    China is ghosting the United States

    Beijing’s current aversion to sustained high-level engagement underscores the particularly fraught nature of U.S.-Chinese relations over the past few months. What was a two-sided desire to stabilize an increasingly volatile relationship is becoming much more about Washington reaching out and the Chinese government demurring.

    Beijing is increasingly resentful about U.S. arms sales to Taiwan and official contacts that China says encourage Taiwan’s pro-independence elements.

    There’s always a certain degree of diplomatic theater to the canceling of high-level meetings between the United States and China. But ensuring stable communications with major adversaries like China and Russia has long been a U.S. preference. Some U.S. officials worry Beijing’s thin-skinned diplomacy is hampering crucial communication between the rivals in a way that could have global fallout in a major crisis.

    “The Chinese have been reluctant to engage in discussions around confidence building or crisis communications or hotlines,” National Security Council Indo-Pacific coordinator Kurt Campbell said at a Center for a New American Security event last week. “Given the fact that our forces operate in proximity, we’re going to have increasing challenges.”

    The United States has its own limits on engagement, with the scuttled Blinken trip as a prime example. But U.S. officials called that decision a postponement and have stressed the U.S. isn’t cutting off relations with China.

    Beijing, however, is pointing to the upcoming Tsai-McCarthy meeting as an unacceptable escalation.

    The meeting “undermines China’s sovereignty and territorial integrity,” Chinese Foreign Affairs spokesperson Mao Ning said Tuesday.

    The speed and enthusiasm with which China reengages on a high level with American officials could depend on how McCarthy and Tsai present their meeting to the world.

    If the Tsai-McCarthy visit comes across as too formal and elaborate, casting Tsai in a head of state role that China denies exists, Beijing could further extend its freeze-out of high level U.S. representatives.

    Tsai and McCarthy “must manage a delicate balancing act: one that telegraphs solidarity without giving Beijing a license to overreact,” said Craig Singleton, senior China fellow at the Foundation for Defense of Democracies.

    Past such “transit visits” by Tsai (she’s made seven so far) have also angered China, but diplomatic relations have quickly rebounded. A Tsai-McCarthy meeting absent the formal trappings of an “official” visit means that “diplomatic interactions should restart” after Tsai returns to Taipei, said Steve Orlins, president of the National Committee on U.S.-China Relations.

    China also is pressing back particularly hard on the proposals for a Xi-Biden call.

    U.S. national security adviser Jake Sullivan told reporters last month that the White House was hoping to nail down a call following the March 13 closure of the annual meeting of China’s parliament. China’s Foreign Ministry responded by making clear that Beijing was in no hurry to reconnect the two leaders. “Communication should not be carried out for the sake of communication,” Foreign Ministry spokesperson Wang Wenbin told reporters. The White House needed to “show sincerity … to help bring China-U.S. relations back to the right track,” Wang said.

    National Security Council spokesperson John Kirby refloated the U.S. desire for a Biden-Xi call a week later. Beijing hasn’t responded publicly. Kirby said Biden’s administration also wants to broker a visit to China by Treasury Secretary Janet Yellen and Commerce Secretary Gina Raimondo and get Blinken’s Beijing trip “back on the calendar.” China’s Commerce Ministry has said it “welcomes Secretary Yellen’s hope for a visit to China” and that it’s “open to Raimondo’s wish to visit,” but had yet to receive formal notification of Raimondo’s intentions. But the Chinese government hasn’t indicated any timetable for when Yellen, Raimondo or Blinken may travel to China.

    On Tuesday, in response to a request for comment from the White House, a senior administration official said in a statement: “We have been keeping open lines of communication with the [People’s Republic of China] on shared issues of concern in the U.S.-China relationship, and we will continue to do so.”

    The Biden administration is dealing with Chinese counterparts on normal day-to-day matters. The U.S. official and the former State Department official familiar with the issue confirmed that a Blinken visit and a Biden call with Xi have come up in the conversations with Chinese officials. The former State Department official said the current talks are mostly mid-level conversations about regular operational issues.

    Like others quoted in this article, the U.S. official and the former State Department official were granted anonymity to discuss sensitive diplomatic issues.

    There have been scattered interactions with top officials, but not enough to restore meaningful dialogue. Sullivan spoke with top Chinese diplomat Wang Yi last week, “and that is an important channel, but used sparingly” because of the sensitivities of such communications, the former State official noted. And overall communications will expand when China’s new ambassador in Washington, Xie Feng, is fully in place, the former official predicted.

    The two governments may be practicing some shuttle diplomacy ahead of a resumption of high-level diplomatic contact following Tsai’s meeting. Rick Waters, a deputy assistant secretary of State for China and Taiwan, quietly visited China last month. Waters’ trip overlapped with a visit to Washington by Cui Tiankai, China’s former ambassador to the United States.

    One of two people who confirmed Cui’s visit said he included stops at the State Department and the National Security Council. “We remain committed to maintaining open lines of communication to responsibly manage bilateral relations,” a State Department spokesperson not authorized to speak on the record said, without denying Cui’s visit.

    The snubs have been accumulating. As tensions spiked in early February over the U.S. shootdown of the spy balloon, Chinese officials declined a U.S. request to have Defense Secretary Lloyd Austin speak with his counterpart.

    And bilateral military crisis communications remain hamstrung due to what senior administration officials say is Beijing’s refusal to engage with the U.S. on the development of reliable systems that could help prevent an incident in the South China Sea from spiraling into a military crisis.

    Late last year and earlier this year, Chinese leaders appeared eager to talk to the United States and other Western countries, even putting on a charm offensive. That came as China’s economy was struggling amid the ending of its zero-Covid policy and after a meeting between Xi and Biden in November in which the pair agreed to lower tensions.

    In that context, Blinken got ready for a visit to Beijing in early February. But the spy balloon incident led the administration to kill the visit; U.S. officials said they feared every move Blinken made would be overshadowed by questions about the balloon.

    Although there’s no China visit on the horizon, Blinken is due to be in Asia in mid-April, another U.S. official familiar with his travel plans said. A quick trip to China would be an easy add-on.

    Getting the Chinese to stay in regular, meaningful communication has been a challenge for the administration since Biden took office. And even when there are communications, they have often produced little substance, leading U.S. officials to crave higher-level contacts, especially with Xi.

    The Chinese leader has dramatically consolidated power in the autocratic system, so what he says matters much more than the words of his underlings. In fall 2021, for instance, U.S. officials successfully pushed for a virtual summit between Xi and Biden after finding that lower-level discussions weren’t going anywhere.

    “We also believe that leader-level engagement, particularly given the centralization of power in Xi Jinping’s hands, is essential to facilitating effective communication between our two governments,” a senior administration official said at the time.

    If Beijing does eventually agree to a date for a Blinken visit, it could open up space for more communication — especially if Blinken gets to see Xi.

    New Delhi: The Supreme Court on Wednesday quashed the Centre’s denial of security clearance to Malayalam news channel MediaOne, and pulled up the Ministry of Home Affairs for raising national security claims in “thin air” without facts.

    A bench headed by Chief Justice DY Chandrachud set aside the Kerala High Court order which had upheld the Centre’s decision to ban the channel’s telecast on security grounds.

    The top court said critical views of the channel against government policies cannot be termed as anti-establishment as an independent press is necessary for a robust democracy.

    “National security claims cannot be made out of thin air, there must be material facts backing it,” the bench said.

    The top court was hearing the plea of the news channel against the Kerala High Court’s order which had upheld the Centre’s decision to ban its telecast on security grounds.

    Washington: At least 26 people have been killed after a series of tornadoes and deadly storms struck through towns and cities in several US states, authorities said on Sunday.

    Homes were destroyed and thousands left without power after huge storms caused devastation across several states, the BBC reported.

    According to the National Weather Service of the US, there have been more than 80 reported tornadoes since Friday.

    States including Arkansas, Tennessee, Illinois, Indiana, Alabama and Mississippi have all had fatalities.

    One storm shredded through the Arkansas town of Wynne — a community, around 170 km from the state capital, Little Rock.

    A school was badly damaged, with some buildings torn to pieces. One of its teachers, Lisa Worden, said a decision to send pupils home early was critical.

    Governor Sarah Huckabee Sanders declared a state of emergency in the state of Arkansas on Friday, with the national guard activated to help with recovery efforts.

    She said she had spoken to US President Joe Biden about the situation, who promised federal aid.

    Friday’s storms also led to the collapse of a theatre roof at a packed heavy metal gig in Belvidere, Illinois state, leading to one death and 28 injuries.

    As storms continue to work their way east, hundreds of thousands of people are without power across several states.

    Virginia, Ohio and Pennsylvania are the worst affected, according to the US PowerOutage website.

    In a bulletin, the Storm Prediction Center warned some of the projected tornadoes could track across the ground for long distances.

    The deadly tornadoes come a week after a rare, long-track twister killed 26 people in Mississippi.

    The Mississippi tornado last week travelled 94 km and lasted about an hour and 10 minutes — an unusually long period of time for a storm to sustain itself. It damaged about 2,000 homes, officials said.

    President Biden visited the state on Friday to pay his condolences.

    Indiana Governor Eric Holcomb on Saturday declared disaster emergencies for Sullivan and Johnson counties.

    Fatalities were also reported in Alabama and Mississippi, and tornadoes also caused damage in eastern Iowa.

    From northern Illinois and southern Wisconsin, including Chicago and Milwaukee, tornado watches extend nearly 1,000 miles all the way to Mississippi and Texas, affecting tens of thousands of people on Friday, according to AccuWeather.

    It could take days to determine the exact number of tornadoes, said Bill Bunting, chief of forecast operations at the Storm Prediction Center.

    There were also hundreds of reports of large hail and damaging winds, said Bunting, adding that “that’s a quite active day… but that’s not unprecedented.”

    Just one week ago, a massive tornado levelled a town in the southern US state of Mississippi, claiming 25 lives. The 26th death was reported in Alabama during the same round of turbulent weather.

    The latest “intense supercell thunderstorms” are only expected to become more common in middle and southern US states, as temperatures rise around the world, experts say.

    Washington: At least 21 people have been killed and more than 130 others injured after strong tornadoes and deadly storms struck multiple midwestern and southern US states Friday into early Saturday, authorities said on Sunday.

    According to CNN, more than 50 preliminary tornado reports were recorded on Friday in at least seven US states.

    Four people died and dozens more were hurt when a confirmed strong tornado tore through Wynne, the county seat and largest city of Cross County, Arkansas, according to local media outlet Region 8 News.

    There was “total destruction throughout the town” and dozens of residents were trapped following the tornado, Xinhua News Agnecy reported quoting Wynne Police Chief Richard Dennis.

    One person died and at least 50 people were sent to hospitals in Little Rock, Arkansas, after a violent tornado caused severe damage on Friday afternoon, according to Pulaski County officials.

    “Close to 2,600 structures have been impacted,” Little Rock Mayor Frank Scott Jr. told CNN on Saturday.

    At least seven people were killed in McNairy County, which is located in southwest Tennessee, State Governor Bill Lee said in a statement.

    A 50-year-old man was killed on the scene when the roof of the Apollo Theatre in Belvidere, northern Illinois collapsed on Friday night. Up to 40 others were taken to hospitals, with at least two of them in critical condition, officials said.

    Three others were killed following the collapse of a residential structure in Crawford County, southern Illinois, according to Illinois Emergency Management Agency spokesperson Kevin Sur.

    Also on Friday night, three people died while multiple residences and the volunteer fire department were damaged in Sullivan County, Indiana, State Police Sgt. Matt Ames said.

    On the recent TSPSC question paper leak, Bandi Sanjay repeated his demand to dissolve the board. “The SIT claims to have arrested 15 persons and questioned 104 candidates. Why has no action been taken against K T Rama Rao who has misled the media and the public?” he asked and demanded the IT minister’s resignation with immediate effect.

    On a query, if BJP will join hands with Y S Sharmila’s YSRTP (Yuvajana Sramika Rythu Telangana Party) he said, “I spoke to her over the phone and told we are ready to fight in support of anybody who is meted out injustice. But I also made it clear that we cannot work along with the Congress, as we strongly feel the Congress and the BRS are handed in glove with each other.”

    Reacting to the poster war between BJP and BRS, Bandi Sanjay said he does not worry because BJP is in the hearts of the people.

    “It is atrocious that the police arrest the BJP workers who pasted posters against the BRS, but keep quiet when the BRS leaders paste posters against Prime Minister Narendra Modi,” he said.

    The United States of America must make an all-out effort to root out school shootings which are really giving it a bad name globally. In the last two decades, the number of school shootings has doubled.

    Is there something seriously wrong in the social system of the US, why does a highly developed country generate abhorrent violent incidents of this kind where the lives of very young children, supposedly in a safe and secure environment of the school, are wiped out, leaving a large number of others highly traumatized.

    Is it all due to the mental illness of some individual assailant or due to the easy availability of gun?

    More study needs to be done to find out the possible reasons for people unleashing this kind of violence on vulnerable groups of school children.

    The US newspaper Washington Post did a study that showed that gun violence left over 348,000 school students traumatized following 376 mass shootings which took place in their schools, since 1999.

    The year 2023 itself has seen more than 13 school shootings with six children and four adults being killed and several others injured.

    The mass shooting incidents in the country crossed 100 by March 5, 2023.

    The latest event which occurred in Nashville on March 27, 2023,  capital of Tennessee, was a rare case where a woman (transgender) Audrey Elizabeth Hale, 28,  a  former student of the Covenant Christian school in Green Hill neighbourhood killed three 9-year-old children and three adults.

    She was gunned down by the police.

    According to police she was emotionally disordered and was under a doctor’s care. She had been collecting guns. She had a detailed map of the school showing entry points and other places where she planned to carry out shootings.

    Besides her resentment to going to the Christian school as a child there are no clear motives present as yet.

    The assailants are supposed to have been neutralized within 20 minutes after police knew about the incident.

    It marked the 90th school shooting though the 129th mass shooting in the US in the year 2023.

    Last year saw 303 such incidents, the highest of any year in the database, which goes back to 1970.

    Ilinois had 8 mass shootings incidents this year while California, Texas and Florida had 12 each. Such incidents also occurred in Pennsylvania and Tennessee. 

    All these guns connected incidents have left 63 children dead in the US and 128 injured.

    The fact, that psychological studies point to “bullying” in school being one of the reasons for such incidents as it leaves a psychological impact and desire for carrying out revenge  underlines the importance of divesting schools from the scourge of “bullying” which leaves students psychologically scarred.

    In the latest Nashville incident, she had two assault-type rifles and a handgun which brings us to the question of guns.

    The easy availability of guns (according to one study 120 guns to every 100 Americans) is, of course, an issue in the US and gun control has been debated for a long with sharp divisions in society on the issue. About 44 per cent of US adults live in families with guns.

    A large number of people personally own guns and believe that guns would not only provide them protection but bring down incidents involving guns. The simple belief probably is that if I have a gun and you have a gun, then I would avoid shooting you. One generally shoots defenceless people at least that is what is seen in school shooting incidents.

    But other studies have shown that the availability of guns leads to more suicides, murders and accidental shootings resulting sometimes in killings and injuries.

    An important finding is that most of these crimes are committed by White gunmen though the majority of victims are seen to be more coloured like black or Hispanic.

    On average the age group of the shooter is about 16,  though you have cases of someone as young as a six-year-old boy killing another child with a gun in the school or a school girl killing a boy for rejecting her.

    The easy availability of firearms results in a situation where the rate of firearm incidents is five times higher than drownings.

    In 2022 there were 46 deaths in school shootings.

    According to an estimate   4.6 million children stay in a house where there is a gun which is kept loaded and unlocked. Most parents remain satisfied with the false belief that their children do not know where the gun is, which is a completely wrong notion.

    Most school mass shootings are planned and not spontaneous.

    Studies show that despite not being physically harmed the young developing brains of the children in the school and in neighbouring schools undergo trauma which affects their mental health and also educational performance and career for the next several years.

    The educational outcomes of the surviving children are greatly affected. There is a drop in student enrolment and a decline in average test scores.

    The loss of trust that the school environment can keep them safe is a major psychological impact on the child and increases his sense of fear.

    A study showed that the intake of anti-depressants increases in the neighbourhood following such incidents.

    Another study found 17.2  per cent of those exposed to shooting in a school less are likely to enroll in a four-year college and 15.3 per cent less likely to obtain a bachelor’s degree by age 26.

    The US cannot afford to keep its eyes closed and must redouble its efforts by showing zero tolerance to bullying, not allow guns to be easily made available to anyone, have social systems in place where children can vent their resents and fears in a positively and socially acceptable ways.

    New Delhi: NGOs based in Delhi received the highest amount of foreign funds, followed by those based in Karnataka, Maharashtra and Tamil Nadu out of the over Rs 55,600 crore contribution sent to India from abroad in the last three years, Rajya Sabha was informed on Wednesday.

    Union Minister of State for Home Nityanand Rai said as per the Foreign Contribution (Regulation) Act 2010, every Non-governmental organisation which receives foreign contributions has to submit an annual return along with the income and expenditure statement, receipt and payment account and balance sheet for every financial year.

    Rai said during 2019-20, 2020-21 and 2021-22, a total of Rs 55,645.08 crore was received by Indian NGOs as foreign contributions.

    Among these, Delhi has received Rs 14,062.77 crore in the said three financial years, Karnataka received Rs 7,241.32 crore, Maharashtra received Rs 5,606.01 crore and Tamil Nadu received Rs 6,804.07 crore, he said in response to a written question.

    All NGOs in the country received Rs 16,359.48 crore in 2019-20, Rs 17,166.34 crore in 2020-21 and Rs 22,119.26 crore in 2021-22.

    The minister said between 2020 and 2022 and the current year, the FCRA registration certificate of 1,828 NGOs has been cancelled for violation of the provisions of the act.

    As on March 10, 2023, there were 16,383 FCRA-registered organisations in the country, officials said.

    SRINAGAR: Seven northern states of the country, including Jammu & Kashmir, remain the highest contributors to the armed forces as they account for 72% of veer naris (war widows).

    During a recent announcement, the Defence Minister disclosed that the seven northern states of Punjab, Haryana, Rajasthan, Jammu-Kashmir, Himachal Pradesh, Uttarakhand, and Uttar Pradesh have a total of 10,521 veer naris out of the country’s 14,467, accounting for 72 percent.

    “Punjab tops with 2,132 veer naris, which means that most of the soldiers belong to Punjab. Uttar Pradesh has 1,805 followed by Haryana with 1566,” said the Ministry of Defence in the Rajya Sabha on Monday while detailing the state-wise number of veer naris.

    Rajasthan had 1,317 veer naris and Uttarakhand, located in the Himalayan region, stood fourth with 1,407. Meanwhile, Jammu & Kashmir UT remained ahead of several big states with 1,218 veer naris. The Ministry of Defence previously shared state-wise representation of troops in the Lok Sabha, revealing that north-western states including Punjab, Himachal Pradesh, Haryana, and Delhi, along with UTs of Chandigarh and J&K, collectively account for 21.88% of troops and junior commissioned officers (JCOs) in the Army.

    JCOs are appointed from the enlisted troops. The total strength of troops and JCOs in the Army is 11.54 lakhs, out of which 2.52 lakhs are from north-western states. Among these, Punjab has the highest contribution with 89,893 troops and JCOs, which constitutes 7.78% of the total strength. However, the Army does not keep a record of the domicile of its current 43,000 officers. This information was revealed in the Lok Sabha, where it was disclosed that the IAF and Navy maintain such records.

    Data from the 2011 Census suggests the collective population of Punjab, Himachal Pradesh, Haryana, Delhi, J&K and Chandigarh constitutes just 7.47% of the country’s population.

    Yet, as many as 20,483 (15.85%) of the 1.29 lakh IAF airmen belong to the north-western states. In the case of the Navy, the north-western states have a share of 19.36% among sailors. Overall, the three forces have 13, 41,944 jawans, JCOs, airmen and sailors. The north-western states contribute 2, 84,440 (21.19%) of these.(KNO)

    New Delhi: More than three dozen towns and villages of nine states — from Delhi to Andhra Pradesh and Gujarat to Assam — have become cyber crime hotspots which are being closely monitored by law enforcement agencies, sources said on Tuesday.

    Besides, a number of hostile countries have been trying for long to cripple India’s financial system and national security grid where additional preventive measures are put in place by the government.

    The states where the cyber crime hotspots have been located include Haryana, Delhi, Jharkhand, Bihar, West Bengal, Assam, Uttar Pradesh, Gujarat and Andhra Pradesh, they said.

    The foreign cyber attackers mostly belong to countries like China, Pakistan and T rkiye, sources said.

    New Delhi: The Supreme Court asked the Centre and the states on Tuesday to take effective steps to “unclutter” jails as it would eventually lead to the cleansing of the criminal justice system.

    “Everybody talks about the cluttering of jails in the country and the people from socially weaker sections are languishing in jail. Some thought process we wanted from the government … by taking steps, you not only unclutter jails but you will unclutter the criminal justice system in the country,” a bench comprising Justices Sanjay Kishan Kaul, Ahsanuddin Amanullah and Aravind Kumar said.

    The bench, which was hearing a 2021 suo motu (on its own) case on the “Policy Strategy for Grant of Bail”, made the observations after amicus curiae (friend of court) Gaurav Agrawal referred to the data on issues such as non-release of undertrial prisoners (UTPs) and convicts despite being granted bail, their premature release and the status of plea bargaining in the country.

    On the issue of releasing UTPs under the plea-bargaining scheme, where an accused in certain offences accepts the guilt and is let off with a minor punishment, the bench expressed concern and said, “Keeping in mind the celebration of 75 years of independence, if these matters (of the accused) can be identified and released considering the pendency of the cases, it would be worth experimenting.”

    The amicus curiae referred to a written note and said more than 5,000 accused and convicts were identified till December 31 last year, who were not released despite being granted bail.

    He said, “5,362 such prisoners were identified till December 31, 2022 and 2,129 were released till March 13 this year. Around 600 people could not be released due to the pendency of multiple cases against them. In some cases, the modification of the orders has been sought. And about 2,000 cases are still pending.”

    The bench also raised the issue of software and said there has to be a “better ability” on the part of jail authorities to put data in the public domain and the National Informatics Centre (NIC) has to play a proactive role in training them.

    “We understand that there is a system used in Gujarat, which is named ‘Email My Case Status’. We have requested the amicus to look into that aspect, if it can be successfully used for other states,” it said.

    The amicus curiae also referred to the status of plea bargaining, compounding of offences and probation in various states.

    He said in the last two months, 1,428 cases of plea bargaining were dealt with.

    Earlier, the National Legal Services Authority (NALSA) had told the Supreme Court that according to recent data, about 5,000 UTPs were in jails despite being granted bail and 1,417 of them have now been released.

    In a report filed in the apex court, the NALSA said it was in the process of creating a “master data” of all such UTPs who are unable to furnish surety or bail bonds due to poverty, including the reasons for their non-release from prison.

    The top court had earlier flagged the issue of UTPs who continue to be in custody despite being granted bail on account of their inability to fulfil the conditions for the relief.

    It had asked the states to issue directions to jail authorities to give the details of such UTPs to the NALSA, which will process it for making necessary suggestions on how to deal with the issue and provide legal assistance wherever necessary.

    In the report, the NALSA had sought several directions from the apex court, including to the effect that a court that grants bail to an UTP or a convict would be required to send a copy of the order to the prisoner through the jail superintendent on the same day or the next day.

    It had further sought a direction that the DLSA secretary, with a view to find out about the economic condition of an accused, may take the help of probation officers or paralegal volunteers to prepare a report on his socio-economic conditions, which may be placed before the court concerned with a request to relax the conditions of bail or surety.
