    Given these tremendous expenses, it is initially hard to understand why people who seem so worried about the costs of old-age benefits choose to focus solely on Social Security. But it becomes easier to understand once you realize who benefits the most from the various parts of the old-age system.

    DBs, DCs and IRAs are overwhelmingly skewed toward the rich, while Social Security is more heavily relied upon by low-wage workers. Low-wage workers are less likely to work for an employer that offers a pension and have far less surplus income to put toward a 401(k) plan or an IRA. Even when low-wage workers do participate in these programs, they receive less tax benefits for doing so because low-wage workers have lower tax rates than high-wage workers.

    Whether it’s based on self-interest or political expediency, those calling to cut Social Security are asking more from the most vulnerable Americans, while letting the well-off off the hook.

    According to the Congressional Budget Office, the richest fifth of Americans receive 58.1 percent of all the government subsidies provided to DBs, DCs and IRAs while the poorest fifth receive just 1.3 percent. Even the middle fifth receives only 10.5 percent of the subsidies, about half of what they would receive if the money were distributed evenly. This year, the poorest fifth of the population will receive around $5 billion of the $371 billion of federal tax breaks allocated to these programs. The middle fifth will receive around $39 billion, while the richest fifth will receive a whopping $215 billion.

    Social Security provides benefits to all retired workers, but the benefits are far more significant to low-wage workers. These workers get relatively little out of the other old-age programs and therefore rely much more heavily on the floor provided by the Social Security program. Additionally, the Social Security benefit formula replaces up to 90 percent of the monthly wages received by low-paid workers. The income-replacement rate for higher-paid workers is much lower than 90 percent and is subject to a maximum cap currently set at $3,627 per month.

    DBs, DCs and IRAs also provide significant amounts of fee revenue to Wall Street banks and other financial intermediaries who administer the tens of millions of individual accounts and pension funds. This aspect of the system periodically generates outrage when research is released showing that many financial institutions are basically scamming their account holders with shockingly high management fees. But when it comes to the debate about old-age programs, this gusher of cash for the financial sector no doubt helps to explain why these programs are never targeted, while Social Security, which provides no money to the financial industry, is always in the crosshairs.

    Of course, it doesn’t have to be this way. The rules governing DCs, DBs and IRAs, as well as the massive public subsidies flowing to them, can be changed just as the rules governing Social Security can be changed. If we are seriously worried about the generosity of old-age benefits or the government’s debt, then surely everything should be on the table and the part of the system that most favors the rich should be front and center.

    For example, the most talked-about proposal for cutting Social Security right now is focused on gradually raising the full retirement age to 70 years old. The CBO says that this would save $121 billion between 2024 and 2032. However, a similar amount of savings could be achieved by applying an annual 0.03 percent tax on the $34.5 trillion of assets held by DBs, DCs and IRAs. Such a tax could be directly collected and remitted by the financial institutions that manage these accounts without changing anything at all about the tax-filing obligations of individuals. For a person with a $100,000 IRA, the tax would amount to just $30 per year.

    This is just one of many policies that could be used to trim this other half of the American retirement system. Although I personally don’t believe spending on old-age benefits is a pressing issue at the moment, people who do think that should give up their singular fixation on Social Security. If they do not, they can be safely disregarded as unserious and as motivated by things other than a sincere concern for retirement finances.

    New Delhi: The Supreme Court has directed that highest Z+ security cover should be provided to billionaire businessman Mukesh Ambani and his family across the country and also while traveling abroad.

    A bench of Justices Krishna Murari and Ahsanuddin Amanullah said: “Highest Z+ security cover provided to respondent nos. 2 to 6 (Ambanis) shall be available all across India and the same is to be ensured by the state of Maharashtra and Ministry of Home Affairs. Highest Level Z+ Security Cover, as per the policy of Government of India, be also provided, while respondent nos. 2 to 6 are traveling abroad and the same shall be ensured by the Ministry of Home Affairs.”

    The bench added that the entire expenses and cost of providing highest level Z+ security cover to the Ambanis within India or abroad shall be borne by them.

    The top court passed the above directions noting that “the security cover provided to the respondent nos. 2 to 6 has been the subject matter of controversy at different places and in different high courts”.

    Senior advocate Mukul Rohtagi, appearing for the Ambanis, contended that the highest level of Z+ security cover was provided to them, in view of continuous threat perception assessed by Mumbai Police and Ministry of Home Affairs and the Central government.

    The top court passed the order on an application filed by Bikash Saha in the Centre’s special leave petition challenging the Tripura High Court’s interim orders directing the Ministry of Home Affairs to produce the original files regarding threat perception in relation to Mukesh Ambani and his family. The high court directed that an MHA officer should appear before it with the relevant files in sealed cover in June last year.

    On July 22 last year, the Supreme Court quashed the Tripura High Court proceedings in connection with the PIL questioning the security cover provided to industrialist and his family in Mumbai. However, Saha again filed a miscellaneous application seeking clarification of the July order.

    Counsel for the applicant contended that in the July order as it stands, there is lot of scope of misinterpretation of the said order, unless it is clarified that the scope of the said order was restricted to providing of security cover to the Ambanis only exclusively within Maharashtra, which is the place of business and residence for them.

    Rohatgi submitted that his clients are at continued risk of being targeted to financially de-stabilise the country and such risk exists not only throughout India as also when the said respondents are traveling abroad.

    Disposing of the application filed by Saha, the top court said: “We are of the considered opinion that if there is a security threat, the security cover provided and that too at own expense of the respondents, cannot be restricted to a particular area or place of stay. Looking into the business activities of the respondent nos. 2 to 6 within the country as also outside the country, the very purpose of providing security cover would stand frustrated, if the same is restricted to a particular place or area.”

    Loudermilk will be leading the effort given his senior Administration panel post, according to a senior Republican congressional aide who addressed the evolving decision on condition of anonymity. The GOP aide added that the new House majority is working on a system that eventually will allow members of the media and the public to access some Jan. 6 records as well.

    The footage access plan, described by three people familiar with the discussions, follows McCarthy’s move to grant exclusive access to the 41,000 hours of internal Capitol film from the day of the riot to Fox News’ Tucker Carlson. McCarthy and his allies are also making clear that there will be limits on the extent of material permitted to leave the tightly controlled confines of the Capitol, where Carlson’s team has been reviewing the footage for days.

    “What gets released is obviously going to be scrutinized to make sure you’re not exposing any sensitive information that hasn’t already been exposed,” said Majority Leader Steve Scalise (R-La.).

    McCarthy told reporters Tuesday that he ultimately envisions releasing nearly all of the Jan. 6 surveillance footage publicly, with exceptions for sensitive security information.

    “I think putting it out all to the American public, you can see the truth, see exactly what transpired that day and everybody can have the exact same” access, McCarthy said. “My intention is to release it to everyone.”

    McCarthy dismissed questions about his decision to share the footage with Carlson, who has downplayed the Jan. 6 attack, describing it as a typical media exclusive. He noted that he did not consult with Senate GOP Leader Mitch McConnell about his decision.

    Similar measures would be taken with any footage opened up to Jan. 6 defendants and their lawyers, two of the people familiar said, though details of those steps remain unclear for now. Among the big logistical questions Republicans are still discussing: whether any footage they open up to defendants can be used in court proceedings, which would effectively make it public.

    McCarthy’s decision to let Carlson view the footage from the violent riot by former President Donald Trump’s supporters has already been raised in two ongoing Jan. 6 criminal cases. In one instance, a lawyer for one of the Proud Boys charged with seditious conspiracy has asked prosecutors to determine whether they will access and share the footage; then on Tuesday morning, Joseph McBride, an attorney for Jan. 6 defendant Ryan Nichols, claimed he had already been given permission to review the footage.

    It’s unclear if the Justice Department has requested similar access. A DOJ spokesperson did not immediately respond to a request for comment.

    The footage release marks the latest twist in McCarthy’s complicated history with Jan. 6. He led more than 130 House Republicans in objecting to the 2020 election results, even after rioters tore through the Capitol, then condemned the riot in the immediate aftermath and said Trump bore responsibility for it.

    Colleagues said McCarthy pleaded with Trump amid the chaos to call off his supporters as they ransacked the building and pummeled police. But after meeting with Trump weeks after the siege, McCarthy strongly opposed Democratic efforts to investigate the breach, particularly after then Speaker Nancy Pelosi blocked two of his members from serving on the panel. He ended up spurning a subpoena from the Jan. 6 select committee.

    Though many House Republicans have indicated they hope to move on from regularly discussing the attack, McCarthy’s decision to allow access to the footage — following pressure from a faction of conservative detractors who worked initially to deny him the speakership — has forced Jan. 6 back onto the agenda.

    Speaking to his conference for the first time since permitting Carlson to review the copious amounts of internal Capitol security footage, McCarthy sought to quell any internal concerns among members, according to three House Republicans in the room who spoke on condition of anonymity.

    During Tuesday’s closed-door conference meeting, McCarthy pointed to footage that Democrats played during select committee hearings last year which showed various locations during the assault, according to one of those Republicans — and described the criticism he’s received for granting Carlson access as “hypocrisy.”

    Scalise also argued during a press conference Tuesday morning that the Democrat-led Jan. 6 committee had already released similar types of information, as had former Speaker Nancy Pelosi’s daughter in a documentary film.

    People familiar with the Jan. 6 select committee investigation have emphasized that the footage the panel aired followed intensive negotiations with the Capitol Police, which often pushed back to restrict the length of clips or number of angles the committee could show. Some footage aired by the panel had also been previously made public in ongoing criminal cases stemming from the riot.

    It’s unclear what similar steps McCarthy is taking, and as a result his access for Carlson has sparked staunch pushback from Democrats, who say any wide release of unvetted footage could jeopardize Capitol security. The Capitol Police have warned repeatedly in court that any widespread access to security footage could provide a roadmap for potential perpetrators of any future assault on the Capitol.

    But dozens of hours of security footage have also been publicly released in the hundreds of criminal cases that have been brought forward since Jan. 6.

    Loudermilk is intimately familiar with the Jan. 6 select committee’s handling of security footage. The panel released film of a group of tourists he led through Capitol office buildings on Jan. 5, 2021 — one of whom approached the Capitol grounds the following day while recording menacing statements about Democratic leaders.

    Some Republicans across the ideological spectrum praised McCarthy for his move to release the footage.

    “Best if all Americans have access,” said Rep. Don Bacon (R-Neb.), who hails from a competitive battleground district. “I don’t hear much about this at home.”

    Rep. Ralph Norman (R-S.C.), a member of the pro-Trump House Freedom Caucus, praised McCarthy for the move and shrugged off those voicing security concerns: “This place is so convoluted. That’s why they don’t have a map on it … I just got lost trying to get to the tunnel.”

    The Jan. 6 footage decision is getting a lot of attention during what Republicans say is an otherwise calm week — so far. In Tuesday morning’s conference meeting, Republicans discussed upcoming bills they will vote on this week, while Scalise also previewed plans for elements of their upcoming agenda, such as a parents’ bill of rights and an energy package set to hit the floor the spring, according to two GOP sources.

    Kohima: The voting for the Nagaland Assembly elections began on Monday morning amidst heavy security measures, election officials said.

    Voters, comprising men, women and first time electorates, in large numbers queued up in front of most polling stations before the voting at 59 of the 60 Assembly seats started at 7 a.m.

    The voting in 2,291 polling stations, manned by 11,500 polling staff, would continue till 4 p.m. without any interruption.

    Nagaland Chief Electoral Officer (CEO) V. Shashank Shekhar said that around 13.16 lakh voters including 6,55,144 women would decide the electoral fate of 183 candidates including four women nominees in Monday’s elections.

    In the 2018 Assembly polls, 190 candidates, including five women, had contested the elections. Votes to be polled in Nagaland on Monday would be counted on March 2 along with Meghalaya and Tripura.

    “F-16s are a question for a later time,” Sullivan said during an interview on CNN’s “State of the Union.” “And that’s why President Biden said that, for now, he’s not moving forward with those.”

    When pressed by CNN’s Dana Bash about whether that means the U.S. ruling out sending F-16s later on, Sullivan reiterated Biden’s Friday comments.

    “What President Biden said is what goes across the administration. And he was very clear. He said: ‘I’m ruling them out for now.’”

    Rep. Michael McCaul (R-Texas) argued Sunday that the Biden administration shouldn’t wait, since Ukraine has “a window of time” to launch a successful counteroffensive that could soon close.

    “When we slow-walk and slow-pace this thing, it drags it out,” he said on ABC’s “This Week.”

    SRINAGAR: Agreeing to the plea that a fair trial in Kashmir is challenging for him, the High Court has transferred the trial of erstwhile health minister Shabir Khan to Jammu. He has been accused of molesting a lady doctor, who happens to be the wife of a separatist politician.

    “It is not in dispute that respondent No 2, (complainant) who happens to be wife of a separatist leader, wields some influence amongst certain sections of people living in the valley who subscribe to his ideology,” the transfer order issued on February 22, 2023, by the court of Mr Justice Sanjay Dhar reads. “It is a fact of common knowledge that incidents of attacks on mainstream politicians and the people who do not subscribe to the separatist’s ideology are still taking place in Kashmir Valley. Therefore, it cannot be stated that apprehension expressed by the petitioner to his life at Srinagar while facing trial before the court is unfounded.”

    In his plea, Shabir Ahmad Khan, the Congress party’s minister of state for health in Jammu and Kashmir has said that his defence lawyer, Mohammad Abdullah Pandit, refused to represent him in the court after he received a threat to his life. Later, Khan stated that he approached two more lawyers – Maroof Kha and Showkat, but they refused to plead his case.

    “It is further submitted that the atmosphere surrounding the court premises is highly surcharged and hostile and whenever, he appears before the court, slogans are being raised against him inside and outside the court premises,” the order details Khan’s plea. “It is averred that at the time when the case is being taken up for hearing, the court remains jam-packed and the petitioner apprehends grave and serious bodily attack from the crowd which gathers over there, upon the instigation of the separatists.”

    The court found merit in the plea and transferred the case to a Jammu court. The transfer was directed on basis of the status of the petitioner and background of the complainant as the court observed that “it appears that fair and impartial trial of the case that has been filed against the petitioner on the basis of the complaint lodged by respondent No 2, may not be possible at Srinagar”.

    The case is an older one. On basis of the complaint filed by the lady doctor, the Jammu and Kashmir Police registered a case against Khan on February 6, 2014, at Shaheed Gunj police station for offences punishable under section 354 (outraging modesty of woman) and 509 (word, gesture or act intended to insult the modesty of a woman) of the Ranbir Penal Code (RPC). Khan resigned from the ministry within days.

    This also led to his resignation as health minister in Omar Abdullah government on February 7, 2014. His party had advised him to put in his papers till an inquiry will find out the details about the allegations levelled against him. Khan, then represented Rajouri in the erstwhile state assembly.

    In her complaint, the lady doctor had alleged that she was repeatedly summoned by Khan’s staff to meet the minister about some announcements made by the health minister in Delhi. The complainant claimed that even though she insisted the minister must get details from senior officials, still, she was compelled to report at the minister’s office on January 28.

    The woman alleged that when she reached Khan’s office at the Secretariat, he acted like a “sexual predator” and made provocative advances – both verbal and physical. Besides, the minister offered her many favours despite her resentment. Later the police registered a case on basis of the complaint.

    Police investigated the case and submitted the charge sheet. Now, Khan moved the High Court and sought the case transfer to Jammu. His petition claims that he is a politician was “falsely implicated” “due to political rivalry”, in order “to tarnish his image”.

    The case is listed for trial on April 12, 2023, in the court of Chief Judicial Magistrate Jammu

    The transfer of the case, interestingly, has off-court implications as well. “The ruling came at a time the Centre has been hard-selling an all-is-well line on Kashmir,” Kolkata-based newspaper Telegraph reported.

    SRINAGAR: A Bank Security Guard was shot dead by unknown gunmen at Achan area of Litter hamlet in South Kashmir’s Puwama district.

    Quoting an official the news agency KNO reported that militants fired upon a bank security guard in which he received injuries.

    He was immediately shifted to district hospital Pulwama for treatment where he was declared dead.

    Medical Superintendent of District Hospital, Pulwama, Dr Tula confirmed that the man was brought dead to the hospital.

    The slain has been identified as Sanjay Pandith, son of Kashi Nath Pandit of Achan.

    Meanwhile, the area has been cordoned off to nab the attackers.
