    Sitharaman asks states to expedite formalities to seek GST compensation

    New Delhi: Finance Minister Nirmala Sitharaman on Monday came down heavily in Parliament on states complaining about delay in getting GST compensation, saying that rather than blaming the Centre for delay in facilitating the payment, they should ensure that the accountant general’s (AG) statements, which is the prerequisite for seeking the amount, are sent on time.

    Replying to a series of questions on GST compensation raised by DMK’s A Raja and RSP’s N.K. Premachandran in Lok Sabha during Question Hour, Sitharaman said that the Kerala government has not sent the AG statements for five years, i.e. from 2017-18 to 2021-22.

    “I am looking at my records and saying Kerala has not sent the AG’s certified statements for the GST compensation for the years 2017-18, 2018-19, 2019-20, 2020-21, and 2021-22. I am sorry to be so precisely going by year after year and thereby taking the valuable time of the House. So, you have sent it not even for one year.

    “Have you sent me the AG’s certified account even for one year for getting your compensation dues? Then, it is accused that the Centre is not releasing the funds in time. The certified authorised statement has reached not even for one year,” she said.

    The Finance Minister told Premachandran to convey to Kerala government that it should send all the statements together at one go.

    “On the receipt of that, we will clear it. You have not sent it for one year, and you keep blaming us that we are not giving you the money in time,” she said.

    New Delhi: Finance Minister Nirmala Sitharaman, during her reply on the discussion on the Union Budget in Lok Sabha on Friday, slammed the Congress and also took on West Bengal Chief Minister Mamata Banerjee while imitating her “chhi-chhi” jibe.

    Responding to the Opposition’s charge that allocation for minorities’ welfare had been reduced, Sitharaman criticised the Congress for the 1983 Nellie (Assam) massacre, when Indira Gandhi was the prime minister.

    She took on the Congress by asking “when huge budget allocation was made for minorities that year, how did that incident happen?”

    Sitharaman also referred to the anti-Sikh riots of 1984.

    “Nellie chi, chi, chi… What happened in Nellie, that should be condemned with chi, chi, chi just like Mamata Banerjee’s poem,” she said.

    Mamata’s ‘chhi-chhi’ remark was during the agitations against the Citizenship (Amendment) Act, 2019, in a public rally.

    Mumbai: Union Minister for Finance and Corporate Affairs Nirmala Sitharaman on Saturday said India’s macro fundamentals and economic image are not affected by the Adani Group’s withdrawal of its Rs 20,000 crore FPO.

    In the last two days alone, USD 8 billion in forex came in, the finance minister said during a post-Budget press conference.

    “…our macro economic fundamentals or our economy’s image, none of which has been affected. Yes, FPOs (follow-on public offers) come in, and FIIs get out,” Sitharaman told reporters here.

    She said the regulators will do their job on the Adani issue. The Securities and Exchange Board of India (Sebi) has the wherewithal to ensure the stability of markets.

    The interaction was part of the BJP’s mega outreach programme to explain key features of the Union Budget to people across the country.

    The BJP has planned discussions and press conferences across the country on the Union Budget.

    Sitharaman presented the Union Budget for 2023-24 in Parliament on Wednesday.

    Union Finance Minister Nirmala Sitharaman on Friday responded to the Adani-Hindenburg issue in an interview with News18, citing the statements of the SBI and the LIC.

    She also reiterated that their exposure to Adani Group stocks is well within permitted limits and that they are still profitable despite falling valuations.

    Amid continued disruptions in both houses of Parliament over US-based research firm Hindenburg’s allegations against Adani group, Parliamentary Affairs Minister Pralhad Joshi on Friday said that the government has nothing to do with the matter and the opposition is raising it as it is bereft of issues.

    Speaking to reporters in Parliament, Joshi, when asked about the government’s stand on the Adani group issue, said that the government has got nothing to do with the matter.

    “Government has nothing to do with it (Adani group issue)… The opposition is disrupting the house as it has no other issues,” the Parliamentary Affairs minister said.

    Niramala Sitharaman also served as the Defence Minister of India. She was India’s second female defence minister and the second female finance minister after Indira Gandhi, and the first full-time female minister to hold each of those portfolios. She has also served as a national spokesperson for the Bharatiya Janata Party.

    Wikipedia claims that Sitharaman joined the BJP in 2006 and was appointed as a spokesperson for the party in 2010. In 2014, she was inducted into Narendra Modi’s cabinet as a junior minister and in June 2014, she was elected as a Rajya Sabha Member from Andhra Pradesh.

    In another life update, Niramala Sitharaman got featured in the Forbes 2022 list of World’s 100 most powerful women and secured rank 36. She was also ranked as most powerful woman in India by Fortune.

    New Delhi: Finance Minister Nirmala Sitharaman on Wednesday said the government has made the new income tax regime more attractive for taxpayers and has brought about ‘substantial changes’ in its structure for the benefit of the middle class.

    The Budget 2023-24 has proposed changes in the optional tax regime, which was introduced in 2020-21.

    Speaking to reporters after presentation of the Budget, Sitharaman said this is a Budget which has beautifully balanced both growth considerations and fiscal management.

    Capital investment has never seen double-digit announcement of Rs 10 lakh crore, which includes Rs 1.3 lakh crore being given to states, which is going to give a big leg up to infrastructure development, she added.

    The Budget focusses on public sector continuing the good tradition of capital investment in infrastructure and also attending to MSMEs, which are the engines of growth.

    So, she said, “we can sustain the capital infrastructure expenditure from the government and simultaneously in the private sector, give a push and impetus to MSMEs and not forgetting the middle class individuals who need that kind of tax breaks and relief in taxation.”

    She emphasised that the macroeconomic conditions have been kept in mind and fiscal consolidation has not been kept at the backburner.

    On the direct taxes, the finance minister said the country has been waiting for a regime which is simplified and easy in compliance.

    “The personal income tax has had substantial changes (in the Budget) which will benefit the middle class. The new taxation regime has now got greater traction and incentive so that people can now unhesitatingly move to the new regime from old,” the finance minister said.

    As per the changes proposed in the Budget, no tax would be levied on people with annual income of up to Rs 7 lakh under the new tax regime but it made no changes for those who continue in the old regime that provides for tax exemptions and deductions on investments and expenses such as HRA.

    In what is being seen as a push for the salaried class to switch to the new tax regime where no exemptions on investments are provided, the finance minister in her Budget for 2023-24 allowed a standard deduction of Rs 50,000 under the new regime.

    The old tax regime provides for a similar deduction and no tax on income up to Rs 5 lakh.

    Sitharaman said the government wants to make the new tax regime attractive enough and compliance should not be burdensome on taxpayers. However, if someone feels the old regime is more beneficial, he/she can continue in it.

    “The ultimate interest is to make the simpler (new) regime more attractive,” Sitharaman said.

    Revenue Secretary Sanjay Malhotra said majority of individual taxpayers would find it more attractive to shift to the new regime.

    Malhotra, however, did not give details on the number of taxpayers who have migrated to new tax regime since 2020-21.

    Under the revamped new tax regime, no tax would be levied for income up to Rs 3 lakh. Income between Rs 3-6 lakh would be taxed at 5 per cent; Rs 6-9 lakh at 10 per cent, Rs 9-12 lakh at 15 per cent, Rs 12-15 lakh at 20 per cent and income of Rs 15 lakh and above will be taxed at 30 per cent.

    “I propose to extend the benefit of standard deduction to the new tax regime. Each salaried person with an income of Rs 15.5 lakh or more will thus stand to benefit by Rs 52,500,” Sitharaman said.

    Asked about the fight against inflation, the finance minister said both Wholesale Price Index (WPI) and Consumer Price Index (CPI) have moderated due to measures taken by the government.

    “We take inflation related steps as and when things develop. So the government is sensitive to inflation and takes appropriate action when required,” she said.

    In a bid to moderate prices of wheat, state-owned FCI recently announced that it will sell 25 lakh tonnes of wheat to flour mills, private traders and other bulk consumers through e-auction out of the total 30 lakh tonnes approved by the government.

    On fiscal consolidation, Sitharaman said the government is on track to meet 4.5 per cent fiscal deficit target by 2025-26, as per the Fiscal Responsibility and Budget Management (FRBM) Act.

    Talking about the record borrowing programme of the government, Finance Secretary T V Somanathan assured that the market borrowing number is “firm”.

    The government plans to borrow a record Rs 15.4 lakh crore from dated securities in FY24 to meet its expenditure requirement to prop up the economy.

    This is higher than the total borrowing of Rs 14.21 lakh crore for the current financial year ending March 31, 2023.

    Somanathan also said the debt-to-GDP ratio is not unsustainable and it will come down with growth in revenue and economy.

    New Delhi, Feb. 1: Union Finance Minister Nirmala Sitharaman announced a ‘Mahila Samman Savings Certificate’ with a fixed interest rate of 7.5 percent for two years.

    The deposit can be made in the name of a woman or a girl child. The maximum deposit amount has been kept at Rs 2 lakh, and the scheme will have a partial withdrawal facility as well.

    “One-time new small savings under ‘Mahila Samman Saving Patra’. “The deposit facility for the women and girls will be for a period of two years with a rate of interest of 7.5 percent,” Sitharaman announced.

    Meanwhile, India’s Union Budget 2023–24 also lays emphasis on strengthening and improving girl’s participation in sport and investing in young sportswomen at the grassroots level.

    She also said that for the economic empowerment of women under the Deendayal Antyodaya Yojana National Rural Livelihood Mission, 81 lakh self-help groups have been created by mobilizing rural women.

    Sitharaman also announced enhancing the maximum amount of money that can be invested in the senior citizen saving scheme (SCSS) to Rs 30 lakh, compared to Rs 15 lakh now.

    The postal monthly income scheme also saw an enhancement of its limit. In a single name, Rs 9 lakh can be invested, as compared to Rs 4.5 lakh now.

    New Delhi: Finance Minister Nirmala Sitharaman on Wednesday announced that the Centre will continue 50-year interest-free loans to state governments for one more year.

    She also said the enhanced capex of Rs 10 lakh crore for infrastructure development is at 3.3 percent of the GDP.

    Presenting the Budget for 2023-24, she said the newly established infrastructure finance secretariat will assist in attracting more private investment.

    An expert committee will also be set up to make infrastructure classification and financing framework suitable for Amrit Kaal, she added.

    On October 13 last year, Prime Minister Narendra Modi launched the Gati Shakti – National Master Plan, aimed at developing an integrated infrastructure to reduce logistics costs.

    All logistics and connectivity infrastructure projects, entailing an investment of over Rs 500 crore, are routed through the NPG, constituted under the PM Gati Shakti initiative.

    She also informed that the PM Primitive Vulnerable Tribal Group scheme would benefit 3.5 lakh tribals.
