    SRINAGAR: Jammu and Kashmir’s Lieutenant Governor Manoj Sinha Wednesday said that Article 370 was the root-cause of disparity while the terror-eco system and militancy was strong to the extent that it claimed 45000 lives and left lakhs displaced.

    Addressing the Y-20 Consultation meet at Jammu University, LG Sinha said that India has been bearing the brunt of terrorism sponsored by Pakistan.

    “Article 370 has been the root-cause of disparity between the regions in J&K. Terrorism claimed 45000 lives and left lakhs of families displaced,” he said.

    LG Sinha said that after August 5, 2019, a new J&K is emerging where youth are taking the front role.

    Adding further he said narco-terrorism is the biggest challenge where youth and society are being targeted and steps to tackle it are being taken effectively.

    He said that the youth are the biggest stakeholders in new JK and every day around 580 are youth become entrepreneurs and leading a change,” LG Sinha said.

    Maintaining that every day around 580 young are emerging out as entrepreneurs, LG Sinha said,’ Individual as well as society’s aspiration can be fulfilled only in conditions of peace and young generation is eager to create a peaceful & prosperous present and future for the entire humanity.”

    LG Sinha said that India under the leadership of PM Narendra Modi will lead the world to effectively address broader aspects of security challenges that also includes social, political, economic & environmental issues with the spirit of One Earth, One Family, One Future.

    The LG said that it was the responsibility of the youth to use their collective strength for development and upliftment of humanity. “With common values, aspirations and commitment of selfless service, the youth will expand the horizons of peace, prosperity, friendship, cooperation and progress,” he said.

    Youth power is the strength of Jammu Kashmir and they have dedicated themselves to rejuvenate the society and to drive inclusive development, the Lt Governor said.

    SRINAGAR: Lieutenant Governor Manoj Sinha Wednesday launched three significant initiatives, ‘Kisan Sampark Abhiyan’, Daksh Kisan (Skilling of farmers) & Kisan Sathi (IT Dashboard for digitisation of services for farmers) for effective and efficient implementation of projects under Holistic Development of Agriculture and Allied Sectors.

    The Lt Governor said the four month long ‘Kisan Sampark Abhiyan’ with help of PRIs focusing on farmers’ orientation, skilling courses for all interventions, will ensure that the meticulous plan reaches the fields and prepare our farmers to meet new challenges, explore new possibilities and make the farming accessible & profitable.

    10,695 training sessions between April to August 2023 in all 20 districts will bring together entire farming community and the collective resolve will not only make the scheme an unprecedented success but also provide a new direction to young farmers, he added.

    “Holistic development of agriculture and allied sectors have three important dimensions, economic development, social inclusion and environmental protection and this campaign would pay special attention on these for the progress and lasting prosperity of farmers,” said the Lt Governor.

    Earlier, the UT-level training & orientation program of officers for effective implementation of 29 projects under holistic agriculture development plan was conducted during Phase-I.

    The Lt Governor reiterated the UT Government’s commitment to empower the farmers of J&K and providing them easy access to productive resources, financial, technical support and the extension services.

    “Empowering smallholder farmers is our top priority. Under the guidance of Prime Minister Narendra Modi, various steps have been taken to strengthen rural infrastructure, to increase productivity and diversification to higher value crops,” he said.

    The Lt Governor called upon all the stakeholders to come together to ensure effective implementation of Holistic Agriculture Development Plan.

    The collaborative efforts of UT administration, PRIs, Progressive farmers, Cooperative Societies, Self-Help Groups, FPOs and other stakeholders will be the central pillar of the efforts to realize the goal of atmanirbhar Jammu Kashmir in agriculture sector, he added.

    The Lt Governor asked the banking institutions and government departments to bridge the gap in financial assistance to the farmers.

    Sinha also highlighted the efforts to attract investment in agriculture, developing a rural-urban market network and enabling small farmers to play a big role in the value chain.

    Keeping in view the agro-climatic condition, we have mapped such areas where there is no irrigation facility but there is a possibility of growing millet crops, which can ensure good price to the farmers for their produce. This will also contribute to the millet revolution in Jammu Kashmir, said the Lt Governor.

    SRINAGAR: The Jammu and Kashmir Lieutenant Governor (LG) Manoj Sinha Monday said Value Based Education will be a great support for the students to improve the human capital.

    “According to the National Education Policy, I think the youth of our country will decide as to how effectively they will utilize it,” Sinha said.

    “The policy is focused on Value Based Education and it will help the students to improve their skills,” he added.

    “I think that if a student is diverted from Value Based Education, they won’t be achieving much success to their best capacity,” LG said.

    He also said that the youth will decide how much benefit they will get through it. “The students of 5-18 years old are spending nearly 30,000 hours in schools campus and that is why the educational institutions are playing an important role in their lives,” Sinha said.

    The LG also said, “I believe that Value Based Education will be a great support for the students to improve the human capital.”

    “I believe that the human capital in making for the future will ease things with the help of Value Based Education whether it is industries, agriculture or any other sector. The education sector will be at a high level,” he said. (KNO)

    SRINAGAR: Lieutenant Governor Manoj Sinha, in this month’s “Awaam ki Awaaz” programme shared the inspiring stories of the Change-makers and highlighted the efforts of the UT Government to realize the true growth potential of Jammu Kashmir.

    The Lt Governor said the JK administration with citizens’ participation is steering the change in the socio-economic landscape of the Union Territory. Our collective effort is to create a more progressive, growth-oriented and aspirational society and laying a strong foundation for journey of the next 25 years, he added.

    “Kashmir division is witnessing ‘Yellow Revolution’ with oilseed crops registering significant growth. There will be additional opportunities for oil extraction and value addition and therefore more entrepreneurial opportunities for people,” said the Lt Governor.

    According to an estimate, mustard oil worth Rs 800 crore will be produced this year only in the Kashmir Valley and Jammu and Kashmir will move towards self-sufficiency in the production of the mustard oil, he noted.

    Congratulating  people of Jammu Kashmir for GI-Tagging of the Basholi Painting, he said it is a significant landmark in preserving and promoting the artistic and cultural heritage of J&K UT.

    “Basohli Painting has become the first independent GI-tagged product from Jammu region. It will provide access to customers to authentic product and a huge boost to local economy,” observed the Lt Governor.

    The Lt Governor shared the inspiring journey of Self-made women entrepreneurs, Shalini Khokhar from Rajouri and Pattan’s Shamshada Begum. With commitment, conviction and courage, they are making significant contribution to a modern, strong and self-reliant J&K, he added.

    The Lt Governor lauded the efforts of progressive farmers like Seva Ram of Galhar, Kishtwar in improving agricultural productivity and encouraging the adoption of new agriculture techniques.

    The Lt Governor commended the “Give Plastic and Take Gold” campaign launched by Farooq Ahmad Ganie, Sarpanch of Sadiwara, Anantnag to transform the Swachh Abhiyan into Janbhagidari and fulfill the dream of Swachh Bharat.

    He called upon the PRI representatives to replicate the noble initiative and ensure community participation in cleanliness drives. Youth clubs also have an important role to play in promoting swachh abhiyan, he added.

    The Lt Governor congratulated Sarpanch, Panch and District Administration of Sira-A Gram Panchayat of Udhampur, Phalmerg of Kupwara Fatehpora of Baramulla for receiving awards in different categories at the National Panchayat Awards 2023.

    The Lt Governor made a special mention of Prof Jagbir Singh Sudan of Poonch for his selfless service and inspiring others to actively participate in the service of humanity. The service activities of his organization ‘Pritam Spiritual Foundation’ are truly commendable, added the Lt Governor.

    The Lt Governor appreciated the work of Sonia Verma of Gurah Brahmana village in Akhnoor who has planted more than 60 thousand saplings in the areas of Akhnoor and Khour. He asked the citizens to follow this inspiring example of environmental consciousness.

    Sharing the suggestions of Priya Varma from Reasi on women-exclusive haats, the Lt Governor reiterated the UT administration’s commitment to promote women-led enterprises.

    Women entrepreneurs are the backbone of J&K economy and we have taken appropriate steps for capacity building, easy access to credit & marketing linkage, observed the Lt Governor.

    GANDERBAL, APRIL 10: Union Minister for Road Transport and Highways Nitin Gadkari in the presence of Lieutenant Governor of Jammu and Kashmir Manoj Sinha and Members of Parliamentary Consultative Committee on Road Transport and Highways inspected the Geo-strategically important Z-Morh Tunnel on Srinagar-Leh Highway (NH-1) today.

    19 tunnels are being constructed in Jammu and Kashmir at a cost of Rs 25 thousand crore. Under this, construction work of 6.5 km length Z-morh tunnel and approach road is in progress at a cost of Rs 2680 crore. This 2-lane road tunnel is being built under the mountain glacier Thajiwas Glacier between Gagangir and Sonamarg in Ganderbal district of Kashmir.

    Under the Z-Morh tunnel project, a main tunnel of total length of 10.8 meters with a modified horse shoe shape escape tunnel of total length of 7.5 meters, D-shaped ventilation tunnel of total length of 8.3 meters, 2 major culverts of total length of 110 meters and 270 meters, 1 small culvert of total length of 30 meters is proposed. Till now 75% work of Z-Morh Tunnel has been completed. A target has been set to dedicate this tunnel by December 2023.

    Intelligent Traffic Management System has been installed in Z-Morh Tunnel which will make it easier to control traffic. Along with this, traffic will be facilitated through the dedicated escape tunnel. The Z-Morh tunnel will provide all-weather connectivity to the Sonamarg tourist town. The debris generated during the construction work of this project has been used for way-side facilities and development of the area.

    The area of Z-Morh tunnel is strategically important as its construction will ensure seamless connectivity between Srinagar and Kargil and there will also be considerable reduction in travel time between Srinagar and Leh. This tunnel will promote social and economic development in the entire region. Tourism in Sonamarg will be promoted including activities like whitewater rafting on Thajiwas Glacier and Sindh River.

    We should strive to spread Bhagwan Mahavir’s teachings to realize the dream of a society built on equity and shared prosperity, he further added.

    “Human consciousness is infinite and the journey with pure awareness will lead to building an egalitarian society and spiritual transformation. The timeless values and wisdom imparted by Bhagwan Mahavir is the greatest strength of society and ultimate source of wisdom for holistic development,” observed the Lt Governor.

    The Lt Governor urged the young generation to follow the teachings of Bhagwan Mahavir and lead by the ideals espoused by him to shape India’s future.

    Don’t wait for something to happen, rather make the proactive efforts to fulfil your’s and the nation’s aspiration. We must work together to create ideal condition in the society that will enable every individual to live up to her or his full potential, added the Lt Governor.

    SRINAGAR: Lieutenant Governor Manoj Sinha inaugurated Tulip Garden at Sanasar, the first such park for Jammu Division, on Saturday.

    Congratulating the tourists and local residents on the occasion, the Lt Governor said the Garden spread over 40 Kanals with 2.75 Lakh Tulip Bulbs of 25 different varieties, situated amid lush green woods in Ramban district will provide major impetus to tourism and trade activities.

    Observing that the tourism potential of Jammu is unique in many ways, the Lt Governor said with breathtaking natural beauty, rich cultural heritage, magnificent cuisine and warm hospitality, it can create a niche for itself on global tourism map and administration is committed to ensure all the necessary infrastructure & resources.

    “As a “Tourism Mission” initiative 75 new destinations, 75 Sufi/religious sites, 75 new cultural, heritage sites and 75 new tracks are being developed in JK UT to open up new economic avenues for fulfilling the aspirations of the people,” said the Lt Governor.

    Development of water parks at twin cities of Jammu & Srinagar, establishment of cultural centres at Ramban, Udhampur, Kathua, Jammu, Rajouri & Poonch will help in building local capacities, boost employment & favourable climate to entrepreneurship, he added.

    There is no dearth of budget for development under the leadership of Hon’ble PM Shri Narendra Modi Ji. All the citizens should work together for the progress of the society with a positive approach to build a modern, industrialised and prosperous J&K UT, the Lt Governor said.

    “The administration is working for the Aam Aadmi & inclusiveness is in the centre of our journey to high growth. With participatory governance approach & people’s cooperation we will create better future for the generations to come,” he added.

    LG Sinha said that Rs 447 crore has been allocated to the tourism sector this year to develop JK as a modern and smart tourist destination. Samba Fort, Hari Parbat and General Zorawar Singh Palace will also be renovated to revive the ageless cultural legacy, he added.

    The Lt Governor urged the people, PRI representatives and the youth to actively participate in the Gram Sabha meetings, being organized in all Halka Panchayats of Jammu Kashmir on 10th April to prepare development plan for the Gram Panchayats, he added.

    The Lt Governor said that the construction of the 2.5 km long road from Sana Village to Sanasar will be approved in two months.

    Lieutenant Governor Manoj Sinha interacted with the citizens, who had submitted their grievances on JKIGRAMS portal during “LG’s Mulaqaat” .

    The Lt Governor said that the administration is dedicated to address public complaints in time-bound manner and rapidly bring about change for all round progress.

    “We have embarked on several major initiatives in developing efficient public service delivery mechanism and it has improved ease of living of common man,” observed the Lt Governor.

    While interacting with the citizens, the Lt Governor took appraisal of their grievances and action taken by the concerned Deputy Commissioners.

    The Lt Governor also sought details of the action taken on the directions passed in the previous meeting.

    On the sidelines of the LG’s Mulaqaat, discussion was also held on successful implementation of training programme for holistic development of agriculture and allied sector. The training programme is being executed by the Agriculture Production Department for farmers in all 20 districts

    Dr Arun Kumar Mehta, Chief Secretary; Sh R K Goyal, Additional Chief Secretary, Home Department; Administrative Secretaries; Divisional Commissioners, Deputy Commissioners, Superintendents of Police, Heads of the Departments, and other senior officers were present during the interaction, in person and through virtual mode.

    SRINAGAR: Lieutenant Governor Manoj Sinha launched two major initiatives of Cooperative department- Diploma in Cooperative Management and MoU between Cooperatives and Department of Tribal Affairs, at Raj Bhawan, on Friday.

    Congratulating the stakeholders, the Lt Governor said the initiatives will strengthen the cooperative spirit in the UT and transform the lives of the tribal community.

    “Prime Minister’s vision of ‘Sahkar Se Samriddhi’ will guide the social and economic transformation and provide vital support for growth of agriculture sector. The new initiatives also aimed at improving cooperatives efficiency and to meet the requirements of rural economy,” observed the Lt Governor.

    Emphasizing on promoting cooperative education and training, the Lt Governor said the introduction of Diploma in Cooperative Management will provide opportunities to Junior Officers, members of Cooperative Societies, FPOs and officials of other allied departments to acquire requisite skills to manage cooperative business and facilitate the process of human resource development in J&K.

    Manoj Sinha also highlighted the positive impact of convergence of schemes of Cooperative Department & Tribal Affairs Department to achieve the twin objectives of equitable and sustainable rural development.

    “The Memorandum of Understanding between Department of Cooperatives and Department of Tribal Affairs will ensure that tribal cooperatives, Van Dhan Vikas Kendras avail benefits of different schemes and enable economic development and prosperity of tribal population,” said the Lt Governor.

    The Lt Governor shared the Union Territory administration’s efforts to strengthen the cooperative sector to accelerate the grassroot development and capacity building.

    “We have taken several steps to ensure effective on-ground implementation of rural development schemes and to empower the targeted sections. Resource availability for growth of cooperatives is another area where steps have been taken to ensure credit access to people and support services for equitable distribution of benefits,” observed the Lt Governor.

    More than 1000 cooperatives have been established in various sectors. An amount of Rs 366 crore was allocated for the revival of Jammu, Baramulla and Anantnag Central Cooperative Banks, besides Apex Level Dairy Federation has been established in Jammu Kashmir after 27 years, he added.

    He further stressed on expansion of the cooperative sector and connecting more farmers with Primary Agriculture Cooperative Society. Establishment of PACS in every panchayat should be our prime objective, he added.

Bhandari, Principal Secretary to Lt Governor and CEO SASB made a detailed presentation and briefed the board on various aspects of Shri Amarnath Ji Yatra-2023, including registration for Yatra, provision of helicopter services, service providers, Yatra camps, langar,NGO services, insurance cover for yatris,service providers etc.

    He further presented the action taken report on the decisions taken in the previous board meetings.

    Chief Engineer BRO briefed the meeting on the progress regarding maintenance, restoration & development works of the Yatra tracks.
