    Terror attacks shift headlines from SCO in Goa to J-K

    The headlines on Friday when the Council of Foreign Ministers of the Shanghai Cooperation Organisation ( SCO) met in Goa  India, changed quickly.  The killing of five soldiers in the Kandi area of Rajouri, a border district along the Line of Control in  Jammu and Kashmir, in an encounter with the terrorists who had attacked an army vehicle and killed five soldiers on April 20 in the same belt, altered the headlines. The dateline also shifted from Panaji to Panaji to Rajouri. The SCO meet and its conclusions,  which could have been the banner headlines were diluted as the killing of soldiers made it to the headlines in a way that no one had anticipated.

    This change in headlines substantiated the Indian view that how terrorism was keeping it away from direct or indirect talks with Pakistan in resolving issues between the two countries bilaterally. Foreign Minister S Jaishankar did not mince words in calling  out his Pakistani counterpart  Bilawal  Zardari Bhutto as the “spokesperson of industry of terrorism, the mainstay of Pakistan.”  He underscored his message in the phrase, “The victims of terrorism and perpetrators of terrorism cannot sit together”. This was a clear message to Pakistan that it cannot hope India to talk and improve ties while terrorism from across the border continued to bleed the country. The killing of five soldiers on Friday in Rajouri lent strategic, diplomatic, and political meat to this assertion.

    Bilawal Zardari Bhutto, who projected himself as the son of  Benazir Bhutto who was assassinated by terrorists in December 2007, tried to convince the SCO and India, in particular, that Pakistan also is a victim of terrorism, and it has suffered the maximum number of casualties due to acts of terror. It is a fact but this doesn’t grant Pakistan a license to export and unleash terrorism in India. The real victims of terrorism empathize with the fellow victims, not inflict terrorism on them.

    This is not the first time that the headlines changed in this manner. At a time, way back in December 2015, when it was hoped that a new chapter of friendly ties between India and Pakistan might open with the Indian Prime Minister Narendra Modi visited Lahore, to meet his Pakistani counterpart Nawaz Sharif, things turned sour with terror attack on Indian Air Force Station in Pathankot. This was like the Lahore turned Kargil moment during the Vajpayee era in 1999. The headlines don’t change for days or weeks, but these leave a legacy of chilling reminders of what had happened. These are dark spots in the history, which cannot be obliterated. These spots have an unfortunate tendency to recur as necessary lessons are not learned in time, and the temporary wake up calls turn into sleepwalking after few weeks or months.

    As the operations are underway to trace and neutralize the terrorists who mounted these attacks, it is hoped that the army would be successful in neutralizing the terrorists involved in these two incidents, in which 10 soldiers have died with zero casualty on the other side so far. This is a very heavy toll, as it is far beyond the normal and acceptable ratio; one to four. That is four  terrorists against each soldier. By that count, the number of terrorists killed in these operations should have been 40. But there are certain constraints. It is not always possible to maintain this ratio as the situations and terrains are difficult. The army has an added constraint, it has to navigate its operations without causing collateral damage – no civilian casualty is the mantra. There may be an argument that how could there be civilian losses in high and rocky terrains, but this is not the case. During this time of the year, shepherds are in the upper reaches with their herd. The gunbattles and operations restrict their movement and they have to stay within specified spaces. This is the geographic challenge.

    The nation is waiting for the outcome of the ongoing operations in the mountains dotted with dense forests. That will add yet another headline. The real threat of headlines of this nature is that they overshadow the rest of the stories emanating from the ground. Positive optics take a back seat not only in the captions and headlines but also in the minds of the people.

    SRINAGAR: Lieutenant governor Manoj Sinha on Wednesday said that there has been a “paradigm shift” in the pace of development in J&K over the last three to four years.

    Addressing a press conference on J&K Budget 2023-24, he said the highest ever investment of Rs 1547.87 crore has been received during the last 10 months and that 500 startups have come up during the last 3 years.

    He said last year J&K has witnessed economic growth of 14.64% and tax revenue has shown growth of 31%.

    “The law and order situation has improved appreciably in J&K and this year highest number of 1.88 crore tourists visited J&K,” he said.

    The Jammu and Kashmir, he said, has been among top performers in the country for implementation of schemes like Pradhan Mantri Gram Sadak Yojana (PMGSY), Amrit Sarovar, SVAMITVA Scheme, Azadi Ka Amrit Mahotsav, Nasha Mukt Abhiyan and Renewable Energy Development. “Most of the social security schemes have been saturated in J&K.”

    Under “My Youth My Pride, Har Din Khel Har Ek Kay Liye Khel”, he said, nearly 50 lakh youth have participated in different sports activities this year.

    Under Digital J&K initiative, he said, 445 online services are being provided through

    E-UNNAT portal.225 e-services have been integrated with Rapid Assessment System for real time feedback on quality of service delivery. “All the online services have been linked with the Public Service Guarantee Act in J&K.”

    J&K is the first among States/Union Territories to have District Good Governance Index for assessing the public service delivery at district level, he said.

    “Aspirational Panchayat Development Programme, Aspirational Block Development Programme and Aspirational Town Development Programme are the three new initiatives being implemented in J&K.”

    He said highest ever investment of Rs 1547.87 crore received during the last 10 months of this year. “500 start ups have come up during last 3 years.”

    Unemployment rate, he said, is marginally reduced. “33426 posts have been referred to recruiting agencies. 25450 selections have been made including 2436 selections of J&K Bank Limited. Around 2, 02,749 youth have been covered under various self-employment schemes and the target is to cover 2, 37,000 by end of current year,” he said, adding, “Next year around 3 lakh will be covered under all the self-employment schemes.”

    In 2018-19, he said, 9228 works were completed; 12637 works in 2019-20, 21943 in 2020-21 and in 2021-22, 50627 works were completed and this year “we expect 70,000 works to be completed”.

    “This is the paradigm shift in the pace of development in J&K over the last three to four years,” he said, adding, “Road construction nearly doubled to 3200 kilometres against 1500-1600 Km in 2018.” (GNS)

    Colombo: Sri Lanka will sign a memorandum of understanding (MoU) with India to promote renewable energy as the Island nation aims to generate 70 per cent of its electricity requirements from renewable sources by 2030.

    Sri Lankan Cabinet has given approval for a MoU on the cooperation in the field of renewable energy between the two countries, a Sri Lanka Cabinet spokesman said.

    “The government has declared generating 70 per cent of the electricity requirement by 2030 from renewable energy sources to become independent in power supply and for neutralising carbon emissions by 2050,” the spokesman added.

    He said that the Indian government has expressed willingness to strengthen renewable energy sector by operating and facilitating power generation using solar, wind and power generation through biomass.

    India is also to provide continuous transmission of infrastructure in places where agreed mutually in the island including the northern and eastern provinces in cooperation with private and state entrepreneurs in India and Sri Lanka.

    Meanwhile, the National Thermal Power Corporation (NTPC) of India and the Ceylon Electricity Board (CEB) of Sri Lanka have entered into an agreement to jointly implement a solar power project in two stages in the same venue where the previous coal power generation plant was planned to be established in Sampoor in Trincomalee, generating 135 megawatts.

    “As the first stage of this project, it is expected to implement a solar power project of 50 megawatts with a total estimated investment of $42.5 million and to construct a 220 kilowatts transmission line with 40 km length from Sampoor to Kappalthure in the Eastern province spending $23.6 million and it is planned to complete this stage in two years from 2024 to 2025,” the spokesman said.

    “A solar power generation plant with an additional 85 megawatts is expected to be constructed under a total investment of $72 million at the stage 2 of this project. Further to this, it has been planned to construct a transmission line of 76 km with a capacity of 220 kilowatts from Kappalthure to New Habarana in the North Central province with an estimated expenditure of $42 million in order to the distribution of electricity generated under the above stage 02,” he added.

    On Friday, Sri Lanka’s Power and Energy Minister Kanchana Wijesekera had a discussion on investment opportunities and energy sector corporation with an Indian delegation led by Pankaj Jain, Secretary of the Indian Ministry of Petroleum and Natural Gas. The discussion had focused on developing Trincomalee as an energy hub and promoting renewable energy, infrastructure development and supply of liquefied natural gas.

    At the discussion, Jain had called for enhanced partnership between India and Sri Lanka in energy sector and said that the two countries need to explore renewable energy sources as well as understanding newer molecules like green hydrogen, ammonia and compressed biogas.

    The Indian delegation participated at the discussion included Indian High Commissioner to Sri Lanka Gopal Baglay, Deputy High Commissioner Vinod K. Jacob, Special Duty Officer of the Ministry of Petroleum and Natural Gas Esha Srivastava, Chairman of IOC Company S.M. Vaidya, Engineers India Limited Chairman Varthika Shukla, Managing Director of Petronet LNG Limited A.K. Singh, Managing Director of ONGC Videsh Limited Rajarshi Gupta, Director of Hindustan Petroleum Corporation Limited Amit Garg and officials from the High Commission of India.

    Oil industry sees a vibe shift on climate tech

    “It’s blurred the lines” on what had in the past been rigid lanes that differentiate companies, Harbert said in an interview.

    The signs that the traditional oil industry is changing were everywhere. The head of Abu Dhabi’s state-owned oil company ADNOC bragged about his company’s solar power investments and admonished other companies to do more to cut their carbon emissions. The chief executive of Occidental Petroleum, one of the largest U.S. oil companies, announced its newest target was a $1 billion-plus project in West Texas to remove carbon dioxide directly from the air, and that it would look at potential nuclear power projects.

    The five-day conference that is the premier energy event in the U.S. features more sessions on hydrogen than on oil, a word that was uttered by a only a few of the speakers on the main stage during the first two days.

    Darren Woods, CEO and chairman of Exxon Mobil, spent most of his address talking up the company’s newest business line that strips carbon dioxide emissions from industrial sites. The company is also developing a large hydrogen plant to produce the fuel that many hope will help cut pollution from sectors that are hard to wring carbon dioxide from. And, almost in passing he mentioned that the world will need gasoline and diesel for the foreseeable future.

    “Our business has been to transform molecules,” Woods said of Exxon’s carbon capture and hydrogen projects. “This is an extension of that core capability.”

    This isn’t to say that the companies have forgotten their main business of pumping oil. Exxon, Chevron and other companies set new profit records last year as oil and fuel prices surged after Russia’s attack on Ukraine. ConocoPhillips CEO Ryan Lance and Hess Corp. CEO John Hess both highlighted that their companies were still making long-term investments in oil and natural gas production, though those remarks were notable for their rarity.

    Overall spending on oil and gas exploration and production in North America is expected rise nearly 18 percent this year from last, largely because of spending by independent and private companies, according to forecasts by analysts at advisory and investment firm Evercore ISI. ’s faster than the nearly 13 percent rise in spending predicted for the whole world. And many of the private or independent oil and gas producer have little interest in diversifying their business into clean energy or carbon technologies.

    The sharp ramp up in the technologies that will help fight climate change by many companies, however, does not represent a repudiation of oil and gas. The industry’s focus on clean energy technologies is a way to preserve that core business, Occidental CEO Vicki Hollub said.

    “We believe that our direct capture technology is going to be the technology that helps to preserve our industry over time,” Hollub told the audience. “This gives our industry a license to continue to operate for the 60, 70, 80 years that I think it’s going to be very much needed.”

    For many conference attendees, the new announcements show the oil industry being at an inflection point where companies see they need to adopt more clean energy businesses to survive.

    “I think the direction of travel is definitely in the direction of broadening our energy offerings and reducing our emissions,” Eirik Wærness, senior vice president and chief economist at Norway-based energy company Equinor, said in an interview. “And when you’re at an energy conference like this in the United States five months after the IRA was passed, well, industry reacts to policy signals.”

    Even some environmental advocates in the room said they noticed a vibe shift at the annual industry huddle.

    “The business is changing really fast,” said Samantha Gross, director of the Energy Security and Climate Initiative at the Washington, D.C.-based think tank Brookings Institute and former Obama administration official who spoke at a climate change panel at the conference. “Absolutely, 100 percent. They’re really serious about it. They’re looking at the future and trying to decide who they want to be in this new world.”

    A key reason for this emerging diversification was the Inflation Reduction Act that President Joe Biden and Democrats passed last year that offers billions of dollars for the technologies that companies had so far only mulled as possible carbon cutters. But those tax credits and grants are available only for the next few years, so companies are scrambling to access the money while they can.

    The raft of Biden administration officials who traveled to CERAWeek were pushing those two messages to executives — do more to cut the greenhouse gases that cause climate change, and that plenty of incentive money was available for them to do so.

    ”The IRA is a tremendous step forward,” John Kerry, White House special envoy on climate change, told the audience of hundreds of industry representatives. “It’s huge, with a major global impact that I am sensing and feeling, and I think you are, too.”

    But Kerry was quick to single out one U.S. executive — Chevron CEO Mike Wirth — who used his address to highlight a plan to increase oil production.

    “I heard how in Kazakhstan they may go up to a million barrels, and in the Permian they may go up to a billion barrels,” Kerry said. “Well, ok. Are we going to go down in emissions?”

    A Chevron spokesperson did not provide comment on Kerry’s remark.

    Over and over again, companies in Houston said they had got the message. Without the passage of the IRA, Occidental and Siemens Energy would have taken longer to unveil a large project that would suck 500,000 tons of carbon dioxide from the air every year, Siemens North American President Richard Voorberg said in an interview. The companies plan to continue to develop similar projects twice that size, Voorberg added.

    “If the incentives aren’t there, you start small, then maybe go a little bit bigger, then a little bit bigger and then it kind of grows into something,” Voorberg said. “Oxy’s taking the position they’re going to go big. … Now that becomes their standard and now they multiply it and it starts changing the world.”

    Chhatrapati Sambhajinagar: The ruling Shiv Sena legislator Sanjay Shirshat on Monday demanded that the grave of the Mughal Emperor Aurangzeb in Maharashtra’s Chhatrapati Sambhajinagar should be shifted to Hyderabad.

    The city MLA Shirsat’s quirky call came in response to the indefinite agitation launched by All India Majlis-E-Ittehadul Muslimeen (AIMIM) on Saturday protesting the name change of Chhatrapati Sambhajinagar and reverting to the old ‘Aurangabad’.

    “If they have so much love for Aurangzeb, then shift his grave to Hyderabad… Let them build a memorial there or do whatever they want, nobody will bother, but stop this agitation,” declared Shirsat, who belongs to the faction led by Chief Minister Eknath Shinde.

    Reacting, the local AIMIM President Shareq Naqshbandi dismissed the SS leader’s demand as “only politics and intended to create disharmony among communities to consolidate their position”.

    “If they have so much hatred for Emperor Aurangzeb, then why did they take the G20 delegates on a tour to view his wife Rabia-ul-Daurani’s tomb, the ‘Bibi Ka Maqbara’, built in 1668, by their son Muhammad Azam Shah,” Naqshbandi countered.

    Going further, he asked, with so much animosity for the past rulers, why the Bharatiya Janata Party government wants to earn revenues from the Taj Mahal (Agra) and other monuments for its coffers.

    Naqshbandi said that since the BJP and its allies have no issues left to take to the people they are resorting to such politics and driving a wedge among different sections of society.

    Last month, the Centre okayed a state government proposal to rename Aurangabad to ‘Chhatrapati Sambhajinagar’ and Osmanabad to ‘Dharashiv’.

    However, other parties like Shiv Sena (UBT), Congress, Nationalist Congress Party, have not yet responded to Shirsat’s outburst.

    Meanwhile, last week the AIMIM state President Syed Imtiaz Jaleel, MP, demanded that the names of Mumbai, Pune, Nagpur, Kolhapur and Malegaon must also be changed in honour of prominent icons.

    He has suggested Chhatrapati Shivaji Raje Mahanagar (Mumbai), Jyotiba-Savitri Phule Nagar (Pune), Dr. B.R. Ambedkar Nagar (Nagpur), Chhatrapati Shahu Maharaj Nagar (Kolhapur) and Maulana Azad Nagar (Malegaon).

    Visakhapatnam: A week after Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy declared that Visakhapatnam will be the state capital, authorities have begun arrangements to shift the administrative capital to the port city from Amaravati.

    Visakhapatnam district administration is busy identifying suitable buildings including a building for the Chief Minister’s official residence.

    Though the district authorities are yet to receive formal orders about shifting of the state capital, the officials were doing the ground work to keep everything ready in advance. The orders are likely to be issued anytime.

    A building for the Chief Minister’s official residence is likely to be finalised on Beach Road, a key landmark area in the city. The official circles are abuzz with the talk that if everything goes well, the Chief Minister may perform the house warming ceremony on March 22 or 23.

    Officials were also busy identifying buildings for the government offices and residences of the minister and senior IAS and IPS officials.

    Addressing a meeting in New Delhi on January 31, Jagan Mohan Reddy had announced that Visakhapatnam will soon become the state capital.

    He was addressing a curtain raiser event for the global investors’ summit in Visakhapatnam on March 3 and 4.

    “Here I am to invite you to Visakhapatnam, which is going to be our capital, in the days to come. I myself would also be shifting over to Visakhapatnam in the months to come as well,” said Jagan Mohan Reddy, who is currently running the government from Amaravati.

    Though several ministers had been speaking about this, it was the first time that the Chief Minister made a categorical statement about shifting the administrative capital to Visakhapatnam.

    It was in 2019 that the YSR Congress Party (YSRCP) government mooted the idea of three state capitals with Visakhapatnam as the administrative capital. However, protests by farmers of Amaravati over shifting of the capital and the High Court order directing the government to develop Amaravati as the state capital had delayed the process.

    On December 17, 2019 Jagan Mohan Reddy had announced in the state Assembly that three state capitals will be developed reversing the decision of the previous TDP government to develop Amaravati as the state capital.

    The YSRCP government mooted Visakhapatnam as administrative capital, Kurnool as judicial capital and Amaravati as legislative capital.

    This triggered massive protests by farmers of Amaravati who had given 33,000 acres of land for the capital and the previous government had also undertaken the works on some components of the mega project.

    On March 3, 2022, Andhra Pradesh High Court had directed the state government to develop Amaravati as the state capital in six months. A bench of three judges had pronounced the judgment on 75 petitions filed by Amaravati farmers and others challenging the government’s move on three capitals.

    However, the state government filed an appeal in the Supreme Court. In November last year, the Supreme Court stayed the High Court order saying that the court cannot act like a town planner or an engineer.

    Hyderabad: Union tourism minister G Kishan Reddy on Friday urged the Telangana government to shift godowns and warehouses operating in residential areas without necessary permissions to the city outskirts.

    Keeping in mind the fire incident reported at Ministers Road at Secunderabad in a sports store (which continued for over a day and resulted in a death), Kishan Reddy asked the government to check buildings and other structures in Hyderabad to follow basic fire safety standards.

    Reddy said that “learning a lesson” from such an incident will be beneficial in the future. He also spoke to the residents of the colony who were affected by the fire accident.

    The union minister instructed officials from the Fire department to make sure that people who were living in fear of the same building collapsing after the fire incident to be provided with all sorts of necessities like food and shelter. The minister also said to arrange a medical camp for the people to check the impact of the toxic fumes that evolved during this incident.

    BJP leader and former vice-chairman of the national disaster management authority Marri Shashidhar Reddy a day earlier also wrote to Telangana chief secretary A Santhi Kumari and requested her to go into detail about the incident including the efforts made to douse the flames.

    Going through this detail in bringing the fire under control, Shashidhar Reddy said that officials had found it difficult to get water tankers to fill up the empty fire engines. He added that there is an immediate need to make a committee of experts to make a comprehensive study, document response actions, identify defects, shortcomings, and make recommendations for prevention and better preparedness- all in a time-bound and transparent manner.

    Observing the incident that took place on January 19, Shashidhar Reddy said it was the third major incident that broke out in 10 months in Secunderabad, which left 19 people dead in the first two incidents. He felt that except for the people’s representatives making photo-ops and giving statements every time, investigations into the causes of such accidents weren’t made public.
