New Delhi: The seventh plane from India, carrying relief material, essentials, and emergency and critical care medicines for earthquake relief efforts for Syria and Turkey, has been despatched, the Ministry of External Affairs (MEA) said on Saturday.
“On Saturday evening, earthquake relief material and equipment were sent to Syria and Turkey onboard another IAF C-17 aircraft. After offloading relief material at Damascus, the flight will head towards Adana,” said a MEA official.
“Flight is carrying 35 tonnes of humanitarian assistance, relief material, medical aid, emergency & critical care medicines, medical equipment and consumables,” said the official.
Prime Minister Narendra Modi on Friday had said that Indian teams are working day and night as a part of “Operation Dost” to help the relief and rescue operations in the earthquake-hit Turkey.
Abu Dhabi: In the wake of the catastrophic earthquakes in Turkey and Syria that hit the countries on Monday, Dubai-based Emirates Airlines is setting up an airbridge withthe Dubai International Humanitarian City (IHC),to transport as much as 100 tonnes of crucial aid to survivors.
An air bridge is being established to transport urgent relief supplies, medical materials and equipment over the next two weeks to support the assistance efforts on the ground and search and rescue activities in both countries, Emirates said.
The first shipments are due to go out on Friday, consisting of high thermal blankets and family tents, medical kits and shelter items.
In the coming days, more consignments of blankets, tents, shelter kits, flash lights, water distribution ramps and trauma and emergency health kits will be transported on Emirates.
Emirates SkyCargo plans to dedicate cargo space for around 100 tonnes of humanitarian relief goods over the course of the next two weeks across its daily flight operations to Istanbul.
The critical emergency supplies carried on Emirates will then be delivered by local organizations to affected areas in southern Turkey and northern Syria, supporting on-ground responders and providing much needed aid to the hundreds of thousands of people impacted by the earthquakes.
The new aid mission is the latest step in the UAE’s efforts to support the affected countries.
Earlier on February 7, UAE pledged $100 million to Syria and Turkey. following a massive earthquake that killed more than 23,000 people across both countries.
The 50-bed UAE hospital, which is equipped with a CAT scanner and an X-ray machine, arrived at Gaziantep Airport on Wednesday.
Turkey’s ambassador to the UAE said on Wednesday that the field hospital will be set up in Hatay province.
Hyderabad: Telangana BJP MLA Raghunandan Rao on Sunday demanded Director General of Police Anjani Kumar be immediately sent to his cadre state, Andhra Pradesh.
He alleged that injustice was done to the Indian Police Service (IPS) officers from Telangana by the state government as it posted four IPS officers from Bihar in key positions.
The MLA told reporters that in the recent transfer of 93 IPS officers, Anjani Kumar, Sanjay Jain, Swati Lakra and Shahnawaz Qasim were given key posts.
He alleged that not even one IPS officer from Telangana was given an important post.

As a private citizen over the past year, Vindman watched the slow Russian buildup along Ukraine’s borders and, he said, became concerned about how Kyiv would support and sustain a long conflict. Vindman and his twin brother Yevgeny, also an Army officer, were born in Ukraine and immigrated to the U.S. as children.
Since the invasion last year, the Biden administration has approved hundreds of Bradley fighting vehicles, Strykers, Humvees, mobile howitzer systems and now Abrams tanks for shipment to Ukraine. But those machines must be taken from Ukraine to Poland or other NATO countries for major repairs, costing Ukrainian forces weeks as they wait for their armored vehicles to come back.
“We’ve got all sorts of resources going into depots and advanced bases in Poland, mainly, and inside Ukraine basically they’re on their own,” Vindman said in an interview. It’s something he hopes to change in the coming weeks if the money, the support and the workers can be lined up.
Right now, for minor repairs and basic maintenance, Ukrainian troops can call American troops on standby in Poland who can walk the Ukrainians through repairs via secure telephone and video links, a process the Pentagon says is working well.
But it’s not a panacea for all the problems, with battle damage and wear and tear as howitzers and vehicles are ridden to their breaking points in hard combat. The government in Kyiv has welcomed virtually all Western help, and with the new influx of more advanced equipment just before what is expected to be another spring and summer of brutal fighting, the experienced hands close to the front could help keep that equipment in the fight.
Vindman’s group has secured enough private funding to launch a pilot project in March, and has some backing from at least one company, which declined to be named but confirmed to POLITICO their interest in getting parts and material to Ukraine for more rapid repairs.
The plan is to find 100 to 200 experienced contractors who would travel to Ukraine and embed themselves with small units near the front lines. Under the project, called Trident Support, those contractors would in turn teach the Ukrainian troops how to fix their equipment on the fly.
The Biden administration has long tried to dissuade Americans from going to Ukraine, but private efforts like this are still possible with the blessing of the Ukrainian government. There is also a pool of thousands of non-American mechanics qualified to work on U.S. and NATO equipment who could be recruited.
The presence of U.S. citizens on the ground providing military logistics support would likely be a new irritant to the Kremlin, and any injuries, deaths, or capture of Americans by Russian forces would be a black eye for the White House as it works to keep congressional support for arming Ukraine. Yet the amount of foreign equipment pouring into the country — with more expected — means taking some risks in order to keep that machinery humming.
“There is absolutely a way to do this and secure American contractors or Western defense contractors in-country,” Vindman said. “You could do this using what we call ‘third country nationals’ where it’s not American.”
There are already a handful of contractors working on systems donated by their countries inside Ukraine, but those Polish and Czech mechanics are relatively few in number and go for short stints only.
“The biggest challenges are that the U.S. government currently is deeply reluctant to put defense contractors on the ground,” Vindman said. “That means that people are getting paid to repair stuff in Poland, but that doesn’t satisfy the warfighting capability of the Ukrainians. So this would be a kind of a policy change.”
There is no talk of trying to replicate the massive effort the U.S. ran in Iraq and Afghanistan, where at times there were more contractors fixing vehicles, cooking food and running communications systems than troops doing the fighting.
“If you’re doing this smartly, and you’re distributing five or six facilities [in Ukraine], you could do this for about 150 to 200 mechanics,” spread out at various locations across the front, Vindman said.
Part of the reason for the smaller-scale operation is the fact that any large depot with a visible manufacturing capability would be an obvious target for Russian drones and artillery. Russian strikes hit the Ukrainian manufacturing sector hard in the opening weeks of the war, particularly plants focused on the defense industry.
Another is the simple problem of throughput. Material is stacking up in Poland at repair facilities, and it’s much harder to get that equipment over the border in significant quantities on a regular basis, given the limits of trucking and rail capacity.
One employee of a non-profit organization in Ukraine who has done similar work in other conflict zones said that in Ukraine, “it’s a really complex system and the structure for tracking logistics is spread very thin right now because they’re fighting.”
“I do not see the large logistics companies that have had experience in other areas transporting stuff in and out, or really helping out on that level in Ukraine,” said the person, who requested anonymity due to ongoing contracts in Ukraine.
Doing that work inside Ukraine could save time and start the process of getting the Ukrainians up to speed on fixing equipment that the country will likely need to maintain for years to come.
“It’s complicated, but not an intractable problem,” said Ken Letcher, a retired Army colonel who specialized in logistics. The U.S. spent two decades in Iraq and Afghanistan supplying equipment across the globe and training locals to do the work for themselves.
Letcher is helping on the project, which he said is seen as “a fairly finite requirement of 12 to 18 months. At some point either after the Ukrainians are caught up on maintenance, this capability would stand down, or at some point after the war, it is then handed over.”
While some of the larger, more complicated work will still have to be done in large depots in Poland and the Czech Republic, “in the meantime the Ukrainian army needs to create such a hub in Ukraine itself,” said Mykola Bielieskov, a research fellow at Ukraine’s National Institute for Strategic Studies.
“Since we managed to create [Humvee] maintenance in Ukraine with the involvement of private funds, the next level of maintenance is something we might dare to do in future,” with other vehicles and weapons systems, he said.
Vindman, for his part, said that while the repair project is a philanthropic effort at the moment, “this may become a viable business with government support.”
“But we aren’t holding our breath or waiting for permission,” he added.

San Francisco: Micro-blogging platform Twitter has removed the option to send a direct message to another account directly from a profile page on Android and iOS applications, many users reported.
The “DM” button, which usually appears next to the follow and notification buttons, has disappeared without any replacement, reported 9To5Google.
This seems to be the situation for all Twitter accounts and is probably just a small bug.
It is difficult to figure out whether this was done on purpose by the platform given the way the service is now run.

A contingent of military officials is quietly pushing the Pentagon to approve sending F-16 fighter jets to Ukraine to help the country defend itself from Russian missile and drone attacks, according to three people with knowledge of the discussions.
Ukraine has kept American-made F-16s on its weapons wish list since the Russian invasion last year. But Washington and Kyiv have viewed artillery, armor and ground-based air defense systems as more urgent needs as Ukraine seeks to protect civilian infrastructure and claw back ground occupied by Russian forces.
As Ukraine prepares to launch a new offensive to retake territory in the spring, the campaign inside the Defense Department for fighter jets is gaining momentum, according to a DoD official and two other people involved in the discussions. Those people, along with others interviewed for this story, asked not to be named in order to discuss internal matters.
Spurred in part by the rapid approval of tanks and Patriot air defense systems — which not long ago were off-limits for export to Ukraine — there is renewed optimism in Kyiv that U.S. jets could be next up.
“I don’t think we are opposed,” said a senior DoD official about the F-16s, speaking on condition of anonymity to discuss a sensitive debate. The person stressed that there has been no final decision.
However, Ukraine has yet to declare that fighter jets are its top priority, the official stressed, noting that the Pentagon is focused on sending Kyiv the capabilities it needs for the immediate fight.
But fighter jets may be moving to the top spot soon. Kyiv has renewed its request for modern fighters in recent days, with a top adviser to the country’s defense minister telling media outlets that officials will push for jets from the U.S. and European countries.
A top Ukrainian official said Saturday that Ukraine and its Western allies are engaged in “fast-track” talks on possibly sending both long-range missiles and military aircraft.
One adviser to the Ukrainian government said the subject has been raised with Washington, but there has been “nothing too serious” on the table yet. Another person familiar with the conversations between Washington and Kyiv said it could take “weeks” for the U.S. to make a decision on shipments of its own jets and approve the re-export of the F-16s from other countries.
“If we get them, the advantages on the battlefield will be just immense. … It’s not just F-16s: fourth generation aircraft, this is what we want,” Yuriy Sak, who advises Defence Minister Oleksii Reznikov, told Reuters.
A White House spokesperson declined to comment for this story, but pointed to remarks by deputy national security adviser Jon Finer. He said the U.S. would be discussing fighter jets “very carefully” with Kyiv and its allies.
“We have not ruled in or out any specific systems,” Finer said on MSNBC Thursday.
Ukraine wants modern fighters — U.S. Air Force F-16s or F-15s, or their European equivalents the German Tornado or Swedish Gripen — to replace its fleet of Soviet-era jets. Dozens of the more modern planes will become available over the next year as countries such as Finland, Germany and the Netherlands upgrade to U.S. F-35 fighters.
Despite the age of Ukraine’s jets, Kyiv’s integrated air defenses have kept Russia from dominating its skies since the Feb. 24 invasion.
But now, officials are concerned that Ukraine is running out of missiles to protect its skies. Once its arsenal is depleted, Russia’s advanced fighter jets will be able to move in and Kyiv “will not be able to compete,” said the DoD official involved in the discussions.
Modern fighter jets could be one solution to this problem, argues a group of military officials in the Pentagon and elsewhere. F-16s carry air-to-air missiles that can shoot down incoming missiles and drones. And unlike the Patriots and National Advanced Surface-to-Air Missile Systems the West is currently sending, fighter jets can move around an area quickly to protect different targets.
“If they get [F-16] Vipers and they have an active air-to-air missile with the radar the F-16 currently has with some electronic protection, now it’s an even game,” the DoD official said.
Even if the U.S. decided not to send the Air Force’s F-16s, other Western nations have American-made fighters they could supply. For example, Dutch Foreign Affairs Minister Wopke Hoekstra told the Dutch parliament last week that his Cabinet would look at supplying F-16s, if Kyiv requests them. But the U.S. must approve the transfer.
Senior Pentagon officials acknowledge that Ukraine needs new aircraft for the long term. But for now, some argue that Ukraine has a greater need for more traditional air defenses, such as the Patriots and NASAMs that the U.S. and other countries are supplying, because jets may take months to arrive.
Sending Ukraine F-16s “does not solve the cruise missile or drone problem right now,” the senior DoD official said.
Big push for training
Others say the need for fighter jets is more urgent. Ukraine has identified a list of up to 50 pilots who are ready now to start training on the F-16, according to a DoD official and a Ukrainian official, as well as three other people familiar with the discussions. These seasoned pilots speak English and have thousands of combat missions under their belts, and could be trained in as little as three months, the people said.
Many of them have already trained with the U.S. military in major exercises before the invasion. In 2011 and 2018, Americans and Ukrainians participated in military drills in the skies over Ukraine. In 2011, the Americans brought over their F-16s and taught the Ukrainian pilots, in their MiG-29s and Su-27s, how to protect a stadium in preparation for the 2012 Euro Cup.
After Russia illegally annexed Crimea in 2014, the U.S. and Ukraine held a second joint 2018 exercise aimed at teaching Ukrainian pilots homeland defense tactics and controlling the skies. The American pilots used their F-15s to replicate Russian fighter tactics.
Ukraine is pushing the U.S. to start training its fighter pilots on the F-16s now, before President Joe Biden approves supplying the jets, according to the Ukrainian official and one of the people familiar. But there is no appetite in the Pentagon for this proposal, U.S. officials said. One alternative under discussion at lower levels is to start training Ukrainian pilots on introductory fighter tactics in trainer jets.
Ukraine has also considered contracting with private companies in the U.S. to begin training pilots, according to one of the people familiar with the matter.
It’s likely U.S. military training would not start without a presidential decision to supply American fighters. One concern for the Biden administration all along is that sending advanced weapons could be seen by Russia as an escalation, prompting Vladimir Putin to use nuclear weapons.
But officials point out that the F-16 was first built in the 1980s, and the Air Force is already retiring parts of the fleet. While sending Ukraine the stealthy American F-22s or F-35s would be considered escalatory, sending F-16s would not, they said.
“Let’s face it, a nuclear war isn’t going to happen over F-16s,” the DoD official said.
One European official agreed, saying F-16s “cannot be considered escalatory.”
“It’s simply part of the toolkit of having conventional weapons,” the person said.
Yet F-16s are complex systems that also require massive infrastructure and highly skilled technicians to operate and maintain. Training Ukrainian maintainers would likely take longer than training the pilots, and the U.S. may need to bring in contractors to do some of that instruction.
Lawmaker support
Providing F-16s is likely to win some support on Capitol Hill, where Democrats and Republicans alike have chided the administration for not moving quickly enough or for withholding certain capabilities, such as longer-range artillery. Sending Russian-made MiG fighters to Ukraine, via Eastern European countries that still fly them, won bipartisan support, though a weapons swap ultimately never came to fruition.
Rep. Mike Quigley (D-Ill.), who co-chairs the Congressional Ukrainian Caucus, said he’s “not against” providing F-16s to Kyiv, but broadly favors providing Ukraine with “whatever works.”
“You can’t half-ass a war. Putin’s not. You’ve got to meet Putin armor for armor, weapon for weapon, because there’s already an extraordinary disadvantage in number of troops,” Quigley said. “Whatever works, whatever they need, send to them.
“My message when I first started talking about this is what were once vices are now habits,” he said. “Everything we ever proposed was seen as escalatory.”
But the top Democrat on the House Armed Services Committee, Rep. Adam Smith (Wash.), cast doubt on the need to send F-16s into the conflict, where fighters haven’t proved pivotal.
“I’m not opposed to it,” Smith said. “It’s just not at the top of the list of anybody’s priorities who’s focused on what [weapons] the fight really needs right now.”
He noted that F-16s, much like older MiG jets debated last year, would be vulnerable to Russian air defenses and fifth-generation fighters. Instead, Smith underscored the need to supply ammunition for air defense batteries, longer-range missiles, tanks and armored vehicles.
“What we really need to be focused on is air defense, number one,” he said. “And number two, artillery.”

Rep. Mike Quigley (D-Ill.), who co-chairs the Congressional Ukrainian Caucus, said he’s “not against” providing F-16s to Kyiv, but broadly favors providing Ukraine with “whatever works.”
“You can’t half-ass a war. Putin’s not. You’ve got to meet Putin armor for armor, weapon for weapon, because there’s already an extraordinary disadvantage in number of troops,” Quigley said. “Whatever works, whatever they need, send to them.
“My message when I first started talking about this is what were once vices are now habits,” he said. “Everything we ever proposed was seen as escalatory.”
But the top Democrat on the House Armed Services Committee, Rep. Adam Smith (Wash.), cast doubt on the need to send F-16s into the conflict, where fighters haven’t proved pivotal.
“I’m not opposed to it,” Smith said. “It’s just not at the top of the list of anybody’s priorities who’s focused on what [weapons] the fight really needs right now.”
He noted that F-16s, much like older MiG jets debated last year, would be vulnerable to Russian air defenses and fifth-generation fighters. Instead, Smith underscored the need to supply ammunition for air defense batteries, longer-range missiles, tanks and armored vehicles.
“What we really need to be focused on is air defense, number one,” he said. “And number two, artillery.”

Ottawa: Canadian Defence Minister Anita Anand is set to announce that his country will be sending four battle tanks to Ukraine.
In addition to the initial four Leopard 2 tanks, Canada is considering sending more tanks at a later date, CTV News reported, citing government sources.
The Canadian Armed Forces currently has 82 German-made Leopard 2 battle tanks, but they are in various states of serviceability, Xinhua news agency reported, citing the report.
On Wednesday, Germany and the US announced they would be organising the shipment of dozens of Leopard 2 tanks to Ukraine.
The most radical changes are on the inside, which has been redesigned to take advantage of new technology. The control mechanisms are digitized, most notably a new inter-vehicle information system that allows vehicles to exchange information continuously and automatically. Using the new technology, commanders can rapidly track the location of friendly vehicles, identify enemy positions and process artillery requests.
But federal policy forbids the export of Abrams with classified armor packages used by the U.S. military, which includes depleted uranium, according to a fourth person with knowledge of the policy. The U.S. strips the vehicles of this secret armor “recipe” before selling them to other countries. There are other armor packages the U.S. can provide for foreign military sales customers.
The Pentagon is planning to provide Ukraine the A2 version in this “exportable” form, according to one defense official and two other people with knowledge of the deliberations.
Questions remain over the timeline of when the Abrams tanks can be delivered to Ukraine. The tanks are assembled in one place only — a government-owned, General Dynamics-operated plant in Lima, Ohio. That facility can produce 12 tanks per month, but the line is now full of new tank orders for Taiwan and Poland — orders it would be difficult and likely controversial to put on the backburner.
The Army is providing multiple options for senior leaders to determine the way ahead, the service’s acquisition chief, Doug Bush, told reporters Wednesday.
Poland has ordered 250 A2 tanks that will be delivered starting in 2025, but in the meantime is receiving an emergency infusion of 116 M1A1 tanks recently retired by the Marine Corps. Warsaw asked for the tanks to quickly replace the 250 Soviet-era T-72 tanks it gave Ukraine last year, and the shuttering of the Marine Corps tank units made hundreds of well-maintained tanks available immediately.
Taiwan ordered 108 M1A2 tanks in 2019, and the first are expected to be delivered in 2024.
General Dynamics no longer builds the M1 from scratch, but has a number of “M1 seed vehicles” that are bare-bone tanks. When new orders come in, General Dynamics modifies these seed vehicles with new technology depending on which variant is selected.
But these upgrades are not “easy or fast,” Bush said.
Rather than sending Ukraine tanks from its own stocks, as it has done with previous weapons, the U.S. has said it is buying the Abrams from industry, meaning they won’t arrive on the battlefield for many months, or potentially years, given industrial constraints in upgrading them. In the meantime, the U.S. will train Ukrainian forces on how to maintain and operate the tanks, as well as “combined arms maneuver” tactics to help them integrate the weapons into their overall operations.
Either Abrams version would be a significant upgrade from the Soviet-era tanks Ukraine now operates, in firepower, accuracy and armor. But once they arrive, Ukrainian forces will be challenged to keep them in operation, experts said.
Those challenges are why the Biden administration pushed the delivery of German-made Leopard tanks, which are easier to maintain and train on. The first Leopards from Germany and other European countries will likely start arriving in Ukraine this spring.
Unlike other tanks that use diesel, the Abrams has a jet turbine engine that guzzles JP-8 jet fuel, which is more expensive and harder to maintain. They are also tricky to maintain, and any crew error could trigger the engine to blow.
Meanwhile, they require a massive infrastructure, including M88 recovery vehicles to repair broken parts on the battlefield, to operate.
“The M1 is a complex weapon system that is challenging to maintain, as we’ve talked about,” Pentagon spokesperson Brig. Gen. Pat Ryder said Tuesday. “That was true yesterday; it’s true today; it will be true in the future.”
