    Despite its support from the Kremlin and its ability to secure lucrative contracts in Africa, some experts who study Wagner maintain that the U.S. and its allies have historically held far greater sway among African government officials than Prigozhin and his fighters.

    “There’s no question Wagner has a strategy in Africa … to connect neighboring states under Wagner influence. Washington is trying to disrupt that for a host of reasons,” said Cameron Hudson, analyst and consultant at the Center for Strategic and International Studies. “But let’s not put Wagner on par with the United States government. These are not equals — the United States doesn’t see them as equals. What we have seen is Wagner doesn’t have an ability — by itself — to create winners and losers in these countries.”

    Making inroads

    Wagner is helmed by Prigozhin, a former caterer for Russian President Vladimir Putin. Since 2017, Prigozhin has expanded the group into an international military and influence force with tentacles that span the globe.

    The organization, which has strong ties to the Russian state, including its security services, is known for its work helping prop up regimes in the Middle East, in countries such as Syria. And its forces are leading the fight in parts of Ukraine, especially in the eastern city of Bakhmut, where Russians and Ukrainian soldiers are locked in a bloody battle. Wagner is viewed by U.S. officials as having gained newfound prominence in the wake of Moscow’s 2022 invasion of Ukraine.

    In recent years, Prigozhin has expanded Wagner’s operations to Africa, helping foster relationships for the Kremlin in countries such as Libya, Sudan, Central African Republic, Chad and Mali. The group’s work includes securing critical mineral and oil sites in Africa as well as protecting government officials.

    Its presence in those countries has prompted senior officials in the Biden administration to draft a new road map for routing the group out of the region, the U.S. officials said.

    Although Wagner has worked on the continent for years, the Biden administration is newly worried about the extent to which the group’s activities there are not only threatening regional stability but are also being used by the Kremlin as a way to develop long-term influential relationships — relationships that could potentially sideline Washington for years to come.

    Washington’s stated strategy for the Sahel region, which Secretary of State Antony Blinken announced from Africa in 2022, lays out U.S. thinking about Russia’s influence on the continent. Without naming Wagner, the document describes how Moscow uses “private military companies” to foment “instability for strategic and financial benefit.”

    POLITICO has obtained and reviewed a series of internal documents from Prigozhin’s empire that detail how the leader of Wagner has expanded the paramilitary group and his businesses across the continent, specifically in Sudan and Central African Republic.

    They also mention the Democratic Republic of Congo. The documents confirm previous reporting, including by POLITICO, about Wagner’s operations in Africa. But they also provide unusual detail about the close connection between Prigozhin’s businesses, Wagner and the local African governments and militaries.

    Prigozhin set up offices in Sudan in 2017 and has in recent years built out a sprawling business network in the country.

    Prigozhin established his operations in Sudan by working with government officials — including former President Omar al-Bashir, who was ousted from power by the military in 2019 — and by securing lucrative mining contracts.

    A CNN investigation last year revealed the extent to which Russia was smuggling gold out of Sudan and using Wagner to help plunder the country’s natural resources. According to the U.S. officials who spoke with POLITICO, Wagner appears to conduct much of its mining business through Meroe Gold. The U.S. and Europe have both sanctioned the entity. Meroe could not be reached for comment.

    Wagner also has a history of supporting the country’s security services.

    Prigozhin’s operatives in Sudan also work on disinformation and misinformation campaigns in the country to sway political events on the ground, according to documents and experts who study Wagner’s work in the country.

    Several of the documents from inside Prigozhin’s business empire outline detailed media strategies to suppress protests and to pay local Sudan journalists to promote content in support of the ruling party and against the opposition of then-president Bashir. One outlines recommendations on how to manage protests that swept the country in 2018 that threatened to topple the government of Bashir. The New York Times reported on a similar memo in June 2022.

    Among the suggestions included in the memo POLITICO reviewed: The creation of a Russian-run internet center that would control the narrative about the government and launch a campaign portraying protesters in a negative light. The plan also laid out plans to control the protests by blocking foreigners’ access to areas with demonstrations and infiltrating the ranks of the protest’s organizers.

    Several of the documents obtained by POLITICO show the expansion of Wagner’s military activities in the country, including its connection to the country’s military. The organization has helped train soldiers over the years, the documents show.

    One of the documents appears to show a request by a Prigozhin-linked business to pay for the use of the Khartoum military airbase to ensure the arrivals and departures of employees and cargo. Another memo from 2021 outlines Wagner positions in the country, including on several bases. It also lists Prigozhin employees serving in other command centers where they coordinate with the Sudanese military and police, including Aswar, a company controlled by Sudanese military intelligence. Aswar could not be reached for comment.

    It is unclear whether, or the extent to which, Russia, Wagner or any of Prigozhin’s affiliate entities are currently involved in the ongoing violence in Sudan. U.S. officials did not answer questions about whether they assessed that the paramilitary group is currently providing aid or helping prop up either side of the conflict.

    “The interference of external entities in Sudan’s internal conflict will only lead to more human suffering and delay the country’s transition to democracy,” a State Department official said in a statement.

    Putting down roots

    Wagner has also set up command centers in the Um Dafuq region of western Sudan, where it has been accused of attacking civilians. It has used the town as a base for supporting its gold-mining activities in Central African Republic.

    The paramilitary organization set up shop in CAR in 2017, creating cultural centers and other local initiatives to make inroads with the government. Since then, it has moved in to protect the country’s gold mines and is training government forces, according to documents obtained by POLITICO and one of the U.S. officials.

    One 11-page document POLITICO obtained from Prigozhin’s network from 2020 details Wagner’s training of government forces and its protection of CAR President Faustin-Archange Touadéra. Another lists in detail the location of Wagner fighters, including how many soldiers are stationed at each base throughout the country. Other documents in the Prigozhin tranche detail media campaigns carried out by employees of the Wagner leader — many of which were designed to spread Russian propaganda, discredit the French and organize protests against United Nations peacekeepers in the country.

    Anantnag, Apr 29: Close on the heels of deadly attack on army vehicle at Bhata-Durian area of Poonch on April 21 that left five soldiers’ dead, to security officials Saturday were in a huddle in Southern district of Anantnag to devise counter strategy to foil vehicle-borne IED and sticky bomb threats. In the meeting, Convoy movement was upgraded and a “fresh plan was devised for national highway security.”

    The meeting was chaired by the ADGP Kashmir Vijay Kumar and attended by top officials of army, CRPF, BSF, SSB and other security agencies. Officials privy to the meeting told the news agency—Kashmir News Observer (KNO), that the meeting discussed vehicle borne IED threat and other potential threats from militants that include sticky bombs etc.

    “All the officers/officials put forth their suggestions on how to counter vehicle-based IED and sticky bomb threats. Other possible militant threats were also discussed and a joint strategy devised to foil all the bids by the militants,” the official said, wishing not to be quoted. He said that in the meeting many officials admitted that vehicle-borne IEDs and sticky bombs were a challenge. The official said that a joint strategy was needed to counter both the emerging threats effectively.

    A source privy to the meeting told KNO that the meeting evolved a consensus that security on national highways needs to be given a special focus. “Night patrolling and area domination will be increased on highways forthwith,” he said.

    Present in the meeting were army’s GoC Victor Force Maj General Prashant Srivastava, IG CRPF Kashmir Ops Sector M S Bhatia, IG BSF Ashok Yadav, Joint Director IB, Army’s sector commanders in South Kashmir, DIGs of police, CRPF, SSB, ITBP & CID and SSPs of Anantnag, Pulwama, Kulgam and Awantipora.

    A police spokesman said that during the meeting, potential threats from militants on national highways were discussed in detail and more counter measures were decided. “Standard Operating Procedure (SoP) of convoy movement were also discussed and accordingly upgraded. All field officers gave their assessment. ADGP Kashmir instructed all SSPs to focus on anti-militant operations, busting of militant modules by apprehending terrorist associates,” the spokesman said.

    He said that they were specially tasked to generate preventive intelligence and share timely amongst all stakeholders. “GoC Victor force asked sector commanders to do extensive area domination in night too,” the spokesman said—(KNO)

    Hello everyone I am Bilal Mohiuddin Bhat, I am from Srinagar J&K, I am a veterinary science graduate. I graduated in July 2010 and in my first attempt I qualified Kashmir Administrative Services(KAS) with 22rd rank. My subjects were Public Administration and Veterinary Sciences. I Worked in the state service for 2 years.  I appeared in Indian Forest services (IFoS) in 2012 and in my first attempt qualified IFoS with AIR 23 and was allotted  Uttar Pradesh cadre. My Subjects were Zoology and Veterinary Science. I completed my 2 years of training in IGNFA and joined my cadre in 2015 . I was posted as DCF.


    While I was qualifying other exams, the passion and zeal to work as an IAS officer remained unfulfilled. During 2011-2013, I appeared CSE three times but I could not even qualify prelims.

    My weakness was Paper-2 CSAT. From 2013-15 I could not appear because of AIS IFS Section 9, which debarred IFoS trainees to appear for any exams while undergoing training in IGNFA Dehradun. This year, long wait is over.  Finally I qualified prelims and got AIR 10.

    It is all about your passion and determination to move on to achieve what you want. Patience, Passion, Perseverance and hard work are key ingredients.

    Preliminary Examination;

    1. Must read are all textbooks of NCERT. These make strong  base and value addition can be done from newspapers , internet sources.
    1. Just before 2 months from prelims make sure you solve as many mock tests as possible. it must be ensured that you go through explanations and mark some important questions which you will revise again. Insights prelims tests series or vision or any good test series will suffice.
    2. Certain sections like geography and environment should be strengthened as some quality questions which are current based are asked.
    3. You should remember facts but more focus should be on clarity of concepts. This is the thing which will help you in mains. From 2010 onwards we have seen dramatic change in nature of the preliminary examination. UPSC has shifted its focus from facts to concepts.
    4. Remember one mantra that revision is the key .

    Mains Examination

    1. Go through the syllabus of MAINS and try to remember the topics . This will help you to pick up the relevant portion of news and add to the mains topic.
    2. Daily minimum 2 hour of answer writing (Insights Secure) is must after prelims one can write 7 questions in an hour. It should be a time bound event.
    3. If possible one should join classroom test series mains. It mimics the exam conditions.
    4. I will say it by my experience that in Mains the conceptual clarity and coherent thought process is given more weightage during marking.
    5. Insights links to topics in Secure Initiative helped me a lot. Try to make your own viewpoint on the current issues.
    6. Write balanced, positive perspective with subtle blend of criticism in questions. Conclude on futuristic and positive note.(3-4 lines)
    7. Whenever you write the answer particularly GS – 3 remember to try to link the answer with the current events and relevant examples. Make sure that you project yourself a learned and educated personality.


    Interview

    1. Be what you are. the diversity among each us is our strength. polish it, enhance and make it relevant to the situation.
    2. Honesty ,Integrity , Calmness and Composure  are key .
    3. Show them what you are than what you are trying to be.
    4. Please don’t listen to myths of boards and story that circulate on internet. Don’t have stereotypes of any board . Don’t prepare for boards , Prepare for interview.
    5. Showcase yourself a person who is ready to take responsibility of public service.

    ESSAY

    1. Present yours ideas coherently and in simple language.
    2. Be original and write what you think about the topic.
    3. Don’t put unnecessary facts and figures . only at relevant places.
    4. Write in such a way that it has a flow and examiner is engrossed to know what next.
    5. Limited quotes . they want your understanding about the topic
    6. Write bigger picture of the issue.
    7. Multi facets of issues and their impact on various sectors like social, political, economic  and ethical should be discussed

    Veterinary Sciences and Animal Husbandry

    SRINAGAR: Lieutenant Governor Manoj Sinha chaired a meeting of Power Development Department to review power situation during the upcoming summer months, on Wednesday at Civil Secretariat.

    The meeting discussed the various aspects to meet the high electricity demand and a multi-pronged strategy to ensure adequate availability of power.

    The Lt Governor directed the officers to strictly implement the decisions taken in the earlier meetings to meet any peak demand and proactive actions for robust power distribution & transmission system.

    The Lt Governor also directed to launch a campaign against theft of electricity. He said cases of theft should be tackled on priority since it is an important aspect to ensure energy security to all.

    Sinha sought a detailed report on the ongoing power sector projects and schemes such as installation of pre-paid meters. He directed the officers to analyse all the issues such as manpower augmentation & rationalisation to provide better power services to the people of J&K.

    He further instructed to complete the augmentation and upgradation work of Grid stations on a war footing.

    A PowerPoint presentation was given by Sh. H. Rajesh Prasad, Principal Secretary, Power Development Department on actions taken on the directions during the previous review meeting.

    The Lt Governor also launched Real-Time Data acquisition system (RT-DAS). The system would provide real-time access to performance parameters pertaining to different feeders besides other benefits.

    Dr Arun Kumar Mehta, Chief Secretary; Sh. H. Rajesh Prasad, Principal Secretary, Power Development Department along with other senior officials attended the meeting.

    Hyderabad: Telangana Chief Minister and BRS chief K Chandrasekhar Rao is gearing up for a hat-trick in Telangana and is planning to win the BJP’s all three assembly constituencies.

    According to sources, KCR has decided to set a target of winning 100 seats for the assembly elections and preparing the election strategy. In view of the tense situation at the national and state level from the BJP, KCR has started planning to capture all three existing seats of the BJP in the Telangana Assembly so that the state can become free from the BJP’s influence.

    Sources said KCR has focussed on Goshamahal, Huzurabad, and Dubbak assembly constituencies represented by Raja Singh, Eatala Rajender, and Raghunandan Rao. In the by-elections, the BJP wrested Dubbak and Huzurabad seats from the BRS, while Raja Singh won in Goshamahal. KCR wants the pink flag to be hoisted on the three assembly segments somehow. Separate teams are being formed for the three assembly constituencies. KCR says the main objective is to deprive the BJP of representation in the state assembly.

    MS Education Academy

    Goshamahal MLA Raja Singh who is known for his hate speeches was suspended from BJP for blasphemy and has not been reinstated till date.

    Police had sent Raja Singh to jail under the PD Act but the court granted him conditional bail. To focus on Goshamahal, KCR has appointed Nand Kishore Vyas as in-charge who is likely to contest the upcoming assembly elections on a BRS ticket. In 2018, Prem Singh Rathore was the BRS candidate who got 44,000 votes.

    In Huzurabad, MLC P Kaushik Reddy has been instructed to be ready for the contest to defeat Eatala Rajender. After being expelled from the BRS, E. Rajendra joined the BJP and won the by-election. It is said that Kaushik Reddy will be fielded against him.

    Medak MP K Prabhakar Reddy is likely to contest against Raghunandan Rao in Dubbak. The chief minister has directed Prabhakar Reddy to focus on Dubbak. It remains to be seen to what extent KCR, who dreams of a hat-trick of power in Telangana, will be able to capture all three BJP seats.

    The lawsuit echoes legal arguments advanced in 2016 and 2017 in another subpoena fight on a hot-button issue. At the time, New York’s attorney general, Democrat Eric Schneiderman, was investigating whether Exxon Mobil misled investors about the risks of climate change. A GOP-controlled House panel accused Schneiderman of having a political agenda and served subpoenas seeking documents from the probe. Bragg was a senior official in Schneiderman’s office, as was Leslie Dubeck, who was then counsel to the attorney general and is now Bragg’s general counsel.

    Congressional interference with state and local prosecutors is unusual and raises delicate questions about the balance of power between Congress and the states. So Schneiderman’s office resisted.

    Dubeck was the architect of Schneiderman’s approach. She led the attorney general’s refusal to comply, and she prepared to either sue the House committee or defend the attorney general’s office if the committee took the matter to court. The panel’s investigation, she wrote at the time, “oversteps the boundaries imposed by federalism” and violates New York’s sovereignty.

    The conflict ultimately fizzled when the subpoenas lapsed, but Bragg and Dubeck have now revived the strategy.

    “They know the cards that the House Republicans have to play in this situation,” Eric Soufer, who was a spokesman for Schneiderman during the Exxon case, said of Bragg and Dubeck.

    Bragg’s lawsuit replicates many of the arguments that Dubeck made in the Exxon matter. The lawsuit says the Pomerantz subpoena violates “basic principles of federalism and common sense” and accuses the House GOP of infringing on Bragg’s authority and New York’s sovereign interests.

    Judge Mary Kay Vyskocil, a Trump appointee, declined on Tuesday to issue an immediate order blocking the subpoena, and she scheduled an initial hearing for next Wednesday.

    The House GOP’s probe of Bragg’s investigation is led by Jordan (R-Ohio), Oversight Chair James Comer (R-Ky.) and Administration Chair Bryan Steil (R-Wis.). The Pomerantz subpoena is the first one they have issued.

    Though Bragg’s colleagues have said the first-term Democrat doesn’t have much of a taste for political warfare, his effort to combat the House inquiry received a warm reception from those interested in seeing the district attorney defend the institution.

    “The office should not capitulate to people with special interests,” said Joan Vollero, who handled communications and intergovernmental affairs for Bragg’s predecessor, Cyrus Vance Jr. “I think, ironically, the House Republicans on the Judiciary Committee are playing the same game of politics that they’ve accused the office of playing.”

    Congressional Republicans have criticized Bragg’s investigation of the former president as evidence of his political bias, arguing that the district attorney’s pursuit of Trump stands in contrast to his liberal-leaning criminal justice policies for minor offenses. In advance of Trump’s indictment, House Speaker Kevin McCarthy warned that charges against the former president would be “an outrageous abuse of power by a radical DA who lets violent criminals walk as he pursues political vengeance against President Trump.”

    Another irony in the case is that Bragg is borrowing some of the same arguments that Trump himself often used to resist congressional subpoenas when he was president. Trump frequently argued that Democrats’ probes into his finances were meant to harass him for political gain rather than promote a legitimate legislative purpose.

    Bragg is now taking a similar position about the House GOP inquiry. His lawsuit repeatedly cites a Supreme Court decision in a Trump subpoena fight, Trump v. Mazars, which suggested that congressional subpoenas against another branch of government can violate the separation of powers if they have an improper purpose.

    From an optics perspective, Soufer said, it is wise of Bragg to counterpunch. “If you let them politicize it the way they want to,” he said, “you’re going to lose in the court of public opinion.”

    Both sides are launching increasingly aggressive public appeals. On Monday, Jordan’s committee is planning to hold a “field hearing” in Manhattan on Bragg’s “pro-crime, anti-victim policies.” A spokeswoman for Bragg has called the event “a political stunt” and has highlighted crime statistics showing a decline in murders, shootings, burglaries and robberies.

    She emphasised the need for continuous engagement of the people through social advocacy groups and other methods. CS held a meeting on fire accidents and deliberated about the various safety measures to be taken to prevent fire mishaps, a press note informed.

    GHMC Commissioner Lokesh Kumar informed that GHMC has taken up an intensive drive to inspect the shopping complexes, cinema halls etc to see whether the emergency exit is functioning or not. “The residential welfare societies are also being contacted to create awareness about fire safety measures. All the vulnerable buildings in the city have been identified and notices were also served to them to install fire safety equipment,” he said.

    I hasten to add the obvious, that comparing Israel with the United States takes imagination. Israel is four-fifths the size of Massachusetts, with a population something less than Greater Chicago’s — and that’s before we get to history, religion, resources and culture.

    But Israeli and American politicians often seem caught up in the same game. Israel, like America, suffers tensions between people on the peripheries of cities and those on the urban coast, between the less well-educated, who are often religiously dogmatic, and those more cosmopolitan and scientifically inclined; between those leaning to the right and those to the left. A broad middle also exists, with people who may be religiously sentimental, or reasonably tolerant, or just can’t be bothered; over 40 percent of Israelis are secular, about 30 percent of Americans. Israel’s inequalities are generated by a globalized, technological and entrepreneurial economy. When Israelis say “elites,” they mean pretty much what Americans do.

    Israel, like America, moreover, is a nation of immigrants whose patchy ethnic origins torture collective identity; and though Israelis and Americans assume a powerful (arguably unrivaled) military, national unity is most effectively mobilized by, well, the threat of catastrophe. Finally, Israel, like America, has a checkered constitutional history, where high ideals espoused in a Declaration of Independence were not exactly enacted; it’s a reality largely owing to bigotries against a large minority who, for good reason, did not suppose themselves welcomed into their country’s founding — bigotries that can be invigorated by demagogues.

    Which brings us back to Trump and Netanyahu.

    For both, regaining or holding on to power means, among other things, subordinating judicial institutions that define and enforce the rule of law. That’s because both have hanging over them grave allegations of high crimes against the state. They cannot risk responsible legal professionals grinding away at their jobs. Netanyahu’s assault on Israel’s judiciary is his preemptive strike. Trump knows something about debasing constitutional norms, but his own assault on prosecutors and courts may just be gearing up.

    Trump, famously, is under investigation for his role in fomenting the bloody Jan. 6 Capitol riot, which sought to thwart the transfer of power. Less well-known is Netanyahu’s jeopardy. A year ago, before he returned to the premiership, Israel’s government — its “change coalition” — voted to empower an independent state commission to investigate Netanyahu’s role in the defense ministry’s 2016 procurement of submarines and other vessels from the German company, Thyssenkrupp — a deal in which he overrode the objections of his defense minister and the I.D.F.’s general staff. Close associates, and arguably, Netanyahu himself, profited; billions of defense ministry dollars were involved, not to mention millions in commissions and enhanced stock values. This was corruption with real national security implications. With Netanyahu back in power, that commission is, for the time being, dead.

    But the parallel, alas, does not end there. For both Trump and Netanyahu are also charged with lesser corruptions that are comparatively difficult to prove, or at least easier for supporters to overlook: Trump’s alleged hush money to Stormy Daniels; Netanyahu’s payments — allegedly bribes — from foreign associates, and his alleged use of regulatory power to bend the news for his political benefit. In a way, moreover, both men have been lucky to be charged with these lesser crimes first. Netanyahu has already proven how an indictment of this kind can be useful in rallying the base, along with blocking potential challenges from feckless leaders of one’s own party.

    His playbook is pretty much self-evident. You prompt condemnation of the less egregious charges as amounting to a witch hunt enabled by a “weaponized judiciary.” You discredit prosecutors and judges before they can convict you, and you justify your reelection, in part, by promising to tame them. The larger crime is thus submerged in “politics-as-usual” sparring — catnip for reporters and pundits who like the sport.

    A “weaponized judiciary,” in other words, is your sly complaint when seeking power and your first priority when exercising power.

    Netanyahu’s judicial “reform,” accordingly, is meant to make prosecutors and judges subservient to his cabinet. And, simultaneously, Netanyahu has made an alliance with ultra-Orthodox theocrats and pro-settlement zealots who feared that judicial enforcement of civil rights and the rule of law would undermine their privileges: a free hand in the West Bank, say, or control over marriage, or exemptions from the army for male yeshiva students. Netanyahu appointed the Kahanist bigot and provocateur Itamar Ben-Gvir to head the ministry overseeing the state police, which would be like Trump appointing Stewart Rhodes, the leader of the Oath Keepers, to run the FBI.

    These moves may have no direct analogue in America. But Trump’s embrace of the anti-abortion movement is nothing if not submission to religious activists — including, ironically, reactionary Supreme Court justices, whom Netanyahu can only envy. And executive power carries other privileges. If Republicans win back the Senate next year, and Trump regains the White House, one can imagine whom he might install as attorney general. Jim Jordan is already chair of the House Judiciary Committee. Trump may be far from locking up the nomination, but he can take heart from Netanyahu’s brazenness. Trump’s enablers in the Republican Party (Fox News, and so forth) jumped to condemn his indictment as just another gambit by the liberal elite and “woke” Deep State. Trump is already promising presidential pardons for (and essentially singing along with) extremists who stormed the Capitol.

    If there is good news from Israel, it came from the streets.

    Israel’s preeminent physicians, scholars, entrepreneurs, bankers, generals, pilots, entertainers — the leaders, not of Greater Israel, but Global Israel — pushed back, especially in and around the coastal plain. From Tel-Aviv to Haifa, they led hundreds of thousands what can only be called a mass uprising of urbane men and women — people who revere their freedoms and were appalled by the prospect of living under a government with no checks and, worse, inflected by religious tribalism. As the historian Yuval Noah Harari put it in Haaretz on March 9: “Bring the coup to a halt, or we will bring the country to a halt.” Which is exactly what they did (though to what effect, we must wait and see).

    Here there is an analogue. Assume Trump is reelected, or perhaps more plausibly, some younger, more acerbic Republican populist appealing to the Trumpist base loses the popular vote by a sound margin but squeaks into office owing to the way the Electoral College is stacked against Democrats. Assume the Senate goes Republican for the same reason — you get the idea. Now, assume this president moves against established liberties in predictable ways — using the pardon power the way Trump has, or having the F.B.I. hound “socialist” teachers, or even deploying martial law to enforce a false claim of election fraud. It can happen here. It almost did.

    Israeli liberals have shown that, to protect a democratic commonwealth, one may act in ways that go beyond any particular election. It is a common wisdom that the American electoral map shows a distinct pattern in almost every state: blue counties in the cities, red counties in the rural exurbs and towns. What the map doesn’t show is how heavily the blue subsidizes the red. The top 25 metro areas make up half of U.S. GDP while the other roughly 350 smaller cities account for a little over 38 percent. Israelis have shown the power of bigger cities engaging in civil disobedience. The ferocity and stamina of the most educated citizens shouldn’t be underestimated.

    Indeed, America’s democratic defenders may have an advantage that Israelis do not yet have. I noted earlier that Israel, like America, has a sizable minority that sees itself as just a latter-day beneficiary, if at all, of the country’s democratic norms. But African Americans nevertheless vote in large numbers in crucial elections and, rightly, see themselves as an indispensable constituent of democratic politics. The turnout rate for Black voters was 63 percent in 2020. Arab Israelis, in contrast, are discouraged by the ongoing occupation and other inequalities; if they voted at 63 percent in the fall of 2022, Netanyahu would not have won. This is not to underrate Trump’s menace, or Netanyahu’s. But there is reason for American democrats to trust, in a way Israelis still cannot, that victories at the ballot box can make victories in the streets unnecessary. In either case — in any case — democracies require vigilance.
