With the new team, the president is opting for deep Washington experience and knowledge of how to pull the levers inside the executive branch to boost the economy, with a hostile GOP House poised to block major legislation. Biden is also getting an NEC director with broader international experience than her predecessor, Brian Deese, who could help keep trade disputes with China and the European Union from blowing up.
Brainard, Bernstein and new White House chief of staff Jeff Zients, a businessman, will lead a team charged with implementing sweeping laws passed the last two years while playing defense against House Republicans bent on forcing spending cuts in return for raising the debt limit.
“The White House sees moderate Republicans as gettable on certain issues,” said one White House official in explaining the pick. “So they want adults with some gravitas in the room.”
Still, Brainard may have her work cut out for her, with some Republicans seeing her as a big-government Democrat. Rep. Patrick McHenry, the new GOP chair of the powerful House Financial Services Committee, called her selection “misguided.”
“Throughout her career, Dr. Brainard has made her political agenda clear and has attempted to expand executive regulatory authority and control to accomplish it,” he said in a statement.
She served in the Clinton administration, where she was involved in implementing the North American Free Trade Agreement and negotiating China’s entry to the World Trade Organization — both achievements that have since come under fire from many progressives, who have viewed them as threats to American workers.
She also served at Treasury under former President Barack Obama, where she was the department’s top diplomat from 2010 to 2013, dealing with the euro crisis and pressuring China to allow the value of its currency to be more influenced by market forces.
White House officials say Brainard’s international experience — while troubling to many progressives and even some Republicans — will be critical in helping avoid any global disputes that could tip the economy toward recession.
She enters the White House as inflation is coming down, though slowly, and the job market remains hot. But the Fed, where Brainard served as Chair Jerome Powell’s No. 2, is continuing to push up interest rates to battle inflation.
While economists are boosting their odds for a so-called soft landing following the rate hikes, there remains a significant chance that all the tightening could push the economy into recession as Biden launches his expected reelection bid.
Larry Summers, the former Treasury secretary under Clinton who has warned of a coming recession, praised the pick. “She will be a great successor to Brian Deese,” Summers wrote in a text to POLITICO. “She has the macroeconomic and global experience crucial in the complex times that lie ahead, along with the savvy necessary to succeed in today’s Washington.”
Inside the administration, progressives who preferred someone like NEC deputy Bharat Ramamurti, a former top aide to Sen. Elizabeth Warren (D-Mass.), for the job, were only mildly critical of Brainard.
“The left will be concerned about the transformation at the Fed and what that means,” said another White House official, who requested anonymity in speaking about a new colleague. “And she’s just a black box on a lot of domestic policy issues.”
Brainard, 61, is a Harvard-trained Ph.D. economist whose expertise in international matters will be relevant as the administration faces renewed tensions with China over alleged espionage, Russia’s war in Ukraine and a global food crisis brought about by soaring prices around the world and continued supply chain issues. The daughter of a U.S. diplomat, she spent her childhood in West Germany and Poland before the Soviet Union fell.
A prominent player in policymaking circles for decades, Brainard joined the White House for the first time in the late 1990s.
She juggled a demanding career alongside child care — she has three daughters — once telling a story about taking a trip to Japan for a G-7 meeting with an infant in tow.
According to her retelling at a conference in 2020, she would sneak out at breaks to breastfeed her child, who was then less than 3 months old, without letting on that’s what she was doing.
Since her stint in the Clinton administration, she has steadily risen through the strata of economic policy, including serving as undersecretary of the Treasury for international affairs under Obama. She joined the Fed in 2014, where she worked alongside fellow board member Powell. Both of them would eventually be promoted, Powell to chair in 2018 and Brainard to vice chair in 2022.
She speaks in a measured and deliberate manner that can come off as guarded. At both the Treasury Department and the Fed, she has gained a reputation for working her aides particularly hard.
“She has very high standards for herself and her staff,” wrote Claudia Sahm, a former Fed economist who worked under Brainard, in a blog post in 2021. “Everything that I and others worked on with her had a clear purpose. Strategic thinking and a clear vision are how you get the most out of your resources,” she added, dismissing characterizations that Brainard has a “sharp elbow.”
“I think she’s very pragmatic,” Sen. Catherine Cortez Masto (D-Nev.) said in an interview. “She sees both sides of it and is willing to work and bring people together to really solve problems and address the issues that we need to.”

Chandigarh: Makeup, “funky hairstyles”, and long nails are out for medical and other staff at Haryana government hospitals, and so are T-shirts, denims and skirts, as the state is going to implement a dress code for healthcare professionals.
Haryana Health Minister Anil Vij said on Friday the dress code being prepared by the state government is in the final stages.
The dress code must be adhered to by the on-duty staff 24 hours a day, including on weekends, evenings and night shifts, he said, asserting the erring employees will be marked absent for the day.
The minister said a hospital requires its employees to follow certain conduct, and a dress code is an essential component which gives the organisation a “professional touch”.
“Funky hairstyles, heavy jewellery, accessories, makeup, long nails during working hours are unacceptable, especially in the healthcare centres,” said the minister, a BJP leader.
He said jeans of any colour, denim skirts and denim dresses are not considered professional dresses and, therefore, will not be permitted. The employees will have to wear a name badge declaring their designation.
“Sweatshirts, sweatsuits, and shorts are not permitted. Slacks, dresses, skirts and palazzos shall not be permitted too. T-shirts, stretch T-shirts, stretch pants, fitting pants, leather pants, capris, sweatpants, tank tops, see-through dresses or tops, crop tops, off-shoulder dresses, sneakers, slippers etc will not be permitted. Similarly, footwear must be black, clean, comfortable and free from funky designs,” the minister added.
The purpose of the dress code policy, Vij said, is to maintain discipline, uniformity and equality among the staff in government healthcare centres.
“A well-followed dress code policy in a hospital not only gives an employee his professional image but also presents an elegant image of an organisation among the public,” he said.
All hospital staff working in clinical roles (medics and paramedics), cleanliness and sanitation, security, transport, technical, kitchen, field and other departments should be in a proper uniform during their working hours, the minister said.
Employees looking after non-clinical administrative work in hospitals shall wear only formals, said Vij. “Every employee is expected to wear neat, clean dress and practice good hygiene.”
“Hair must be clean, well-groomed and neat. Men’s hair should be no longer than collar length and should not interfere with the patient’s care,” he said.
“Unusual hairstyles and unconventional haircuts are not permitted. Nails must be clean, trimmed and well-manicured,” the minister stressed.
Black pants with a white shirt along with a name tag shall be worn by trainees, except for the nursing cadre, he added.
“When you go to a private hospital, not a single employee is seen without a uniform, while in a government hospital, it is difficult to differentiate between a patient and an employee,” he said, adding the dress code will improve the functioning of the hospitals in the state.
Government doctors and other staff largely welcomed the government’s move of bringing dress code in the health institutions.
The Haryana Civil Medical Services Association, Ambala, on Saturday welcomed the decision, with its state president Rajesh Khayalia saying the dress code will give a professional look to the hospital staff.
A doctor at the civil hospital in Ambala City said on the condition of anonymity that the health department should give at least three pairs of dresses to the staff. There should be separate changing rooms for doctors and paramedical staff in the hospital premises, the doctor said.
He also said the staff should be allowed to change their clothes at the hospital when they arrive and put their own dress back on after the duty hours.
In Hisar, the multipurpose health employees of Haryana also welcomed the announcement.
But the Nursing Welfare Association state president Vineeta said the government should have sought the opinion of the association before implementing the dress code.
She said the dress code should be enforced on administrative officers also.
New Delhi: Chinese short video-making app TikTok has reportedly sacked its entire India staff — about 40 employees — and February 28 will be their last working day.
According to a report in The Economic Times, the ByteDance-owned platform, banned in India in June 2020 over national security concerns, told its employees they would receive up to nine months of severance package.
However, most of the staff will only get three-month severance.
In June 2020, the government banned TikTok along with 59 other Chinese apps citing security concerns.
Since then, the country has banned over 300 Chinese apps, including WeChat, Shareit, Helo, Likee, UC News, Bigo Live, UC Browser and many more.
The Centre last week blocked over 230 apps, including 138 betting and about 94 loan apps, which were traced to Chinese links.
The Ministry of Electronics and Information Technology (MeitY) was recently instructed by the MHA to ban such apps, which operate through a third party link.
All these apps were found violating Section 69 of the IT Act and contained materials which were deemed as a threat to India’s sovereignty and integrity.
Meanwhile, US Senator Michael Bennett has urged Apple CEO Tim Cook and Google CEO Sundar Pichai to immediately remove TikTok from their app stores, calling it an unacceptable risk to American national security.
The US plans to ban Chinese short video-making app TikTok nationwide, and the House Foreign Affairs Committee will hold a vote next month on a bill to completely block the platform.
Kolkata: A single judge bench of the Calcutta High Court on Thursday directed the West Bengal School Service Commission (WBSSC) to terminate the services of 2,819 illegally-appointed non-teaching staff of Group-D category in different state-run schools.
Justice Abhijit Gangopadhyay of the Calcutta High Court directed the commission to upload the list of these 2,819 non-teaching staff on the commission’s website within 24 hours and accordingly start the process of terminating their services.
The WBSSC counsel on Thursday admitted before the court that following the review of the recruitment details of these 2,819 non-teaching staff, it has been proved beyond doubts that there had been irregularities in the recruitment process, especially tampering of the optical mark recognition (OMR) sheets in the written examination.
Thereafter, Justice Gangopadhyay said that when the commission is admitting that there had been irregularities, it should initiate the necessary proceedings in the matter at the earliest.
“First publish the names of these candidates on the website and then cancel their appointments. Complete the entire process within the next 24 hours,” Justice Gangopadhyay directed the WBSSC’s counsel.
It is learnt that on Friday, the commission will submit an affidavit to the court in the matter. Thereafter, first these names would be published on its website following which the commission will order for cancellation of their appointments.
A state education department official, who refused to be named, said that several schools will face crisis after this order of the high court is implemented.
“There are several schools which have just one Group-D staff responsible for jobs like locking and unlocking of classrooms and ringing the period bell, among others. Now the teachers employed in these schools will have to do that work till the time fresh appointments are made,” he said.

Washington: US President Joe Biden on Friday appointed his long-term aide Jeff Zients, a former Obama administration official who ran his massive Covid-19 response operation, as the new White House Chief of Staff.
Zients will replace Ron Klain, who has served in the position for over two years now.
Biden said that an official transition ceremony would be held at the White House next week.
The transition is the first major personnel change for an administration that has had minimal turnover at its highest ranks and throughout the Cabinet.
“I’m confident that Jeff will continue Ron’s example of smart, steady leadership, as we continue to work hard every day for the people we were sent here to serve,” he said.
Zients, 56, will be tasked with shepherding White House operations at Biden’s pivotal two-year mark, when the Democratic administration shifts from ambitious legislation to implementing those policies and fending off Republican efforts to defang the achievements.
Zients is also charged with steering the White House at a time when it is struggling to contain the fallout from discoveries of classified documents at Biden’s home in Wilmington, Delaware, and at his former institute in Washington, which has triggered a special counsel investigation, Associated Press reported.
Biden said he has known Klain since he was a third-year law student.
“He came to work for me on the Senate Judiciary Committee, and I knew the moment he started that he was a once-in-a-generation talent with a fierce and brilliant intellect. Just as important, he has a really big heart,” he said.
During the last 36 years, the president said he and Klain have been through some real battles together.
“And when you’re in the trenches with somebody for as long as I have been with Klain, you really get to know the person. You see what they’re made of,” he said.
“When I was elected President, I knew that I wanted Klain to lead the White House staff. He was uniquely qualified given his prior public service. He knows how the government works, how politics works, how Congress and the White House works,” Biden said.
The president described Klain as tough, smart, determined, and persistent as anyone he has ever met.
He assembled the most diverse and the most talented White House team in history and leaned on them to solve impossible challenges, Biden said.
“Working together, we have made incredible progress fighting COVID, reviving our economy, rebuilding our infrastructure, and winning the confirmation of almost 100 federal judges, including the first Black woman on the United States Supreme Court. We have taken big steps to tackle climate change, advance civil rights, and address student debt. We’ve been reasserting America’s place in the world, and maybe most important of all restoring faith in our democracy,” he said.
“This progress will be the legacy of this White House team, working under Klain’s leadership,” Biden said, adding that the real mark of Klain’s success is that he is beloved by the team he leads here at the White House.
Biden argued, it is important to fill Klain’s shoes with someone who understands what it means to lead a team, and who is as focused on getting things done.
“I’ve seen Jeff Zients tackle some of the toughest issues in government. When I was the Vice President, I first got to know him at the beginning of the Obama-Biden Administration, working closely on American Recovery and Reinvestment Act implementation as Zients was a leader at the Office of Management and Budget,” he said.
“He was later handed the daunting and complicated task of fixing healthcare.gov, which he did successfully, helping get millions of Americans quality, affordable health insurance,” Biden added.
Biden talked about Zient’s contribution towards the American administration.
“He led the National Economic Council, and shares my focus on strengthening our economy to work for everyone. He helped manage our Administration’s transition into office under incredibly trying circumstances. Thanks to Zients, we had a historically diverse team in place on Day 1 ready to go to work. And he led our COVID response, a massive logistical undertaking of historic proportions,” he said.
“When I ran for office, I promised to make government work for the American people. That’s what Zients does. A big task ahead is now implementing the laws we’ve gotten passed efficiently and fairly,” said the US president.
The decision, which was reported last weekend, comes as Biden prepares for a reelection campaign and braces for House Republican investigations targeting the Biden administration and the president’s son, Hunter.
Zients will take over the role in the coming weeks from Klain, with whom he has developed a close relationship and who is expected to step down early next month. Klain served as Biden’s top aide for more than two years, making him the longest-serving first chief of staff for any Democratic president. Biden said that the White House would hold an official transition event next week to commemorate Klain’s role and welcome Zients.
“While we have accomplished an extraordinary amount, the real mark of Ron’s success is that he is beloved by the team he leads here at the White House,” Biden said.
In a letter to Biden obtained by POLITICO, Klain called his time as chief of staff “the honor of a lifetime,” but said the halfway point of the president’s term represented “the right time for this team to have fresh leadership.”
“We have been ‘counted out’ many times, and yet, we have come back each time to continue making progress for the American people,” Klain wrote, adding he would do “whatever I can do to help your campaign” if Biden runs for re-election.
After holding a number of high-level positions during the Obama administration, Zients was called by Biden at the beginning of his term to run the White House’s Covid response. He left the White House in April after winning internal praise for his cross-government management skills and initial success in helping the administration bring the pandemic under control.
Zients returned to the White House last fall to help Klain prepare for the staff turnover that typically follows the midterms, a task that ended up limited in scope as few senior staff members left.
In his new role, Zients will be expected to manage the day-to-day workings of a White House that is juggling a growing list of delicate issues — including the ongoing war in Ukraine, looming economic challenges, oversight demands from the new House Republican majority and the ongoing scrutiny over Biden’s handling of classified documents.
A former management consultant widely respected for his leadership skills, Zients was an executive at the Advisory Board Company, a Washington-based consultancy, before founding an investment firm that held stakes in a series of health care and financial firms. During the Obama era, Zients did multiple stints at the Office of Management and Budget as its acting director before being tapped to fix the botched launch of HealthCare.gov.
Zients later spent three years as the director of Obama’s National Economic Council. When Biden was elected, he named Zients a co-chair of his transition, before charging him with running his Covid response.
Despite that background, Zients has little in the way of traditional political experience, meaning he is likely to focus his efforts as chief of staff on running the government while a group of other senior aides handle the political dynamics surrounding Biden’s burgeoning re-election campaign.
The transition comes at a pivotal point for the White House, as officials brace for a wave of GOP investigations and confront a policy landscape made tougher by Democrats’ loss of full control of Congress. Klain was a central figure in managing the White House agenda, and cultivating alliances across the Democratic Party that proved critical to a slate of major legislation in the first half of Biden’s term.
While Zients boasts a wide array of relationships in Democratic circles from his past as a party fundraiser and Obama-era official, he’s also regarded with some skepticism from progressives over his private-sector background. Zients has also faced criticism over his handling of the pandemic, which has persisted well beyond his exit as Covid czar.
Yet his stint running the Covid team endeared him to Biden and his top advisers, especially after delivering on the White House’s pledge to secure vaccines for every single American and vaccinate more than two-thirds of adults by the summer. That initial success buoyed Biden’s approval ratings, paving the way for the reopening of schools and businesses — and ultimately, Zients’ path to the chief of staff job.
