  • Will install 5G mobile jammers in jails for better security: Gujarat govt tells Assembly

Will install 5G mobile jammers in jails for better security: Gujarat govt tells Assembly

    [ad_1]

Gandhinagar: In the wake of recovery of mobile phones from some jails during a recent search operation in Gujarat, the state government on Wednesday informed the Legislative Assembly that it has now decided to install more powerful jammers that can block even 5G mobile signals.

In a mega overnight operation on March 25, the Gujarat police conducted simultaneous searches at 17 jails across the state, during which mobile phones were recovered from three jails, said Gujarat Minister of State for Home, Harsh Sanghavi, in the Assembly on the last day of the Budget session.

The police teams had found 16 mobiles, 10 electronic items, 29 lethal objects and even narcotics during the mega drive, he said.

The minister was speaking on this issue under rule 116 of the Assembly, which deals with “matters of urgent public importance”.

During this surprise search operation across the state, police teams also found tobacco products and a pen drive from the prison barracks. Of the total 17 jails searched, including Ahmedad’s Sabarmati central jail, nothing suspicious or illegal was found from five jails, Sanghavi said.

“At present, jammers which can block 2G mobile signals are installed in our jails. Such jammers have their limitations because phones available in the market today are even 5G-enabled. Hence, for better security, we have decided to install jammers that can block even 5G signals in our jails,” he told the House.

The search operation, in which 1,700 police personnel were involved, began on Friday night. The intention behind the move was to check if any illegal activity was taking place there and also to ensure that the inmates are getting facilities they are entitled to as per the law, the minister added.

According to him, the home department has already initiated a probe against officials of those jails where such illegal items were recovered from the inmates.

  • Garland wants marshals off security duty for Supreme Court justices

Garland wants marshals off security duty for Supreme Court justices

    [ad_1]

supreme court threats to judges 10694

Garland ordered deputy U.S. marshals to the homes of Supreme Court justices last May, after protests broke out there following a bombshell POLITICO report that a majority of the high court had voted privately to overturn the federal right to abortion established a half-century ago in Roe v. Wade.

To continue the protective details, the Marshals Service is seeking $21 million to pay for 42 additional deputy marshals in the next fiscal year, Garland said during his testimony on the Justice Department’s budget.

The attorney general noted that, last June, Congress passed legislation to expand the Supreme Court Police’s authority to provide security for the families of justices. But he politely observed that Congress didn’t provide money to cover the expansion.

The Supreme Court’s own budget request seeks an additional $5.9 million to beef up security.

Last June, local police arrested a California man outside Justice Brett Kavanaugh’s suburban Maryland home in the middle of the night after the man said he’d traveled there to kill the justice. The suspect, Nicholas Roske, allegedly told police he was angry about Supreme Court decisions on abortion and guns. Roske was later charged in federal court with seeking to assassinate Kavanaugh and has pleaded not guilty.

Republican lawmakers recently stepped up their complaints that the marshals have not acted aggressively enough to curtail noisy protests outside the homes of some conservative justices. At a Senate Judiciary Committee hearing earlier this month, Garland was pressed on why the marshals haven’t sought to arrest demonstrators under a federal statute prohibiting protests aimed at influencing federal court decisions.

“We are trying to protect the lives of justices. That is our principal priority,” Garland said on March 1. “Decisions have to be made on the ground about what is the best way to protect those lives.”

At the budget hearing Tuesday, Sen. Katie Britt (R-Ala.) displayed enlargements of training materials for the marshals’ protection mission showing that the deputies were strongly discouraged from making arrests unless they were essential to protecting the justices or their families. A spokesperson for Britt said her office obtained them from a whistleblower “concerned about the attorney general’s misleading testimony before the Judiciary Committee.”

“Avoid, unless absolutely necessary, criminal enforcement action involving the protest or protestors, particularly on public space,” one bullet point from the training presentation said.

While Justice Department officials have repeatedly declined to comment on whether they consider the anti-protest statute constitutional, the training materials suggest that DOJ lawyers concluded that enforcing the statute against ordinary protests aimed at the justices could run afoul of the First Amendment.

“The ‘intent of influencing any judge’ language thus logically goes to threats and intimidation, not 1st [Amendment] protected protest activities,” the training materials say, calling any arrests a “last resort to present physical harm to the Justices and/or their families.”

Britt said the slides undercut Garland’s earlier claim that the marshals “have full authority to arrest people under any federal statute, including that federal statute.”

“Were you at any point before your testimony in front of the Judiciary Committee aware of these training materials?” the Alabama senator asked.

Garland said he wasn’t and he rebuffed a suggestion by Britt that he “amend” his statements earlier this month.

“There’s nothing for me to amend because, as I said, I’ve never seen those slides before,” the attorney general replied.

“It’s clear the marshals were given a different directive and I would ask you to look into that, please,” Britt responded.

  • China aims to replace US as global net security provider, says Army chief Manoj Pande

China aims to replace US as global net security provider, says Army chief Manoj Pande

    [ad_1]

Pune: Chief of Army Staff General Manoj Pande has said transgressions remain the potential trigger for escalations along the Line of Actual Control (LAC) with China and asserted India has adequate reserves and was prepared to deal with any contingency.

Speaking at an event here on Monday, he also said China wants to replace the United States as a global net security provider and cited Beijing’s involvement in brokering recent peace talks between arch-rivals Saudi Arabia and Iran and putting forth a peace plan to end the 13-month-long Russia-Ukraine war.

The Army chief said China has accrued significant capacities for force mobilization, application, and sustenance of military operations and maintained the long-pending boundary issue can not be divorced from bilateral relations between the two Asian giants.

General Pande said Chinese attempts to carry out transgressions across the LAC in violations of past agreements/protocols remain a matter of concern for India, but the Army’s preparedness remains of a high order, comments coming in the backdrop of the border standoff in eastern Ladakh since May 2020.

He was speaking at the 2nd Strategic Dialogue on ‘Rise of China and its Implications for the World’, organized by the Savitribai Phule Pune University and the New Delhi-based Centre for China Analysis and Strategy.

“I think the most important aspect of our operational environment remains our legacy challenges of the unsettled and disputed borders. Pockets of dispute and contested claims to the territory continue to exist due to differing perceptions of the alignment of the Line of Actual Control. Transgressions remain the potential trigger for escalations,” the Chief of Army Staff cautioned.

Hence, Sino-Indian border management requires close monitoring as infirmities can lead to a wider conflict, General Pande said.

“As we all knew we have agreements/protocols — (signed in) 1993, 1996, 2005, and 2013 — in the military domain to maintain peace and tranquillity on the LAC. Of concerns remain the violations of these by China — with their attempt to carry out — transgressions across the LAC,” he said.

The decades-old boundary issue cannot be divorced from bilateral relations, General Pande asserted and went on to quote External Affairs Minister S Jaishankar, who had said, “for (India-China) ties to return to the positive trajectory and remain sustainable, they must be based on three mutual sensitivity respect, and interest.”

New Delhi has repeatedly maintained that its ties with Beijing cannot be normal unless there is peace in the border areas.

General Pande said engagement mechanisms exist at political, diplomatic, and military levels between the two countries which are optimally utilized to ensure stability along the LAC.

Talks are continuing under these establishment mechanisms, he said.

“China has accrued significant capacities for force mobilization, application, and sustenance of military operations. It has built infrastructure of military significance — be it roads, airfields, helipads, and so on,” the Army chief added.

He said the Indian Army’s strategic orientation and long-term capability development have been with a focus on the northern border.

“We have carried out the required rebalancing of the forces to affect the desired response on the northern border,” General Pande said.

The Army chief insisted India has adequate reserves and was prepared to deal with any contingency.

“Our preparedness remains of a high order and troops continued to deal with PLA (China’s People’s Liberation Army) in a firm, resolute, and measured manner while ensuring the sanctity of our claims,” he asserted.

General Pande stated that the Indian Army has ramped up its efforts to fructify the operationally critical logistical requirements, especially roads in the forward areas.
The Indian Army is working in synergy with all agencies in the forward areas to upgrade infrastructure, he added.

General Pande said after becoming an economic powerhouse, China is looking to enhance its global role.

“Brokering peace talks between Saudi Arabia and Iran, and putting forth the Chinese 12-point peace plan for ending the Russia-Ukraine conflict, are reflective of a Chinese urgency to replace the US as a global net security provider,” he said.

Talking about China’s rapid economic rise, General Pande noted that the Communist giant’s growth in the economic domain has been unprecedented.

“Within a few decades of initiating widespread reforms, it transitioned from a largely agrarian economy into a world leader in manufacturing and services sectors. Due to its industrial prowess, it also earned a name for itself as the ‘world’s factory’. Following this success, many developing countries and their leaders have looked to emulate China,” he said.

The Army chief pointed out that China today stands as the world’s largest economy in Purchasing Power Parity terms (based on buying power) and its economic expansion was multifaceted.

“On the one hand, it is building an ‘international network of coercion through predatory economics’, while on the other it claims to pull more than 100 million of its own people out of poverty.

“Its efforts to expand the sphere of influence through economic manoeuvring, weaponization of resource supply chains, financing large infrastructure projects with scant regard for environmental and safety standards and straddling recipient countries with unsustainable debt, are there for the world to see,” he said.

The Chief of Army Staff said issues of concern continue to exist in cases of theft of Intellectual Property Rights, stealing trade secrets and technology from foreign companies as also unfair trade practices.
