    New Delhi: The Delhi Commission for Women has summoned the Deputy Commissioner of Police of New Delhi district over failure to arrest the accused in the cases of alleged sexual harassment of women wrestlers.

    The panel said it has learnt that no accused has been arrested in the matter till date and has asked the DCP to appear before the Commission on May 12 with an action taken report.

    “It is also learnt that statements of survivors including the minor girl, under 164 CrPC have not been recorded till date, despite the passage of 10 days since the registration of FIRs,” it claimed.

    the DCW has issued a summons to DCP New Delhi district and has sought an explanation in the matter, it said.

    The women’s rights body has received a complaint regarding the alleged sexual harassment of women wrestlers by Brijbhushan Singh, President of the Wrestling Federation of India.

    The women wrestlers had approached the Supreme Court and two FIRs were registered on April 28.

    One FIR has been registered against Brij Bhushan Singh under POSCO in the matter of sexual harassment with a minor girl while another FIR has been registered for sexual harassment with other complainants, the panel said.

    “The Commission has asked for reasons for failing to record statements of survivors under 164 CrPC along with details of action taken against concerned police officers for failing to record statements. The Commission has asked DCP to appear before the Commission on May 12 with an action taken report,” it said.

    The country’s top wrestlers, including Bajrang Punia, Sakshi Malik and Vinesh Phogat, resumed their sit-in protest at Jantar Mantar on April 23, demanding the arrest of the WFI president.

    New Delhi: A Delhi court on Wednesday issued summonses to the BBC, Wikimedia and Internet Archive on a criminal complaint filed by a BJP leader seeking to restrain them from publishing a documentary on the 2002 Gujarat riots, or any other material defamatory to the RSS and Vishva Hindu Parishad (VHP).

    The complainant had said the BBC documentary “India: The Modi Question” has defamed organisations like the BJP, RSS and VHP.

    The court was told that though the documentary has been banned by the government, a Wikipedia page dedicated to the series provides links to watch it and that the content is still available on Internet Archive.

    Wikimedia Foundation funds Wikipedia while Internet Archive is a US-based digital library.

    “Issue summons of the suit for settlement of issues to the defendant (BBC, Wikimedia and Internet Archive),” Additional District Judge (ADJ) Ruchika Singla said, posting the matter for May 11.

    Complainant Vinay Kumar Singh said he is a state executive committee member of the Jharkhand BJP and an active volunteer of the RSS and VHP. He claimed the BBC documentary defamed organisations like the RSS, VHP and the BJP.

    The complainant sought a direction to the BBC and other respondents “to tender an unconditional apology” to him and the RSS and VHP “for the libellous and defamatory content published in the two volume documentary series.

    “Pass a decree of damages of Rs 10 lakh in favour of the plaintiff and against the defendants,” it further urged the court.

    It claimed that the allegations made against the RSS and VHP were motivated by a “malicious intent to defame the organisations and its millions of members/ volunteers”.

    “Such unfounded allegations are not only baseless but also have the potential to damage the reputation and image of the RSS, VHP and its millions of members/ volunteers, who have committed themselves to upholding the cultural, social and national values of India,” it said.

    The complaint stated the release of the documentary has generated an atmosphere of terror and fear among members of various groups, and possesses the potential to trigger violence and jeopardize public order across the nation yet again.

    It alleged that the BBC “strategically and purposefully disseminated unfounded rumours without verifying the authenticity of the claims”.

    Furthermore, the accusations made therein foster animosity between multiple faith communities, in particular Hindus and Muslims, it claimed.

    Kolkata: The Central Bureau of Investigation (CBI) has summoned Abdul Latif, a close confidant of Trinamool Congress strongman Anubrata Mondal, for questioning in connection with the alleged multi-crore cattle smuggling scam in West Bengal.

    Latif, who is currently out on interim bail, has been asked to be present at the office of CBI’s Anti Corruption Branch (ACB) in Kolkata on Tuesday (May 2), sources said.

    It is learnt that Latif has been summoned for questioning regarding his alleged connection with a cattle-trading hub at Illambazar in Birbhum district, which is perceived to be the epicentre of the cattle smuggling case.

    Latif has been named in the CBI charge sheet in this connection. Officially, Latif has multiple business interests including marble showroom, poultry farm, car showroom, petrol pump and hotel business, among others.

    Soon after the CBI took over the investigation, Latif had gone absconding. Earlier this week, he surrendered before a special CBI court in Asansol, where the matter relating to the alleged cattle-smuggling scam is being heard, and secured an interim bail till May 6.

    Recently, Latif’s name had also surfaced in the killing of coal trader and BJP leader Raju Jha, who was shot dead in East Burdwan district on April 1.

    Jha was travelling along with his associate Brotin Bandopadhyay in a Toyota SUV registered in Latif’s name.

    Panaji: The Goa police on Wednesday told the Bombay High Court that they are withdrawing the summons issued to Delhi Chief Minister Arvind Kejriwal, in which he was asked to appear before them on April 27 in a case related to the illegal sticking of posters on public properties during the 2022 Assembly elections campaign.

    The police had issued the notice suo motu to the Aam Aadmi Party (AAP) national convener on April 13 under section 41 (A) of the Code of Criminal Procedure (CrPC). But Kejriwal challenged the summons issued to him by the Pernem police, asking him to appear before the investigating officer on April 27 in connection with the case.

    The case was heard by a division bench comprising Justices Mahesh Sonak and Valmiki Menezes of the Goa bench of the Bombay High Court on Wednesday, during which the police submitted that they are going to withdraw the summons issued to Kejriwal.

    Talking to PTI, advocate Subodh Kantak, who represented Kejriwal, said the petition was disposed of by the bench after the police submitted that they are going to withdraw the summons.

    The police notice to Kejriwal read, “During the investigation of a case about defacement of property, it is revealed that there are reasonable grounds to question you to ascertain facts and circumstances from you in relation to the present investigation.”

    The Kejriwal-led AAP won two seats in the 2022 polls in the Bharatiya Janata Party-ruled state.

    Panaji: The crime branch of Goa police has summoned two sisters against whom a case has been registered for allegedly spreading religious hatred against the majority community through their posts on Instagram, an official said on Tuesday.

    The police had last week registered a suo moto case against two Instagram accounts over posts that were derogatory in nature and hurt religious sentiments, he said.

    Superintendent of Police (Crime Branch) Nidhin Valsan told PTI that the twin sisters have been summoned on April 27 as a part of the investigation in the case.

    The summons are issued to the sisters under section 41 (A) of the Criminal Procedure Code, 153-A (hurting religious sentiments) and section 67 of the Information Technology Act, it was stated.

    Bengaluru: Union Home Minister Amit Shah has said that former Jammu and Kashmir Governor Satyapal Malik has been called by the Central Bureau of Investigation “for third time” as part of the investigation in an alleged insurance scam and noted that there was no relation of the summons and his allegations against BJP-led government.

    Amit Shah said the BJP government has not done any such thing which needs to be hidden from people. He said if certain remarks are made for personal, political self-interest, those should be treated likewise.

    “According to my information, he has been called a second or third time. An investigation is underway, some new information or proof must have come to light and he has been called for the third time. There is no truth in this that he has been called for speaking against us,” Shah said at Karnataka Roundtable organised by India Today.

    Referring to Malik’s allegations against the BJP-led government, Shah said he should be asked “why these things (have) come to mind after leaving us”.

    “Why is not the soul awoken when you are in power…the credibility of such remarks should be seen by people, journalists…if all this is true, why was he quiet when he was Governor..these are not issues of public discussion. I want to say to the people of the country that the BJP-led government hasn’t done any such thing which needs to be hidden. If some remarks are made for personal, political self-interest after leaving us, those should be evaluated by the people, media…,” Amit Shah said.

    Answering another query about the decision to appoint Satyapal Malik as Jammu and Kashmir Governor, Shah said he had worked in BJP for a long time and was also a former party vice president.

    “A selection was made, sometimes this happens in politics…If someone keeps changing attitude, form from time to time, what can we do, people should understand,” he said.

    Satyapal Malik on Friday said that he has been called by the Central Bureau of Investigation (CBI) for giving clarification regarding the alleged insurance scam in Jammu and Kashmir.

    “CBI has asked me to come to their Delhi office to give clarification regarding the alleged insurance scam in J-K on April 27 or 28,” he said when asked on the alleged insurance scam involving Reliance General Insurance.

    He had earlier alleged the involvement of Rashtriya Swayamsevak Sangh (RSS) functionary in the matter.

    Responding to Malik’s allegations, Ram Madhav had on April 13 sent him a legal notice demanding a public apology from him within 48 hours.

    Speaking about the Karnataka elections, Amit Shah said that the BJP will return to power with an absolute majority.

    “This time BJP will return to form government in Karnataka with full majority. I’m confident that we will win 15-20 seats more than the halfway mark.”

    Asked about JD(S), he said voting for it “means voting for Congress”.

    Answering queries, he said there was no chance of a hung assembly and BJP will get a majority. Polling to elect a new Karnataka assembly will be held on May 10 and results will be declared on May 13.

    New Delhi: The Congress targeted the central government on Saturday over the CBI summons to former Jammu and Kashmir governor Satya Pal Malik, saying it is intended to send out a message to him and all those speaking the truth to remain silent.

    Congress spokesperson Pawan Khera said that though the summons itself is not surprising, what has come as a surprise is that the “vengeful” act came 10 days after he raised relevant and pertinent questions related to national security.

    “We don’t know why it took 10 days for the prime minister. Normally he is very prompt in silencing his critics. What did Satya Pal Malik do? He asked some very relevant, very pertinent questions…related to national security,” he told reporters.

    The CBI has asked Malik to answer certain queries in connection with an alleged insurance scam in the Union Territory of Jammu and Kashmir, officials said on Friday.

    This is the second time in seven months that Malik will be questioned by the Central Bureau of Investigation (CBI). He was questioned in October last year after he concluded his gubernatorial responsibilities in Bihar, Jammu and Kashmir, Goa and Meghalaya.

    Khera said Malik had pointed to the prime minister in a telephonic conversation that the Pulwama terrorist attack on February 14, 2019 was due to a security lapse, “but the prime minister asked him to keep quiet”.

    “The CBI summons yesterday to Satya Pal Malik are a reiteration of the same advice which the prime minister gave to him on the evening of 14th February, 2019. Mr. Satya Pal Malik, this time, is being asked to keep quiet, however the messenger is the CBI,” Khera said.

    “This message is not being given to Satya Pal Malik alone, but to all those who are not paid and are neither scared of raids while raising their voice for truth…. Those who have the courage to ask questions of the government and the power, such people are being threatened that if they open their mouth like Malik, they will also see the CBI come knocking at their doors,” he alleged.

    The Congress leader said it is ironic that the CBI is knocking at the door of the whistleblower and not the person accused by Malik of indulging in malpractices.

    “We don’t know whether Mr. Ram Madhav has been summoned by the CBI” after Malik alleged that he was involved in corruption, Khera said.

    Madhav has strongly rejected the charge. “The CBI has already thoroughly investigated the matter. I will be filing defamation charges against the peddlers of these false allegations very soon,” the RSS leader said.

    Congress general secretary Jairam Ramesh shared his letter to the CBI chief asking for summoning Home Minister Amit Shah after he made a statement before the Meghalaya assembly polls suggesting that the state government was the “most corrupt”

    “Satya Pal Malik has just been summoned by CBI apparently on his charges of insurance scams in J&K and on his being offered bribes to clear files. But why is CBI still not summoning Home Minister on his charge that Meghalaya was running the most corrupt government,” Ramesh said on Twitter while sharing his letter to the CBI director in March.

    New Delhi: The Enforcement Directorate (ED) has summoned Jharkhand IAS officer Chhavi Ranjan for questioning later this week in connection with a money laundering investigation linked to alleged illegal land sale, official sources said Monday.

    The 2011-batch officer has been asked to depose on April 21 at the federal agency’s office in state capital Ranchi. He was questioned briefly by the agency last week when searches were carried out in this case at his premises and those of some others in Jharkhand, Bihar and West Bengal.

    An assistant registrar of assurances of West Bengal government based in Kolkata has also been asked to depose on May 2, the sources said.

    The agency had arrested a total of seven people, including a Jharkhand government officer, after these raids. The searches in this case were launched on April 14.

    The action was taken under the provisions of the Prevention of Money Laundering Act (PMLA) and the agency is looking at more than a dozen land deals, including one pertaining to defence land, wherein a group including land mafia, middlemen and bureaucrats allegedly “connived” in forging land deeds and documents from as early as 1932.

    Lands of the poor and the downtrodden were “usurped” as part of this fraud, ED sources had said. To launch its investigation under the PMLA, the federal agency took cognisance of a police FIR of forgery of some personal identification documents registered by the civic authorities concerned.

    The agency, according to the sources, has recovered a number of fake seals, land deeds and registry documents during the searches.

    This is the second case in which a Jharkhand-cadre IAS officer has come under the scanner of the ED. Last year, the ED had raided and arrested IAS officer Pooja Singhal in a money laundering case.

    New Delhi: Heavy traffic snarls were witnessed in several parts of the national capital on Sunday following protests by AAP workers against the summoning of Chief Minister Arvind Kejriwal by the CBI in the excise policy case.

    Traffic jams were witnessed in the protest sites of Anand Vihar Terminal, ITO Chowk, Mukarba Chowk Peera Garhi Chowk, Lado Sarai Chowk, Crown Plaza Chowk, Dwarka More Sec 6 and Sec 2 Chauraha, Pecific Wala Chowk Subhash Nagar More, Prem Wari Chauraha Ring Road, New Delhi Railway Station Ajmeri Gate Side, Bara Hanuman Mandir, Karol Bagh Chowk, IIT Crossing, ISBT Kashmiri Gate, Raj Ghat and NH 24 Near Murga Mandi Gazipur.

    A serpentine queue of vehicles unable to move an inch due to the AAP protest was seen.

    Police officials, along with the traffic unit deployed at multiple locations, are persuading protesters to move from the roads and allow vehicle traffic.

    “We have deployed sufficient force at these locations. But protesters are on a sit-in so we are persuading them to move because they are causing heavy traffic jams. If they are still not cooperating, we are removing them from the spot,” a senior police official said.

    Meanwhile, the Delhi Police has stepped up security outside the CBI headquarters as Kejriwal appeared before the agency on Sunday in connection with alleged irregularities in the now-scrapped excise policy, officials said.

    The force has deployed over 1,000 security personnel, including paramilitary forces, outside the CBI headquarters and section 144 has also been imposed in the area to ensure no gathering of more than four persons takes place, they said.

    Security has also been tightened outside the Aam Aadmi Party office in Rouse Avenue, officials said.

    An adequate number of barricades have also been placed on the streets at both these places to ensure AAP workers and supporters do not create any trouble, a senior police official said.

    The Central Bureau of Investigation (CBI) had summoned Kejriwal at its office to answer questions of the investigation team as a witness in the excise police case, according to a notice issued by the CBI.

    Kejriwal’s deputy Manish Sisodia was arrested last month in the case.

    The AAP has called the case a conspiracy against its leaders.

    CBI officials have said they asked Kejriwal to appear on a Sunday as the offices in the area remain closed.

    The agency adopted the same strategy when Sisodia was called at the agency headquarters, where he was grilled for eight hours before being taken into custody.

    The allegations relate to the Delhi government’s excise policy for 2021-22. The CBI is probing allegations of bribes paid by liquor traders to get licences.

    The AAP has strongly refuted these charges, but its government later scrapped the policy.

    “It was further alleged that irregularities were committed, including modifications in excise policy, extending undue favours to the licensees, waiver/reduction in license fee, the extension of L-1 licence without approval, etc,” said a CBI spokesperson after the FIR was filed on August 17, 2022.

    The CBI filed its charge sheet against seven accused on November 25 last year.

    It alleged in the charge sheet that the excise policy was framed in a manner to promote cartelisation and monopoly at the wholesale level.

    Delhi: Delhi chief minister Arvind Kejriwal on Saturday alleged that he knew he would be next in line to be summoned by the Central Bureau of Investigation (CBI) since the day he spoke against corruption in Delhi assembly.

    Kejriwal was addressing a press conference in the national capital a day after he was summoned by the CBI on Sunday for questioning in the Delhi excise police case.

    While talking to media persons, he said, “Central agencies are lying to courts against us in the liquor policy probe. Arrested people are being tortured, pressure is being created on them to nail us.”

    He added, “The CBI has falsely accused Manish Sisodia in the liquor policy case. People were beaten to obtain false statements. The agencies are torturing people for evidence. This was a great policy to eradicate corruption.”

    The CBI has summoned Delhi Chief Minister Arvind Kejriwal on April 16.

    AAP leaders said that Kejriwal will appear before CBI for questioning.

    Former Delhi Deputy Chief Minister Manish Sisodia, a key aide of Kejriwal, is in jail over alleged irregularities in the excise policy case.

    Sisodia was arrested by ED and CBI in the ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy in Delhi.

    The CBI arrested Sisodia on February 26, 2023. Later on March 9, the ED arrested him, after hours of questioning at Tihar Jail.

    The ED and the CBI had alleged that irregularities were committed while modifying the excise policy, undue favours were extended to licence holders, the licence fee was waived or reduced and the L-1 licence was extended without the competent authority’s approval.

    The beneficiaries diverted “illegal” gains to the accused officials and made false entries in their books of account to evade detection, the probe agencies said.
