UP Shia Waqf Board to launch housing scheme for community

    [ad_1]

Lucknow: The Uttar Pradesh Shia Waqf Board will launch a scheme to provide houses to people from weaker sections of the community on its vacant lands and those freed from encroachment.

The housing scheme will be launched by the board soon, said Ali Zaidi who completed one year as the board’s chairman on Monday.

This is for people from weaker sections within the Shia community, he told PTI and added that under the scheme, the board will provide its vacant land and those freed from encroachment to selected people for constructing a house in a 350 square feet area.

    MS Education Academy

Zaidi said a committee of the board will get the house constructed and its cost will have to be deposited by the allottee in fixed instalments. The board will charge a nominal amount for the maintenance of the house, he said.

The Uttar Pradesh Shia Waqf Board’s chairman said the eligibility criteria under this scheme would be similar to those of the Pradhan Mantri Awas Yojana. The beneficiaries will be selected through a lottery, he said.

The board aims at providing housing to lower-middle-class people living in rented accommodations and have not yet been able to get a house of their own constructed, Zaidi said.

Besides people getting houses, the income of the Waqf Board will also increase through this scheme, he said.

Zaidi said the scheme will be launched at the Imdad Hussain Karbala in Lucknow. For now, Lucknow, Amroha, Jaunpur, Bijnor and Muzaffarnagar have been selected for this scheme as these places have a large Shia population and Waqf land is in abundance, he said.

He said apart from this, the board is also planning to allot plots in commercial areas.

The board chairman claimed that Waqf properties are “soft targets” for the land mafia and said gangsters like Atiq Ahmad and Mukhtar Ansari had also occupied its properties

Zaidi said in his one-year tenure as chairman, the annual income of the board has increased from Rs 37 lakh to Rs 1.47 crore.

  • Republicans allege unspecified Biden ‘scheme,’ fire off new FBI subpoena

Republicans allege unspecified Biden ‘scheme,’ fire off new FBI subpoena

    [ad_1]

house oversight and accountability committee 97733

Comer and Grassley say they became aware of the potential existence of material underpinning the anti-Biden allegations from a “highly credible whistleblower” who contacted lawmakers to assert knowledge of a conversation the FBI had with a confidential source.

The two Republicans provided no information on the purported whistleblower’s background, or how that person would have knowledge of an alleged conversation with an FBI source. GOP lawmakers have faced Democratic criticism in the past for applying the whistleblower designation to individuals who don’t meet the legal definition.

“Based on the alleged specificity within the document, it would appear that the DOJ and the FBI have enough information to determine the truth and accuracy of the information contained within it. However, it remains unclear what steps, if any, were taken to investigate the matter,” Comer and Grassley wrote on Wednesday to FBI Director Christopher Wray and Attorney General Merrick Garland.

The subpoena compels the FBI to require over any FD-1023 forms — the formal term for records that describe conversations with a confidential human source — from June 2020 that contain the word “Biden.” The forms themselves, regardless of their content, do not independently amount to evidence of wrongdoing.

The FBI has until May 10 to hand over the documents, according to a copy of the subpoena obtained by POLITICO.

Grassley and Comer acknowledged in their letter to Wray and Garland that they weren’t sure if the FBI had already investigated the matter internally. The DOJ confirmed they received the Republicans’ letter and declined to comment. The FBI separately acknowledged that it had received the subpoena but declined to comment further.

But the subpoena sparked fierce pushback from both the White House and Democratic allies on Capitol Hill.

Ian Sams, a White House spokesperson for oversight and investigations, accused Republicans of “floating anonymous innuendo” and tied the subpoena to a longer arc of Hill GOP investigations into Biden and his family.

“For going on five years now, Republicans in Congress have been lobbing unfounded, unproven, politically-motivated attacks against the President and his family without offering evidence for their claims or evidence of decisions influenced by anything other than U.S. interests. That’s because they prefer floating anonymous innuendo, amplified by the megaphone of their allies in rightwing media, to get attention,” Sams said in a statement.

Rep. Jamie Raskin (D-Md.), the top Democrat on the House Oversight Committee, called the subpoena a “baseless partisan stunt.”

“Committee Republicans are recycling unsubstantiated claims floated by Senate Republicans by issuing a subpoena to the FBI to require the release of a June 2020 tip from an unknown informant. During this same time period, Rudy Giuliani and Russian agents, sanctioned by Trump’s Treasury Department, were peddling disinformation aimed at interfering in the 2020 presidential election,” Raskin added.

No evidence has emerged that Biden’s decisions were influenced by his son’s arrangements, though Hunter Biden’s business dealings have propelled GOP investigations on both sides of the Capitol since before his father’s election.

Comer wrote in a letter to Wray accompanying the subpoena that his ongoing investigation would “inform potential legislative solutions that the Committee is exploring,” including the financial disclosures required by presidents, vice presidents and their family members.

The GOP volley is all but guaranteed to spark fierce pushback and skepticism. Comer and Grassley have both spearheaded long-running Biden investigations: Grassley and Sen. Ron Johnson (R-Wis.) investigated Hunter Biden in the leadup to the 2020 election, drawing charges from Democrats and even warnings from some fellow Republicans that they were at risk of spreading Russian misinformation.

Since Republicans took the House majority at the start of the year, Comer has conducted a lengthy investigation — largely behind the scenes — that’s so far focused on Hunter Biden and other Biden family members. He’s expected to hold a press conference later this month to detail his findings after the Treasury Department granted him access to “suspicious activity reports,” which don’t indicate wrongdoing but are frequently used in law enforcement investigations.

Delhi govt announces extension of free sewer connection scheme

    [ad_1]

New Delhi: The Delhi government on Monday announced the extension of its free sewer connection scheme, saying it will help reduce pollution in the Yamuna river.

Water minister Saurabh Bhardwaj said the city government will provide free sewer connections in the unauthorised colonies of Sangam Vihar and Ghalibpur and Rs 7 crore has been earmarked for this purpose.

He said the Arvind Kejriwal government has connected 527 new unauthorised colonies to the sewer network since coming to power eight years ago, expanding the sewer network by 2,371 kilometres.

    MS Education Academy

This new initiative will further strengthen the government’s commitment to improve the living conditions of the people in Delhi, Bhardwaj said.

Untapped wastewater from unauthorised colonies and jhuggi-jhopri clusters, and poor quality of treated wastewater discharged from sewage treatment plants and common effluent treatment plants is the main reason behind high levels of pollution in the Yamuna.

Twenty-two drains carrying domestic wastewater and industrial effluent fall into the Yamuna between Wazirabad and Okhla. Though the 22-km stretch is less than two per cent of the river length, it accounts for about 80 per cent of the pollution in the river.

Congress MLC alleges large-scale corruption in Dalit Bandhu scheme

    [ad_1]

Hyderabad: Congress MLC Jeevan Reddy has made serious allegations of large-scale corruption in the implementation of the Dalit Bandhu scheme. Reddy accused BRS MLAs of receiving funds from the scheme’s beneficiaries and called for action against them. Despite media reports on this issue, Chief Minister KCR has not taken any action against the MLAs. Reddy revealed that the Chief Minister himself had warned the MLAs who received funds for the Dalit Bandhu scheme in the plenary session of the BRS. Reddy has accused KCR of trying to shield the guilty MLAs and doing injustice to the Dalit community.

Addressing the media, Jeevan Reddy stated that the Dalit Bandhu scheme, which was intended to benefit the Dalit community, had been badly affected by corruption. He alleged that the MLAs were adding their names to the list of beneficiaries to receive funds. The Congress MLC further alleged that KCR was trying to protect the MLAs, despite the Chief Minister’s admission that the MLAs were receiving funds from the scheme’s beneficiaries.

Jeevan Reddy pointed out that Dr Rajaiah was sacked as Deputy Chief Minister on corruption charges, but MLAs receiving funds from Dalits were being shielded. He accused KCR of showing no fear among the MLAs and said that the Chief Minister would be directly responsible for any irregularities in the Dalit Bandhu scheme.

    MS Education Academy

The Dalit Bandhu scheme was launched by the Telangana government with the objective of empowering Dalit families in the state by providing them financial assistance to start their own businesses. The scheme was announced ahead of the Huzurabad assembly by-elections, which took place last year.

Jeevan Reddy’s allegations of corruption in the scheme have caused a stir in the state’s political circles, with many demanding a thorough investigation into the matter. It remains to be seen what action the Telangana government will take in response to these allegations.

  • Pension scheme in India: A timeline

Pension scheme in India: A timeline

    [ad_1]

    OU Nizam
    Dr. Dhrubash Karan Mathur

It is an established fact that the Central Government has been paying 50 percent of the last pay drawn, after fulfilling required conditions, as pension to their employees who retire from service on attaining the age of superannuation before 1st April 2004. It was at the age of 55 years, gradually raised to 58 years, extending to 60 or 62 years in specific cadres by Central / State Governments. At the same time, it was felt that in the long run, the existing pension structure was highly disadvantageous to pensioners as the pension for them was not revised as and when the pay scales for in service Government employees were revised. Keeping in mind the fact that money has been reducing its value very fast year after year with the addition of old age problems of senior citizens, a frequent upward revision of pension was essential and inescapable.

Not caring for pensioners’ requests/ demands for revision of their pension the Government deliberately omitted it in the terms of reference of I, II and III Central Pay Commission (CPC). Not finding any positive response from the Government a bold step for justice was taken by one NAKARA after he retired as Financial Advisor to the Ministry Of Defence. He filed a writ petition in Supreme Court (SC) for revision of pension and payment from retrospective effect. The Government of India (GOI) was compelled to ask IV CPC to take up the problems related to CG retirees also with its terms of reference.

The landmark judgement delivered by the Constitution Bench of SC, headed by the then Chief Justice (CJ) Y.V.Chandrachud on 17th December 1982 is the beginning of the evolution of pension structure for the past pensioners and in the history of pensioners movement. It gave the pensioners a new lease of life. In the judgement the SC has affirmed that:

    MS Education Academy

“State’s obligation to provide security in old age, as an escape from undeserved want, is recognised. As a first step, pension is treated not only as a reward for past services but with a view of helping the employee to avoid destitution in old age. The QUID PRO QUO was that when the employee was physically and mentally alert, he rendered the best unto the master expecting the master to look after him in the evening of his life. A pension on retirement therefore exists solely for the purpose of providing benefits. Pension is not the nature of alms being doled to beggars. Pension is therefore deferred wages. Pension is their statutory, inalienable and legally enforceable right and it has been earned by the sweat of their brow. The senior citizens need to be treated with dignity and courtesy befitting their age.”

The court, therefore, held that pension is not a bounty nor a matter of grace depending upon the sweet will of the employer. It is not an ex-gratia payment, but a payment for past services rendered. It is a social welfare measure , rendering socio economic justice to those who in the heydays of their life, ceaselessly toiled for their employers on an assurance that in their old age , they would not be left in lurch, The court finally decided in favour of pensioners dictating the following. “A pension scheme consistent with available resources should therefore provide pension so that the pensioner should be able to live (i) free from want, with decency, independence and self respect and (ii) at a standard of living equivalent at the pre-retirement level.”

Subsequently, the V CPC constituted in April 1994 with justice Ratnavel Pandian as

    Chairman stressed that:

“Pension is not the nature of alms being doled out to beggars. The senior citizens need to be treated with dignity and courtesy befitting their age. Pension is their statutory, inalienable and legally enforceable right and has been earned by the sweat of their brow. As such it should be fixed, revised, modified and changed in ways, not entirely dissimilar to the salaries granted to the serving employees.”

The sudden twisted decision of the Government to dispense with the pension scheme itself through a bill passed in the Parliament and implemented from 1st April 2004 came as a rude shock to the then newly appointed Government employees. However, the employees appointed earlier that cut off date were not affected and continued to draw pensions under the OLD PENSION SCHEME (OPS) with Government funds. A new pension scheme with 10% contribution of employees’ salaries under the name NEW PENSION SCHEME (NPS) / NATIONAL  PENSION SCHEME  was introduced which was not at all beneficial in any way to employees and much against the observations made by SC and the Chairman of V CPC way back in 1982 and 1994 respectively. Moreover refunding the highly diluted money with some additional benefits is beneficial to pensioners to maintain dignity, a reasonably good standard of living, and independence in the evenings of their lives.

The employees under the NPS have been pleading with the Government to revert back to OPS. While a few State Governments have responded positively, the Central Government seems to be not in its favour because of huge recurring expenditure involved costing heavily the ex- chequer. Consider it as a social welfare scheme to provide socio economic justice to senior citizens who are in the evenings of their life facing old age problems clubbed with ever increasing prices of essentials of daily life.
