they have. But there is a lot more involved, a lot of things at stake, in terms of ensuring that that fixture does take place … I am supportive of the players and the things they are trying to do. My role is just trying to prepare the team for next week.”

    Sitting alongside the head coach at the team’s base near Cardiff, the former Wales captain Alun Wyn Jones said a strike was “the very last option” but that players feel “boxed in” by the proposal and restrictions that come with it. Regulations state that players who sign for clubs outside Wales are eligible for national selection only if they have won more than 60 caps, which significantly limits options for younger players.

    “This was supposed to be sorted a long time ago,” he said. “It is disappointing that we are 20 years into regional rugby and it’s the same things that have come around again.”

    On the possibility of a player strike, he said: “It’s hard to deny, but it’s the very last option. Ultimately, if you treat people badly for long enough, you get to where we find ourselves. We realise what we do, and how fortunate we are to do it, but if this was any other line of work or any other industry … you’d get the same reaction.”

    On whether he feels regret and sadness at the situation having deteriorated to such an extent, he said: “Very much so. But you don’t want to see players in their early 20s not knowing where their career is going to go. You’re almost boxed in as a player with no option, which isn’t ideal for anyone.”

    The pressure is on to resolve the dispute before next week’s Six Nations match, particularly in view of the revenue generated for the union. On how a strike may be averted, Jones said: “We want a voice as well and a discussion about scrapping the 60-cap rule. We are well aware there are rebalances that need to be made financially, but again, it comes down to players being boxed in.”

    Ankara: Armenia’s humanitarian support to victims of last week’s massive earthquakes in southern Turkey can further contribute to the normalisation of relations between the two neighbours, Turkish Foreign Minister Mevlut Cavusoglu said on Wednesday.

    “This understanding of cooperation can contribute to our ongoing normalization process,” Cavusoglu said at a joint press conference with his Armenian counterpart Ararat Mirzoyan in the Turkish capital Ankara, Xinhua news agency reported.

    Cavusoglu also thanked Armenia for sending search and rescue teams to save quake victims and delivering humanitarian aid immediately after Turkey was rocked by the strong tremors.

    “Armenia has offered a hand of friendship and solidarity in our difficult time,” he said.

    “We have agreed to take steps to accelerate the normalization (of ties),” the Turkish minister said, referring to the dialogue launched last year aimed at ending their decades-old hostilities.

    Turkey and Armenia will reconstruct the bridges and roads connecting the border, he said.

    Mirzoyan paid a visit to Turkey on Wednesday after the devastating earthquakes struck Turkey and Syria on February 6. It is Mirzoyan’s second trip to Turkey after meeting Cavusoglu in an international forum in March last year.

    “Being in Turkey in these difficult times, I would like to once again confirm our willingness to build peace, for the full normalisation and opening the borders between Turkey and Armenia,” said the Armenian top diplomat.

    In a symbolic act, the border between Turkey and Armenia, which had been closed for more than 30 years, was opened on Saturday to allow the delivery of Armenia’s humanitarian aid to quake-hit Turkey, Mirzoyan said, adding the second batch of Armenian aid crossed the border on Tuesday night.

    The relations between Turkey and Armenia were severed in 1993 during the war between Armenia and Azerbaijan over the disputed region of Nagorno-Karabakh. Ankara closed its border with Armenia to show support for Azerbaijan.

    Opening the border was one of the key issues Armenia demanded since last year as the two countries stepped up the normalisation dialogue.

    The reference to jobs in the US, which a White House official said will, directly and indirectly, amount to 1.47 million, can also offset criticism in the US of tech jobs going to India by showing that US workers also benefit.

    The official said that the order for 220 planes from Air India is worth $34 billion and covers 190 Boeing 737 MAXs, 20 Boeing 787s, and 10 Boeing 777Xs.

    The agreement includes an option to buy additional 50 Boeing 737 MAXs and 20 Boeing 787s and if they go through, the total purchases will be 290 planes raising the value to $45.9 billion, the official said.

    Air India, which is now back with its original owner Tata Group after last year’s privatisation, also announced a deal to buy 250 planes from Europe’s Airbus – 210 A320neo narrowbody planes and 40 A350 widebody aircraft.

    The “historic” Boeing deal, Biden said, “Reflects the strength of the US-India economic partnership.”

    “Together with Prime Minister Modi, I look forward to deepening our partnership even further as we continue to confront shared global challenges – creating a more secure and prosperous future for all of our citizens,” he added.

    The White House official linked the announcement to the inaugural launch of the US-India initiative on Critical and Emerging Technology (iCET) launched last month.

    The initiative seeks to expand the strategic technology partnership and defence industrial cooperation between the two governments, businesses, and universities.
