    New Delhi: Deputy Chief Minister Manish Sisodia has been summoned again to join the probe in Delhi excise policy scam on February 26.

    Sisodia was earlier asked to appear before the CBI on February 19, but he expressed inability join the probe and sought one week time. He told the CBI that he was busy in giving final touch to Delhi’s budget which would be sent to Centre for approval.

    The CBI allowed his request and now has issued him a second notice.

    Sisodia has alleged that it is BJP who is behind the scene. He alleged that he was busy in giving the final touch to Delhi budget when he was called to join the investigation.

    “I am a finance minister too. I have to prepare Delhi Budget. It will be sent to Centre for the approval. BJP is using CBI to stop us in doing development. I have sought time,” Sisodia had said while requesting for more time.

    Earlier on Wednesday, the CBI interrogated Delhi Health Minister Satyendar Jain at Tihar Jail.

    The CBI interrogated Jain about AAP communication in-charge Vijay Nair and other related things.

    On February 8, the CBI arrested Butchibabu Gorantla, ex-CA of BRS leader K Kavitha, the daughter of Telangana Chief Minister K Chandrasekhar Rao.

    The CBI has already filed a charge sheet in the matter. The source said that they are in process of filing a supplementary charge sheet in the matter and hence they wanted to collect more evidence to make the case watertight.

    New Delhi: Congress’ Delhi unit President Chaudhary Anil Kumar on Sunday said that it was shocking that the Central Bureau of Investigation (CBI) has allowed Deputy Chief Minister Manish Sisodia to evade its summons for questioning on his claim that he was busy with the Budget.

    He alleged that giving one week time will allow Sisodia to tamper with evidence, adding that the CBI has reportedly collected damning evidence against him in the multi crores scam after questioning his Personal Secretary and he should not have been allowed to evade questioning.

    “Why did the Kejriwal Government scrap the new liquor policy as soon as the Lt. Governor ordered a probe into the liquor scam on a Delhi Congress complaint if there was no corruption and irregularities in the implementation of the revised liquor policy in which Chief Minister Arvind Kejriwal is the mastermind?” Anil Kumar asked.

    If Minister Satyender Jain could be denied bail for a money laundering case for nearly a year, how could the CBI and the Enforcement Directorate allow Sisodia to roam freely as he has committed fraud to the tune of thousands of crores, he added.

    The Congress has demanded Sisodia resign or else he should be sacked as Minister till he gets a clean chit.

    New Delhi: Delhi BJP Working President Virendra Sachdeva on Sunday said Deputy Chief Minister Manish Sisodia was trying to find excuses to evade a probe in connection with the alleged liquor policy scam.

    “It is really surprising that Sisodia has for long been saying that he was prepared for the inquiry and there was no scam in the liquor policy, but when the CBI called him for an inquiry, he started finding excuses to evade the inquiry,” Sachdeva said.

    Sisodia said in a tweet on Saturday that the CBI wants to stop the ongoing development in Delhi.

    “CBI has called me again on Sunday. They have put full force of CBI and ED against me. They raided my home, searched my bank locker but didn’t find anything. I have made arrangements of best education system in Delhi, they want to stop it. But I have always supported in their investigation and will do,” the Deputy Chief Minister said on Saturday.

    On this, Sachdeva said Delhi Chief Minister Arvind Kejriwal’s deputy, however, instead of appearing before the CBI, called the media to tell that ‘I have written a letter to CBI that I am preparing Delhi Budget, so need time to appear before them.’

    “It’s surprising that yesterday (Saturday), Sisodia was confident that there was no evidence or case against him, but today, he sounded evasive,” he said.

    The BJP leader said Sisodia seems to have an inkling that the agency has sufficient evidence against him as no arrest would be made without proof.

    He said this while reacting to Sisodia claiming on Sunday that “the BJP may soon get me arrested through the CBI”.

    New Delhi: Deputy Chief Minister Manish Sisodia on Sunday urged the CBI to defer his questioning till the last week of February in connection with the Delhi Excise Policy case as he is busy finalising the city budget.

    Sisodia had been called for questioning on Sunday in connection with the case, nearly three months after a charge sheet was filed in the matter, officials said.

    The AAP leader has not been named as an accused in the charge sheet as the investigation against him and other suspects is still going on.

    “I have written to the CBI and asked for time for February last week as I am finalising the budget of Delhi and it is a crucial time. I have told them that I will come after the last week of February,” he told reporters.

    It’s my duty as finance minister to present the budget on time and I have been working 24 hours for it. I have requested the CBI to allow me to come after the last week of February and answer all their questions, he told reporters.

    The deputy chief minister in the Aam Aadmi Party government, who also held the charge of the Excise department, was earlier questioned on October 17 last year and his home and bank lockers were also searched in connection with the case.

    New Delhi: The CBI has called Deputy Chief Minister Manish Sisodia for questioning in connection with the Delhi Excise Policy case nearly three months after filing the charge sheet in the case, officials said Saturday.

    Sisodia, called on Sunday for questioning, has not been named as accused in the charge sheet, they said.

    Arrested businessmen Vijay Nair and Abhishek Boinpally were among the seven accused named in the charge sheet.

    It is alleged the Delhi government’s policy to grant licences to liquor traders favoured certain dealers who had allegedly paid bribes for it, a charge strongly refuted by the AAP.

    “It was further alleged that irregularities were committed including in modifications in Excise Policy, extending undue favours to the licensees, waiver/reduction in licence fee, extension of L-1 license without approval etc.

    “It was also alleged that illegal gains on count of these acts were diverted to concerned public servants by private parties by making false entries in their books of accounts,” the CBI spokesperson had said.

    New Delhi: Delhi Deputy Chief Minister Manish Sisodia on Saturday termed the removal of the AAP government-appointed members from discom boards by Lieutenant Governor V K Saxena “unconstitutional and illegal”.

    The lieutenant governor has started a new trend of reversing decisions taken by the elected government of Delhi, Sisodia said at a press conference here.

    The deputy chief minister also rubbished the charges that the members appointed by the Arvind Kejriwal government provided benefits to the tune of Rs 8,000 crore to the private discoms.

    The LG can get the alleged “scam” investigated by any central agency, he added.

    “A new trend has been started by the LG as he reversed the Delhi Cabinet’s four-year-old decision and removed the members appointed to the boards of the discoms. This way, he could now overturn the government’s decisions taken even four-ten years back,” Sisodia said.

    The deputy chief minister, who also holds the charge of the power department, said Saxena’s decision was “unconstitutional, illegal and contrary to the established procedures”.

    Sisodia also objected to the LG’s decision to remove the members citing “difference of opinion”.

    “The ‘difference of opinion’ provision cannot be used like this. There is a procedure to do so and it cannot be cited to frequently reverse the decisions taken by the government,” he said.

    Sisodia also alleged that the LG was not following the Constitution and the Supreme Court order which states that his power of taking independent decision was limited to three subjects — police, land and public order.

    Following directions of the LG, the Power department through an order on Friday replaced the AAP government’s nominees to the boards of power discoms in the national capital with senior officials.

    Those removed from the boards were Jasmine Shah, a spokesperson of the AAP, Naveen Gupta, the son of AAP MP N D Gupta, and other private persons appointed as government nominees “illegally”, LG office sources said.

    The finance secretary, power secretary and the MD of Delhi Transco will now represent the city government on the boards of BYPL, BRPL and TPDDL, according to the Power department order.

    Sisodia said the “difference of opinion” power given to the LG is meant to be used in the rarest of rare cases. This power can be used in matters related to national security or any such relevant matters, he said.

    “LG cannot use this power on a daily basis for every other matter and overturn the decisions of the elected government,” he said.

    The transaction of business rules for stating “difference of opinion” has been well defined for this, but the LG is not ready to follow any of those, he charged.

    “This ‘difference of opinion’ being mentioned by the LG on every file is unlawful,” he claimed.

    Defining the procedure for application of “difference of opinion”, Sisodia said, “It is written in the laws that if LG has a different opinion on any matter decided by the concerned minister, then he must call the minister and discuss the matter and ask him to discuss the same within the Cabinet.”

    Then if the Cabinet is also not ready to change its decision, the LG can write to the Centre that there is a “difference of opinion” between the government and him, Sisodia said.

    He does not have the power to mention a “difference of opinion” in any case before following the consultation process, Sisodia said.

    “LG has no right to overturn the decisions of the CM and the cabinet of the elected government. He can use the ‘difference of opinion’ power only in special circumstances, but keeping all rules and regulations aside, LG is using it to overturn every decision of the government,” sisodia charged.

    The LG should understand that he is a citizen of India and has been appointed as per the Constitution so he will have to obey it as well as the orders of the Supreme Court, he said.

    The LG only has powers over the matters of police, land and public order. He has no right to take any other decisions except on these three matters. He can only give opinions on the matters decided by the chief minister or the government, he said.

    The power of making decisions lies only with the chief minister, ministers and the government, he asserted.

    New Delhi: If “big people” are scared of him, it means he is now at par with Prime Minister Narendra Modi, Delhi Deputy Chief Minister Manish Sisodia said on Thursday, his first remarks on allegations of “political intelligence” gathering by the AAP government’s Feedback Unit.

    The Central Bureau of Investigation (CBI) has claimed that the Feedback Unit (FBU) set up by the Delhi government to check corruption allegedly collected “political intelligence”, a charge denied by the Aam Aadmi Party (AAP).

    Based on its preliminary inquiry, the agency in a report has recommended that an FIR be registered against Sisodia.

    “The BJP has brought in new allegations against me that since 2015, I have been involved in snooping on them. If such big people, whose existence is dependent on using CBI, ED and Pegasus to conspire against opposition leaders, and if they are scared of me, it seems that I have also become equal to Modi,” Sisodia said in a tweet in Hindi.

    His party has claimed that the BJP’s allegation that he was involved in “political snooping” is “completely false”. The arvind Kejriwal government has also said the matter is “politically motivated”.

    The CBI has claimed that the AAP government had proposed setting up of the FBU in 2015 to gather information and actionable feedback regarding the working of various departments and autonomous bodies, institutions and entities falling under the jurisdiction of the Government of National Capital Territory of Delhi (GNCTD).

    It further alleged that it was also to do “trap cases”. The unit started functioning in 2016 with a provision of Rs 1 crore for secret service expenditure, the agency has claimed.

    The CBI has alleged that Chief Minister Kejriwal moved the proposal in a Cabinet meeting in 2015, but no agenda note was circulated. No sanction from the lieutenant governor was taken for appointments in the FBU, it has alleged.

    “The Feedback Unit, in addition to collecting the mandated information, also collected political intelligence/intelligence qua miscellaneous issues,” the CBI has said in its preliminary inquiry report.

    The CBI took up the inquiry on a reference from the Delhi government’s Vigilance Department that had detected alleged irregularities in the FBU. Prima facie, the agency has noted, there was deliberate violation of rules, guidelines and circulars by “delinquent public servants”.

    “The nature of violations committed is inherently dishonest and as such materials disclose abuse of official position with dishonest intention by concerned public servants Manish Sisodia, Deputy CM, and Sukesh Kumar Jain, the then secretary (vigilance),” it has been alleged in the report.

    According to the CBI, 60 per cent of the reports generated by the FBU pertained to vigilance and corruption matters, while “political intelligence” and other issues accounted for around 40 per cent.

    New Delhi: Delhi Deputy Chief Minister Manish Sisodia on Thursday said that Lieutenant Governor V.K. Saxena should not stop Delhi government school teachers from going to Finland on a training programme by unconstitutionally misusing the law.

    Sisodia said that on the one side there is the government of Punjab which can send its teachers abroad for training but under the same constitution, there is the government of Delhi that wants to send its teachers abroad for training but the LG is stopping them from doing it. This is happening because he is misusing the powers given to him by the unconstitutionally amended GNCTD Act, alleged Sisodia.

    “Because of the unconstitutional power given to the LG by the central government of BJP, the Delhi government is not able to send its teachers for training abroad. If the teachers have to be sent abroad for training, then the consent of the LG is not required, but due to the unconstitutional amendments made in GNCTD Act by the Central Government, the LG is stalling everything,” Sisodia told in a Press briefing.

    Sisodia further said that to provide excellent education to the children of Punjab, Chief Minister Arvind Kejriwal and Bhagwant Mann had promised the people of Punjab that their children will get a quality education if AAP comes to power in the state. Simultaneously, learning from Delhi’s experience, the Punjab government has started sending teachers on international training in its very first year itself.

    “But the file to send Delhi teachers to Finland for training has been in circulation since October. According to the constitution, the governments of all the states of the country have full right to work on education. The Delhi government should have as much freedom as the government of Punjab or any other state to send its teachers to foreign countries for training. But it is unfortunate that the LG in Delhi is misusing the law to stop teachers from getting global exposure,” Sosodia added.
