    Japan sees its number of islands double after recount

    It can’t be easy keeping count of the number of islands scattered around an area of more than 370,000 square kilometres, in a country that is regularly subjected to volcanic activity and extreme weather.

    While Japan has seen the formation of new islands, and the quiet disappearance of another, geographers have said official statistics showing it is made up of around 6,000 islands are way off the mark.

    Using digital mapping technology, geographers will soon announce that Japan’s island count is actually double the previously recognised number, according to media reports.

    In the first survey of its kind for 35 years, the Geospatial Information Authority of Japan has totted up a total of 14,125 islands – 7,273 more than previously thought.

    The government body, which is due to release its findings within the next few weeks, said the new information was unlikely to change the size of Japan’s territory or territorial waters, according to the Kyodo news agency.

    The authority launched the new study following criticism that the previous data were out of date, meaning the actual number of islands could be dramatically higher.

    An MP from the ruling Liberal Democratic party called for a recount, telling parliament in 2021 that “an accurate understanding of the number of islands … was in the national interest”.

    In the last survey, released in 1987 by the coast guard, paper maps were used to tally islands – defined as land masses with a circumference of at least 100 metres – resulting in the previously accepted figure of 6,852.

    In the most recent study, officials used the same size criterion, but counted islands using digitised maps and cross-referenced the information with past aerial photographs and other data to exclude artificially reclaimed land, Kyodo said.

    Some of Japan’s 47 prefectures comprise huge numbers of islands. The northern prefecture of Hokkaido – one of the four main islands, along with Honshu, Shikoku and Kyushu – has 1,473, according to the new survey, while Nagasaki in the south-west has 1,479.

    New Delhi: Verbal skirmishes between treasury and opposition benches that forced frequent interventions by the Chair marked the proceedings in Rajya Sabha on Wednesday as the opposition parties targeted the government on the Adani issue pressing for a JPC probe.

    With Prime Minister Narendra Modi in the House during the debate on the Motion of Thanks on the President’s address, opposition members referred to allegations against the Adani group made by Hindenburg Research and made several insinuations, prompting Chairman Jagdeep Dhankhar to repeatedly ask them to authenticate the charges by end of the day.

    Dhankhar urged the members to maintain dignity and not make wild allegations unless authenticated with evidence. Members of the treasury benches also asked the opposition MPs to authenticate the charges made in the House.

    Leader of Opposition Mallikarjun Kharge led the charge, demanding a Joint Parliamentary Committee probe into the allegations against Adani, and asked why the government was “shying away” from an investigation.

    Kharge also invoked Atal Bihari Vajpayee’s ‘raj dharma’ remark made post-2002 Gujarat riots, sparking a heated exchange with BJP members who accused him of quoting the former prime minister “partly to suit their convenience”.

    Leader of the House Piyush Goyal and Finance Minister Nirmala Sitharaman also opposed Kharge’s remarks made during his speech and asked him to authenticate the allegations.

    Prime Minister Narendra Modi will reply to the debate at 2 pm on Thursday.

    Leaders of BRS, AAP and Shiv Sena (Thackeray) earlier walked out of the House in protest after their adjournment notices on the Adani issue were denied by the Chairman who found no merit in them.

    Congress member K C Venugopal also alleged the government is running away from an investigation by a JPC on the allegations against the Adani Group as it wants to “hide something”.

    Leaders from different Opposition parties demanded a JPC probe on the Hindenburg-Adani issue and many alleged that the President’s speech missed out key issues especially the “attacks” on minority Muslims, price rise and unemployment, and demanded a caste-based census.

    Amid a fiery debate, Rajya Sabha on Wednesday also witnessed rare moments of collective mirth when Kharge, during his speech, praised Chairman Dhankhar’s work as a lawyer and recalled that the vice president once told him that in his early years as an advocate he used to count cash with his hands, but as his career took off he bought a ‘cash counting machine’.

    “I did not say this. I think you will get a JPC (joint parliamentary committee) set on me,” Dhankhar told the Congress president as the House broke into peals of laughter over the exchange between the two veterans.

    Kharge also said that Prime Minister Modi was targeting even his home constituency Kalaburagi in poll-bound Karnataka by addressing public rallies not once but twice, bringing a smile to Modi.

    Leader of the House Piyush Goyal also quipped that Kharge was wearing a Louis Vuitton scarf and a JPC probe cannot be instituted on individual cases.

    Amid the raillery, Kharge said the prime minister is always in election mode. “Even the parliament was in session, he went to my constituency in Kalaburghi,” he said in a lighter vein adding that PM had two meetings and he selected only his constituency for this.

    The remark evoked laughter among those present including PM Modi.

    Kharge raised concerns over the “growing communal divide” and alleged that Dalits were being beaten for entering temples.

    Their hate is not against us but also on religion, caste and language, said Kharge asking the ruling party to stop it. He asked the prime minister why he was “sitting quietly.

    “Once you give a stern glance, the people would stop spreading hate. This situation has come to this because you have kept quiet and become a ‘Mauni Baba’,” he said, prompting Dhankhar to intervene and point out that such remarks do not suit his stature.

    With Chairman Dhankhar interrupting several times during the Leader of Opposition’s speech, asking him not to say anything which goes against the national spirit, Kharge lost his cool.

    “I differ with your opinion. If I speak the truth, it is anti-national! I am not anti-national. I am more patriotic than anybody up here.

    “I am a Bhumi Putra. I have not come from Afghanistan or Germany or other countries. I am a native of this land, I am a ‘Mool Bhartiya’ don’t try to suppress me, my feelings. You are ruling the country and you are telling that I am anti-national,” he retorted.

    Countering the Opposition attack, BJP MP Surender Singh Nagar said the years 2009 to 2014 were marked with scams.

    He said that people talking of corruption are those whose entire family is on bail for corruption charges.

    He said under the Modi government, corruption has been weeded out and India’s prestige across the world has grown manifold times.

    Venugopal said the truth will come out with a JPC probe.

    “This House has the greatest tradition. That House also has the greatest tradition. Whenever this type of big scam is raised in the public domain, it is the right of the parliamentarians to ask for an inquiry from the government

    “If the government does not need to hide any truth, then it should come forward for a JPC inquiry, like during the UPA rule, how many JPC inquiries we have done.. we are asking why are you running away from JPC… something is there somewhere,” he said.

    Senior BJP leader and Union Minister Bhupender Yadav hit out at the Congress, saying the opposition does not believe in any data put out by the government as he reeled out numbers related to employment generations, rise in internet users, vaccination, MUDRA loan, and free cooking gas connections.

    The Congress does not appreciate anything on which India takes pride, he alleged.

    Ajit Kumar Bhuyan (Independent), who belongs to Assam, said the people of the region had developed some hope after the prime minister told the nation that the Naga conflict was resolved but the President’s Address does not reflect any concern on the Naga conflict.

    Vivek Thakur (BJP) spoke about the various development works and initiatives by the Modi government that have empowered the poor, farmers, dalits, tribals, and rural India during the last nine years.

    Samajwadi Party (SP) leader Jaya Bachchan demanded that the government conduct a caste-based census so that Other Backward Community (OBC) people can avail the benefits of government welfare schemes and jobs.

    Bachchan alleged that the President’s speech failed to mention what the government has achieved in improving the lives of women, sanitation workers and senior citizens.

    NCP leader Fauzia Khan alleged that the ruling government was using the Enforcement Directorate to target the opposition party members, and there is no politics with principles at present as “fear and exclusion” are used as a strategy for polarisation.

    Abdul Wahab (IUML) favoured the demand for JPC probe and also alleged that the President’s speech did not address the struggles of the Muslims.

    Sulata Deo (BJD) talked about women’s empowerment and emphasised the need for the Women’s Reservation Bill.
    Kavita Patidar (BJP), Birendra Prasad Baishya (AGP), Ramchandra Jangra (BJP), Brijlal (BJP) and Rwngwra Narzary (UPPL) also participated in the debate.

    TMC MP Abir Ranjan Biswas said the immediate inquiry into the “big scam” which is currently creating much furore can happen in two different ways. It could be through a JPC or a time-bound probe by a Supreme Court-monitored Committee.

    “So, we demand the second, of course, if the first plan is touching the weak nerve of the government,” he said.

    New Delhi: The high-profile hearing on pleas seeking to restrain Justice Lekshmana Chandra Victoria Gowri from taking oath as a judge of the Madras High Court saw several twists and turns in the Supreme Court on Tuesday, with rumours doing the rounds that the matter could be heard around 9.15 am, just an hour before her swearing in.

    As soon as it was known that the swearing in of Gowri and four others as additional judges of the high court was scheduled at 10.35 am, the lawyers appearing for the petitioners in the apex court tried to get the matter, which was slated to be heard by a bench of Justices Sanjiv Khanna and MM Sundresh as item number 38 on Tuesday, listed before that.

    At around 8.50 am, rumours started spreading that the matter could be heard by a bench headed by Chief Justice DY Chandrachud, after which the petitioners’ lawyers, including senior advocates Raju Ramachandran and Anand Grover, were seen waiting in the CJI’s courtroom.

    Soon after, the cause list on the apex court’s website showed that the two petitions were listed for hearing before a special bench of Justices Sanjiv Khanna and BR Gavai at 10.30 am as item number 301.

    The lawyers, who were waiting in the CJI’s courtroom, rushed to court number seven, where the special bench was to assemble.

    At around 10.25 am, five minutes before the scheduled court time, Justices Khanna and Gavai came to the dais and the hearing commenced.

    After hearing the arguments for around 25 minutes, the bench said, “We are not entertaining the writ petition. Reasons will follow.”

    Minutes before the apex court dismissed the pleas against Gowri’s appointment, she was administered the oath of office as an additional judge by the Madras High Court’s Acting Chief Justice, T Raja, at around 10:48 am.

    The top court was hearing two pleas, including one moved by three Madras High Court lawyers, that opposed Gowri’s appointment as an additional judge.

    A bench headed by Chief Justice DY Chandrachud had on Monday posted the plea of the three lawyers on February 10 but later, advanced it to February 7 after Ramachandran mentioned it again, saying the Centre has notified Gowri’s appointment.

    SRINAGAR: Lieutenant General Upendra Dwivedi, GOC-in-C, Northern Command on Tuesday said that Kashmir is witnessing a concerning rise in narco-terrorism and that the Army is prepared to meet any challenges in the future.

    Addressing a gathering at the first segment of the Investiture Ceremony at BB Cantt, Srinagar, the Northern Army Commander stated that the Northern Command is in a high state of readiness and morale to face constantly evolving threats and challenges, according to a statement issued by the PRO Defence.

    “The security situation in Jammu, Kashmir and Ladakh poses many challenges in terrain and operational dynamics, especially from different adversaries along the Northern and Western Borders. We are committed to defending India’s sovereignty and territorial integrity while upholding the democratic traditions of the Nation,” he said.

    The General said that they are maintaining a constant vigil, monitoring all developments and will take all necessary steps to protect the national interests.

    “Indian Army is prepared to meet any challenges in the future and will always work for the betterment of the people of the region. The last two years have brought to the fore newer challenges in the wake of abrogation of Article 370, the Galwan conflict and multiple waves of COVID-19,” he said.

    The Northern Army Commander added that these challenges have only served to strengthen the resolve to be steadfast and determined in their commitment.

    “The situation along the LOC has remained stable and the ceasefire understanding continues to sustain. A very strict vigil and a robust technology-enabled multi-tiered counter-infiltration grid is being maintained to thwart any attempts of infiltration,” the Army officer added.

    He further said that the ceasefire violations, infiltration bids or any other misadventure attempted by the adversary will be dealt with firmly. “Numerous infiltration bids have been foiled in the last year. The highest standards of professionalism and joint-ness displayed by the troops in all dimensions of Counter Terror Operations has nullified and limited the kinetic threat.”

    He said Pakistan of using narco-terrorism as a new tool in its proxy war, adding that of late, a dual strategy of sending drugs as well as weapons through drones are being employed to keep the fire burning in an attempt to disrupt the social fabric. “The cross-border smuggling of narcotics provides a succour to terrorism. The security forces are alive to this trend and have already initiated counter-drone measures to curb the menace,” he said.

    “Our focus continues to reinforce our intelligence set up by synergising with all stakeholders & sister agencies, to usher in peace and undertake developmental activities. The overall situation is progressively improving and a positive and conducive environment for accelerating the developmental initiatives of the government has been created. The dividends of peace and stability are reaching people in far-flung areas and they are participating wholeheartedly to preserve and sustain this peace,” he further added.

    He said that Army’s response to Chinese attempts to unilaterally change the status quo was a swift, undaunted and synergised action by the Indian Armed Forces. “Any adverse aggressive designs or attempts will definitely be met with appropriate posturing of forces and a strong intent with complete synergy amongst the three services,” he said.

    He also said that the measures to resolve the LAC situation at diplomatic and operational levels are also simultaneously underway. “I assure you that the LAC in Eastern Ladakh is being dominated by physical patrolling and through technical means and our territorial integrity is being ensured. Restoration of peace and tranquility to enable progress in bilateral relations has been and will remain our constant endeavour,” he added.

    Meanwhile, the Army Commander presented the COAS ‘Certificate of Appreciation’ GOC-in-C Northern Command ‘Unit Appreciation’ and the ‘GOC-in-C Northern Command Certificate of Appreciation’ to deserving units, who have excelled in operation during their tenure.

    The PRO Defence issued the text of the top General’s speech. It is reproduced verbatim here:

    “I extend my warm greetings and welcome to all Commanding Officers, Subedar Majors, JCOs, brave soldiers, ladies and gentlemen & friends from the media to the Northern Command Investiture Ceremony. It is a matter of immense honour for me to be presiding over the first segment of the Investiture Ceremony at Srinagar. This event is to commend the inspirational acts of bravery, commitment and sacrifice, in the true traditions of the Indian Army, by selected units of Northern Command which has contributed to stability along the LC and LAC.

    Progressive initiatives for coordination and synergy with our paramilitary forces such as the ITBP and BSF have also borne the desired results. Coordination training, exercises and operational tasks are being undertaken jointly to streamline procedures and enhance our ability to robustly defend our borders. As a consequence, all patrolling, along the LAC is now joint and integrated.

    In line with the ‘Nari Shakti’ initiative, Northern Command has taken lead in efforts to empower women. Recently, the first woman officer was deployed on Siachen Glacier and has now become a source of inspiration for all of us.

    The Government has been extremely supportive in ensuring the availability of best weapon systems, equipment and clothing to our troops, who are braving extreme weather and hostile conditions. I am very happy to inform you that Indian Armed Forces have accelerated the achievement of the goal of a “Self-Reliant India”. I wish to state that ‘Modernisation through Indigenisation’ is our mantra and recent efforts in this direction such as ‘Techno Commanders Seminar’ or the ‘North Tech Symposium’ are steps towards enabling us to prepare for all challenges and adopting technology in an efficient manner. The induction of indigenous modern

    weapons and equipment enhance our combat capability tremendously. Several weapons and equipment have been inducted through ‘Hand Holding’ in the ‘Made-in-India’ sector. We have enhanced our firepower through the induction of K9 VAJRA and DHANUSH artillery gun systems; while improvement in mobility has been affected by the arrival of IPMV, QRFV and LCA Patrolling boats. Surveillance resources have been enhanced.

    Infrastructure Development and Logistics are important components of our Operational Preparedness. We have made significant improvement in this regard through our combined efforts with the local administration and other agencies. Over the last three years, infrastructure worth about Rs 1500 Crores has been created to cater for the billeting of new raisings units and accretional forces, that are deployed every year for the safety of our borders. Additionally, more than 800 Kms of new roads have been constructed in line with the GATISHAKTI Initiative at the National level thereby alleviating the remoteness of this region.

    Special clothing in seven layers and mountaineering equipment are being indigenized to increase the capability of soldiers in HAA. The study of Intermittent Oxygen Inhalation has been initiated with an aim to improve the overall health conditions in acclimatization of combat soldiers, deployed for more than one year in HAA.

    Pan-India Project of Network for Spectrum has reached completion in last one year and approximately 57% of this project is rolled out in the UTs of Jammu- Kashmir and Ladakh. Apart from an infusion of hi-tech and expertise, it has resulted in employment opportunities for technicians, civil contractors, labourers, engineers and support staff from remote areas on both temporary and permanent basis. The Army has in conjunction with the Ministry of Communication identified 144 villages in remote areas of Ladakh and Jammu-Kashmir for the installation of 4G/ 5G towers. Assistance in terms of sharing tower space and support infrastructure is being provided to telecom service providers, so that this critical facility reaches population residing in remote border villages.

    Besides the operational challenges on the LAC, LC and Hinterland, we remain committed to providing succor in times of natural disasters such as landslides, COVID and other natural calamities. I also take this opportunity to laud the efforts of the COVID warriors whose relentless efforts have kept us protected in these testing times. Needless to say, that “there is nothing nobler than reaching out and alleviating the lives of people”. On an annual basis, over 250 medical and 100 veterinary camps are conducted in the remotest areas of the UTs, which benefit thousands of lives and livestock. We are encouraging and facilitating graziers to move to their traditional grazing areas in Eastern Ladakh including those located close to the LAC.

    Op SADBHAVANA has bridged the gap between the Armed Forces and the Awam resulting in better Civil-Military integration and coordination. This has been achieved through well-orchestrated developmental works in conjunction with civil administration and assisting grassroot level development activities in far-flung areas. A participative approach by all stakeholders combined with an integration of all agencies to enhance development, improved educational facilities and employment opportunities for the youth will result in fulfilling the aspirations of the people.

    Northern Command manages 43 AGS {26,125 students passed out so far, 55 MBBS, 21 BDS, 32 Engineering (IIT/IIIT), 172 Pvt Engineering Colleges, 88 NIT}, have introduced programs such as Super 50 Medical and Engineering (241 selected), provided educational scholarships to 1800 students and partly funded higher education in universities and institutes outside J&K. We have established a network of skill development centres (beneficiaries 31,000), enabling youth to upgrade their skills on entrepreneurship, employment generation schemes. Sports activities (2100 events 94,000 participants) and competitions coupled with cultural activities form the core of creative youth engagement. Women empowerment efforts are embedded in almost all initiatives and girls are showing encouraging signs of benefitting from these.

    A unique initiative namely SAHI RAASTA, in collaboration with the UT Government has enabled structured rehabilitation programmes for about 150 youth and prevented them from being influenced by radical elements and being recruited by terrorist groups.

    Northern Command Green Energy Initiatives have resulted in 12,300 Kg/Hr reduction of carbon footprint in the last year. Active participation in saving the environment from pollution is been ensured. In the past years, about 8 MW solar power projects have been installed and 54 Solar Energy Project is in progress, thus generating 11,600 KW of Renewable Energy. Hydrogen Energy Project is being planned in collaboration with NTPC. Under Mission Amrit Sarovar (an Indian Army initiative to rejuvenate up to 450 ponds Pan-India by 15 August 2023) in Northern

    Command 75 lakes are being developed, while over one lakh trees have been planted as part of the Green India Initiative. Carbon Neutral Habitats for troops in High Altitude is a pioneering effort undertaken by Northern Command and is a first in the Indian Army.

    The ubiquitous presence of Security Forces in the UTs ensures significant annual contribution to the local economy (through personal purchases and expenditure through various funds). Some prominent sources of revenue generation, as also livelihood agricultural & dairy produce, transport contracts, construction activities and hiring of Porters & Ponies.

    We are proud to have created the required security condition for the successfulresumption and conduct of the Sri Amarnath and Sri Machal Mata Yatras. Our committed approach to security has provided an opportunity for thousands of people across the Country and the UT of Jammu-Kashmir to visit the holy Shrine.

    During the Cloud Burst calamity of Sri Amarnath Yatra, medical support was provided to the needy through the creation of two 15 bedded hospitals and 10 Medical Aid Posts consisting of 25 medical officers and 250 paramedical staff. The medical relief operations ensured the treatment of thousands of patients including timely evacuations by road and air. We have on numerous occasions come to the rescue of tourists, stranded & affected, by the vagaries of harsh weather and terrain.

    We are now working concertedly with the UT Government of Ladakh to facilitate tourism in the border areas and encourage of the immense potential that this beautiful part of the country possesses.

    I also take this occasion as an opportunity to exhort all ranks of Northern Command to be prepared for a variety of challenges on the internal and external security front. I wish to reiterate that “Our Flag does not fly because of the winds that move it; it flies with the last breath of soldiers who have sacrificed themselves protecting it”. The Nation looks up to us in times of crisis and we have to live up to the hopes and trust reposed on us by our countrymen. I urge the involvement and cooperation of all stakeholders in implementing the new dynamic “Agnipath Scheme” and in guiding the “Agniveers” for performing to their optimum potential.

    Being an important pillar of the Comprehensive National Power of the Nation, it is the responsibility of the Indian Army that we should always be prepared. It is imperative that Northern Command remains fully aligned and integrated with national goals and objectives and in doing so it is committed to achieving jointness and integration with our sister services the IAF and IN. We must ensure that from the security point of view, there should be no hindrance in the Nation Building Process.

    The lessons from ongoing Russia-Ukraine War have brought forth many lessons such as the employment of Disruptive and Dual-Use Technologies. Information Warfare, Cyber and Space have emerged as new domains of warfare. Gray Zone Warfare in both the Kinetic and Non-Kinetic domain is a challenge and we have adapted well to the ambiguities associated with these strategies.     Tel Aviv: The number of overnight stays of foreign tourists in hotels across Israel surged 785 per cent year on year in 2022, revealed an annual report issued by the country’s Central Bureau of Statistics.

    The nights foreign tourists spent in Israeli hotels totaled 7.1 million last year, up from 2.19 million in 2020 and 802,000 in 2021, Xinhua news agency quoted the report as saying.

    However, the number of overnight stays last year was still significantly lower than the 12.13 million tourist stays registered in 2019, before the outbreak of the Covid-19 pandemic.

    Since the beginning of 2022, Israel has gradually lifted entry restrictions on foreigners, thus increasing the monthly number of foreign tourist stays from 76,000 in January to 910,000 in November and 643,000 in December.

    Overnight stays of Israelis in hotels in the country reached an all-time high of 15.93 million in 2022, breaking the previous record of 13.69 million registered in 2019.

    Srinagar, Jan 24: The last four years have witnessed significant increase in registration of new vehicles in Srinagar, causing more burden on roads.

    The number of LMV vehicles registered in the last four financial years has risen to 30,204, while the number of two-wheelers registered is 43,202.

    Official data of Kashmir’s Regional Transport Office in Srinagar accessed by news agency—Kashmir News Observer (KNO) said Srinagar registered 30,204 Light Motor Vehicles (LMV).

    Beginning 2018-19, the vehicles registered were 8414 followed by 7333 vehicles in 2019-2020, 6820 in 2000-21 and 7637 vehicles in 2021-22.

    Quoting official data, a senior official at the RTO said that Srinagar has also registered 43,202 two-wheelers during the last four financial years. Of them, the highest number of two-wheelers 12061 were registered in 2019-19 followed by 11372 in 2019-19. The subsequent two years registered 9499 and 10270 two-wheelers.

    According to the traffic and transportation plan proposed for district Srinagar by the J&K government in one of its final comprehensive mobility plan (CMP) reports for Srinagar the registered vehicles in Srinagar have increased significantly over the years.

    The number of vehicle registration per year has considerably increased from 0.17 Lakh in 2011 to 0.24 Lakh in 2018. This high density and rapid growth of vehicles have worsened the transport situation to a significant extent.

    The share of two-wheelers is highest at about 52% followed by 40% share of cars and jeeps.
