    China, Russia to jointly counter US’ Indo-Pacific strategy

    Beijing: Chinese President Xi Jinping concluded his state visit to Moscow on Wednesday and vowed to build “an equal, open and inclusive security system” with his Russian counterpart Vladimir Putin to counter the Indo-Pacific strategy pursued by the US.

    Xi held an intense round of discussions with Putin after which the leaders signed two joint statements to deepen their “Comprehensive Strategic Partnership of Coordination for the New Era” and “Pre-2030 Development Plan on Priorities in China-Russia Economic Cooperation”.

    Xi embarked upon the 3-day Moscow trip ostensibly to broker a peace deal and end the raging conflict in Ukraine, as he sought to push a peace talks plan that elicited a frigid response from the US, Kyiv’s key ally.

    The trip, described by Xi as “one of friendship, cooperation and peace,” marked his ninth visit to Russia since he first became the Chinese President in March 2013.

    The joint statement issued in Chinese and Russian languages said the two sides expressed serious concern over NATO’s continued strengthening of military security ties with the Asia-Pacific countries, which undermined regional peace and stability.

    It said the two sides opposed cobbling together a closed and exclusive bloc structure in the Asia-Pacific region, creating camp confrontation, in an apparent reference to the Quad alliance comprising the US, India, Australia, Japan and AUKUS, consisting of Australia, the UK and the US.

    Both sides said the US adheres to the Cold War mentality and pursues the Indo-Pacific strategy, which has a negative impact on peace and stability in the region, it said.

    China and Russia are committed to building an “equal, open and inclusive security system” in the Asia-Pacific region that does not target third countries, in order to maintain regional peace, stability and prosperity, it said.

    Both countries expressed serious concerns over the consequences and risks of the trilateral security partnership — AUKUS and related nuclear-powered submarine cooperation programmes on regional strategic stability, it said.

    The US, India and several other world powers have been talking about the need to ensure a free, open and thriving Indo-Pacific in the backdrop of China’s rising military manoeuvring in the resource-rich region.

    China is engaged in hotly contested territorial disputes in the South and East China Seas.

    Beijing has also made substantial progress in militarising its man-made islands in the past few years.

    On the Ukraine conflict, the joint statement said the Russian side positively assesses the objective and impartial position of the Chinese side on the issue.

    Both sides oppose any country or group of countries seeking military, political and other advantages to the detriment of the legitimate security interests of other countries, a veiled dig at the US and EU, which backed Ukraine in resisting Russia’s military aggression.

    Russia reiterated its commitment to restarting peace talks soon, which was appreciated by China, it said.

    The Russian side welcomed China’s willingness to play an active role in resolving the crisis in Ukraine through political and diplomatic means, it said.

    Significantly, Chinese Foreign Ministry spokesman Wang Wenbin in his media briefing on Wednesday parried questions on reports that Xi will speak to Ukraine President Volodymyr Zelenskyy through a video call to further his peace plan.

    Under the China-Russia “Plan to Promote the Key Elements of Russian-Chinese Economic Cooperation until 2030,” Putin said both sides have agreed on a package of 80 important bilateral projects in various sectors worth around USD165 billion.

    He said Russia is China’s strategic supplier of oil, natural gas, including LNG, coal and electricity, with Russian gas supplies poised to touch at least 98 billion cubic metres by 2030, plus 100 million tonnes of liquefied natural gas.

    The relationship between the two nations is built upon trust and cooperation, with bilateral trade hitting a record high of USD 190.27 billion in 2022, up 29.3 percent year-on-year.

    China has been Russia’s largest trading partner for 13 consecutive years.

    During a one-on-one meeting with Putin on Monday, Xi said it is a strategic choice China has made to consolidate and develop relations with Russia based on its own fundamental interests and prevailing global trends.

    Delhi: The Ministry of Tourism has formulated a national strategy and roadmap for medical and wellness tourism in order to boost medical tourism in the country, said Union Minister G Kishan Reddy in Lok Sabha on Monday.

    According to the Ministry of Tourism, the strategy has identified several pillars including developing a brand for India as a wellness destination, strengthening the ecosystem for medical and wellness tourism, enabling digitalization by setting up Online Medical Value Travel (MVT) Portal, enhancement of accessibility for medical value travel, promoting wellness tourism and governance and institutional framework

    The Minister said the central government liberalized the e-Tourist Visa Scheme pursuant to the Cabinet approval on November 30, 2016 and the e-Tourist Visa (eTV) scheme was renamed to e-Visa scheme and at present, it has e-Medical Visa and e-Medical Attendant Visa as sub-categories of e-visa.

    In the case of e-Medical Visa and for e-Medical Attendant Visa, triple entry is permitted and extension may be granted up to six months on case to case basis on the merits of each case by the Foreigners Regional Registration Officer (FRRO)/Foreigners Registration Officer (FRO) concerned. Medical Attendant Visa was co-terminus with the validity of the principal e-Visa holder, the Minister informed.

    Further, as conveyed by the Ministry of Health and Family Welfare, it is coordinating with other Ministries and stakeholders to promote medical value travel in the country. Several rounds of stakeholder consultations have been conducted with line Ministries, Hospitals, MVT facilitators, Insurance Companies and NABH etc to identify the challenges and opportunities in the sector, said the Ministry of Tourism statement.

    The proposal, which builds on Health + Hospitals’ existing Housing for Health initiative, was part of Mayor Eric Adams’ housing blueprint released in June 2022.

    The finance committee of Health + Hospitals’ board of directors voted Monday to approve the contract, sending it to the full board for a vote later this month.

    Health + Hospitals President and CEO Mitchell Katz said the initiative will borrow the “do what it takes” approach of the Los Angeles County Health Agency, where, as its former director, he launched a similar program that succeeded in housing more than 4,000 patients.

    The key was to find a way to move a patient who had only a $1,200 rent subsidy into a $1,300 unit, instead of telling the person that no housing was available, Katz cited as an example.

    “There were all of these people who were connected to housing case managers but didn’t have housing,” Katz said at the committee meeting Monday. “They would keep going to the same set of housing case managers, who’d say, ‘I’m sorry I don’t have any housing’, or, ‘You don’t have the right subsidy.’”

    Health + Hospitals has permanently housed nearly 500 patients on its own through its Housing for Health initiative, but the time-consuming work falls on social workers who are often overburdened and lack specific housing expertise.

    The process to house someone takes about nine months, Leora Jontef, the system’s assistant vice president of housing and real estate, said at the meeting.

    “This is very staffing-intensive,” Jontef said.

    Case in point: about 70 percent of the contract’s cost is staffing, she added.

    However, Coordinated Behavioral Care’s projected caseload will still be small compared to the need. Health + Hospitals said its goal is to secure 400 housing placements per year among the 600 patients receiving services. The system, meanwhile, cared for nearly 50,000 homeless patients last year.

    If its projected annual caseload is accurate, Health + Hospitals would be spending nearly $6,000 per patient over the potential four-year contract term. But officials said it would ultimately reduce emergency room and hospital utilization, pointing to research that links stable housing to better health outcomes.

    On average, patients experiencing homelessness visit emergency rooms three times more often than patients who have housing and stay in the hospital three times as long, according to the health system.

    Health + Hospitals cited an analysis it conducted of 54 patients housed by the Housing for Health program in the first half of 2021, which showed reductions in emergency department visits and the length of time someone was hospitalized in the year after they were placed in permanent housing.

    The plan — put together by the White House’s Office of the National Cyber Director — is the first new cyber strategy in five years, and serves as a roadmap for setting out the administration’s goals for securing the nation in cyberspace. A senior administration official said that the White House is working on an “implementation plan” to put into action the goals the strategy lays out. The plan will be released in the coming months. The White House provided the briefing to reporters on the condition that the official be granted anonymity.

    It’s been a rough few years for those trying to protect U.S. networks from hackers. In May 2021, Russian-linked hackers launched a ransomware attack against Colonial Pipeline that forced the company to temporarily shut down the flow of gas to the East Coast for a week. Similar strikes hit food supply lines. And the Russian invasion of Ukraine last year led to major cyber threats against the U.S. electric grid and other critical infrastructure sectors from Russian hackers.

    The strategy outlines a vision for the federal government to use existing authorities to protect critical sectors from cyberattacks. Where there are “gaps” in relevant authorities, the strategy reads, the administration will work with Congress to build new regulatory tools over key sectors. The strategy also says the government may need to provide resources to critical infrastructure groups that may not have the funds to afford to implement the new requirements.

    The strategy seeks to “rebalance the responsibility for cyber risk to those who are most able to bear it,” Acting National Cyber Director Kemba Eneas Walden told reporters in the briefing. “The biggest, most capable, and best-positioned actors in our digital ecosystem can and should shoulder a greater share of the burden for managing cyber risk and keeping us all safe.”

    The industry has long pushed back against greater cyber regulations, and it’s something that Congress has hesitated to move on. The White House brought representatives in from across industries to review the strategy as it was being developed last year, and the senior administration official stressed that the new regulations would not be complex.

    “The bar we’re setting is not a high bar, we’re really just hoping that owners and operators do the basics,” the official said.

    POLITICO reached out to a number of industry groups about the administration’s plan to more heavily regulate critical sectors at risk of hacks, but did not get responses. In publicly released statements, such groups were measured and cautious in their language, and did not directly address the strategy’s emphasis on regulation.

    Jonathan Spalter, president and CEO of USTelecom, which represents broadband groups including AT&T and Verizon, said that already, “broadband providers across the country are deeply committed to enhancing our nation’s cybersecurity.”

    ”Makers of enterprise software take seriously their responsibilities to customers and the public, and continuously work to evolve the security of their products to meet new threats,” said Victoria Espinel, president and CEO of software trade group BSA, the Software Alliance.

    The strategy also makes clear that the U.S. plans to be aggressive against foreign adversaries who try to hack into American networks.

    The U.S. “will use all instruments of national power to disrupt and dismantle threat actors whose actions threaten our interests,” the strategy says. This will include the Defense Department updating its cyber strategy to better integrate operations in cyberspace into overall defensive measures against adversary nations, and stepping up efforts to disrupt hacking groups that use ransomware to shut down networks and demand payments to turn services back on. A major part of this is declaring ransomware a national security threat, not just a criminal concern.

    The strategy also outlines a plan to increase coordination across the federal government so that agencies can nimbly respond to a major cyberattack. According to the document, the Cybersecurity and Infrastructure Security Agency will update the National Cyber Incident Response Plan to enhance coordination across all agencies involved in cybersecurity issues, such as TSA or the Department of Energy.

    On the international front, the strategy calls for the Biden administration to “develop mechanisms” to help identify when and how to respond to cyberattacks on other countries, such as the widespread attacks on Albania last year that were linked to Iran that the U.S. and other countries condemned.

    While many experts praised the strategy’s overall approach, some key Republicans expressed opposition to the regulation portion of the plan. House Homeland Security Committee Chair Mark Green (D-Tenn.) and cyber subcommittee Chair Andrew Garbarino (R-N.Y.) said in a joint statement Thursday that the strategy only adds more “red tape.”

    “The Biden administration must prioritize streamlining existing regulations while working with the private sector to identify new opportunities for partnership, rather than punishment, particularly through their implementation of this strategy,” Green and Garbarino said.

    However, a number of Republicans and Democrats who have been involved in U.S. government cybersecurity efforts commended the overall approach.

    “The notion that we can do this all on a voluntary basis, the risk-reward is just too great,” Senate Intelligence Committee Chair Mark Warner (D-Va.) said Thursday. He pointed to threats from nation states to critical infrastructure without more cybersecurity requirements, and warned that “we have still not seen the worst of Russian potential.”

    Brian Harrell, the former assistant secretary for infrastructure protection at the Department of Homeland Security under the Trump administration, said new regulations will make it easier to make sure products are designed with more protections from the start.

    “Building security into the product from the beginning, rather than a bolt-on after the fact is a more secure and cost-conscious approach,” Harrell said. “Of course, it’s not possible to eliminate all defects, but right now there’s little incentive — beyond just general market reputation — to invest in a dramatic reduction of cyber vulnerabilities.”

    John Costello, who recently left the position as chief of staff to the Office of the National Cyber Director, said that new emphasis on regulation reflects a recognition within the government that there has been “a massive shift in the [technology] ecosystem” as the country has grown more reliant on digital service providers.

    However, “regulation, legislation, and an understanding of that risk and opportunity has not kept pace with these changes,” he said. The strategy “finally aligns the U.S. government position with what analysts and public policy people have been calling on for years, which is all this stuff is great, but it isn’t working.”

Pottinger accused the Chinese government of waging “information warfare” on the U.S. and likened it to a series of magicians, calling the Chinese Communist Party “the Harry Houdini of Marxist-Leninist regimes; the David Copperfield of Communism; the Chris Angel of autocracy.” McMaster echoed that assessment and argued that some of the blame lies with leaders in academic, industry, finance and government who’ve exercised “wishful thinking and self-delusion” about China’s intentions.

    But the hearing revealed stark differences in how GOP and Democratic committee members perceive the U.S.-China rivalry and the strategies to approach it.

    Committee chair Mike Gallagher (R-Wis.) laid out a GOP vision of an external facing “existential struggle” against China’s “ideological, technological, economic and military threat.” Democratic committee members countered with a more domestic-focused approach hinged to bolstering U.S. democracy and backed by government funding for an industrial policy that ranking member Raja Krishnamoorthi (D-Ill.) said could thwart China’s challenge “through investments in technologies of the future, workforce improvement and by fixing weaknesses in our economy.”

    And Democratic members made implicit reference to Rep. Lance Gooden’s (R-Texas) statement on Fox News on Feb. 22 in which he questioned Rep. Judy Chu’s (D-Calif) loyalty or competence — a sign of the divides that could undermine the committee. “Calling into question the loyalty of Chinese Americans, as a member of Congress recently did, is as dangerous as it is deplorable,” said Rep. Ritchie Torres (D-N.Y.). Neither Chu nor Gooden are members of the committee.

    Gallagher and Krishnamoorthi have also rejected Gooden’s comments. Still, the divisions on display at the hearing suggest they face serious challenges from day one in delivering on their commitment to keep the committee’s focus on China rather than GOP-Democratic bickering.

    “Just because this Congress is divided, we cannot afford to waste the next two years lingering in legislative limbo or pandering for the press,” Gallagher said in opening remarks. And he warned that a failure by the U.S. to respond decisively to the Chinese government’s threat means “a world crowded with techno-totalitarian surveillance states where human rights are subordinate to the whims of the Party.”

    That tone captures the growing congressional concern about China following the discovery and subsequent destruction of a Chinese spy balloon over the continental U.S. in February. Biden administration warnings that the Chinese government is considering providing lethal weaponry to Russia in its war against Ukraine have only fanned those fears. And a Department of Energy report leaked on Sunday that concluded that a laboratory leak in Wuhan, China sparked the Covid pandemic has renewed congressional anger toward China’s role in a pandemic that has killed more than a million Americans.

    Bipartisan antagonism toward the Chinese government led the House Financial Services Committee to approve 10 bills on Tuesday aimed to rein in Beijing’s economic power. That legislation included measures that would target Chinese manufacturing of synthetic drugs, and commission a Treasury Department report on the global economic risks associated with China’s financial sector.

    But while GOP China committee members focused mainly on well-trod U.S-China hot button issues, including the role of Chinese-sourced precursor chemicals in the U.S. opioid overdose epidemic, concerns about Chinese purchases of agricultural land and the plight of Muslim Uyghurs in Xinjiang, Democratic members called for domestic policy initiatives to offset challenges from China.

    Reps. Ro Khanna (D-Calif) and Haley Stevens (D-Mich.) called for the U.S. to develop an industrial policy that would fund the development of manufacturers to supplant China’s dominance of global supply chains in areas including the supply of semiconductors for consumer products. “It provides dividends not only to our economy, but to our national security, to invest in R&D and invest in our manufacturing sector,” Stevens said.

    There were no takers among GOP committee members. “The United States should not mimic the Chinese industrial policy and should not copy the Chinese command and control system. … We should not try to counter China by becoming more like China,” said Rep. Andy Barr (R-Ky.)

    Democratic members argued, meanwhile, that facing down China’s authoritarian threat required a concerted effort to bolster what they described as America’s ailing democracy. Rep. Jake Auchincloss (R-Mass.) described the Jan. 6, 2021 insurrection as a propaganda gift to Beijing. That day “was Xi Jinping’s best day in office,” said Auchincloss. “I hope the bipartisan spirit of competing with the Chinese Communist Party overseas extends to defending democracy here at home.”

    The decades-old rule that the U.S. would not use countries’ past behavior against them when deciding to sell has also been abandoned.

    “It’s not that we will only decide against arms transfers if they meet that new lower bar of ‘more likely than not,’” said the official, who asked not to be named in order to discuss the policy ahead of its release. “We are going to be looking at and making risk assessments on every arms transfer on a case-by-case basis.”

    The official declined to go into details when asked about specific countries, including whether those with long histories of human rights abuses such as Saudi Arabia, Qatar, Egypt and Nigeria would be in jeopardy.

    The Biden administration had already tweaked its arms sales policy by refusing to sell Saudi Arabia offensive missiles and bombs after the regime used U.S. weapons to strike civilian targets in its war in Yemen.

    Sales of defense weapons to Riyadh continue, however, including air defense and air-to-air missiles.

    The new strategy also lays out several areas including competitive financing, exportability, technology security and working with the defense industry to sell equipment not used by the U.S. military.

    The government wants to ensure that “even if the United States military is not procuring a certain system, that we can be able to identify the needs of our partners and work with industry to be able to act,” the official said.

    “If you can use a country’s past behavior as an indicator for future behavior, that’s a win because the Trump administration said you couldn’t do that,” said Rachel Stohl, director of the Conventional Defense Program at the Stimson Center.

    Yet a strategy paper isn’t an end in itself, Stohl added.

    “The actual implementation of this is going to be a real test, not what’s on the piece of paper,” she said.

    Kharge had said on Thursday: “We demand an investigation by the JPC on the issue and will raise the demand inside Parliament. We demand that a JPC should be constituted to go into the alleged irregularities.”

    The opposition also alleged that the proceedings of both Houses of Parliament were adjourned to stop them from raising the Adani issue.

    Taking to Twitter on Thursday, Congress General Secretary Jairam Ramesh had said: “Both Houses of Parliament adjourned today till 2 p.m. because Govt did not agree to combined Opposition demand for an investigation into forced investments by LIC, SBI & other public institutions that have lost huge value in recent days endangering savings of crores of Indians.”
