    The moves by DeSantis and GOP legislative leaders signal that the governor has no intention of stopping his controversial program to transport migrants to Blue strongholds like Massachusetts. His first and only set of flights, in mid-September, caused a massive uproar, with Democrats and immigration advocated accusing DeSantis of using migrants as political pawns.

    DeSantis received $12 million for the migrant transport program in his current year budget, which he said was needed to highlight what he called the Biden administration’s failed border policies. The money came from funds connected to federal Covid-19 relieve funds.

    The current state budget directs the money only to be used to remove migrants “from this state,” meaning Florida. Because the migrants were sent from Texas last fall, that language has become the subject of a lawsuit from state Sen. Jason Pizzo, a Miami Democrat who says DeSantis violated the spending provision because they were moved from Texas not Florida.

    DeSantis’ new proposed program would allow the state to fund future migrant flights that originate anywhere in the United States, according to the proposal. DeSantis’ proposed budget, which was unveiled Wednesday, asks for another $12 million for the program.

    Multiple lawsuits have been filed against the DeSantis administration over the migrant flights, including from the Center for Government Accountability, which alleged that the DeSantis administration was withholding public records related to the program. Another, from the Boston-based Lawyers for Civil Rights, accused the governor conducting “premeditated, fraudulent, and illegal scheme” by flying the migrants to Massachusetts.

    Documents released in late December showed that DeSantis’ top safety official, Larry Keefe, helped write the language that helped the company responsible for chartering the flights, Vertol Systems, his former law client, secure a state contract to fly the migrants from the San Antonio to Martha’s Vineyard. The records also revealed that Keefe used a non-public email address that made it appear that emails were coming from “Clarice Starling,” the main character in “The Silence of the Lambs.”

    Those records were not originally released as part of the lawsuit, but instead were dropped days before Christmas with a note from the DeSantis’ public records office that they originally were unaware of Keefe’s private account.

    The state has paid Vertol Systems $4.4 million since September, including $950,000 on Jan. 31, state records show, making the total cost of the program nearly $90,000 for each migrant relocated.

    In a September email, James Montgomerie, Vertol’s top executive, told Florida Department of Transportation purchasing administrator Paul Baker, that under the contract, they would transfer “unauthorized aliens from Florida.”

    The email indicated that the “humanitarian services” would take place from Sept. 19 through Oct. 3, and said the “wrap around private” would be $950,000. The email does not offer further explanation, but four $950,000 state payments have been made to the company, records show.

    Though the administration carried out only one set of flights, in late September it signaled that it was chartering another from Texas to near Rehoboth, the summer vacation spot on the Delaware coast where President Joe Biden has a home. Humanitarian organizations in several states scrambled to be in position to offer services for migrants on the flights. A flight took off but it never landed in Delaware and it’s unclear whether migrants were on board.

    During a press conference Wednesday, DeSantis doubled down on his support of the plan amid the growing cost and controversy.

    “We have had a deterrent effect, and people are sick of having an open border with no rule of law in this country,” he said.

    New Delhi: The YSR Congress Party (YSRCP) will move a private member’s bill in the current session of Parliament seeking the special category state status to Andhra Pradesh.

    The bill seeking to amend the Andhra Pradesh Reorganisation Act, 2014 was listed for introduction in the Lok Sabha on Friday but it could not be taken up due to the adjournment of the House.

    “Our long-pending demand for special category status has not been met by the government. There was no option but to bring a private member’s bill,” Lok Sabha MP from Anantapur constituency Talari Rangaiah told reporters here.

    The party members and the chief minister have raised this issue several times within and outside Parliament in the past few years, but unfortunately the central government has not fulfilled its promise made during the state’s bifurcation, he said.

    With this private member’s bill, the YSRCP wants to raise awareness about the issue which is important for the economic development of Andhra Pradesh, Rangaiah said and expressed confidence of getting support from the Opposition parties.

    N Reddeppa, the Lok Sabha MP from Chittoor, said the party has also demanded setting up of a railway zone in Vishakapatnam, Rs 5,000 crore allocation for AIIMS in Amaravati and budgetary allocation for inter-linking of rivers project.

    The party will continue to fight until the demands are fulfilled, he added.

    Subhash Chandra Bose Alluri, the MP from Narsapuram, said funds are required for the development of the state. A special category status will help Andhra Pradesh attract more investments and revive its economy.

    In 2014, Andhra Pradesh was promised special category status by the Congress government at the Centre during the state’s bifurcation and by the BJP during the course of its 2014 election campaign.

    Manmohan Singh, who was then prime minister, had assured in the the Rajya Sabha that a special status would be extended to Andhra Pradesh for five years. This oral submission has been the basis for Andhra Pradesh’s claim to the status.

    However, the granting of special category status was restricted by the 14th Finance Commission which did away with the distinction between general and special category states.

    The program witnessed vibrant discussion on procedures and best practises that need to be adapted by the State Taxes Department, J&K from across Centre, States and Union Territories to make it more responsive and accountable.

    Reedy Creek Improvement District is the name of the special district that was created by Florida legislators more than 50 years ago and which has largely been governed by the entertainment conglomerate for more than five decades.

    Last year, legislators moved quickly to dissolve Reedy Creek during a special session after Disney officials spoke out against a new law restricting how sexual orientation and gender identity are addressed in public schools. The measure, called “Don’t Say Gay” by its opponents, prohibits educators from leading classroom instruction on sexual orientation and gender identity for students in kindergarten through third grade. LGBTQ+ advocates say the measure could lead students to increased bullying or even suicide.

    While DeSantis was not the initial driving force behind the controversial law, he became a champion of it and was instrumental in pushing through the plan to strip Disney of its special status in the aftermath. DeSantis, now seen as likely presidential contender, repeatedly used his battle against Disney on the campaign trail last year as an example of his resistance to “woke” corporations.

    But while legislators passed a bill targeting Reedy Creek they did not address ongoing questions about district debts and whether they would be shifted to local taxpayers.

    A spokesperson for Disney did not immediately respond to a request for comment.

    DeSantis has pledged that a plan would be developed to ensure that taxpayers wouldn’t be responsible for the debts. In early January, the administration said it had come up with a proposal that would have the state control the special district and at same time ensure that Disney would be responsible for any debts previously incurred.

    “The corporate kingdom has come to an end,” Taryn Fenske, a spokesperson for DeSantis, said earlier this month.

    State Sen. Linda Stewart, an Orlando Democrat whose central Florida district is close to Disney World, said in a message that “we have not received anything yet! Just been hearing rumors for the last couple of weeks.”

    DeSantis has relied more and more on special sessions to take care of high priority legislation, a move that guarantees more sustained media coverage — including among friendly conservative outlets — than during the somewhat hectic 60-day regular session where multiple controversial issues may be considered at once. State legislators in Florida are already expected to take up a major expansion of vouchers, a measure to eliminate concealed weapons permitting and possibly new abortion restrictions in the session scheduled to start in March.

    New Delhi: A gardener by profession, Sukh Nandan, was among the special invitees to watch this year’s Republic Day parade at the revamped Kartavya Path.

    Several workers and labourers, engaged in the construction work of the Central Vista project and maintenance activities around the India Gate and along the Kartavya Path, were offered special passes to attend the parade.

    They were allocated enclosure number 17 which was right opposite the saluting dais (on the other side of the Kartavya Path) where Prime Minister Narendra Modi and President Droupadi Murmu among other dignitaries were seated.

    Nandan, who hails from the Niwari district of Madhya Pradesh, was delighted to share his experience of seeing the PM from such a close distance. He said he was thrilled when the PM went close to the enclosure and waved at them.

    “I felt fortunate to be a part of the function. I had never thought that I would be chosen to be among the special guests,” the 44-year-old said.

    However, when asked what would he have asked the prime minister if given chance, he said, “My last contractor refused to pay wages for 44-day work. I will request PM Modi ji to help me get my wages.”

    Nandan has been working in the horticulture department at the India Gate for the past two months. Earlier, he was employed at Andhra Bhawan under a contractor.

    “He refused to pay my salary for 44 days of work. I have a copy of the attendance register which proves that I was present on those 44 days,” Nandan, who lives in the makeshift tents near India Gate with his wife and two children, said.

    “Despite that, the contractor is not ready to release my salary which I deserve. Now, I have also refused to return his brush cutter which I had kept. I have told him that unless he pays my dues, I will not return the brush cutter,” he added.

    The local bodies outsource various labour-intensive work to private contractors who hire labourers with a promise to pay at the rate fixed by the government.

    Many a time these workers are subjected to exploitation and are denied pay by the contractors on one pretext or the other. They can’t take recourse under the legal system as they neither have the money nor the time and awareness to do that.

    According to Nandan, the monthly wage for gardeners fixed by the local municipal bodies is Rs 14,586. “At this rate, my total dues stand at approximately Rs 21,000,” he said, adding that the contractor had offered to pay Rs 6,000 only.

    “Now he often threatens me of FIR for taking his brush cutter. I will really be grateful if I get any help from the government,” Nandan said, heaping praise on his present contractor for timely payment.

    When contacted, Nandan’s former contractor Jiten Upadhyay admitted not paying the wages, saying that there is a dispute on the pending amount.

    “I don’t think his dues are Rs 21,000. Also, besides the brush cutter, he has kept other plumbing equipment too which he has to return first,” he alleged.

    New Delhi: The Delhi Prisons department on Thursday announced the government’s special remission to 243 inmates on the occasion of Republic Day, an official statement said.

    The department celebrated the 74th Republic Day where Director General (Prisons) Sanjay Baniwal unfurled the tricolour.

    A combined parade was organised by Delhi Jail, Delhi Police and paramilitary forces in the lawns of the prisons headquarters here.

    Baniwal announced the government’s special remission in conviction for inmates subject to their good conduct in jail. The remission varies from 20 to 90 days for women inmates and for men inmates above the age of 65 years; and for 15 to 60 days for other inmates, depending upon the sentence period served in the jail, the statement said.

    “On the occasion of Republic Day 2023, the government has provided special remission to 243 eligible inmates. Further, 24 inmates serving life sentence are being released on recommendation of the Sentence Reviewing Board (SRB). Also three economically weaker inmates are being released with the help of financial assistance from NGOs and six inmates are being released on the basis of government remission under the ‘Azadi ka Amrit Mahotsav’ programme,” the statement said.

    The D-G also highlighted that due to decline in COVID-19 cases, the physical ‘mulakat’ has been started again in all jails leading to daily meeting of around 2,000 inmates with their families/relatives. In addition, around 300 inmates are benefiting daily through e-mulakat, it stated.

    A skill development programme has been initiated for inmates by the Ministry of Housing and Urban Affairs under the Deendayal Antyodaya Yojna-National Urban Livelihoods Mission (DAY-NULM) by which approximately 1,020 inmates will be benefited, it said.

    The Delhi Prisons has received a trophy from the National Crime Record Bureau (NCRB) for its good practices and implementation of Inter-operable Criminal Justice System (ICJS). In the India International Trade Fair-2022 also, the department had made a mark by exhibiting various products manufactured in jails at the stalls which were highly liked by the visitors, the D-G stated in the statement.

    Baniwal also emphasised for participation of inmates in various corrective measures initiated by the department and promised many new initiatives to be taken up for reformation, rehabilitation and reintegration of the inmates in near future.

    He honoured 10 officers/officials with ‘DG Disc’ and 10 officials with ‘appreciation letter’ for their excellent work and remarkable contribution in Delhi Prisons, it said.

    A private bank provided financial help of Rs 28 lakh to the family of warder Manjeet Shokeen, who passed away while in service due to cardiac arrest. A cheque was handed over by the D-G to the mother of the deceased employee, the statement added.
