  • Republicans Want to Mandate a Single Style of Architecture in Washington

    The edicts prompted a furious backlash by an architecture world that was already primed for a fight. The preferred-style rule was the handiwork of a traditionalist Washington nonprofit called the National Civic Art Society, which fights for “the classical tradition” and has condemned modern architecture as “dehumanizing.” The organization had long criticized the American Institute of Architects, the professional association that voiced outrage against Trump’s new rule.

    Trump had earlier named the Civic Art Society’s president, a conservative architecture critic named Justin Shubow, to the U.S. Commission on Fine Arts, which oversees new buildings in the capital. In January of 2021, as Trump left office, Shubow — who, professionals sniffed, was not even an architect — was elevated to the commission’s chairship.

    Soon after taking office, President Joe Biden rescinded the executive orders and removed all but one of Trump’s appointees from the Fine Arts Commission, replacing Shubow with the celebrated contemporary architect Billie Tsien.

    But as with so many other disruptions of the Trump years, things didn’t simply go back to normal — in part because Shubow is a determined advocate, and in part because the traditionalists have a point, or at least half a point.

    And that half a point is: There are a lot of hideous federal buildings out there!

    The growth of government in the decades after World War II happened to take place during one of the most maligned periods in public architecture. Like college campuses, government properties have been among the modernist era’s most conspicuous offenders, perhaps because the people commissioning the buildings were not the ones who would have to live or work in them. When it’s their own private home or business, people tend to be much less deferential to the artistes drawing up the blueprints.

    In Shubow’s telling, that deference is the problem — baked right into the 1962 Moynihan document his rivals want to enshrine in law. “Design must flow from the architectural profession to the Government,” it declares, “and not vice versa.” Rather than a gesture of support for creativity, he says, the language essentially orders public servants to abandon their duty of keeping an eye on the contractors. (He notes that the AIA, which has blasted the GOP bill in the name of free expression, isn’t quite a dispassionate academic group: It’s a trade association for architects, ie those very same contractors.)

    Shubow’s organization has commissioned a poll demonstrating that, by a significant percentage, Americans favor more traditionalist forms of architecture. Shouldn’t a democratically elected government make sure that its buildings don’t alienate the citizens who pay for them?

    Well, sure. But the new bills do more than that. In elevating the stature of the Greek- and Roman-inflected buildings favored by Thomas Jefferson and his cohort, it adopts a grimly backward-looking posture in a country that has always been about dynamism and change.

    So while it’s true that the capital was launched by people who obsessed about (small-r) “republican” style as they set about creating a fledgling republic in an age of monarchies, it’s also true that said obsession extended well beyond architecture to things like clothing — which, thankfully, no one is trying to legislate in the year 2023.

    The idea of writing one particular style into law also ignores the tendency of tastes to change and perspectives to vary. Plenty of people — including me — adore the look of D.C.’s Federal Triangle, the massive 1930s constellation of Neoclassical government buildings including the Justice Department, the National Archives and the Department of Commerce. Others think its sweep of columned edifices looks kind of fascist, an association that no one could have imagined when the project was first envisioned in the 1920s.

    New Delhi: With just few days left for the crucial Assembly polls in Karnataka, a new opinion poll predicted that the Congress may emerge as the single largest party in the southern state but may fall eight seats short of a clear majority.

    According to the India TV-CNX opinion poll, telecast on the news channel on Sunday, the Congress may win 105 seats in the 224-seat Assembly, while the ruling BJP may win 85 seats, followed by Janata Dal-Secular which may win 32 seats.

    The opinion poll predicted that ‘others’ may win two seats.

    In the 2018 elections, the BJP had won 104, the Congress 80, the JD-S 37, and ‘Others’ had won three seats.

    As per the vote share projections, Congress may get 40.32 per cent, the BJP may get 35.5 per cent, the JD-S 17.81 per cent, and ‘others’ may get 6.37 per cent.

    In the 2018 elections, the Congress had got 38.04 per cent, the BJP had got 36.22 per cent, the JD-S 18.36 per cent and ‘Others’ had got 7.38 per cent votes.

    The opinion poll also predicted that caste and community wise projections show, the Congress may get 75.3 per cent of Kuruba votes, 15.11 per cent Lingayat votes, 17.57 per cent Vokkaliga votes, 40.56 per cent of SC votes, 34.58 per cent of OBC votes, 42.35 per cent of ST votes, and a whopping 78 per cent of Muslim votes.

    On the other hand, the BJP may get 15.14 per cent Kuruba votes, a whopping 75.8 per cent Lingayat votes, 17.39 per cent Vokkaliga votes, 39.6 per cent SC votes, 51.7 per cent OBC votes, 32.18 per cent ST votes and only 2.07 per cent Muslim votes.

    The projection show the JD-S may get 56 per cent Vokkaliga votes.

    The India TV-CNX poll projections region-wise show also predicted that the BJP and the Congress may share 15 seats each in Greater Bengaluru area (32 seats total), while the JD-S) may get two.

    In Central Karnataka’s 21 seats, the BJP may win 13 and Congress eight seats.

    The Congress may sweep the Hyderabad-Karnataka region, winning 32 of the 40 seats, while the BJP may win six and the JD-S two.

    In Old Mysore’s 62 seats, the Congress may win 26 seats, the JD-S may win 28, and the BJP only seven seats. ‘Others’ may win the remaining one seat.

    In coastal Karnataka having 19 seats, the BJP may win 15 and the Congress 4.

    In the Bombay Karnataka region having 50 seats, the BJP may win 29, the Congress may win 20 and ‘Others’ may win one seat.A

    The opinion poll survey findings also showed that Congress leader and former Chief Minister Siddaramaiah still remains the first choice for the top post, leading the list with 32.2 per cent votes, while 26.83 per cent favouring incumbent Basavaraj Bommai as Chief Minister.

    Meanwhile, 16.37 per cent opted for JD-S leader and former CM H.D. Kumaraswamy, while 10.97 per cent favoured BJP leader and former CM B.S. Yeddyurappa and only seven per cent preferred Congress leader D.K. Shivakumar for the Chief Ministerial post.

    The opinion poll survey was carried out by CNX among 11,200 respondents (5,620 males and 5,580 females) in 112 out of a total of 224 seats. The respondents were selected randomly keeping in view demographic, professional and migration dimensions.

    Polling for the Karnataka Assembly is scheduled on May 10 and counting of votes will take place on May 13.

    Srinagar, Apr 26: Despite collecting nearly a whooping Rs hundred crore from the alleged traffic violators in the last 5 years, the Traffic Department in Jammu and Kashmir is not in possession of a single ambulance.

    The highest number of penalties has been recovered by the Traffic Police City Jammu.

    The official data available with the news agency Kashmir News Trust reveals that for the last 5 years from 2018 to 2022, Traffic Police National Highway Ramban has realized a fine to the tune of over Rs 15 crores, Traffic Police City Jammu over Rs 38 crores, Traffic Police Rural Jammu over Rs 16 crores, Traffic Police City South Srinagar nearly Rs 16 crores while Traffic Rural Kashmir has realized a fine of Rs over 5 crores in a single year in 2022.

    The Traffic Department has made the data public in reply to the queries raised by the applicant who is a social activist and senior journalist M M Shuja under the Right to Information Act.

    The information provided to the applicant reveals that not a single ambulance is in possession of Traffic Police National Highway Ramban, Traffic Police City Jammu, Traffic Police Rural Jammu, Traffic Police City South Srinagar and Traffic Rural Kashmir.

    The manpower in Traffic Department regulating traffic has also been witnessing a nose dive. Traffic Police City South in Srinagar had a strength of 527 traffic police personnel in 2018 which came down to 500 in 2019,492 in 2020, 488 in 2021, and 466 in the year 2022.

    The deployment of traffic personnel has also witnessed a fall in Traffic Police City Jammu,463, Traffic Police Rural Jammu 324 including 84 SPOs, and Traffic Rural Kashmir 365. [KNT]

    Amaravati: The Andhra Pradesh government is taking measures to ensure that there will be only one database for all the lands in the state, Special Chief Secretary (Revenue) and Chief Commissioner-land administration (CCLA) G Sai Prasad has said.

    Over the past two years, Prasad said several reforms have been effected in the Revenue department to make services easy for the people.

    “As part of these efforts, 50 lakh land records out of the 2.74 crore have been rectified. Earlier, everybody used to manipulate survey numbers and meddle with the existing ones but now these interventions will not be possible,” he said in a release on Friday.

    According to him, nearly three per cent of the applications made to transfer mutations have overshot the service level agreement (SLA) time limit while 12 percent have been rejected, unlike 50 per cent and 30 per cent respectively a year ago.

    Further, the CCLA noted that the law has been amended to transfer the power to alter revenue records from tahsildhars (MROs) to deputy collectors (RDOs).

    He observed that the issue of resolving mutation applications has reached a crucial stage as a result of unrelenting auditing efforts at the district and state levels.

    Moreover, Prasad said 12 tahsildars were dismissed from service and 13 more were demoted as deputy tahsildars for manipulating land records in the past one year.

    Meanwhile, the special chief secretary said registration services have commenced at the village secretariats of 2,000 villages where first phase of resurvey has been completed, including the actual completion of 1,798 registrations.

    Likewise, he highlighted that following the first phase of resurvey, 2 lakh mutations gave rise to 4 lakh subdivisions, which will result in 7.8 lakh people receiving land rights documents.

    Prasad said Chief Minister Y S Jagan Mohan Reddy has directed officials to install survey stones in the 2,000 villages by May 20 where the first phase survey was over, even as 13.5 lakh stones have already been installed.

    In addition to the 295 registration offices conducting registration services across the state, Prasad said registration seva kendras will also be started in some urban areas.

    Gwalior: A man and two women, including his first wife, have decided to live peacefully in two separate houses by dividing three days each of a week between them and also with the liberty to the man to spend the seventh day with the woman of his choice, said a lawyer associated with the family court in Gwalior city.

    However, counsellor and advocate Harish Diwan termed the “agreement” between them illegal as per Hindu law.

    The story of the two women and a man, who is an engineer, came to light when the man again entered into wedlock with a female colleague in Gurugram after he left his wife in Gwalior during the COVID-19 pandemic, Diwan said.

    His first marriage took place in 2018 to a Gwalior-based woman and they lived together for two years. During COVID, he sent his wife to her parents’ home and went back to Gurugram, he said.

    When he did not return till 2020 to take her legally wedded wife, she grew suspicious and went to his Gurugram office. She learnt that he had married a colleague and a girl was also born during the period, Diwan said.

    The woman fought with the man publicly and protested in the office over his second marriage. She then approached a family court in Gwalior for justice, he said.

    Later, her husband was summoned to Gwalior. Despite attempts to counsel him, the man refused to leave the second woman, Diwan said.

    His wife as well as the second woman were counselled but they were not ready to understand, he said.

    Later, the trio entered into an agreement according to which the man will spend three days of a week with his wife and another three with the woman he allegedly married, with the liberty to live with the woman of his choice on Sunday, Diwan said.

    He provided a flat each to his wife as well as the other woman in Gurugram and also agreed to share his salary equally with them as per their agreement, Diwan said.

    When asked whether this agreement has any legal sanctity, Diwan said, “This agreement was done between three of them with mutual consent. Neither the family court nor the councillor has any role in it.”

    “In fact, the three were categorically told that they are Hindu and as per Hindu law, this agreement between them is illegal. As per the law, a Hindu man cannot marry another woman until he divorced his first wife in a legal manner, but they decided to go ahead with their pact,” Diwan added.
