    New Delhi: Aam Aadmi Party leader and former Deputy Chief Minister of Delhi Manish Sisodia, who is in judicial custody for his alleged involvement in the Delhi excise policy case, said on Monday that no matter how hard the BJP tries, development work will not be stalled in the national capital.

    “Be it in Patparganj or other parts of Delhi, development work will not stop. No matter how hard the BJP people tries, no work will stop in Delhi,” Sisodia said after coming out of the Rouse Avenue Court, which extended his judicial custody till May 23.

    The court also allowed an application moved by his legal team seeking permisson for Sisodia to sign certain documents for approving the disbursement of funds for development work in his constituency (Patparganj).

    The ED had arrested Sisodia on March 9 after the Central Bureau of Investigation (CBI) arrested him on February 26 this year in the same case.

    The ED has alleged that Sisodia was the mastermind behind the entire excise policy case and that he had deliberately leaked the policy to the co-accused to generate financial kickbacks.

    New Delhi: A Delhi court on Saturday posted for consideration the Enforcement Directorate’s (ED) supplementary charge sheet filed against former deputy chief minister and Aam Aadmi Party leader Manish Sisodia in excise policy case on May 10.

    The probe agency informed the Special CBI Judge M.K. Nagpal of Rouse Avenue Court that a proceed of a crime worth Rs 622 crore was generated due to the activities of the accused as excise minister.

    On ED apprising the court that hard copy of the supplementary charge sheet has been filed, the judge directed it to file the soft copies of the charge sheet by May 8.

    The probe agency had, on Thursday, filed a third supplementary charge sheet in the case naming Sisodia.

    This is the first time that the ED has named Sisodia in its charge sheet in the matter. Earlier, the CBI, which is conducting a parallel probe into the excise policy case, had named Sisodia in its supplementary charge sheet.

    The ED has alleged that Sisodia was the mastermind behind the entire excise policy case and that he had deliberately leaked the policy to the co-accused to generate financial kickbacks.

    Sisodia is currently in judicial custody.

    Judge Nagpal had, on April 29, also extended Sisodia’s custody till May 8 in the case registered by the ED.

    The Delhi High Court on Thursday sought ED’s response on Sisodia’s bail plea.

    Justice Dinesh Kumar Sharma issued notice on Sisodia’s bail plea and another application seeking interim bail on the ground of his wife’s ill-health.

    ED’s counsel Zoheb Hossain said that the response will be filed to both the bail applications within a week.

    Accordingly, the court listed the matter for further consideration on May 11.

    New Delhi: A court here on Saturday extended the judicial custody of Manish Sisodia, the former Deputy Chief Minister of Delhi, till May 8 in connection with the excise policy case being investigated by the Enforcement Directorate (ED).

    Addressing the media outside the courtroom, Sisodia said that Prime Minister Narendra Modi will not be able to stop Delhi Chief Minister Arvind Kejriwal’s work in the national capital.

    “Modi ji may try as much as he wants, but he won’t be able to stop the work of Kejriwal ji in Delhi. Modi ji may conspire as much as he wants,” Sisodia said.

    On Friday, Special Judge M.K. Nagpal of the Rouse Avenue Court had denied bail to Sisodia, holding that the evidence, prima facie, “speaks volumes” of his involvement in the commission of the offence.

    Additionally, he said that it is impossible to rule out the potential of Sisodia influencing key witnesses in the case.

    On Thursday, the same court had extended Sisodia’s judicial custody till May 12, in the case being probed by the Central Bureau of Investigation (CBI).

    The ED had earlier submitted before the judge that Sisodia had planted fabricated emails to show that there was public approval for the 2021-22 excise policy.

    New Delhi: A Delhi court on Friday denied bail to AAP leader and former Deputy Chief Minister Manish Sisodia in connection with the Delhi excise policy case being investigated by the Enforcement Directorate (ED).

    Special judge, Rouse Avenue Courts, M.K. Nagpal pronounced the order after having reserved it on April 18.

    The court had, a day before, extended Sisodia’s judicial custody by two weeks in the case.

    On Thursday, the same court extended Sisodia’s judicial custody till May 12, in the case being probed by the Central Bureau of Investigation (CBI).

    The ED had submitted before the judge that Sisodia had planted fabricated emails to show that there was public approval for the policy.The directions to send these pre-drafted emails were given to Zakir Khan, Chairman of Delhi Minorities’ Commission, who then asked his interns to send the emails, the ED claimed.

    The probe agency had also said that the 60 days given to complete the investigation against Sisodia are not over yet. It said that it has found fresh evidence indicating Sisodia’s involvement in the alleged scam, and the investigation is at a crucial stage.

    New Delhi: The Central Bureau of Investigation (CBI) on Tuesday charge-sheeted former Deputy Chief Minister of Delhi, Manish Sisodia, along with businessman Amandeep Singh Dhall, Hyderabad-based CA Butchibabu Gorantla, and a person named Arjun Pandey in connection with the Delhi liquor policy case.

    All four of them have been chargesheeted in the second supplementary charge sheet filed in this matter by the CBI on Tuesday. The charge sheet has invoked sections Indian Penal Code and the Prevention of Corruption Act. The is the first that the CBI has named Sisodia, who’s is judicial custody for nearly two months now, in its charge sheet.

    The CBI had earlier filed a charge sheet in the same case against seven persons.

    New Delhi: The CBI Thursday claimed before the Delhi High Court that former Delhi deputy chief minister Manish Sisodia, arrested in connection with the excise policy scam case, is involved in commission of grave economic offences and is key to unravelling the modus operandi of the crime.

    The submissions were made by the CBI in a short written reply while opposing the senior AAP leader’s bail plea, which it said was devoid of any merit and was an attempt to misuse the intricacies of law to thwart the progress of investigation in the case.

    While the CBI contended that Sisodia is the “kingpin and architect of the conspiracy” and his influence and clout disentitle him to any parity with the co-accused enlarged on bail, the AAP leader urged the high court to grant him bail claiming no money trail linking him to the proceeds of alleged crime has been found.

    His lawyers had sought parity for him with other accused who have got the relief and said Sisodia is not in a position to influence the witnesses in the case or tamper with evidence.

    Justice Dinesh Kumar Sharma, after hearing the arguments of Sisodia’s lawyers, fixed April 26 for submissions by CBI counsel.

    The Central Bureau of Investigation (CBI) had arrested Sisodia for alleged corruption in formulation and implementation of the now-scrapped Delhi Excise Policy 2021-22 on February 26 following several rounds of questioning.

    On March 31, the trial court here had dismissed Sisodia’s bail plea in the matter, saying he was “prima facie the architect” of the “scam” and had played the “most important and vital role” in the criminal conspiracy related to alleged payment of advance kickbacks of Rs 90-100 crore meant for him and his colleagues in the Delhi government.

    Challenging the trial court’s order denying bail, senior advocate Dayan Krishnan, appearing for Sisodia, said the lower court has not considered the medical condition of the AAP leader’s wife who is suffering from multiple sclerosis. He said the condition of Sisodia’s wife was deteriorating.

    He said all the offences alleged against Sisodia are punishable with imprisonment up to seven years, something which should weigh in favour of the AAP leader. The lawyer also contended the trial in the case is not going to conclude anytime soon.

    Senior advocate Mohit Mathur, also representing Sisodia, said the allegation that he was a recipient of the proceeds of crime was “all in air” and no money trail leading to him has been found.

    The CBI said in its reply that Sisodia was arrested on February 26 due to his non-cooperative conduct during the investigation and he has been confronted with sensitive documents and witnesses.

    “There is every likelihood that in case the applicant is released on bail he shall tamper with the evidence and influence witnesses, more specifically in light of his past conduct to derail the investigation.

    “Such apprehensions are fortified more specifically when the file relating to the Excise Department containing the cabinet note dated January 28, 2021 remains missing. Additionally, the applicant has also destroyed his mobile phone on the day the present matter was referred by the Lieutenant Governor to the CBI on July 22, 2022,” the agency claimed.

    The CBI said the case involves a deep-rooted, multi-layered conspiracy.

    “The Applicant is a key link to unearth the modus operandi. The Applicant has remained non-cooperative and evasive throughout the investigation in a bid to derail the instant investigation,” it said.

    The probe agency said investigation in the case is still going on with regard to certain critical aspects, including the involvement of other public servants and private persons. Recently, the role of Amandeep Singh Dhall, Director of M/s Brindco Sales Private Limited has also come to light, it added.

    The CBI said there was ample evidence on record to show that Sisodia, who was then holding important portfolios including finance and excise, is the chief architect of the conspiracy of tweaking and manipulating the formulation and implementation of the excise policy for causing pecuniary advantage and continues to yield unparalleled influence in the government.

    “Under the guise of bringing revolutionary changes to the Excise Policy, the applicant misused his powers and introduced favourable provisions in the new policy.

    “This was done to facilitate the monopolisation of wholesale and retail liquor trade in Delhi for the accused persons of the South Group for siphoning off 6 per cent out of 12 per cent windfall profit margin for wholesalers provided in the policy in lieu of upfront money/ kickbacks of Rs 90- 100 crores paid by the South Group,” it claimed.

    The CBI alleged Sisodia misused his official position and dishonestly introduced changes to the excise policy under the influence of the South Group through his close associate Vijay Nair.

    The changes introduced by the applicant not only facilitated the cartelisation of liquor trade in Delhi by the South Group but also enabled it to recover the kickbacks paid by them upfront, it claimed.

    It alleged the AAP leader threatened and pressured officials including the excise commissioners when they did not accede to his directions.

    The CBI claimed cabinet ministers as well as the chief minister have, during the course of investigation, confirmed the policy was formulated by Sisodia and governed solely by the excise personnel.

    “Therefore, the averments of the applicant regarding receiving approvals from departments and office of the Lieutenant Governor have no force in light of overwhelming evidence of conspiracy of the petitioner with the South Group and other accused,” it said.

    The high court had earlier issued notice to the CBI and asked it to respond to Sisodia’s bail plea, which claimed he was “totally innocent” and a “victim of political witch-hunt”.

    In his plea filed before the court, Sisodia said there was no material to show his involvement in the offences alleged in the FIR.

    “The applicant is totally innocent, who is a highly respected citizen and he has highest respect for the law. The applicant is a victim of political witch-hunt, which has led to his arrest by the respondent (CBI) on account of ulterior motive to drag the reputation of the applicant through the mud,” his petition said.

    The petition said the excise policy was the “collective responsibility” of the Cabinet and it was implemented after being drafted by the excise department. It was duly approved and Sisodia cannot be held criminally liable for the collective decision of the Cabinet, the excise department, finance department, planning department, the law department and the LG, the petition added.

    He added that those who dared to revolutionize the education sector in the past were imprisoned by autocrats.

    Kejriwal said some people also got the Jai Bhim Mukhyamantri Pratibha Vikas Yojana stalled but he will get the scheme resumed in a month.

    Free coaching is given to underprivileged students under the scheme.

    The Delhi CM said India gave birth to many great personalities but “Ambedkar was the brightest of them all”.

    “We decided to keep photos of Ambedkar and Bhagat Singh in all government offices. Many people said I forgot Gandhiji. No, I did not. I respect Gandhiji a lot. He fought for the country, made sacrifices, he was a great personality but I respect Ambedkar more.

    “Ambedkar was born in a very poor family. He faced a lot of trouble in school, but he didn’t stop studying. He went on to study at Columbia University in the US in 1913. You have the internet today. You can search on google. You know about Columbia University. How did he get to know about the university in that era? This perplexes me. This is nothing but magic,” he said.

    New Delhi: Senior AAP leader Sanjay Singh on Friday accused the Enforcement Directorate of “lying” before the court and claimed that no mobile phones were destroyed by former deputy chief minister Manish Sisodia.

    In March, the ED had claimed before a Delhi court that Sisodia was involved in “large scale destruction of digital evidence to impede investigation” in the Delhi excise policy case and had changed and destroyed
    14 phones.

    Sisodia was arrested in a money laundering case related to the alleged excise case.

    “The Enforcement Directorate has been lying before the court all this while. They said 14 mobile phones were destroyed by Sisodia but the reality is, no mobile phones were destroyed by the former deputy chief minister,” Singh claimed.

    “In fact, five out of those 14 phone are in ED and CBI custody,” the senior AAP leader added.

    However, ED sources said the charge sheets in this case are based on “credible evidence” and that, the court “has taken cognisance of them.”

    “According to an ED report, all the phones are functioning and five out of the 14 phones have already been seized by the ED and CBI,” AAP’s Rajya Sabha member claimed.

    Lashing out at the probe agency, Singh alleged that the phone numbers listed by the ED included the ones that belonged to Sisodia’s househelp, driver and other staff.

    “They have made a mockery of an investigation. Those BJP leaders who have been alleging that Manish Sisodia destroyed 14 mobile phones and ED officers who defamed the best education minister of Delhi, should apologise publicly,” Singh said.

    The Senior AAP leader also read out the International Mobile Equipment Identity (IMEI) numbers of the mobile phones allegedly listed by the ED.

    New Delhi: The Bharatiya Janata Party on Sunday slammed Delhi Chief Minister Arvind Kejriwal and the Aam Aadmi Party (AAP) over the excise policy case and said that former deputy CM Manish Sisodia was the “mastermind of the alleged scam”.

    Addressing a press conference here, BJP spokesperson Shehzad Poonawalla said, “Why did the court refuse to give relief to Manish Sisodia, the accused in the liquor scam? Manish Sisodia and company have received a bribe of Rs 100 crore and this has been verified through the court.”

    “The court said that while reviewing the evidence presented, it can be said that Manish Sisodia is not honest but the mastermind of this corruption policy,” Poonawalla added.

    On Friday, a Delhi court, while dismissing the bail plea of Sisodia in the excise policy case lodged by the CBI, said prima facie the AAP leader “is the architect of the criminal conspiracy in the matter”.

    New Delhi: The families of former Delhi ministers Manish Sisodia and Satyendar Jain were yet to vacate their official bungalows, sources said on Tuesday.

    Sisodia and Jain had been asked to vacate the bungalows on or before March 21, according to a letter by the Public Works Department dated March 14.

    Weeks after their resignation from the Delhi Cabinet, their bungalows were allotted to newly inducted ministers Atishi and Saurabh Bharadwaj.

    The PWD also asked Atishi and Bharadwaj to give their acceptance within eight days of the issuance of the letter. There was no official word on the matter from the government.

    Sisodia had been staying at the AB-17 bungalow on Mathura Road, which was earlier with former Delhi chief minister Sheila Dikshit.

    The bungalow was allotted to Sisodia in 2015 when the AAP came to power in Delhi.

    Jain was staying at the 2, Raj Niwas Marg, Civil Lines bungalow, which has now been allotted to Bharadwaj.

    Following the resignations of Sisodia and Jain, currently in Tihar jail in cases corruption and money laundering respectively, two Cabinet berths had fallen vacant.

    Their resignations were accepted by the President on March 7.

    Atishi and Bharadwaj were later inducted into the Cabinet.

    Sisodia was arrested by the CBI on February 26 in connection with alleged corruption in the formulation and implementation of the now-scrapped Delhi excise policy for 2021-22. Jain was arrested the Enforcement Directorate last year in a money laundering case.
