    Enforcement Directorate team to question Sisodia in Tihar Jail

    New Delhi: The Enforcement Directorate (ED) on Tuesday will interrogate former deputy Chief Minister Manish Sisodia in Tihar Jail as part of its money laundering probe into alleged irregularities in the Delhi excise policy case.

    The ED has taken the necessary permissions from the authorities concerned and a team will be in the jail at 11 a.m.

    There are possibilities that the ED might arrest Sisodia after the questioning.

    The ED will question him in connection with the alleged kickbacks of Rs 100 crore which the AAP party/leaders allegedly received through hawala channels from a South Group.

    Sisodia was arrested by the CBI and later remanded to judicial custody by Rouse Avenue District Courts. His bail plea is also pending before the court which will hear it on March 10.

    The ED has filed two charge sheets, a main and a supplementary charge sheet, in the case and has made 11 arrests so far.

    New Delhi: A Delhi court on Monday sent Aam Aadmi Party leader and former Deputy Chief Minister Manish Sisodia to judicial custody till March 20 in the alleged liquor policy case being probed by the Central Bureau of Investigation (CBI).

    Special Judge M.K. Nagpal of Rouse Avenue Courts was hearing the case, who had, on March 4, also extended Sisodia’s CBI custody for two days and listed his bail plea for March 10.

    The counsel appearing for the central agency said that at this stage, they are not seeking further CBI remand but in the next 15 days they might seek it.

    More details are awaited.

    In the last two days, the CBI questioned him with key witnesses — former excise commissioner Arva Gopi Krishna and former excise department secretary C Arvind — in this case, who recorded their statements in front of a magistrate.

    The AAP leader, while addressing the court, had earlier said that the CBI was asking the same questions again and again and it is mental harassment.

    “They are not using third degree. But sitting for eight to nine hours and answering the same questions again and again, that too is mental harassment,” he told the court.

    The court had also directed the CBI to conduct his medical exams at regular intervals.

    The agency arrested Sisodia on February 26 after eight hours of questioning.

    New Delhi: Aam Aadmi Party (AAP) leader Atishi on Sunday accused the Central Bureau of Investigation (CBI) of mentally torturing former Delhi Deputy Chief Minister Manish Sisodia and forcing him to sign a false confession paper in custody.

    The former deputy of Delhi Chief Minister Arvind Kejriwal was arrested by the CBI on February 26 in connection with the now-scrapped Delhi excise policy.

    Speaking at a press conference here, Atishi questioned the CBI’s actions while highlighting “the agency’s failure to prove any corruption charges against Sisodia”.

    The AAP legislator from Kalkaji constituency asserted that despite thousands of hours of investigation, the full-time involvement of over 500 officers, thousands of pages of chargesheets, and over 50 hours of raids, “the investigation agencies have not been able to prove the corruption of even one rupee against Sisodia”.

    She said that stories of torture in police custody, putting pressure, and forcing people to sign false confessions are often heard.

    “If this could happen to Delhi’s former Deputy Chief Minister, it is a matter of great concern for the entire country, and there is a possibility that it could happen to anyone in the future,” she said.

    Atishi further said that Sisodia was neither named in the CBI’s first chargesheet, nor was his name mentioned in the probe agency’s supplementary chargesheet.

    “Then it was predicted that his name might appear on the ED’s chargesheet. However, Manish Sisodia was not even named in the chargesheet submitted by the ED,” she said, adding his name did not appear on any of these chargesheets, as neither the CBI nor the ED has any evidence against him.

    The AAP legislator also accused the CBI of arresting Sisodia without any evidence “to please its political masters”.

    “He was arrested on the basis of a false charge of non-cooperation and that his arrest was not made on the basis of any evidence or documentary proof,” she said.

    New Delhi: Delhi BJP chief Virendra Sachdeva has sought action against Manish Sisodia claiming that a “massive rigging took place in recruitment of guest teachers by the Delhi Education department”.

    Sachdeva urged Lt. Governor Vinai Kumar Saxena to seek a report from the Education Department on the “massive rigging” and to give orders for action against Sisodia, who was the Education Minister, and departmental officials.

    “The Kejriwal government has misused the OBC quota in guest teacher recruitment to recruit AAP party workers, and educational qualifications were relaxed in hundreds of cases,” the BJP leader alleged.

    Sachdeva also claimed that the Kejriwal government, by “putting pressure on the officials, appointed many teachers from the general category and other castes as a guest teacher under OBC quota”.

    “Many guest teachers were given subject exemption, for example a teacher who had done post graduation in Environmental Science but was assigned to teach Biology. Similarly, a post graduate in Home Science was engaged in teaching English,” he claimed.

    Sachdeva asserted that the Kejriwal government “talks about education revolution, but it does education scams”.

    New Delhi: AAP national spokesperson Saurabh Bhardwaj Sunday claimed the CBI was “torturing” senior party leader Manish Sisodia and pressuring him to sign papers containing false charges.

    The federal probe agency arrested Sisodia on February 26 for allegedly not cooperating in the investigation into the Delhi excise policy case and being evasive on questions from investigators. A special CBI court on Saturday extended the custody of Sisodia till March 6.

    On February 28, Sisodia resigned from the Arvind Kejriwal-led cabinet.

    According to officials, the agency wants to utilise Sisodia’s custody to locate the crucial missing file containing legal opinions on the expert committee recommendations on the excise policy, which remains untraceable even now.

    “Manish Sisodia is being tortured by the CBI and being pressured to sign the documents containing false charges framed against him. CBI has no evidence against Sisodia. They never mentioned any evidence is missing. They raided his residence but found nothing,” Bhardwaj told reporters here on Sunday.

    Sisodia, who was produced before the court on Saturday on the expiry of his five-day CBI custody, claimed that he was “sitting for eight to nine hours” and answering the same questions again and again” and termed it “mental harassment”.

    To this, the judge, who had in the last hearing directed the CBI not to use the third degree on the accused, told the probe agency not to ask the “same questions again and again”. “If you have something new, ask him,” the judge said.

    New Delhi: Sources in the Central Bureau of Investigation (CBI) said on Saturday that during the questioning of Manish Sisodia in connection with the 2021-22 excise policy case, the former Deputy Chief Minister of Delhi was confronted with his ex-secretary C Arvind, and former Excise Commissioner Arva Gopi.

    Now the CBI will confront Sisodia with a few more witnesses in the case.

    Meanwhile, Sisodia through his counsel said before the Rouse Avenue Courts on Saturday that Holi is a festival he wants to celebrate.

    His counsel argued that Sisodia should be released so that he could celebrate Holi, after which he will surrender. However, the court was not convinced by this argument, as it extended Sisodia’s custody by two more days.

    The CBI has already filed a chargesheet against seven persons in the case and it is all set to file a supplementary chargesheet in the matter.

    The sources also claimed that the Enforcement Directorate (ED) is also likely to arrest Sisodia as ED officials need to interrogate him.

    New Delhi: The former Delhi Deputy Chief Minister Manish Sisodia, who was arrested by the Central Bureau of Investigation (CBI) in connection with the Delhi excise policy scam, will be produced before the Rouse Avenue District Court after the expiry of his custodial remand, sources said.

    The source said that Sisodia will be produced by 2 p.m. on Saturday.

    The sources have also claimed that they would further seek the custodial remand of Sisodia.

    The CBI sources have claimed that the former Aam Aadmi Party Minister was still evasive and was not cooperating.

    The central probe agency sources said that in January they seized a computer from the office of Sisodia. Later, it was learnt that files and other data were deleted from the computer. The CBI then sent the computer to Forensic Science Laboratory (FSL) to retrieve the deleted files. Now the FSL has given them a report and retrieved the whole file deleted from the computer.

    Apart from this, Sisodia was also confronted with the statement of an IAS official, who turned approver against him and got his statement recorded under section 164 of the CrPC.

    A day after his arrest Sisodia resigned from his post. Satyendar Jain, who is currently in jail and was holding the Delhi Health Minister’s post also resigned along with him.

    The CBI has alleged in the remand paper that Sisodia played a crucial role in the Delhi excise policy scam.

    “The report of the expert committee in connection with excise policy was changed by Sisodia only to benefit a few liquor businessmen. This was also done as through accused Vijay Nair, they had collected Rs 100 crore from South Group being controlled by South India-based liquor businessmen and politician. They would be more benefited through the policy.”

    “Payment of Rs 100 crore was done through hawala channel, which we have traced. We have learnt that between September and October 2021, Sisodia changed around 14 cellphones and four SIM cards. The purpose of changing the cell phone was nothing but to destroy the evidence. Devender Sharma, the secretary of Sisodia, had provided all these mobile phones, we have his statement in this respect,” said the source.

    The CBI has already filed a charge-sheet against seven persons and they are all set to file a supplementary charge-sheet in the case.

    New Delhi: Former Delhi Minister and Aam Aadmi Party (AAP) leader Manish Sisodia, who is presently in CBI remand, moved a regular bail petition in a trial court on Friday.

    Sisodia was recently arrested by the Central Bureau of Investigation (CBI) for alleged irregularities in the framing and implementation of the excise policy of GNCTD.

    According to the lawyer concerned, hearing on the bail plea will be held on Saturday. Sisodia is also scheduled to be produced on Saturday at the end of his remand period granted on February 27, 2023.

    Rouse Avenue Court on Monday while sending Sisodia to CBI remand directed that the interrogation of the accused during the remand period shall be conducted at some place having CCTV coverage in accordance with guidelines laid down by the Supreme Court and the said footage shall be preserved by the CBI.

    Special Judge MK Nagpal on February 27, 2023, decided to send Manish Sisodia to CBI remand till March 4, 2023. Sisodia was arrested on Sunday in an ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy of GNCTD.

    The court said, keeping in view the facts and circumstances, the accused is being remanded to CBI custody for a period of five days i.e. till March 4, 2023, for his further and extensive interrogation.

    The court observed that the accused had joined the investigation of this case on two earlier occasions, but it has also been observed that he has failed to provide satisfactory answers to most of the questions put to him during his examination and interrogation conducted and has thus, failed to legitimately explain the incriminating evidence which has allegedly surfaced against him in the investigation conducted so far.

    It is true that he cannot be expected to make self-incriminating statements, but the interests of justice and of a fair investigation require that he should come up with some legitimate answers to the questions which are being put to him by the Investigation officer.

    Some of his subordinates are found to have disclosed certain facts which can be taken as incriminating against him and some documentary evidence against him has also already surfaced a proper and fair investigation requires that some genuine and legitimate answers to the questions being put to him about the same are to be found and hence, in considered opinion of this court, this can only be done during custodial interrogation of the accused, noted the court.

    During arguments, CBI counsel told the court that the Delhi Deputy CM’s custodial interrogation is required for an effective investigation into the case. While seeking five days’ remand of Sisodia, CBI said, “Conspiracy was hatched in a very planned and secret manner.”
    Meanwhile, senior Advocate Dayan Krishnan appeared for Sisodia and opposed the remand application of CBI.

    “If someone is not willing to say something, that cannot be a ground for arrest,” argued Sisodia’s lawyer.

    “What should I do with a phone that I changed? I am a minister, I cannot send it to a second-hand shop, it would have important data. CBI confronted me with the material but I did not confess. The remand application says I gave evasive replies. This cannot be a ground for remand. They search my residence on August 19, 2022. I hand over my phone. They called me to join the investigation and I joined. I cooperated,” Advocate Dayan Krishnan argued for Delhi Deputy CM.

    The CBI on Sunday released a statement on Sisodia’s arrests, claiming he was giving evasive replies and wasn’t cooperating in the ongoing investigation of the liquor scam case.

    New Delhi: Former Congress MP Sandeep Dikshit along with Delhi’s former ministers Mangat Ram Singhal and Kiran Walia on Wednesday gave a memorandum to Lt. Governor’s office to probe former Deputy Chief Minister Manish Sisodia in the snooping case under the Sedition Act.

    The memorandum states, “To acquire a capacity to listen to conversations, gather intelligence and information and to ‘spy’ on people and institutions in the National Capital territory that includes Government of India, the Defence establishments, intelligence agencies of the Union Government, etc., is a clear case of sedition.”

    The memorandum alleged that the Government of Delhi, with full knowledge of its Chief Minister, the entire cabinet and in the presence of senior government officials sanctioned and setup a unit that had the capacity and intent to collect information, electronic data, etc., with a capacity to intercept and listen to/ observe/ record data, which is neither allowed to this government constitutionally or in any other way a part of its duties and responsibilities, then it is not just a case of corruption.

    “We believe that this invokes the UAPA, or similar Acts and the CBI and NIA must be directed by yourself to investigate under laws governing sedition and anti-national activities and as evidence of wrongdoing has already been found, the concerned Chief Minister and ministers of Delhi government and officials must be prosecuted under such sedition and anti-national laws as maybe found applicable in this,” it said.

    New Delhi: The Delhi BJP has used a small clip from the blockbuster ‘Baahubali’ movie to mock Delhi Chief Minister Arvind Kejriwal and his former deputy Manish Sisodia.

    The party unit shared the clip on Twitter on Wednesday and captioned it: “Must watch this film of liquor scam mastermind Kejriwal.”

    In the clip which runs over a minute, Sisodia’s face has been superimposed on a man serving liquor at a tavern.

    Kejriwal then walks into the tavern and asks for alcohol. When served, he keeps asking for a bigger peg.

    As Sisodia asks for money, Kejriwal is seen throwing a heap of gold coins, saying he has enough money to buy drinks for the whole tavern.

    This comes days after Sisodia was arrested by the Central Bureau of Investigation in the Delhi excise police case.

    He resigned as a Minister on Tuesday.
