    Rural America dips into its wallet as airlines drop service

    Multiple large carriers used to fly in and out of Dubuque’s airport. Now, locals and visitors need to drive approximately 80 miles to Moline or Cedar Rapids, or, to get to bigger destinations, three hours to Chicago, mostly using a two-lane road.

    Local leaders are deeply worried about the economic implications of being cut off from the rest of the U.S. as businesses calculate whether it’s worth it to continue operating or relocating to the Midwest city.

    “To say that it’s challenging would be an understatement,” said Molly Grover, president of the Dubuque Area Chamber of Commerce.

    Some small airports can get a lifeline through a multimillion-dollar federal subsidy program that pays airlines to connect rural locations to central hubs.

    Under that “essential air service” program, the Transportation Department can require carriers trying to leave a location to remain until a replacement carrier is lined up. But it only includes about 108 airports and weighs factors such as the average number of daily trips, how much subsidy is needed and the distance to the nearest larger hub. Many cities — like Dubuque — can’t join because of limits put on the program in 2012.

    Losing air service cost the Dubuque airport nearly 200 jobs and reduced its economic output by more than $26 million, according to an economic impact analysis the city paid for comparing data from 2019 to 2022.

    The city is hoping to begin to close that gaping financial hole by welcoming budget airline Avelo, which in March launched seasonal, twice-weekly flights to Orlando, the result of an incentive package offered by the city that includes a revenue guarantee.

    Repercussions may extend beyond financial losses. Dubuque Mayor Brad Cavanagh, a Democrat, believes that nothing else will have a greater impact on politics in the decade ahead than further isolating cities like his.

    “In rural communities like ours there’s no way we’re going to survive long-term without air service,” Cavanagh said in an interview. “We’re going to die a slow, agonizing death.”

    Feeling connected to the rest of the country is “a huge part of our identity and if we don’t feel like that’s being supported, that’s going to have huge implications politically,” he said. It’s what “people in the Midwest think of when they say Washington doesn’t think of them.”

    Harry Belafonte was a hero of mine. He meant everything to me. I met him around the release of 12 Years a Slave, and he became a mentor. I received a best director award at the New York Film Critics Circle awards and Harry gave an amazing speech: he talked about seeing Johnny Weissmuller as Tarzan at the cinema as a child and how the depiction of people of African descent made him feel being ashamed to be Black.

    Look what he did – he was the first person to make an album that sold more than 1m records. He was Martin Luther King’s closest confidant and he supported his family. He was the main organiser to get Hollywood people involved in the civil rights movement, bringing people like Sidney Poitier. He was close to Bobby Kennedy, Eleanor Roosevelt. And he was an artist, and he was an actor; he studied with Brando, Brando was one of his best friends. He really was a renaissance man if there ever was one, and extraordinarily good looking. He had everything, but his service was always to his people. He told me that the civil rights days were scary – what he sacrificed and what he did for the good of people was incredible.

    Harry didn’t compromise. When he wasn’t getting the roles that he thought that he deserved, he just went and did his music. And I think that vision came from his mentor Paul Robeson, who said: “Why don’t you sing your song?”

    Harry understood that he was a Black man of the diaspora – his background was in Jamaica, his upbringing was in America, and he travelled the world as a Black man in the entertainment industry. He was an American but an internationalist – a man of the world. He was in Africa, he was in Cuba, he was in eastern Europe. Harry’s reach was global – he was world famous. His drive was incredible. He didn’t stop until he dropped.

    We had plans to make a film about Robeson and we worked on it for a little while, but some things don’t always come together. The last time I heard from Harry was when I got a text from him and his wife Pam saying that they’d just watched Small Axe: “Brilliant, bravo, we send our love and thoughts through these crazy times, Pam and Harry.”

    A child of the West Indies growing up in America and reaching the heights of international stardom. That was Harry. I loved him very, very much.

    “JKPSC is providing momentum to change with enviable benchmarks and had declared the result for 2021 JKPSC exam within three hours after conclusion of the interview of the last candidate,” said the Lt Governor.

    The Lt Governor said the transparent selection procedure is enabling the government to recruit the best and transform the work culture. He said the State services are playing a vital role in inclusive growth and delivery of services to meet the aspirations of the people.

    The Lt Governor highlighted the challenge of sustained & rapid economic growth and the efforts required to ensure that the growth is equitable.

    “You don’t have to be a Yes Man but do what your conscience tells you and keep the interest of the public above everything. Remember, behind every file on your table, there are hopes & dreams of thousands of people. Think about the last person in queue while formulating policies,” the Lt Governor said.

    Impartial, honest, efficient, transparent & fearless service is basic architecture of a good administration. I am confident that the young officers will discharge their responsibility towards public welfare with utmost sensitivity, commitment and dedication, he added.

    “In the fast-changing world, Officers will also have to re-orient themselves like any other profession and learn new skills to adapt to change & progress in the society, protect democratic values and fulfill the commitment towards the public in a better way,” said the Lt Governor.

    Today we are standing on the threshold of global leadership, so the expectations of the common man have also increased. In the next five years, the governance will be completely data driven. The administrative system will require effective institutional framework to address the demands of the future, he added.

    Observing that no department or public servant can work in silos, the Lt Governor asked the public servants and government departments to work as an organic entity to promote participatory decision making, transparency, accountability, equity and inclusiveness in the governance system and to establish rule of law.

    Better alignment of goals, resources and action, along with innovation capability & strategic skills, experience of seniors combined with new generation’s resolve will pave the way for the future of Jammu Kashmir, he added.

    The academy was celebrating Civil Service Day. The award was handed over by the former Vice President of India M Venkaiah Naidu to Reddy for the latter’s innovations and the outstanding contribution made in the field of public service.

    Reddy spoke about the numerous hurdles and delays he and his team met during the construction of metro projects. “We faced many problems in the form of court cases, campaigns, protests. Even my effigy was burnt. But this did not deter me to achieve my goal,” Reddy said while accepting the award.

    SRINAGAR: People should be aware of fire safety measures and follow those in letter and spirit to control situations during fire incidents, said Towseef Hussain, Assistant Director of Fire and Emergency Services Budgam.

    Talking on the sidelines of an event marking the culmination of the Fire Service Week, the officer said, “To control the situation and minimise losses during fire incidents, the most important thing is educating people about fire safety precautions. They should also strictly adhere to the instructions.”

    The programme was aimed at raising awareness among the public regarding fire safety measures. Students and employees also participated in the event which included various competitions.

    The J&K Fire and Emergency Department organised Fire Safety Week, which began on April 14, to commemorate the firefighters who lost their lives in the line of duty.

    In the programme AGNI (Awareness in Fire Safety for Growth of National Infrastructure), students from various schools across Budgam participated in essay writing and lecture competitions. The top three winners received cash prizes and certificates, while all participants received medals and appreciation for their participation.

    Qazigund, Apr 19: Incessant rainfall in Jammu and Kashmir has disrupted train service between Qazigund and Banihal section after water logging at Hillar railway station in south Kashmir’s Anantnag district.

    An official told the news agency—Kashmir News Observer (KNO) that train service between Qazigund and Banihal has been suspended as a precautionary measure.

    He said due to continuous rainfall for the last 24 hours caused water logging at Hiller railway station, thereby disrupting train service.

    The service will be restored after improvement in weather conditions, the official said—(KNO)

    Jabalpur: Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat on Tuesday said Hindu saints do more service than missionaries.

    Stressing on the importance of education, he said ills plaguing the Indian society must be eradicated.

    “We have to eradicate ills in the society and bring prosperity,” said Bhagwat.

    Bhagwat was in Jabalpur to participate in various programmes, including unveiling of a statue of Jagadguru Shyam Devacharya Ji Maharaj at Narsinh Temple. He also spoke at a lecture series at Manas Bhawan in the Madhya Pradesh city.

    “Nowadays missionaries are dominant, but our saints do more service than them. I am not saying this as a matter of pride, but that the truth,” he said at the lecture series while quoting a survey.

    The RSS leader said India is going to become a ‘Vishwa Guru’ (teacher or knowledge-giver), but it should attain that position with harmony.

    Bhagwat maintained educating the Hindu society will be good for the entire world.

    SRINAGAR: Dr Shahid Iqbal Choudhary, CEO Mission Youth J&K and Secretary to the Government, along with DC Baramulla Dr Syed Sehrish Asghar, have been chosen to receive the prestigious Prime Minister’s Award for Excellence in Public Administration, which is India’s highest honor in civil services. Lieutenant Governor Manoj Sinha has congratulated both Dr Choudhary and Dr Asghar on their accomplishment.

    Shahid has become the first person to win the PM award for the third time, thanks to his innovative work with Mission Youth, which has put J&K at the forefront.

    Meanwhile, Sehrish received the award for excelling in the Aspirational Districts category, specifically for her work in Baramulla district. The key achievements of Baramulla’s Aspirational District Programme that led to the Deputy Commissioner’s recognition include the creation of Birth Waiting Wards in Primary Health Centres and Community Health Centres, diagnostic service upgrades at all delivery points, and the distribution of Poshan Tracker Tabs to all Anganwadi workers.

    The Deputy Commissioner provided farmers with support through various measures such as plant protection, nursery strengthening, robust root stocks, and quality planning material.

    Additionally, a marketing facility was established in Sopore, the second largest Fruit Mandi in Asia. In the district, Severe Acute Malnutrition rates dropped from 3% to 0.01% and Moderate Acute Malnutrition rates reduced from 11.93% to 0.039%. To address the critical health sector gap, a two-year paramedical diploma course has been launched for 300 students in the border area. Lastly, 56,215 PM Jan Dhan Yojana accounts have been opened in Baramulla district as part of the financial inclusion initiative.
