  • No Property Tax for small houses; meagre for small businesses

    [ad_1]

Collections to be utilized exclusively for developmental activities in respective Municipalities

JAMMU, FEBRUARY 23: In a meeting chaired by the Chief Secretary to deliberate upon misinformation created regarding property tax in Jammu and Kashmir, it was clarified that all the poor, marginalized having small houses having built-up area up to 1000 square feet have been exempted by the government from paying any property tax to be levied from April onwards this year.

The meeting was attended by Additional Chief Secretary, Home; Principal Secretary, H&UDD; ADGP Jammu/Kashmir; Deputy Commissioners; SSPs; Commissioners of Jammu and Srinagar Municipal Corporations and other concerned officers.

It was informed that levy of property tax is essential part of urban sector reforms. Jammu and Kashmir is one of the last States/UTs to levy property tax and non-imposition of the tax was depriving local bodies to become self sustaining. Urban Local Bodies (ULBs) are required to render multiple civic services in their jurisdiction and need resources. The levy of this tax will improve the financial health of these institutions and improve services, besides creating employment.

While explaining the methodology of levying this tax in the UT, the Principal Secretary, H&UDD, Rajesh Prasad stated that there is no tax liability for those having built-up area of their houses less than 1000 sft besides the proportion of taxes is considerably lesser here than that levied in other parts of the country. Similarly, all places of worship, including Temples, Masjids, Gurudwaras, Churches, Ziarats, Cremation grounds, Burial grounds etc are exempt from payment of property tax.

It was further informed that the Tax is proposed to be levied at just 5% of Taxable Annual Value (TAV) of the property in case of a residential property and at 6% of TAV in case of Non-Residential property. It was also apprised that the tax rates, even in the Corporations are one of the lowest in the country, almost half that of Himachal, and one fourth to one sixth, overall, of other progressive States like Gujarat Maharashtra, Karnataka and Delhi. Tax to be paid in Municipal Committees shall be much lower than that of Municipal Corporations. There is no property tax in rural areas. Besides the property tax is to be assessed and paid on annual basis.

Elucidating further the Commissioner, Jammu Municipal Corporation, Rahul Yadav informed that the tax is progressive in nature with low tax on smaller assets and is linked to circle rates – lower the circle rate, lower is the tax liability of the owner. The tax also takes into account factors like age of the property, usage type and construction type etc to arrive on TAV for realistic capturing of value of property.

Cases illustrating such as property tax to be levied on a 35 year old residential house with built up area of 4500 Sft in Gandhi Nagar is assessed to be Rs.5758 for one year. Similarly, a 25 year old residential house in Sarwal with built up area of 2000 Sft will have to pay only Rs1063 as property tax. A 5 year old residential house with built up area of 3500 Sft in Channi area would be assessed to Rs5374 property tax for one year.Small shops shall have to pay very small amounts with the example of a small shop in the old city area of Jammu with area of about 200 Sft which is only 0-20 years oldwould be liable to pay tax of only Rs 838 per annum.

In this regard Dr Mehta directed the DCs to create awareness in their areas by giving such real examples of calculation of the tax for different properties in their ULBs of the district. He observed that the misinformation created among people should be addressed by taking them along. He asked them to involve the elected representatives and civil society members in dissemination of the information and actual objectives of imposing this tax here.

On the occasion the Chief Secretary also impressed upon the officers to create awareness among public for removing misconceptions. He told them to create a helpline for the masses which would disseminate the correct information about this matter. He urged them to come up with a simple ‘Property Tax calculator’ for people so that they themselves are able to assess the actual amount they are liable to pay.

It was also mentioned that economy of J&K has been doing well and unemployment rate as per GoI data has shown healthier trend. The per capita income of people of J&K is amongst better States/UTs.

Dr. Mehta emphasised on the fact that people should be made aware that it is not permitted to direct ULB resources for any other purposes. The property tax paid by people shall be used in their own areas. The accumulations of the tax money will be collected by the ULBs, retained by them and used for their development needs exclusively. The tax to be collected from the people shall be spent only for their betterment, improving their quality of life.

Regarding its implications it was said that the Property Tax is to be levied annually and can be paid in two equal installment. Further, 10% rebate can be availed by early payment of the Property Tax.

The payment of property tax shall also facilitate common people in availing various facilities and services through their concerned local bodies with the expenditure of funds collected by levying this tax.

House GOP lawmakers are launching a sweeping oversight effort aimed at ferreting out how agencies across the federal government weigh the potential impact on small businesses when crafting regulations.

House Small Business Republicans, led by Chair Roger Williams of Texas, Rep. Blaine Luetkemeyer of Missouri and Rep. Beth Van Duyne of Texas, sent letters to 25 agencies Wednesday about their compliance with laws that require them to analyze the effects of new rules on small employers and to produce compliance guides for those firms. The committee’s push is designed to shield small businesses from burdensome regulation.

The targets include the EPA, the DOL, the IRS and the CFPB. In the letters, committee Republicans cite examples where they said agency regulatory work has fallen short when it comes to small business impact.

Net gain: Uganda’s small but lively tennis scene – a photo essay

    [ad_1]

My sport is not a well-known one in Uganda. Tennis requires equipment and a well-maintained court with a flat surface – all expensive things. It is a foreign game, brought here by the British colonialists, and the exclusive courts were constructed and used by only the wealthiest in society.

There were courts at Makerere University and at the Kampala Club. One was also built beside the cricket oval at Lugogo, and it’s still there. But the sport remained largely the elite preserve of foreigners, at first the whites and later, increasingly, Asians.

Coach David Tyaba marks a court in preparation for members to play at Makerere University Guest House Tennis Club.
David Tyaba refills a basket of tennis balls during a coaching session at Makerere University Guest House
Tennis coach Charles Ssenyange restrings a racket at home in Kasangati
David Oringa serves at the start of a friendly match between him and Simon Ayera at Lugogo Tennis Complex.
Charles Wanyama, an umpire during the Uganda National Tennis Champions (UNTC), looks down on Simon Ayera, left, during a water break in a quarter-finals match. Ayera’s opponent Godfrey Ocen sits on the right at Kampala Tennis Club, 15 May 2022.

    • Court maintenance, supply of balls and restringing of rackets must all be done before play can begin. Here, David Oringa serves in a match at Lugogo tennis complex in Kampala, and Charles Wanyama umpires a national championship clash between Simon Ayera, left, and Godfrey Ocen

After independence in 1962, the cream of the newly minted political class found a fondness for tennis, which remained a rich person’s sport throughout the 70s and 80s. Many of the courts were sold off and the land developed.

Now a small but lively tennis scene has emerged in Kampala, Uganda’s capital, as equipment becomes more widely available, more durable and less costly. Tennis is no longer restricted to the elites although it remains a distinctly middle-class sport. Public courts are few and far between, and there’s little public or media attention.

Students of Makerere University tennis team during a training session as over seen by Coach Charles Senyange at the Makerere main grounds courts.

A new community of tennis enthusiasts is now working to change this, running sports camps for children during school holidays and encouraging their participation as much as possible. By trading secondhand equipment and maintaining the courts as best they can using locally made equipment, a small group of dedicated players is hoping to ignite a passion for tennis in Kampala.

Most courts in Uganda are made of clay, mainly because they are cheaper than hard courts to construct. But clay courts require brushing, watering, pressing and marking on a daily basis. Sometimes materials for this are improvised – lime or ash is used to draw the lines, a string helps demarcate the lines and a stone holds down the string.

Tennis balls are among the most expensive pieces of equipment; a tin of three costs 40,000 Ugandan shillings (£9). Academies struggle to source enough tennis balls for the rising number of players, and usually make do with donations from well-wishers and used balls from professional players.

Florence Nabulime, 8, before a training session at Makerere University Guest House (MUGH) Tennis Courts, which are home to Tenna Academy. Florence is one of the children being groomed to be Uganda’s future tennis players through the Tenna Academy.
Patricia Nakawunde, 8, poses for a portrait before a training session during the Kampala Summer Tennis Camp at Makerere University Main Ground Courts on 31 July 2022. She’s one of the children that trek a long journey to attend training all the way from Kirolo, a village in Matuga 32 km from Kampala. Her passion for the sport and support from her parents helped her attend the three days of the Tennis Camp and regular Saturday training sessions held by the Tenna Academy.

    • Veteran coach John Oduke, and some of the youngsters he has inspired: Florence Nabulime (top right), Patricia Nakawunde (bottom left) and new champion Winnie Birungi

John Oduke, 64 is one of few Ugandans lucky enough to learn the sport at an early age in the 1960s. He began as a ball boy and rose, without the benefit of a coach, to be one of the top players in the country, representing Uganda in the 1998 Davis Cup. He is now the national coach of the Ugandan tennis team.

Among those hoping to emulate him is eight-year-old Florence Nabulime, daughter of tennis coach Charles Ssenyange. She says: “Dad inspired me into the sport. I love tennis because it also helps me make new friends.” Patricia Nakawunde, also eight, is equally keen, and travels 32km to attend training in Kampala from her village near Matuga. Both are following in the footsteps of Winnie Birungi, 19, who won the national championships last summer.

Judith Nalukwago returns a forehand during a match at Makerere University guesthouse tennis courts

My childhood home was close to tennis courts. On my way to school, I would always watch the players with admiration. My house had previously belonged to an Asian family, and they had left behind a wooden racket which sparked my curiosity.

I first tried playing tennis in 2006 and I haven’t stopped since. I love the sport because of the attributes it promotes in players. Values such as discipline, trust and sacrifice help my mind as well as my body grow stronger.

Earth to have close encounter with small asteroid this week

    [ad_1]

San Francisco: An asteroid, about the size of a box truck, will have a very close encounter with the Earth this week, NASA Systems has predicted.

The asteroid, called Asteroid 2023, is expected to fly over South America. During its flight, the asteroid is predicted to be only 2,200 miles above Earth’s surface, making it the closest in recorded history, according to NASA.

However, the space agency said that there is no risk of the asteroid impacting Earth, and even if it did, the small asteroid, which is estimated to be 11.5 to 28 feet (3.5 to 8.5 metres) across, would disintegrate harmlessly in the atmosphere, with some of the larger debris potentially falling as small meteorites.

The asteroid was initially spotted by amateur astronomer Gennadiy Borisov on Saturday and reported to the Minor Planet Center (MPC).

NASA’s Scout impact hazard assessment system was then used to analyse MPC’s data and predict the near miss.

“Scout quickly ruled out 2023 BU as an impactor, but despite the very few observations, it was nonetheless able to predict that the asteroid would make an extraordinarily close approach with Earth,” Davide Farnocchia, a navigation engineer at JPL who developed Scout, said in a statement.

“In fact, this is one of the closest approaches by a known near-Earth object ever recorded,” he added.

Although this asteroid poses no threat to Earth, NASA has been focusing on building planetary defences against them.
