    SRINAGAR: The budget for 2023-24 fiscal will further strengthen the e-governance initiatives of JK government with emphasis on extending e-offices to all offices besides creation of online census management system.

    The JK’s e-Governance policies have shown tremendous improvement in elevating the citizen satisfaction level regarding implementation of schemes and programmes being launched by the UT administration for their socio-economic emancipation.

    “The accelerated digital transformation and adoption of emerging technologies by the UT dispensation has greatly helped the administration become more open, transparent and develop new delivery models to ensure people can access e-Services conveniently”.

    The government has kept a provision, in this budget, for introducing an intelligent framework for ensuring an amazing Intelligent Ticket Management System by JKRTC for smooth, hassle free journey of passengers.

    The budget also proposed creation of e-invoice system of GST, GST Data Triangulation and transition of GST IN into GST Prime besides extension of E-Bill system in PWOMAS to other departments. Besides, 445 services have already been offered in online mode across all the departments and many of them are being integrated with the quality check and feedback-seeking mechanism. These services are also being on boarded on the digital portal of e-UNNAT, Service Plus and Digi Locker platforms for the ease and free access of the general public.

    In another milestone towards e-governance, e-way bill would be linked to Fastag and VAHAN for smooth journey of commuters on national highway.

    According to an official spokesperson, the government will create single unique helpline to address the concerns of people of J&K.

    “Jammu & Kashmir tops among all the Union Territories of India in e-Governance services delivery, which has also enabled the UT to save around Rs 200 crore annually that were used to be incurred in carriage of physical files during the annual durbar move between the two capital cities of Jammu and Srinagar”.

    J&K has become the first UT in the country to have Good Governance Index and was also first to launch District Good Governance Index for 20 districts of the Union Territory.

    In a short span, the government has taken a giant leap in creating user-centric service delivery system and paperless administrative functions through e-Office.

    “Technology has redesigned the rules and procedures bringing accountability and transparency in the system and enabling us to provide services more effectively and efficiently,” the official added.

    SRINAGAR: Inspector General of CRPF (operations) Kashmir M S Bhatia on Friday said that the force is in constant touch with the Kashmiri Pandits across the Valley in a bid to strengthen their security further.

    “We are in constant touch with the KPs wherever they are in the Valley. All efforts are being made to strengthen their security and provide them all possible security cover,” Bhatia told reporters at Bijbehara, Anantnag.

    He said that security of all the minority pickets in South Kashmir and elsewhere is being reviewed on daily basis to ensure safe and secure environment to KPs. To a query about the number of active militants in Kashmir, he said that the number keeps fluctuating and it won’t be possible to comment on the actual number. “Recently, two dreaded militants were killed in South Kashmir and operations against militants are going on in a well-coordinated manner,” he said.     Bengaluru: IMF Managing Director Kristalina Georgieva on Saturday said there is an urgent need to strengthen the international financial architecture, especially in the area of debt resolution and Global Financial Safety Net at a time when global growth is set to slow in 2023.

    Terming India a relative bright spot, she said, it is an important engine of growth for the world economy, representing about 15 per cent of global growth in 2023.

    India’s remarkable progress on Digital Public Infrastructure provides a strong basis to secure robust and inclusive growth over the medium term, she said at the first G20 Finance Ministers and Central Bank Governors (FMCBG) meeting under India Presidency here.

    “With global growth set to slow in 2023 and remain below its historical average, too many people in too many countries are struggling to make ends meet a point that I highlighted in my recent blog on policy priorities for G20. The international community, therefore, has a responsibility to come together to find solutions for the most vulnerable members of our global family,” she said.

    This calls for urgent action to strengthen the international financial architecture, especially in the area of debt resolution and strengthening Global Financial Safety Net, she added.

    Global Financial Safety Net is a set of institutions and mechanisms that provide insurance against crises and financing to mitigate their impact.

    In light of rising debt vulnerabilities in many countries, she said, there is a need to strengthen the debt architecture and improve the speed and effectiveness of debt resolution.

    Sovereign debt vulnerabilities, already elevated before the pandemic, have been exacerbated by the shocks stemming from Covid-19 and Russia’s war against Ukraine, she said, adding, this is particularly the case for developing and low-income countries with very limited policy space and huge development needs.

    It is therefore imperative for G20 to strengthen the debt architecture and G20 did so in 2020 with Debt Service Suspension Initiative (DSSI) and by establishing Common Framework (CF) for debt resolution, she said.

    “Since then, the CF delivered a debt operation for Chad. It is now critical to complete Zambia’s debt restructuring, establish a Creditor Committee for Ghana, and advance work with Ethiopia. Nonetheless, more predictable, timely, and orderly processes are needed both for countries under the CF and for those not covered by it, including Sri Lanka and Suriname,” she said.

    “This means that we must enhance dialogue and collaboration on debt issues. This is the goal of the new Global Sovereign Debt Roundtable (GSDR): to bring together creditors official, old and new, and private and debtor countries to discuss key issues that can facilitate the debt resolution process.

    “We launched the GSDR under the auspices of India’s G20 Presidency last week at the deputies’ level, followed by an engaged and constructive principals meeting earlier today. We will further build on this discussion during the World Bank-IMF Spring Meetings in April,” she said.

    Being the centre of Global Financial Safety Net, she said IMF has been scaling up lending as members confront the significant economic challenges that the past few years have brought.

    In a world of great uncertainty and repeated turbulence, it is critical to further bolster IMF’s capacity to support its members, she said.

    “This applies most urgently to our concessional financing for low-income countries through our Poverty Reduction and Growth Facility (PRGT). Demand for PRGT support has reached unprecedented levels and can only be met if matched by an increase in PRGT loan and subsidy resources,” she said.

    In addition, she said, a successful quota review which IMF’s membership has committed to complete by December 2023 is critical for a strong Global Financial Safety Net.

    “The latter has always been important for global stability and is even more important in today’s challenging global environment, especially for the most vulnerable countries and people. Our common interest is to secure a well-functioning and integrated global economy, for the sake of a more secure and prosperous world,” she said.

    Stockholm: The leaders of Sweden, Finland and Norway vowed to strengthen defence cooperation in the face of common security challenges.

    Finland’s President Sauli Niinisto, Sweden’s Prime Minister Ulf Kristersson and Norway’s Prime Minister Jonas Gahr Store met on Wednesday in Harpsund, nearly 120 km southwest of Stockholm.

    Harpsund is a country retreat for the Prime Minister of Sweden. The three discussed common security challenges and cooperation on foreign, security and defence policy issues.

    A Swedish government statement released on Wednesday said that the security situation had deteriorated due to the Russia-Ukraine war, Xinhua news agency reported.

    “Norway, Finland and Sweden, together with our Nordic neighbours, have a shared responsibility to respond to security challenges in the region, including in our northern areas,” the statement said, adding that as Sweden and Finland are on their way to join the NATO, “we are working in a more integrated way to strengthen security.”

    “We will continue to deepen our cooperation in large-scale exercises in the coming years. Our defence cooperation is closely coordinated with our Nordic neighbours and our close partners, including the US and the UK,” it said.

    “Our countries’ northernmost regions are more sparsely populated than other areas, and their climate and geography present particular challenges. At the same time, there is great potential for deeper cooperation in these areas, given their location and unique conditions for collaboration on the green transition, space and the extraction of rare earth metals,” it added.

    Finland and Sweden applied to join NATO in May 2022 in the wake of the outbreak of the war between Russia and Ukraine. Their accession to NATO requires the approval of all member states of the military alliance. Turkey and Hungary, both members of NATO, have yet to give their approval.

    Baghdad: Iraqi President Abdul Latif Rashid said his country is keen to strengthen cooperation with Saudi Arabia at various levels and continue its coordination and consultation with the kingdom on regional and international issues of common concern.

    Rashid made the remarks during a meeting with visiting Saudi Foreign Minister Faisal bin Farhan Al Saud, according to a statement released by the Iraqi Presidency.

    It is the Saudi top diplomat’s first visit to Iraq since the government of Prime Minister Mohammed Shia’ al-Sudani took office in October last year, reports Xinhua news agency.

    During Faisal’s meeting with al-Sudani on Thursday, the two officials “discussed bilateral relations, strengthening cooperation in various fields, and coordination on regional and international issues,” according to a statement released by the media office of the Prime Minister.

    In a meeting with his Iraqi counterpart Fuad Hussein shortly after Faisal’s arrival, they discussed bilateral relations and the latest development in the region, said a statement issued by the Foreign Ministry in Baghdad.

    “The relations between the two countries are witnessing a great positive momentum” and the two sides “are working closely to continue the momentum to deepen coordination on the economic and development front and support Baghdad’s efforts to consolidate prosperity, stability, and growth,” Faisal told a joint press conference with Hussein after their meeting.

    For his part, Hussein said Iraq was coordinating with Saudi Arabia regarding oil policy within the framework of OPEC and OPEC+, and carrying out intensive cooperation in bilateral trade and investment.

    Iraq has been cooperating with Saudi Arabia in the security field and the fight against drug gangs, the top diplomat said, adding the two countries are also strengthening cooperation to reduce the tension in the region.

    New Delhi: Delhi’s Deputy Chief Minister Manish Sisodia on Friday approved projects worth Rs 12 crore for repair and redevelopment of road infrastructure in the national capital.

    The projects include repair and redevelopment of the Andrews Ganj and Nehru Place flyovers at a cost of Rs 2.10 crore, and culverts at six locations in Najafgarh drain from Bharat Nagar to Timarpur amounting to Rs 9.90 crore.

    While sharing the details about the projects, Sisodia said, “The Delhi government is working round-the-clock to ensure better road infrastructure. The PWD is regularly assessing infrastructure at various locations and ensuring their maintenance from time to time so that no inconvenience is caused to the commuters.

    “Following the same policy, two new projects have been approved recently. The repair and redevelopment of the Andrews Ganj and Nehru Place flyovers will increase the life of the flyovers by up to 20 years.”

    The Andrews Ganj and Nehru Place flyovers project involves the replacement of worn-out bearings which will increase the life of the flyovers by up to 20 years. The work is expected to be completed in six months.

    Another project will ensure the repair and redevelopment of culverts at six locations in Najafgarh drain from Bharat Nagar to Timarpur at a cost of Rs 9.90 crore. Repair of these culverts has been pending for a long time. The project is expected to be completed in nine months.

    Sisodia has directed the concerned officials to complete the work in the stipulated time and ensure that no inconvenience is caused to the public when the work is in progress.
