    SRINAGAR: The Centre has formulated a scheme worth Rs 3500 crore for the industrial development of Ladakh Union Territory. The Union Ministry of Commerce has already approved the scheme, but the cabinet committee on economic affairs (CCEA) is yet to green light it. The scheme is modelled on a similar initiative launched in Jammu & Kashmir in 2021 with a financial outlay of Rs 28400 crore.

    A report by the department-related parliamentary standing committee on commerce, states that the scheme was expected to launch in 2022-23. However, due to delays, it could not be launched until now. As per the Expenditure Finance Committee (EFC) approval, the scheme will utilize Rs 2.30 crore and Rs 97.30 crore in 2022-23 and 2023-24, respectively.

    The parliamentary committee has recommended that the Centre take necessary measures to make the scheme operational, including pursuing the matter with the CCEA and revising the budgetary allocation as required. Once approved, the scheme can be swiftly implemented, according to the report.

    New Delhi: The AAP government will continue to provide free electricity up to 200 units to the people of the city as the Delhi cabinet under the leadership of Chief Minister Arvind Kejriwal on Tuesday approved the extension of the scheme till April 2024.

    Kejriwal said, “I want to assure the people of Delhi that as long as you have a son, the facilities you are getting will not stop.”

    During the cabinet meeting, ministers Atishi, Saurabh Bhardwaj, Raj Kumar Anand, Gopal Rai, chief secretaries and senior officers of concerned departments were present.

    Power Minister Atishi in a press conference said that despite all the conspiracies to stop free electricity, CM Arvind Kejriwal has decided to give subsidy on electricity to the people of Delhi. “It is the commitment of the government that the people of Delhi will not only get 24 hours electricity but will also get free electricity,” she added.

    “Like before, it will be free up to 200 units, 50 per cent discount till 200-400. The subsidy on electricity will continue for lawyers, farmers and 1984 riot victims. Apart from this, applications received for subsidy on electricity from October till now will be considered valid till April 2024,” Atishi stated.

    Atishi alleged that a conspiracy is going on to stop the people of Delhi from getting subsidy on electricity. “The officials told us that how the BJP leaders sit in the L-G office, the officials of the electricity department are called there and pressure is put on them that the free electricity given by the Delhi government should be stopped anyhow,” she charged.

    Atishi further said, “I raised this issue during the assembly session as well. The file sent on March 10 was hidden from the elected government of Delhi even after repeated demands from the officers, because the conspiracy to stop the free electricity was going on. Till date that file was not officially presented to the elected Delhi government, because the conspiracy was going on. After that, when the cabinet note for the electricity subsidy given every year is prepared, then by putting pressure on the electricity department, they are called to the LG House and threatened by the BJP leaders.”

    She said that the number of the people consuming electricity below 200 units in Delhi is about 30,39,766, who are getting the benefit of zero bill and the government provides subsidy of Rs 1679.32 crore. “Whereas, the people consuming electricity from 201 to 400 units are given a maximum subsidy of Rs 800. There are about 16,59,976 electricity consumers in Delhi in this category, who are getting its benefit and the government provides subsidy of Rs 1548.24 crore. In this way total 46,99,742 domestic consumers are getting the benefit of the subsidy scheme,” she added.

    The government has decided to lay emphasis on ‘Cashless Hajj’ this year. In pursuant to this policy, the Haj pilgrims will be provided with a card by the State Bank of India (SBI) for the use of foreign currency. Highly placed sources in the Ministry of Minority Affairs gave this information on Monday.

    Under the earlier system, Haj pilgrims had to deposit 2,100 Saudi Riyals (about Rs 45 thousand) with the Haj Committee of India, which used to be made available to them for spending in Mecca and Medina of Saudi Arabia.

    The process of applying for Haj and selection of pilgrims was carried out online and of the 1.84 lakh applicants, 14,935 have been given assured allotment, including 10,621 in the 70-plus category and 4,314 women who will perform the Haj without a “Mahram” (male companion).

    This is the largest ever contingent of women proceeding on Haj alone, not accompanied by men, the ministry said in a statement.

    The applications received over and above the Haj quota have been finalised through an online randomised digital selection (ORDS) process, without any human intervention, it added.

    For the first time, the list of selected and waitlisted applicants was published on the official portal immediately after the selection process in the interest of increased transparency, the statement said.

    All 1.4 lakh selected pilgrims have been sent a text message with the information of their selection for Haj 2023. A text message has also been sent to the waitlisted applicants, informing them about their position on the list, the statement said.

    The ministry has partnered with the SBI to make special arrangements to provide foreign exchange to the pilgrims.

    Unlike previous years, when each pilgrim was given 2,100 Saudi riyals by the Haj Committee of India in lieu of Indian currency, irrespective of his actual requirements, the Haj Policy 2023 gives the option to the pilgrims to arrange their own foreign currency or take a lesser amount of foreign exchange, according to their requirements.

    The government has collaborated with the SBI to ensure the supply of foreign exchange to the pilgrims at the most competitive rates, the statement said.

    With more than 22,000 branches across the country, the SBI shall facilitate providing foreign exchange and the mandatory insurance to all the pilgrims to meet their requirements during their stay in Saudi Arabia.

    The bank will reach out to the pilgrims through text messages, the ministry said. The facility of a forex card is also being provided to the pilgrims, eliminating the possibility of theft or loss of physical currency, it added.
    In case the card is lost during the pilgrimage, the pilgrim can get his money refunded from the bank.

    An official said the government’s aim is to support a “cashless Haj” to make it convenient for the pilgrims. The SBI will also set up stalls at all the embarkation points with dedicated nodal officers of an appropriate level to help the pilgrims collect the foreign exchange in cash or through the forex card and also to provide any guidance and assistance as may be required.
    A helpline shall be operated by the SBI and the contact details of these nodal officers will be made public soon, the statement said.

    For the present year, a quota of 1,75,025 Haj pilgrims has been allotted to India. The first flight for the pilgrimage from India will take off on May 21. The annual pilgrimage will take place around June end. (PTI)

    DC Kulgam reviews implementation of PMAY-Urban scheme

    KULGAM, APRIL 03: To review the implementation and progress under Pradhan Mantri Awas Yojana (PMAY)-Urban in the District, a meeting of the Officers of line Departments was today held under the chairmanship of the Deputy Commissioner (DC) Kulgam Dr. Bilal-Mohi-Ud-Din-Bhat at mini-secretariat here.

    At the outset, the DC took a detailed appraisal of the implementation of PMAY-Urban scheme in all the  Municipal Committees of the district.

    With regard to the target achieved under Beneficiary Led Individual House Construction (BLC) the meeting was informed that a  total of 1265 houses were  sanctioned under PMAY-U out of which 348 non starter  cases were curtailed and now there are a total of 917 sanctioned houses out of which 331 houses stand completed and 457 houses are under construction.

    District Coordinator PMAY-U Kulgam, informed the chair that against the curtailed cases 127 new cases were proposed for approval to the State Level Monitoring Committee.

    The chair was also informed that 64 beneficiaries were provided advance mobilization and 57 new cases were proposed for advance mobilization.

    During the meeting, concerned apprised  about release of installments to the verified beneficiaries and expenditure made so-far under the scheme.

    It was also informed that an amount of Rs 8.50 crore has been disbursed till date in the accounts of 798 beneficiaries after following due procedure and multilevel verification.

    The DC directed the concerned Officers to ensure that the scheme guidelines are followed in letter and spirit so that all genuine eligible beneficiaries are covered under the PMAY-U scheme in the district.

    He impressed upon the field functionaries to follow the robust mechanism already put in place to ensure immediate verification and processing of cases at each stage of construction and consequent disbursement of payments to the verified beneficiaries under the scheme.

    Additional District Development Commissioner Showkat Ahmad Rather; Joint Director Planning, Zahid Sajad;  Tehsildars of Kulgam, Yaripora, Frisal and Devsar, EOs and other concerned officers attended the meeting.

    His lawyer, Andrew Frisch, said in an email that the 2nd U.S. Circuit Court of Appeals in Manhattan will have multiple reasons to choose from to vacate the conviction.

    “We are optimistic about our chances on appeal,” Frisch said.

    U.S. Attorney Breon Peace said in a release that the jury rejected Mackey’s cynical attempt to use the First Amendment free speech protections to shield himself from criminal liability for a voter suppression scheme.

    “Today’s verdict proves that the defendant’s fraudulent actions crossed a line into criminality,” he said.

    The government alleged that from September 2016 to November 2016, Mackey conspired with several other internet influencers to spread fraudulent messages to Clinton supporters.

    Prosecutors told jurors during the trial that Mackey urged supporters of then-Democratic presidential candidate Hillary Clinton to “vote” via text message or social media, knowing that those endorsements were not legally valid votes.

    At about the same time, prosecutors said, he was sending tweets suggesting that it was important to limit “black turnout” at voting booths. One tweet he sent showed a photo of a Black woman with a Clinton campaign sign, encouraging people to “avoid the line” and “vote from home,” court papers said.

    Using social media pitches, one image encouraging phony votes utilized a font similar to one used by the Clinton campaign in authentic ads, prosecutors said. Others tried to mimic Clinton’s ads in other ways, they added.

    By Election Day in 2016, at least 4,900 unique telephone numbers texted “Hillary” or something similar to a text number that was spread by multiple deceptive campaign images tweeted by Mackey and co-conspirators, prosecutors said.

    Twitter has said it worked closely with appropriate authorities on the issue.

    Some of Low’s money went to Barack Obama’s 2012 presidential campaign and an associated super PAC, while other funds helped back an effort in 2017 to get former President Donald Trump to stop the probe into Low, Lockhart alleged.

    Jurors also heard that Michel allegedly enlisted a close Trump ally, former Republican National Committee Deputy Finance Chair Elliott Broidy, to aid Low and to advance another purported goal: getting a wealthy Chinese businessperson, Guo Wengui, deported back to China. Low funded those efforts as well, Lockhart said.

    Michel made a staggering $88 million off Low between 2012 and 2017, she added.

    “Low had money to burn and the defendant was willing to cash in,” Lockhart said.

    The trial in federal court in Washington D.C. is a chance for the government to recover from a string of high-profile courtroom defeats it has suffered in recent years as it followed through on promises to crack down on foreign-influence efforts.

    Last November, Trump ally and inaugural committee chair Tom Barrack and an aide were acquitted by a federal jury in Brooklyn on charges they acted as unregistered foreign agents for the United Arab Emirates.

    In 2019, a federal jury in Virginia convicted a member of the Trump transition team, Bijan Rafiekian, of acting as an unregistered foreign agent for Turkey. However, a judge later overturned that verdict and ordered a new trial for Rafiekian, who was a business partner of Trump National Security Adviser Michael Flynn. Rafiekian’s case is currently on appeal.

    Also in 2019, a jury acquitted former Obama White House Counsel Greg Craig of a felony charge of scheming to mislead the Justice Department about his work for Ukraine.

    Justice Department officials have defended the enforcement drive, stressing that despite the setbacks more people involved in lobbying for foreign interests are registering under the Foreign Agents Registration Act.

    At the Michel trial Thursday, the entertainer’s attorney, David Kenner of Encino, Calif., passed up the chance to offer an opening statement. He will get another opportunity to do so after the government presents its case.

    Michel’s defense team has signaled plans to argue that he believed he was working to advance U.S. interests in his dealings related to Guo and in related efforts to free U.S. citizens held by China.

    The trial is expected to bring some star power from Hollywood and the political arena to the federal district courthouse near the Capitol. Actor Leonardo DiCaprio is likely to testify, along with casino mogul Steve Wynn, Broidy and top figures from the Trump administration such as National Security Adviser H.R. McMaster and Attorney General Jeff Sessions.

    Judge Colleen Kollar-Kotelly has rejected Michel’s attempts to seek testimony from Trump and Obama, but actors Jamie Foxx and Mark Wahlberg, director Martin Scorsese, and civil rights activist Jesse Jackson have also appeared on lists of potential witnesses for the trial.

    In her opening statement, Lockhart glossed over Michel’s fame and his musical career, saying only that he had “a successful music album in the 1990s” but was in need of money by the time the alleged scheme began in 2012. Lockhart also seemed eager to de-personalize the case with any jurors who might recognize Michel. After briefly referring to him by name, she called him “the defendant” over and over again throughout her opening argument.

    Whatever Michel’s financial condition at the time of the alleged scheme, there’s no doubt that it became dire following his initial indictment on the campaign-finance charges in 2019 and the addition of the unregistered-foreign-agent charges in 2021.

    Last year, Michel sold his interest in the rights in his Fugees’ recordings to a private equity group in order to raise money. He also has sought to fundraise for his defense by offering potential financiers a stake in $75 million the government seized from him — a sum he plans to try to recover if he’s acquitted, Reuters reported.

    Lockhart spent a half-hour detailing four conspiracies the government is alleging in the complex case. Jurors seemed attentive during her argument, with some taking notes, but the disparate allegations against Michel may have been difficult to absorb in such a brief presentation.

    In particular, jurors may puzzle at the bizarre claim that a hip hop star who supported Obama orchestrated an attempt to influence the Trump administration’s decisions about criminal investigations and foreign policy.

    Michel is the highest-profile defendant from outside the political world to go on trial in federal court in Washington since Major League Baseball pitcher Roger Clemens stood trial in 2012 on perjury charges. A jury acquitted him on all counts.

    SRINAGAR: The Comptroller and Auditor General of India has revealed irregularities in implementation of Swaach Bharat (Urban) Mission scheme in Jammu and Kashmir.

    In its report tabled in the Parliament, CAG said that only ten percent Individual Household Latrines (IHHLs) constructed under the scheme were found functional.

    The compliance audit of two components under Swachh Bharat Mission (U)  that includes  individual household latrines (IHHLs) and public toilets (PTs), was carried out covering the period from 2016-17 to 2020-21.

    The auditor noticed that the ULBs had not carried out house-to-house survey to identify beneficiaries for providing IHHLs.

    “Progress of work was not closely monitored and no monitoring reports were on record. Beneficiary survey and physical verification of selected 942 IHHLs shown constructed by NGOs revealed that only 95 (10 per cent) were functional,” the report states.

    The auditor has also pointed out that doubtful payment of Rs 116.48 lakh was made to NGOs in respect of construction of IHHLs and there was unproductive expenditure of Rs 91.30 lakh in respect of 522 IHHLs.

    “Out of 173 physically verified PTs, 108 PTs  were incomplete, abandoned or non-functional,” the report states.

    The Government of India (GoI) launched the flagship scheme of Swachh Bharat Mission (Urban) on October 02, 2014 with the objective of making urban India 100 percent free from open defecation in areas falling under the Urban Local Bodies in the country by October 2019.

    SBM, Urban (U) is being implemented by the Ministry of Housing and Urban Affairs, Government of India (MoH&UA) and Housing and Urban Development (H&UDD), Government of Jammu and Kashmir.

    SBM (U) has various components and is funded by the Government of India (GoI) and the State Government on 90:10 basis.

    New Delhi: The Supreme Court on Monday agreed to hear a plea challenging a Delhi High Court judgment that upheld the Centre’s Agnipath scheme for recruitment into the armed forces.

    A bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala, which was initially reluctant to entertain the plea, asked the petitioner to approach the high court seeking a review of its decision.

    The petitioner’s counsel said the plea relates to a halt in recruitment.

    The court then asked the lawyer to submit a note and posted the matter for hearing on April 10.

    “Counsel for the contesting parties shall file their brief notes of submissions at least two days before the next date of listing, which shall be e-mailed,” the bench said.

    The high court had, on February 27, said the Agnipath scheme was formulated in the national interest, with a laudable objective of maintaining national security.

    The court had dismissed a batch of petitions assailing the validity of the scheme while terming it a “well-thought” policy decision of the Centre.

    Besides the pleas challenging the Agnipath scheme, the court had also rejected a bunch of petitions relating to the recruitment process in the armed forces under certain previous advertisements while clarifying that such candidates do not have a right to seek recruitment.

    Dismissing the pleas relating to the previous advertisements, the high court had said the Agnipath scheme is in “public interest” and the aspirants cannot claim any right to seek recruitment on account of their participation in the processes initiated under notifications issued prior to the introduction of the new policy.

    New Delhi: Power Minister Atishi on Monday alleged that a conspiracy is being hatched to stop the free electricity scheme that Delhi government is providing to the people of the national capital.

    “The scheme which has been a huge success is being obstructed by some officials in connivance with Lt. Governor V.K. Saxena. To investigate the matter further and to find out the truth behind the conspiracy, a special audit of the accounts of all the electricity companies of Delhi for the last 8 years will be conducted by the CAG auditor,” she said.

    Atishi also noted that the officials have removed experts appointed by the government on the boards of power companies in a hurry, and this has raised questions about the nexus between the officials of LG and the power companies.

    Addressing the media, she also questioned the removal of chartered accountants and power sector experts from the boards of power companies.

    “Why is the file related to free electricity not being shown to the elected government of Delhi? Are the LG and the officials conniving with the power companies and hatching some big conspiracy?” Atishi asked.

    Atishi said that a special audit of power companies will expose the conspiracies to stop the free electricity being given to the people of Delhi by the Arvind Kejriwal government. It will be clear from the special audit that the money given to the power companies for free electricity has not been misused, she added.

    “The file related to the scheme which came out from the LG office 15 days ago, has yet to reach the Chief Minister, the Electricity Minister, or the cabinet. This delay is highly suspicious and suggests that a significant conspiracy is underway to obstruct the provision of free electricity to the people of Delhi.

    “The deliberate hiding of such an essential file from the Chief Minister and the cabinet raises alarming questions. Why are some officials preventing the file from reaching the concerned authorities? Is there any attempt to prevent the continuation of the free electricity scheme in Delhi?” Atishi said.

    1. Two third party guarantees of sufficient net means acceptable to the bank.

    The repayment period has been fixed as 6 years. The loan will be recovered in 69 equal monthly installments starting after initial gestation period of three months from the purchase of 1st lot of animals.
