    Telangana Junior Panchayat Secretaries to continue strike despite govt’s ultimatum

    Hyderabad: Junior Panchayat Secretaries in Telangana are determined to continue their strike for the regularisation of their services despite the state government’s warning that their services will be terminated if they fail to join duty on Tuesday.

    In a notice served to the Junior Panchayat Secretaries (JPSs), Panchayat Raj Principal Secretary Sandeep Kumar Sultania said that they formed a union in violation of their agreement bond and went on strike.

    The official said that as per the agreement, JPSs should not join any service union or organisation or association. The employees also declared that they would not have any claim or right to be appointed on a regular basis.

    “The regularisation of service of any contract employee cannot be for all, but will be subject to the assessment and evaluation of their performance by a committee appointed by the government and those whose performance is found to be satisfactory can only be regularised,” Sandeep Sultania said.

    Stating that JPSs went on strike illegally, Sultania said they lost all rights to continue in the services.

    “As a last opportunity, you are directed to join duty by 5 p.m. of Tuesday. If you fail to join duty by 5 p.m. on Tuesday, your services will be terminated,” he added.

    However, the JPSs, who are on strike since April 28, said they would continue the strike till the government gives a categorical assurance to them.

    There are about 9,500 Junior Panchayat Secretaries in the state. They were recruited through Telangana State Public Service Commission (TSPSC) on three-year probation and the probation period was further extended by one year.

    They are demanding that the state government fulfill the assurance given by Chief Minister K. Chandrasekhar Rao in the state Assembly that their services will be regularised.

    “We want job security. We are not against the government. Our demands are justified,” said a striking JPS.

    “Even if the government regularizes our services there will be no financial burden on it. We are receiving Rs 29,000 salary as consolidated pay and after deductions like EPF we will get 26,000,” said another striking employee.

    The strike by JPSs is having an adverse impact on various services in villages, causing hardships to people. They play a crucial role in village sanitation, drinking water supply, greenery work, in addition to issuing important certificates such as birth, death, marriage, and residence.

    Hyderabad: Principal secretary Sandeep Kumar Sultania on Monday cautioned Junior Panchayat Secretaries (JPS), who have formed a union and went on strike since April 28 demanding regularization, to end their protest and rejoin duties. They have been asked to rejoin their work by May 9 5 p.m. 

    In a press release, Sandeep Kumar said that the union’s protest was a violation of their agreement bond which is signed by all Junior Panchayat Secretaries before joining service.

    Kumar said that JPS employees who have signed the agreement had accepted the agreements. “As Junior Secretary, they will not have any claim or right to be appointed on a regular basis and such appointment will be without prejudice to the regular appointments that may be made in future.”

    Sandeep Kumar clarified that JPS employees have terminated all their rights to continue in service despite signing an agreement.  He went on to say that the warning issued would be the last chance for the protesting employees, who are on strike, to rejoin their work. 

    “In case, those who fail to join their duty by 5 pm on May 9th, their services will be terminated permanently,” he added.

    Brimm last managed North Carolina Democrat Cheri Beasley’s 2022 Senate run, and also worked for then-presidential candidate Joe Biden as North Carolina state director for the 2020 primaries. He has also previously managed other congressional races in and outside the Tar Heel State, and worked at the DCCC.

    Secretary of state races received an unprecedented amount of attention last year when candidates across the country allied with former President Donald Trump ran to be states’ chief election officials. Many of those candidates ran as part of a coalition, with promises to remake the elections system under the false pretense that the 2020 election was stolen from Trump.

    In the five core battleground states that elected secretaries, those election deniers all lost — one in a Republican primary to an incumbent secretary, and four in a general election to Democrats. DASS raised over $30 million for the 2022 cycle — roughly 7.5 times what the committee raised for the 2018 and 2022 cycles — and other liberal outside groups poured in millions more to win races in Arizona, Michigan, Minnesota and Nevada. A lone disappointment for the party was in Georgia, where Republican Secretary of State Brad Raffensperger cruised to reelection after defeating a Trump-aligned candidate in a primary. Raffensperger famously denied efforts to overturn election results in Georgia.

    If election deniers had won, they would have been in a position of overseeing the 2024 election in key battleground states. And despite their losses, many of those candidates did not fade away: Kristina Karamo is now the chair of the Michigan Republican Party, while Nevada’s Jim Marchant announced a Senate campaign earlier this week.

    The 2022 elections were one of dramatic expansion for DASS, which had only one full-time staffer at the start of the cycle. Brimm declined to share a specific fundraising or staffing target going forward, but he said: “early benchmarks are making sure that we’re carrying it forward.”

    Brimm said a goal of his this cycle is to make sure the committee isn’t “writing off any candidates … making sure that we’re challenging every available race on the board.”

    Compared to the midterms — where 25 states elected a chief election official — the next two years will be comparatively sparse. Three red-leaning states are electing chief election officials this year — Republican incumbents Michael Adams of Kentucky and Michael Watson of Mississippi are seeking reelection, and there is an open race in Louisiana.

    There are just seven secretaries on the ballot next year, including Washington and Oregon — which despite their overall blue tilt, only saw their secretaries’ office flip to Democrats in 2021. And Shemia Fagan, Oregon’s secretary of state, is resigning from office effective next week after Willamette Week broke the news that she had a consulting contract with a cannabis company while her office was auditing the state’s marijuana program.

    But 2026 will be another big year for the committee. Democratic incumbents Adrian Fontes of Arizona, Cisco Aguilar of Nevada and Steve Simon of Minnesota will be eligible to run again, as will Georgia’s Raffensperger. Michigan will be an open-seat race, with Democratic incumbent Jocelyn Benson term-limited. Brimm said he would serve through the 2026 midterms.

    “With a four year approach, there are a variety of different pieces that I think are going to be compelling for people to continue to pay attention and continue to support not just DASS as an organization, but also our candidates and incumbents,” he said. “The work of secretaries of states in administering elections is pretty damn important in presidential years.”

    Jaipur: The Congress party on Saturday appointed two new secretaries for Rajasthan where assembly polls are due later this year.

    The new AICC secretaries — Amrita Dhawan and Virender Singh Rathore — will be attached to Sukhjinder Singh Randhawa, the AICC general secretary in-charge of Rajasthan, the party said in a release.

    The press release said Congress president Mallikarjun Kharge appointed the new AICC secretaries with immediate effect.

  • PAAs To Replace Panchayat Secretaries As First Signatory

    SRINAGAR: The department of Rural Development and Panchayati Raj , Jammu and Kashmir  expanded the functions of Panchayat Account Assistants (PAAs) on Friday and appointed them as the first signatories for all the government schemes run by Department in the Union Territory.

    According to an order issued by the RDD and PR, the PAAs shall now replace panchayat secretaries as the first signatories in all government programmes including the Mahatma Gandhi National Rural Employment Guarantee Act (NREGA) scheme.

    Expanding the functions and responsibilities of the PAAs, the rural development department and panchayati raj said the PAAs will now be responsible for uploading approved gram panchayat development plans (GPDPs) on panchayat portal, clearance of audit paras, responding to audit observations and recovering amount, if any, if observed in the audit paras.

    The order said as the first signatory, the PAAs are responsible for ensuring that all financial transactions of the panchayats are correctly recorded, verified and authorised before any payment is made.

    In a novel approach ,to strengthen Panchayati Raj system in Jammu and Kashmir , 2,000 PAA posts were created in the Rural Development Department on June 27, 2019.

    After their appointment, they were assigned roles and responsibilities to maintain all records relating to gram panchayat accounts wherein their primary responsibility was to check the accuracy of all financial transactions, to scrutinise the resolutions passed by the gram panchayat.

    In addition to preparing responses to audit reports, they were also entrusted with the responsibility of reconciliation of revenue, receipt and expenditure figures with the office of principal accountant general office of Jammu and Kashmir.
