Canada and Spain have agreed to accept referrals from the processing centers, officials said.
News of the centers comes just two weeks before a seismic shake-up in border policy, the lifting of Title 42. Department of Homeland Security Secretary Alejandro Mayorkas and Secretary of State Antony Blinken will announce details at a joint press conference Thursday morning at the State Department. The White House will also release a fact sheet about the regional processing centers and other efforts to prepare for the May 11 end of Title 42, the Trump-era border policy that has been used more than 2 million times to expel asylum-seeking migrants on public health grounds.
The processing centers are just one piece of the administration’s multi-pronged response as the White House tries to strike a balance of deterrence with creating additional legal pathways. Officials also announced the expansion of the family reunification parole program to include Guatemala, El Salvador, Honduras and Colombia, a program previously only available to Cubans and Haitians.
“[It’s] a significant plan that is really at a level of ambition and scale that has never been done before,” a senior administration official told reporters. “However, there is far more that we could do if we had the cooperation of Congress. They have really tied our hands, and so we really do appeal to Congress to work with us.”
The White House has been intensely planning for the end of Title 42 since before the New Year, weighing a patchwork of policy solutions. May, already the historically busiest month for migration, is expected to bring one of the greatest policy challenges yet for the White House. And the timing falls at a challenging political moment for President Joe Biden, who just launched his 2024 reelection campaign.
The efforts to expand legal pathways and expedite processing will be paired with deterrence measures — in an effort to build upon the humanitarian parole program for Cubans, Haitians, Nicaraguans and Venezuelans, which officials tout as a success story in bringing border numbers down. The program for these groups will continue, officials said, including the expulsion to Mexico of those who try to enter the U.S. unlawfully.
In place of Title 42, officials also plan to rely on a new rule that will bar some migrants from applying for asylum in the U.S. if they cross the border illegally or fail to first apply for safe harbor in another country. The administration has been working to finalize and implement the rule — a version of a Trump-era policy often called the “transit ban” — before May 11.
The administration will also expand expedited removal processes under Title 8, officials said Thursday, which would allow the government to remove from the country anyone unable to establish a legal basis — such as an approved asylum claim.
“With this shift from Title 42 to Title 8, it does not mean that the border is open,” a senior administration official said Thursday. “Returning to regular order under Title 8 means that we will once again be able to impose significant consequences on those who fail to avail themselves of the many legal pathways that we have announced today and that already exist.”
The Biden administration has 24,000 agents and officers at the border and is hiring an additional 300 border patrol agents this year. They’re also prepping Custom and Border Protection facilities to include spaces for interviews with asylum officers, immigration judges and for counsel purposes.

A UK company has been set up in the name of one of Vladimir Putin’s top officials in Russian-occupied eastern Ukraine despite him being under sanctions.
Volodymyr Saldo, a notorious puppet of the Kremlin in the southern Ukrainian city of Kherson, is listed as the owner of a UK company registered in November, five months after his name was added to the sanctions list.
The UK government has made economic pressure a central part of its attempts to undermine Putin’s war in Ukraine. But more than a year after the invasion, proposals that would make it a crime for people under sanctions to set up UK companies have yet to become law.
In June 2022 the government imposed a freeze on any UK assets Saldo owns and banned him from entering the country. British officials accuse him of “promoting policies and actions which destabilise Ukraine and undermine or threaten the territorial integrity, sovereignty or independence of Ukraine”.
Yet since November he has been listed as the proprietor of a British company with an address in the Hatton Garden district of central London.
Companies House, the UK corporate registry, does not require proof of identity when people form companies. Saldo did not respond to questions about his involvement in the company, Grainholding Ltd.
But his entry on the sanctions list has been updated since Grainholding was registered, to draw in details from the company’s incorporation documents, suggesting that the UK authorities were aware of its existence and regarded the paperwork as genuine.
A government spokesperson declined to say whether any action had been taken against Grainholding, which remains listed as an active company. “We do not comment on individual cases,” he said.
Margaret Hodge, a Labour MP pushing to strengthen sanctions enforcement, said: “Does this company make money? We don’t know. Does it have a UK bank account? We don’t know. Does law enforcement know about this? We don’t know. And have they frozen this asset? We don’t know that either. This system is a mess from start to finish.”
The company documents say Grainholding has £1m in capital, with Saldo owning half the shares and another Ukrainian the rest. According to the independent news site Meduza, Saldo is the “most influential regional politician to support Russia’s occupation of southern Ukraine”.
A gaunt man in his 60s, he had been Kherson’s mayor for 10 years before being elected in 2012 to the national parliament for the party of the pro-Russian president Viktor Yanukovych. Saldo’s political career later waned. In 2016 he was accused of having cut deals with Russian intelligence but no charges resulted.
When Russian troops surged into Ukraine in February 2022, Kherson was a prize. It formed part of the “land bridge” linking Russia to Crimea. Within weeks, Saldo had been named head of the region’s “military-civilian administration”. He has presided over rampant looting.
When he became one of the first Ukrainians in occupied territory to accept Putin’s offer of a Russian passport, Saldo declared: “I have always thought that we are one country and one people.”
After falling ill – his aides denied reports he had been poisoned – Saldo resumed his duties. But late last year a Ukrainian counteroffensive forced Russian forces to withdraw from Kherson to the far bank of the Dnipro river.
Before the city fell, Saldo responded by shepherding civilians to the area still under Russian control, where he has announced the construction of a new town. The house he left behind was searched by Ukrainian police. He has been charged with treason in Ukraine.
Saldo’s personal business interests are reported to range from construction to the manufacture of yoga kit. The entry on the official UK registry for Grainholding, the company founded with Saldo as a listed owner, suggests he may have expanded into Ukraine’s lucrative trade in agricultural commodities.
This month, Saldo travelled to Moscow for an audience with Putin at the Kremlin. According to an official transcript of their meeting, Saldo asked for assistance with gas supplies and 25bn roubles, or about $300m, for a warehouse to help Kherson supply Russia with vegetables. “We will certainly help you,” Putin replied. Days later, Putin visited parts of the Kherson region still under Russian control.
There is no suggestion that Saldo or Grainholding have been involved in corruption or money laundering. However, the fact that the firm was created in the name of a Putin official under sanctions raises wider questions about the lack of oversight of UK companies.

Shortly before Russia invaded Ukraine, Graeme Biggar, then head of economic crime at the National Crime Agency, gave evidence to MPs about so-called “laundromat” techniques for moving dirty money out of the former Soviet Union. He said “a disturbing proportion of the money that comes out of those laundromats – not much shy of 50% in one case – were laundered through UK corporate structures”.
UK companies were used in 52 of the biggest corruption and money laundering schemes that have come to light worldwide, cumulatively involving about £80bn in illicit wealth, Transparency International found in 2017.
So lax are the controls at Companies House that the incorporation documents alone are not confirmation that Saldo actually formed Grainholding. The government has proposed obliging people forming companies to prove their identity. But because the proposals are yet to be enacted, a new venture’s named owners do not have to prove they are who they say they are.

Grainholding has no connection with the Hatton Garden office block given as its address in the incorporation documents, a representative of the corporate services firm that runs the building told the Guardian.
She said the corporate services firm had alerted Companies House to what she said was the unauthorised use of its address shortly after Grainholding appeared in the registry in November. Only five months later, when the Guardian began to make inquiries in April, was the address altered in a public filing by the registrar.
Even if Saldo’s Grainholding stake or its assets were frozen, simply possessing a UK company could have benefits for foreign owners, said Tom Mayne, a research fellow at the University of Oxford who specialises in the former Soviet Union. “It confers a sense of legitimacy, having a UK company, that can be used elsewhere to move money. It gives you the keys to the getaway car by allowing you access to our company registration system.”

A Pizza Express in Woking. The inability to sweat. A tendency to be “too honourable”. Prince Andrew’s 2019 Newsnight interview was a bonanza of bizarre excuses – in which he disastrously tried to defend himself from allegations that he had sex with a 17-year-old girl trafficked by his friend Jeffrey Epstein. Greeted with a riot of disbelief, anger and meme-making by the public, it was the most explosive royal interview of the decade. But how on Earth did it happen in the first place?
A new documentary, airing as part of Channel 4’s alternative coronation coverage, is lifting the lid on this remarkably misguided interview. But Andrew: The Problem Prince kicks off with an entirely different TV appearance. It’s 1985 and the prince is primarily known as a pin-up, playboy and the Falklands hero who risked his life for his country. He is also known as Randy Andy, a nickname referenced by his interviewer on this occasion, a giggling Selina Scott. Andrew shrugs it off with remarkably easy charm and humour. The audience howls in approval. “It was a badge of honour then – the idea of this young prince cutting a swathe through the aristocratic women of London was something to be admired,” says James Goldston, former president of ABC News and one of the documentary’s producers. “There was zero conversation at the time about: are there ethical or moral issues involved in this?”
Fast-forward three decades and Sam McAlister, a guest booker on Newsnight, receives an email from a PR company offering an interview with Prince Andrew about his charity work. She declines on the grounds that it sounds like a puff piece, but the exchange prompts months of negotiations about a more wide-ranging interview, which is again rejected by McAlister because the palace has a single stipulation: all questions about convicted paedophile and financier Jeffrey Epstein are off the table.
But then Epstein is found dead in his New York prison cell. Until that point, the man Newsnight’s Emily Maitlis describes as “America’s Jimmy Savile” had been a peripheral figure in the public consciousness: now he is centre stage, and the prince’s friendship with him is under the media’s microscope. Eventually, Andrew’s team change their minds. McAlister – whose book Scoops: The BBC’s Most Shocking Interviews from Steven Seagal to Prince Andrew, was the inspiration for this documentary – can barely believe her luck.

It only gets weirder from there. Andrew brings his daughter Beatrice to a meeting with McAlister and Maitlis. He seems delighted after the interview, inviting the Newsnight team to stick around for a cinema night at Buckingham Palace. It’s only when the Queen receives the transcript, and Andrew receives a “tap on the shoulder” from the palace (according to Maitlis), that the catastrophe becomes clear to him. The interview then prompts Virginia Giuffre – who claims the prince had sex with her on several occasions when she was 17 – to pursue Andrew legally. The lawyers interviewed for the documentary “are very specific”, says Goldston. “What he said opened the door to bringing that legal action which ultimately destroyed him.” In 2022, Andrew settled out of court.
Andrew: The Problem Prince is expressly not a “hatchet job”, says Sheldon Lazarus, another of the programme’s producers. Instead, it’s an attempt to anchor Andrew’s behaviour and decisions within the broader context of his life: despite his status and knack for making headlines, Lazarus believes there has never been an in-depth documentary about him before. We hear how the Queen indulged him as a child, and how Andrew’s finances meant he could never afford the lavish life he had become accustomed to. While Charles had an annual income of £20m, Andrew had to make do with a yearly allowance of £249,000 from the Queen. “By most standards that’s a lot of money, but to live a royal lifestyle, it’s obviously not enough. You feel that he’s being set up for failure,” says Goldston.

One of the most notorious moments in the Newsnight interview sees Maitlis ask Andrew whether he regrets consorting with Epstein. No, he replies, because the opportunities he got from it “were actually very useful”. According to Lazarus, the producers found themselves asking a question: “If he had been wealthier, would he have made better decisions, and not got into this crowd in order to keep up with the Joneses – or the Windsors?”
Tonally, the documentary team had to tread carefully. While the Newsnight interview was inescapably comic in content, its subject was a set of extremely serious and disturbing crimes. “I think you can use humour in the most serious of circumstances, as long as it’s done appropriately,” says Goldston, whose other job at the time was overseeing the coverage of the January 6 committee hearings in Washington DC.

After all, much of what goes on with the royals veers between farce and something far more troubling. One of the standout moments from the documentary is an interview with the former – yet still palpably annoyed – deputy British ambassador in Bahrain, who recounts Andrew’s freewheeling and ultimately very damaging input as a trade envoy in the early 2000s. “I love the line that ultimately his boss is the Queen – there was just no accountability,” says Lazarus. The diplomat also tells of how the prince refused to stay in ambassadorial residences, instead hiring out luxury hotels to house his thank-you letter-writer and valet.
The Problem Prince isn’t just about the titular royal, however. It’s “a celebration of the power of journalism,” says Goldston, who admits to feeling “kind of jealous” about the Newsnight scoop at the time. It’s also an insight into a rather mysterious job: that of the celebrity booker. “I’ve worked in journalism for 30 years and been involved in a lot of big gets: presidents, prime ministers, celebrities,” he says. “The art of the booking has always fascinated me – how does that happen?” Goldston ran Good Morning America “at the height of the morning wars and watched these bookers go after these things every day. It’s a phenomenal feat of endurance.”
It’s a world Lazarus is also familiar with, having started his career booking guests for Paula Yates’s On the Bed segment on Channel 4’s The Big Breakfast – a job he admits wasn’t beholden to the same journalistic ethics as Newsnight. “I definitely wouldn’t have said no to Andrew,” he says. “He could have come and juggled – he could have done whatever he wanted!”
The documentary provides an intimate insight into the big-name interview, but its headline question – why Andrew decided to appear on Newsnight in the first place – is ultimately left unanswered. Maitlis suggests it may have been an attempt to clear his name for his daughters’ sake, while Goldston thinks the media pressure meant “he was going to have to confront it head on and that’s how they end up saying yes”. That, however, doesn’t explain why he went against the guidance of trusted advisers, including media lawyer Paul Tweed, who claims in the documentary that he warned Andrew not to do it.
Instead, you come away with the sense that it was driven by a heady cocktail of yes-men-powered delusion and extreme naivety (he was “not intellectual”, according to royal biographer Andrew Lownie, while Tina Brown’s The Palace Papers claims that Epstein called the prince “an idiot”). Yet this cluelessness wasn’t limited to Andrew himself. Goldston recalls McAlister telling him that as the interview concluded, a member of the prince’s staff leaned over to her and muttered, “‘Isn’t he marvellous?’ That lack of understanding of what had just happened was pretty profound.”
The documentary ends with a portrait of an underemployed Andrew living in the shadows. And yet Tweed, who appears in the documentary with the blessing of the prince and his family, suggests something that seems currently unthinkable: the idea that the prince might make a return to public life. Is there any world in which this could happen?
“I think they live in hope that they can still turn this round, which is actually a very interesting idea,” says Goldston. “[Tweed] has seen a lot of these cases. Who knows?” Never say never, but if the royal family wants to survive until the next coronation, it seems that Andrew – utterly tone-deaf, entitled beyond belief and morally dubious, at best – is everything it must leave behind.
