final seniority list of Draftsman (Civil), Jal Shakti Department, Divisional Cadre, Kashmir, was notified as it stood on 01.01.2020;

Whereas, after issuance of said seniority list, several changes have occurred account of fresh appointment(s), retirement(s) etc. during the year 2020 to 2022 and names of such officials need to be included/excluded in the seniority list of Draftsman (Civil), Divisional Cadre, Kashmir;
Now therefore, the tentative seniority list of Draftsman (Civil), Jal Shakti
Department of Divisional Cadre, Kashmir as it stood on 01.01.2023 as per Annexure “A” is hereby circulated amongst all the Draftsmen of Head of the Departments, Divisional Cadre of Kashmir for inviting objections, if any, to the seniority position assigned to them, category status and date of birth entries recorded in the relevant columns in the seniority list, within a period of 21 days from the date of issuance of this Notice. After expiry of the prescribed period no objection in this regard shall be entertained.

Whereas, final seniority list of PG Masters/Teachers in the
discipline of History as on 01.07.2020 was issued vide Government Order No. 221-Edu of 2020 dated 15.09.2020; and
Whereas, a tentative seniority list was issued in the discipline
vide notice dated 17.10.2022, for inviting objections from members of the
cadre who either is/are not included in the list or is/are aggrieved with the
position assigned to them in the tentative seniority list; and; and

Whereas, after notifying the said seniority list, Directorates of
School Education Jammu/Kashmir have forwarded the service particulars of
some more PG Masters/Teachers in the said discipline for correction/inclusion of their names in the seniority list, and
Whereas, the matter has been examined and all the necessary
inclusions/corrections/deletions have been made on the subject and a
consolidated final seniority list has been prepared forming Annexure-A to this order; and

Whereas, the inclusion of officials who have acquired their PG
Degree during service period is provisional and subject to grant of permission leave at the relevant point of time by the Competent Authority; and
Whereas, those officials who have obtained their degrees
through distance mode are included in the final seniority list on provisional
basis subject to the fulfillment of conditions as laid down in Government Order No. 252-HE of 2012, dated 30.05.2012 and departmental specific mechanism notified by the School Education Department vide Government Order No. 940- Edu of 2017, dated 17.11.2017; and

Now, therefore, in terms of Rule-24 of J&K Civil Services (Classification, Control and Appeal) Rules, 1956, the final seniority list in respect of PG Masters/Teachers in the discipline of History, as per Annexure A to this order, is hereby issued, subject to the conditions that:
- The date of birth of the incumbents recorded in the seniority list is
  subject to further verification from service records, also with reference
- To the original matriculation certificates of all the concerned, and
  The seniority list so issued will be subject to outcome of writ petition(s)
  pending, if any, before any Hon’ble Court of Law.

Further, if any member of the service is aggrieved with the position assigned to him/her in the final seniority list, he/she can file a review petition within 07 days from the date of issuance of this final seniority list along with supporting documents, through concerned Directorates which will be decided on case to case basis. No petition shall be entertained after the expiry of stipulated time period.

DSEK To Verify Academic Credentials Of School Teachers, Masters In Seniority List

SRINAGAR: The Directorate of School Education Kashmir (DSEK) has sought verification of the academic credentials of the teachers and Masters whose names figure in the seniority list for their promotions in various subjects.
According to the news agency KNO, in this regard, the DSEK has written to all the Chief Education Officers (CEOs) to furnish the verification reports of the teachers and masters who figure in the seniority list in Physics, Chemistry, Zoology, Political Science and Commerce.
“The Administrative Department has issued the seniority lists of PG Masters and Teachers in the disciplines of Physics, Chemistry, Zoology, Pol-Science and Commerce You are as such, requested to verify the service particulars of all the incumbents figuring in the seniority lists and furnish the verification report to the directorate,” the communication reads.
The CEOs have been asked to furnish the verification report appointment order, Promotion order copy as Master, Confirmation order copy as Master (if any), copy of date of Birth and copies of Graduation, post-graduation marks card cum degree certificates.
“Verification of PG degrees and copy of permission and copy of leave statement acquired by the candidates should be submitted to the directorate as well,” it reads.
As per the communication, the CEOs have been asked to submit the requisite information to the directorate by or before January 28 of 2023.
Notably, the issue about the verification of degree certificates started after 72 in-charge lecturers in Environmental Science subjects were reverted to teacher posts.
As already reported, the SED started verification of degree certificates in science discipline to verify the validity of the postgraduate degrees obtained by the teachers.

The department is ascertaining authentication of the degree certificates if the degrees fulfill the requirements as mentioned in circular number 940 of the General Administration Department (GAD).
The SED earlier started verification of Post Graduation (PG) degrees obtained by the in-service teachers and Masters in different subjects.
In this regard, a list of 1574 masters holding PG degrees was sent to the respective directorates of Jammu and Kashmir for the verification of their degrees.
These include 504 Masters who have obtained their PG degree in Mathematics subject, 860 Masters who have obtained their PG degree in Zoology and 210 Masters who have obtained their degree in Botany subject.

Tentative seniority list of Livestock Development Officers of Animal Husbandry Department: Whereas. the department has issued seniority lists of Livestock Development Officers of Animal Husbandry Department in the year 2005, 2009 & 2022 vide circular No. AH-1/2004 dated 07.07.2005. Government order No. 100-ASH of 2009 dated 30.06.2009 and Government order No. 20-JK(ASH) of 2022 dated 08.02.2022 including the following Thirty Three (33) Livestock Development Officers.
Whereas all the above Thirty Three (33) Livestock Development Officers have retired from Government service. Whereas, on the recommendations of the J&K Public Service Commission, Srinagar vide letter No. PSC/DPC/ASH10612019 dated 09122022. the department regularized the services of Seventy One (71) Officers as Livestock Development Officers vide Governnment order No. 415-JK(APD) of 2022 Dated 23.12 2022,
who have also retired from Government service: and Whereas. it has become expedient to update and notify the seniority list of Livestock Development Officers of Animal Husbandry Department.
Now. therefore, the tentative seniority list of Seventy One (71) Livestock Development officers of Animal Husbandry Department is notified as Annexure-“A”, for information of allI the concerned. Any officer, aggrieved of position assigned in the tentative seniority list can make a representation to the Administrative Department through respective Director, Animal Husbandry Jammu / Kashmir within a period of (07) days from the date of issuance of this notification with supporting documents otherwise, it shall be presumed that there is nothing against the seniority position assigned
to him/her and final seniority list shall be issued accordingly.
The date of birth indicated therein shall be subject to further verification from service records / matriculation certificate. This issues without prejudice to the outcome of the writ petitions(s) if any, pending before any
Competent Court of Law. All members of the service can access the tentative seniority list on the official website of the Department.
