    Terror attacks shift headlines from SCO in Goa to J-K

    The headlines on Friday when the Council of Foreign Ministers of the Shanghai Cooperation Organisation ( SCO) met in Goa  India, changed quickly.  The killing of five soldiers in the Kandi area of Rajouri, a border district along the Line of Control in  Jammu and Kashmir, in an encounter with the terrorists who had attacked an army vehicle and killed five soldiers on April 20 in the same belt, altered the headlines. The dateline also shifted from Panaji to Panaji to Rajouri. The SCO meet and its conclusions,  which could have been the banner headlines were diluted as the killing of soldiers made it to the headlines in a way that no one had anticipated.

    This change in headlines substantiated the Indian view that how terrorism was keeping it away from direct or indirect talks with Pakistan in resolving issues between the two countries bilaterally. Foreign Minister S Jaishankar did not mince words in calling  out his Pakistani counterpart  Bilawal  Zardari Bhutto as the “spokesperson of industry of terrorism, the mainstay of Pakistan.”  He underscored his message in the phrase, “The victims of terrorism and perpetrators of terrorism cannot sit together”. This was a clear message to Pakistan that it cannot hope India to talk and improve ties while terrorism from across the border continued to bleed the country. The killing of five soldiers on Friday in Rajouri lent strategic, diplomatic, and political meat to this assertion.

    Bilawal Zardari Bhutto, who projected himself as the son of  Benazir Bhutto who was assassinated by terrorists in December 2007, tried to convince the SCO and India, in particular, that Pakistan also is a victim of terrorism, and it has suffered the maximum number of casualties due to acts of terror. It is a fact but this doesn’t grant Pakistan a license to export and unleash terrorism in India. The real victims of terrorism empathize with the fellow victims, not inflict terrorism on them.

    This is not the first time that the headlines changed in this manner. At a time, way back in December 2015, when it was hoped that a new chapter of friendly ties between India and Pakistan might open with the Indian Prime Minister Narendra Modi visited Lahore, to meet his Pakistani counterpart Nawaz Sharif, things turned sour with terror attack on Indian Air Force Station in Pathankot. This was like the Lahore turned Kargil moment during the Vajpayee era in 1999. The headlines don’t change for days or weeks, but these leave a legacy of chilling reminders of what had happened. These are dark spots in the history, which cannot be obliterated. These spots have an unfortunate tendency to recur as necessary lessons are not learned in time, and the temporary wake up calls turn into sleepwalking after few weeks or months.

    As the operations are underway to trace and neutralize the terrorists who mounted these attacks, it is hoped that the army would be successful in neutralizing the terrorists involved in these two incidents, in which 10 soldiers have died with zero casualty on the other side so far. This is a very heavy toll, as it is far beyond the normal and acceptable ratio; one to four. That is four  terrorists against each soldier. By that count, the number of terrorists killed in these operations should have been 40. But there are certain constraints. It is not always possible to maintain this ratio as the situations and terrains are difficult. The army has an added constraint, it has to navigate its operations without causing collateral damage – no civilian casualty is the mantra. There may be an argument that how could there be civilian losses in high and rocky terrains, but this is not the case. During this time of the year, shepherds are in the upper reaches with their herd. The gunbattles and operations restrict their movement and they have to stay within specified spaces. This is the geographic challenge.

    The nation is waiting for the outcome of the ongoing operations in the mountains dotted with dense forests. That will add yet another headline. The real threat of headlines of this nature is that they overshadow the rest of the stories emanating from the ground. Positive optics take a back seat not only in the captions and headlines but also in the minds of the people.

    New Delhi: All the delegates who attended the Shanghai Cooperation Organisation’s foreign ministerial meeting in Goa were impressed by Goan cuisine, culture and hospitality, External Affairs Minister S Jaishankar said on Sunday.

    India hosted the meeting at a beach resort in Goa’s Benaulim on May 4 and 5.

    The meeting was attended by Russian foreign minister Sergey Lavrov, China’s Qin Gang, Pakistan’s Bilawal Bhutto-Zardari, Uzbekistan’s Bakhtiyor Saidov and SCO Secretary General Zhang Ming.

    Tajikistan’s foreign minister Sirojiddin Muhriddin, Kazakhstan’s Murat Nurtleu and Kyrgyzstan’s Zheenbek Kulubaev also attended the meeting.

    “The SCO Foreign Ministers held their meeting in Goa on May 04-05, 2023. All delegates were impressed by Goan cuisine, culture and hospitality,” Jaishakar tweeted.

    “Thank Chief Minister @DrPramodPSawant and all officials involved for the excellent arrangements,” he said.

    In a hard-hitting attack on his Pakistani counterpart Bilawal Bhutto Zardari, External Affairs Minister S Jaishankar called him the “promoter, justifier and spokesperson of a terrorism industry” after the Shanghai Cooperation Organisation meeting on Friday.

    On Bhutto Zardari’s comments on tackling terrorism, Jaishankar said Pakistan’s credibility in dealing with is depleting even faster than their forex reserves. Asked whether there could be talks between India and Pakistan on combating the menace, the external affairs minister said, “Victims of terrorism do not sit together with perpetrators of terrorism to discuss terrorism.”

    The external affairs minister said Bhutto Zardari came to India as foreign minister of an SCO member state and it is part of multilateral diplomacy. “Do not see it as anything more than that,” he added. On the so-called China-Pakistan Economic Corridor, Jaishankar said it was made very clear that connectivity is good for progress, but it cannot violate the territorial integrity and sovereignty of states. He said as a foreign minister of an SCO member state, Bhutto Zardari was treated accordingly.

    Panaji: Reiterating his stand on India-China border issues, External Affairs Minister S Jaishnakar on Friday made it clear again that the ties between the two countries cannot be normal until peace and tranquillity are maintained on the Land of Actual Control (LAC).

    Addressing a press conference at the conclusion of the Foriegn Ministers’ Meeting under the Shanghai Cooperation Organisation (SCO), S Jaishankar was asked to share details about his talks with Chinese Foriegn Minister Qin Gang.

    To this, the EAM replied, “The issue is that there is an abnormal position in the border areas, along the boundary. We had a very frank discussion about it…We have to take the disengagement process forward.

    “I have made it very clear, publically as well, that India-China relations are not normal and cannot be normal if peace and tranquillity in the border areas are disturbed…” Jaishankar added.

    “I have been very consistent about it and I have not changed my position in this meeting either,” he added.

    Regarding the China-Pakistan Economic Corridor (CPEC), Jaishankar said, “It was made very clear twice that connectivity is good for progress but it cannot violate the integrity and sovereignty of states.”

    “This has been our long-standing position and nobody should have any doubt about it and I assure you nobody in this room has any doubt about it. I made sure of that,” Jaishanakar added.

    China’s CPEC projects in Pakistan have slowed down due to the prevailing economic crisis in the neighbouring country.

    Pakistan has been slow to complete infrastructure projects and China has been slow to fund new ones, reported Foreign Policy.

    Citing a case in point, the report said a reactor that was inaugurated by Pakistan Prime Minister Shehbaz Sharif in February was funded by China to strengthen Pakistan’s energy security. The work on the reactor began in 2016 after the launch of the China-Pakistan Economic Corridor (CPEC).

    The slowing pace of the CPEC projects is not only because of the ongoing economic crisis in Pakistan as it cannot afford the infrastructure loans extended to it, but also due to Beijing’s own economic slowdown.

    Benaulim: India and Pakistan on Friday took a veiled swipe at each other at a SCO meeting with External Affairs Minister S Jaishankar demanding tough action against cross-border terrorism and his Pakistani counterpart Bilawal Bhutto Zardari calling for not getting caught up in “weaponising terrorism for diplomatic point-scoring”.

    In his address at the meeting of the foreign ministers of the Shanghai Cooperation Organisation (SCO) here, Jaishankar said the channel of finances for terror activities must be blocked without any distinction even as Bhutto Zardari raised the issue of “violation of international law” which was seen as an apparent reference to Kashmir.

    The SCO norms do not allow raking up bilateral issues and the two foreign ministers did not name any country and made the comments indirectly.

    Chairing the conclave, Jaishankar said taking the “eyes off terrorism” would be detrimental to the security interests of the grouping and that when the world was engaged in facing the Covid-19 pandemic and its consequences, the menace of terrorism continued unabated, in another veiled reference to Pakistan.

    “We must not allow anybody — individual or State — to hide behind non-State actors,” Jaishankar said in the presence of Bhutto Zardari and his counterparts from China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

    “Taking our eyes off the menace would be detrimental to our security interests. We firmly believe that there can be no justification for terrorism and it must be stopped in all its forms and manifestations including cross-border terrorism,” he added.

    In his address, the Pakistan foreign minister talked about the need for ensuring respect for universally recognised principles and said,”unilateral and illegal measures by States in violation of international law and Security Council resolutions run counter to the SCO objectives.”

    “We need to be unambiguous in keeping our commitments and charting out a new future for our people. One that is not based on conflict preservation but on conflict resolution,” he said.

    Though Bhutto Zardari did not make any specific references or elaborated on the context, his remarks were largely seen as an indirect reference to India’s policy on Kashmir.

    The ties between India and Pakistan came under severe strain after India announced withdrawing special powers of Jammu and Kashmir and bifurcation of the state into two union territories in August 2019.

    While expressing Pakistan’s commitment to fighting terrorism, Bhutto Zardari also appeared to take a swipe at India as he called for not getting caught up in “weaponising terrorism for diplomatic point scoring”.

    “We must stop conflating non-state actors with state actors,” he noted.

    The Pakistan foreign minister also pitched for collective security and said it was a joint responsibility of the member nations.

    “Terrorism continues to threaten global security. Let’s not get caught up in weaponising terrorism for diplomatic point scoring,” he said.

    The Pakistan foreign minister also remembered his mother and former Prime Minister Benazir Bhutto’s assassination at the hands of terrorists.

    “When I speak on this topic, I do so not only as the Foreign Minister of Pakistan whose people have suffered the most in terms of number of attacks and number of casualties. I also speak as the son whose mother was assassinated at the hands of terrorists,” Bhutto Zardari said.

    “I feel the pain of this loss, empathize with victims across the world in a way most can’t. I and my country are firmly committed to being part of regional and global efforts for eradicating this menace. This requires not only a comprehensive approach but also a collective approach,” he added.

    “It requires that we let this challenge unite us to fight it rather than divide us to become its victim. Our success requires us to isolate this issue from geo-political partisanship,” he said.

    Bhutto Zardari also made a special mention of China for its role in bridging differences between Saudi Arabia and Iran.

    “I want to make a special mention of the commendable role China has recently played in bridging differences between Saudi Arabia and Iran– two countries that are also associated with the SCO. When great powers play the role of peacemaker, we can unlock the potential of peace while paving the way for greater cooperation, regional integration and economic opportunities for our peoples,” he said.

    In his address, Jaishankar noted that current crises facing the world have exposed a credibility and trust deficit in the ability of global institutions to manage challenges in a timely and effective manner. He said reform and modernisation of the SCO will aid a more contemporary outlook which India will actively support.

    “As a result of the COVID-19 pandemic and geopolitical upheavals, the world is today facing a multitude of challenges. These events have disrupted global supply chains, leading to serious impact on the supply of energy, food and fertilizers and cascading effects on developing nations,” he said.

    “These crises have also exposed a credibility and trust deficit in the ability of global institutions to manage challenges in a timely and efficient manner,” he noted.

    “These challenges, however, are also an opportunity for Member States of the SCO to collaborate and address them collectively. With more than 40% of the world’s population within the SCO, our collective decisions will surely have a global impact,” Jaishankar said.

    Bhutto Zardari landed in Goa on Thursday, becoming the first Pakistani foreign minister to visit India in almost 12 years.

    In 2011, Pakistan’s then foreign minister Hina Rabbani Khar visited India and held talks with her counterpart SM Krishna.

    India hosted the SCO foreign ministers’ conclave in its capacity as the current chair of the grouping.

    The SCO is an influential economic and security bloc and has emerged as one of the largest transregional international organisations.

    The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

    India and Pakistan became its permanent members in 2017.

    India was made an observer at the SCO in 2005 and has generally participated in the ministerial-level meetings of the grouping, which focus mainly on security and economic cooperation in the Eurasian region.

    India has shown a keen interest in deepening its security-related cooperation with the SCO and its Regional Anti-Terrorism Structure (RATS), which specifically deals with issues relating to security and defence.

    Benaulim: External Affairs Minister S Jaishankar on Thursday evening hosted a gala reception for the foreign ministers of Russia, China, Pakistan and other member nations of the Shanghai Cooperation Organisation (SCO), marking the beginning of a two-day conclave of the grouping.

    The main deliberations of the SCO Council of Foreign Ministers will take place on Friday.

    The reception at the sea-side Taj Exotica Resort in Benaulim was attended by Chinese Foreign Minister Qin Gang, Russia’s Sergey Lavrov and Pakistan’s Bilawal Bhutto-Zardari, Uzbekistan’s Bakhtiyor Saidov and SCO Secretary General Zhang Ming.

    The foreign ministers of Kazakhstan, Kyrgyzstan and Tajikistan were also among those who joined the reception.

    This evening’s cultural performance was an amalgamation of Indian classical and folk dance forms along with Bollywood dance styles, as a glimpse of Hindi cinema.

    There was a special segment where representatives of the SCO countries showcased their dance performances.

    India is hosting SCO conclave amid the escalating confrontation between Russia and the West over the war in Ukraine and concerns over China’s expansionist behaviour.

    The overall situation in Afghanistan including apprehensions that the country may turn into a breeding ground for terrorism under the Taliban rule as well as the fast evolving regional security situation are expected to figure prominently during the deliberations on Friday.

    India is emerging as a key player among the SCO countries though China and Russia are seen as the major drivers of the grouping that is increasingly seen as an “alternative” to NATO.

    India is hosting the SCO conclave when its ties with China are under severe strain in view of the lingering border row in eastern Ladakh.

    People familiar with the preparation of the conclave said the foreign ministers will deliberate on overall challenges facing the region in the backdrop of the current geo-political turmoil and the state of bilateral ties between the member nations would not impact the discussions.

    New Delhi: Defence ministers of China, Russia and other member nations of the Shanghai Cooperation Organisation (SCO) except Pakistan will travel to India to attend a key meeting of the grouping this week.

    Pakistan Defence Minister Khawaja Asif will attend the SCO defence ministers’ meeting in New Delhi on Friday through virtual mode, according to an official readout.

    Chinese Defence Minister Li Shangfu and his Russian counterpart Sergei Shoigu are among those who are visiting India to attend the meeting.

    Defence Minister Rajnath Singh will chair the meeting that is expected to deliberate on regional security situation including developments in Afghanistan.

    “Defence Ministers of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan will participate. India has invited Belarus and Iran,currently observers in SCO, to participate in the SCO defence ministers’ meeting,” the defence ministry said.

    “Defence Minister of Pakistan would be participating virtually. The ministers will discuss matters related to regional peace and security, counter terrorism efforts within SCO and an effective multilateralism,” it said in a statement.

    The ministry said Singh will be holding bilateral meetings with the participating defence ministers on April 27 and 28 where bilateral defence related issues and other matters of mutual interest will be discussed.

    It said India has ancient civilizational, cultural and spiritual ties with the SCO member countries.

    “India’s membership of SCO in 2017, was therefore, a reaffirmation of New Delhi’s keenness to deepen these historic ties.India considers SCO as an important regional group to promote multilateral, political, security, economic and people-to-people interactions in the region,” it said.

    The ministry said India continues to bring more ideas and initiatives to strengthen cooperation among SCO countries.

    “Under its Chairmanship, this year, India organised two defence related activities to enhance interoperability amongst SCO member states,” it said.

    “The first being a workshop on Humanitarian Assistance and Disaster Relief and the second was a seminar of SCO countries defence think-tanks on the issue of armed forces contributing to military medicine, healthcare and pandemics,” the ministry said.

    “India stands committed to take forward the Agenda of SCO under its chairmanship,” it added.

    The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

    Over the years, it has emerged as one of the largest trans-regional international organisations. India and Pakistan became its permanent members in 2017.

    New Delhi: India, as the Chair of Shanghai Cooperation Organisation (SCO) in 2023, will host the SCO Defence Ministers’ Meeting here on April 28, the Defence Ministry said on Tuesday.

    Defence Minister Rajnath Singh is expected to hold bilateral talks with his Chinese counterpart Gen Li Shangfu. Before the SCO meet, the 18th round of India-China Corps Commander level talks held on Sunday, but it failed to make headway on the contentious issue of the Depsang Plains and de-escalation along the Line of Actual Control (LAC) in eastern Ladakh.

    The repeated attempts by China’s People’s Liberation Army (PLA) to violate the LAC, leading to tension in Ladakh, spurred the institution of the Corps Commander-level meetings.

    While the two sides agreed on mutual withdrawals from Pangong Tso, Gogra, and Hot Springs, the Depsang Plains and Demchok remain points of contention and tension.

    Now all eyes are now on the visit of the Chinese Defence Minister.

    Shanghai Cooperation Organisation (SCO), established in 2001, comprises Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan besides India. Apart from the member states, two observer countries – Belarus and Iran – will also be participating in the SCO Defence Ministers Meeting.

    The Defence Ministers will discuss amongst other issues matters concerning regional peace and security, counter terrorism efforts within SCO and an effective multilateralism.

    According to the Defence Ministry officials, the theme of India’s Chairmanship of SCO in 2023 is ‘SECURE-SCO’. India attaches special importance to SCO in promoting multilateral, political, security, economic and people-to-people interactions in the region. The ongoing engagement with SCO has helped India promote its relations with the countries in the region with which India has shared civilisational linkages, and is considered India’s extended neighbourhood.

    SCO pursues its policy based on the principles of sovereignty and territorial integrity of nations, non-interference in internal affairs, equality of all member states and mutual understanding and respect for opinions of each of them.

    Rajnath Singh is likely to hold bilateral meetings with other Defence Ministers of participating countries on the sidelines of the meet, the officials added.

    Riyadh: The cabinet of Saudi Arabia’s government has approved a memorandum granting the country the status of a dialogue partner in the Shanghai Cooperation Organization, according to Saudi Gazette, citing Saudi Press Agency.

    The Cabinet, chaired by Custodian of the Two Holy Mosques King Salman at Al-Salam Palace on Tuesday, approved the cooperation agreement between the Presidency of State Security in the Kingdom and the Research and Analysis Wing (RAW) in India for combating terrorist crimes and its financing.

    According to the Saudi Gazette, the cabinet has amended article 4 of the provisions regulating the National Tobacco Control Committee to, “The committee shall have a secretariat based in the Public Health Authority in Riyadh.”

    At the beginning of the session, the Cabinet reviewed the details of telephone conversations between the Crown Prince and Prime Minister Mohammed Bin Salman and the president of the Republic of France, the prime minister of the Republic of Iraq and the president of the People’s Republic of China.

    The discussions centred around relations, areas of partnership, and opportunities to strengthen cooperation with the Kingdom of Saudi Arabia, reported Saudi Gazette.

    In a statement to the Saudi Press Agency (SPA) following the session, Minister of Media Salman Bin Yousef Al-Dosari said that the Cabinet also reviewed the outcomes of the 155th Session of the Ministerial Council of the Gulf Cooperation Council (GCC) and discussed the developments in joint Gulf action and political issues in the regional and international arenas.

    The Cabinet reviewed the latest international developments. It condemned attempts to burn copies of the Holy Qur’an. It stressed the need to consolidate the values of dialogue, tolerance, and respect and reject everything that spreads hatred and extremism.

    The Cabinet has also authorised the minister of energy, and chairman of the board of directors of King Abdullah City for Atomic and Renewable Energy to discuss and sign with the International Atomic Energy Agency (IAEA) a draft agreement between King Abdullah City for Atomic and Renewable Energy and the International Atomic Energy Agency regarding the Junior Professional Officer (JPO) Program.
