    Imphal: The Manipur government on Sunday appointed Dr Vineet Joshi as the new chief secretary of the state which has been rocked by violence for the past few days, an official order said.

    Joshi, a 1992 batch Indian Administrative Service (IAS) officer of the Manipur cadre, replaced Dr Rajesh Kumar.

    Joshi who was on central deputation was serving as Additional Secretary, Department of Higher Education, Ministry of Education.

    The Appointments Committee of the Cabinet has approved the repatriation of Joshi to his parent cadre on the request of the Government of Manipur, a Personnel Ministry order dated May 6 said.

    “The governor of Manipur is pleased to appoint Dr Vineet Joshi as chief secretary” with immediate effect, according to an order of the Department of Personnel and Administrative Reforms (personnel division) of the state government.

    Violent Clashes broke out in the northeastern state after a ‘Tribal Solidarity March’ was organised in the 10 hill districts on May 3 to protest against the Meitei community’s demand for Scheduled Tribe (ST) status, leading to the deaths of at least 54 people.

    So far, 23,000 people have been rescued from the violence-hit areas and were moved to military garrisons.

    Meiteis account for about 53 per cent of Manipur’s population and live mostly in the Imphal valley. Tribals — Nagas and Kukis — constitute another 40 per cent of the population and live in the hill districts.

    Says upcoming G 20 event would position J&K tourism on a global platform

    Srinagar, May 6 (GNS): Secretary Tourism & Culture, Dr. Syed Abid Rasheed Shah today directed constitution of helpline cum grievance redressal facility at TRC Srinagar /Jammu for tourists. He announced a regular monthly stakeholder consultation with the office bearers of various trade bodies of tourism sector to identify areas for improvement and devise strategies to overcome any challenges.

    The directions were issued today during a marathon meeting-cum-interaction the Tourism Secretary had with the stakeholders of the tourism industry to discuss and evaluate the existing facilities, identify areas for improvement as well as address any issues affecting the sector.

    Director, Tourism, Kashmir, Raja Yaqoob and other officers of Tourism Department were present on the occasion.

    Dr. Abid highlighted the need for continuously upgrading facilities and services at tourist locations to meet evolving traveler expectations and attract more tourists towards Jammu & Kashmir. He emphasized the significance of maintaining world-class facilities and services at tourist destinations to attract more domestic and international visitors towards the region.

    The Tourism Secretary also highlighted the role played by tourism in economic growth and employment generation and said that there is need for constant evaluation and improvement in facilities at tourist destinations to stay competitive in the global tourism landscape.

    Examining different issues and problems faced by the sector, the Secretary specifically directed strict enforcement of rates and tariffs for the tourism services at tourist destinations for which he directed the Enforcement wing of the Department to carry regular and routine checks to look into any kind of overcharging, touting or cheating by any service provider. He also directed installation of display boards at prominent tourist destinations regarding rates and rules of different tourism services.

    During the meeting, the Tourism Secretary also spoke about the Government’s commitment to develop and promote the tourism sector as a vital contributor to the local economy adding that the tourism sector is poised to achieve new heights and contribute significantly to the region’s economy in coming days. He also emphasized on the significance of collaboration and cooperation between the stakeholders and the Department to create a vibrant and inclusive tourism industry that benefits both the tourists and the local community.

    Referring to the upcoming G20 event in Kashmir, Dr. Abid said that the upcoming Tourism Working Group meeting under the aegis of G20 will get the local tourism industry a big boost and it would position J&K’s tourism industry appropriately on the global canvas.

    The meeting brought together key players from the tourism industry, including representatives from hotels, tour operators and other related organisations associated with the travel trade and hospitality sector besides senior officers of the Tourism Department.

    During the meeting, the stakeholders held extensive discussions with the Tourism Secretary and his team of officers. They gave numerous suggestions for devising effective solutions and strategies to ensure the sustainable growth of the sector and brought many issues into the notice of the Tourism Secretary.(GNS)

    Former Nevada Republican state lawmaker Jim Marchant announced Tuesday he is entering the race for U.S. Senate, looking to unseat incumbent Democratic Sen. Jacky Rosen in 2024.

    Marchant, who has led a group of Donald Trump supporters who claim the 2020 election was stolen from the former president, was endorsed by Trump in his failed secretary of state bid in Nevada last year. He also lost his bid for a House seat in 2020 to Democrat Steven Horsford and sued unsuccessfully to overturn that result.

    He is the founder of the America First Secretary of State Coalition, a group that advocates for more restrictive ballot access laws in their states. Marchant himself has been a proponent of counting ballots by hand, a process that some election officials have said is less accurate and more costly than a machine count.

    TSPSC chairman, secretary appear before ED in paper leak case

    Hyderabad: In a key development in the Telangana State Public Service Commission (TSPSC) question paper leak case, its chairman Janardhan Reddy and secretary Anitha Ramachandran on Monday appeared before the Enforcement Directorate (ED).

    The ED officials were questioning the duo at ED’s regional office here. The agency is gathering information on key aspects relating to the paper leak, focusing on financial transactions. The statements of both officials will be recorded by the central agency.

    Last month, the ED took up an investigation into money laundering allegations in the TSPSC question paper leak case

    The ED had earlier summoned TSPSC section officer Shankar Laxmi in connection with the probe into the alleged illegal money transactions in the paper leak scam.

    Shankar Laxmi is incharge of the confidential section of TSPSC, from where the exam question papers were allegedly stolen by Praveen Kumar and Rajasekhar Reddy, the employees of TSPSC and prime accused in the case.

    The ED has also questioned both Praveen Kumar and Rajasekhar Reddy in Chanchalguda Jail.

    During the interrogation, the agency recorded the statements of both the accused about the money they allegedly collected from those who obtained the leaked question papers. The agency suspects that the amount they collected is involved in money laundering and is unaccounted for.

    The central agency had registered a Enforcement Case Information Report (ECIR) and took up investigation following reports and complaints about huge money changing hands.

    During the questioning of the accused and others in the case, the Special Investigation Team (SIT) of Telangana police had reportedly found illegal transactions to the tune of Rs38 lakh.

    The TSPSC scam came to light on March 12 which led to the arrest of 15 accused besides the cancellation of the Group 1 preliminary examination, Assistant Engineers, AEE, and DAO exams.

    Praveen Kumar, who worked as an assistant section officer at TSPSC and Rajashekar Reddy, a network admin at TSPSC, had allegedly stolen question papers of some exams from a computer in a confidential section of the Commission and sold it to other accused.

    The SIT has so far arrested 19 persons in the case.

    The exam paper leak case created a sensation in Telangana as opposition parties Congress and BJP blamed the BRS government for the leak that affected lakhs of unemployed in the state.

    The SIT has also examined TSPS chairman Janardhan Reddy, secretary Anita Ramachandran and member B. Linga Reddy.

    Srinagar, April (GNS) 26: Secretary, Health & Medical Education, Bhupinder Kumar, today reviewed progress on Hospital Management Information System (JK e Sahaj) in J&K with the concerned authorities through virtual mode

    Director, NHM, J&K, Ayushi Sudan, briefed the Secretary about the progress of JK e Sahaj since the inception of the project in the UT, which is under implementation in 578 public health facilities.

    Secretary gave on spot directions for starting of Laboratory modules in all the tertiary care hospitals and District Hospitals within a months time. He also directed for expansion of use of QR Code based registration service Scan and Share under ABDM in all the tertiary and District Hospitals that will allow the patients to skip the queue for directly collecting their OPD slip for consultation as their details are already present at the registration counter.

    On the occasion, National Health Mission J&K also released ranking of Public Health facilities on Hospital Management Information System (JK e Sahaj) for the month of March, 2023.

    In the category of Associated Hospitals of Government Medical Colleges the first rank has been clinched by Chest Disease Hospital Jammu followed by Psychiatric Disease Hospital, Jammu, AH GMC Rajouri, Government Dental College, Jammu and  Government Dental College, Srinagar. The bottom five in this category included Children Hospital Bemina, Srinagar, SMHS GMC Srinagar, GMC Baramulla, GMC Kathua and Super Speciality, Jammu.

    In the category of District Hospitals, first rank has been secured by DH Pulwama followed by Government Hospital Gandhi Nagar, Jammu; DH JLNM, Srinagar, DH Budgam,  and DH Shopian. The bottom five in this category included DH Handwara, MCCH Anantnag, DH Reasi, DH Kulgam and DH Kishtwar.

    In the category of Community Health Centres (CHCs), CHC Pakherpora got the first rank followed by CHC Shangus, CHC Rajpora,  EH Vijaypur and CHC Ramgarh. The bottom five in this category included CHC Darhal, CHC Gandoh, CHC Thatri, CHC Khansaheb and CHC Parole.

    In the category of Primary Health Centres (PHCs) and UPHCs, first rank has been clinched by PHC Achabal  followed by PHC Mattan, PHC Kakapora, PHC Srigfwara and PHC Aishmuqam. The bottom five in this category included UPHC Sangam, PHC Thakrakote, PHC Teetwal, PHC Massu and PHC Machil.

    Pertinently, JK e-sahaj (Electronic System for Automation of Hospital Administration J&K)  initiative was formally launched on 4th November 2022 as part of Jashn-e-Sehat by the Lieutenant Governor, for different types of facilities i.e. Tertiary care, District Hospitals, Community Health Centres, Primary Health Centres and some New Type PHCs. JK E-Sahaj has been integrated with Rapid Assessment System (RAS), 104 Centralised Health Helpline for outbound calling and RCH portal of MoHFW, Government of India.

    The ranking has been done on the basis of registration, conversion of EMR (Electronic Medical Record) and Patient feedback uploaded on the portal of JK e Sahaj for the month of March 2023, on real time basis. The detailed list of facilities is shared on NHM website.(GNS)

    New Delhi: Aam Aadmi Party (AAP) in its bid to expand its wings in South India has made an organisational revamp and appointed Advocate Vinod Wilson Mathew as the new president of its Kerala unit and PC Cyriac as National Joint Secretary on Saturday.

    The party also appointed two State Vice Presidents, one State General Secretary, two State Secretaries, one State Treasurer, 10 different Wings Presidents and 14 District Presidents.

    AAP will bring new faces and have an organisational revamp in Kerala after the local body polls, said the then party State election in-charge Vinod Mathew Wilson in February this year.

    “AAP has decided to contest in three panchayat wards and one block panchayat ward in Kerala in the upcoming local body bypolls. AAP is contesting against the immoral politics of the CPI(M) in Kerala. We will perform well in these seats and open an account in Kerala,” the AAP leader told media persons.

    Attacking Congress, the AAP leader said the main opposition party in Kerala has been showing a “disappointing performance”.
    Wilson said AAP’s new organizational structure in Kerala will soon be in place. He said the party had already held protests across Kerala including the Raj Bhavan March against the Adani issue and issues pertaining to the budget.

    Biden’s first AAPI cabinet secretary, if confirmed

    Su would be the Biden administration’s first AAPI Cabinet secretary, if confirmed, joining fellow AAPI Cabinet members Vice President Kamala Harris, U.S. Trade Representative Katherine Tai and Office of Science and Technology Policy Director Arati Prabhakar.

    Su, a daughter of Chinese immigrants, also speaks Mandarin, Spanish and English.

    “When he announced my nomination for U.S. Secretary of Labor, the President called me ‘the American Dream,’” Su said during testimony Thursday. “My parents believed in it, I benefited from it, and I want to do my part to make sure it is a reality for workers across the nation.”

    California tenure

    Before joining the Department of Labor, Su served in several top spots in California state government, including as labor secretary under Gov. Gavin Newsom.

    Su served as the California labor commissioner from 2011 to 2018, then as secretary for the California Labor and Workforce Development Agency from 2019 until 2021.

    Prior to that, she worked as a lawyer for low-wage and immigrant workers, including at a legal aid nonprofit in Los Angeles.

    Labor case of over 70 enslaved Thai workers

    While Su was a lawyer for low-wage and immigrant workers in 1995, she represented more than 70 undocumented Thai garment workers forced to work under sweatshop conditions — a case that gained widespread attention at the time.

    Su’s anti-sweatshop work won her international recognition when she was awarded a McArthur Foundation “genius” grant in 2001.

    Sweatshop Watch founding

    Su co-founded the organization Sweatshop Watch in 1995, which worked to improve working conditions for garment workers in the United States.

    Over the past decade, the coalition, in collaboration with the Asian Pacific American Legal Center, has brought cases on behalf of hundreds of low-wage, immigrant and often undocumented women in the clothing industry against major corporations who use sweatshops to manufacture the garments they sell.

    Deputy position nomination scrutiny

    When Su was confirmed in 2021 to be deputy secretary, she faced scrutiny from Senate Republicans on her leadership of California’s Labor Department.

    Republicans focused on Su’s involvement in large-scale unemployment insurance fraud and employee classification legislation that was later partially overturned by California voters.

    Su’s record is likely to face even more scrutiny, and she will have to answer for moves made by DOL during Walsh’s tenure. Among those moves will be the Biden administration’s handling of the freight rail labor standoff last year, in which Su played a central role.

    He stated that the audit would assess whether the mines are operating at their optimal condition and determine if there is potential to generate more employment within these mining facilities.

    Dr Mehta also called for the development of a mining plan, with expert consultation, to increase the output of the Kalakote coal mines.

    The Chief Secretary urged upon the Corporation that all of their activities should aim at boosting the economy of Jammu & Kashmir. He commended the corporation’s financial records over the past three years and suggested holding quarterly meetings for better coordination and implementation of decisions.

    During the meeting, the Board unanimously agreed that in order to avail the funding under NMET (National Mineral Exploration Trust), J&K Minerals Limited shall surrender the Lease Hold Rights of Sapphire Mine so that Ministry of Mines can take up the work.

    Furthermore, the Board approved e-Auction of rough sapphire to promote transparency.

    The Board members in attendance included Secretary Planning Development & Monitoring, Dr Raghav Langer; Secretary Mining, Amit Sharma; Director, Geology & Mining, OP Bhagat; Managing Director, JKML, Vikram Gupta; DG Codes, SL Pandita besides officers from other concerned Departments
