    Hyderabad: Lashing out at Telangana Chief Minister K Chandrashekar Rao for his ‘Ab Ki Baar Kisan Sarkar’ slogan, BJP MP Arvind Dharmapuri on Thursday said the Bharat Rashtriya Samithi chief shouldn’t be raising such slogans at a time when the state’s farmers are in “dire straits”.

    “Due to unseasonal rains in Telangana, thousands and lakhs of acres of crops have been damaged. The state government hasn’t relief for the affected farmers as yet. KCR announced Rs 10,000 for each farmer as relief but the amount hasn’t been released as yet. This is not the first time he has done this. In 2022, lakhs of acres of farmland were damaged because of excessive rainfall but not even a penny was announced as compensation,” the BJP MP said.

    “Today, he [KCR] is saying ‘Ab ki baar Kisan Sarkar’, when the farmers of Telangana are in dire straits,” he said.

    He claimed that despite prior alerts issued by the Met department, the state government did not plan for unseasonal rain and neither announced measures to safeguard the interests of farmers in the event of crop damage.

    “KCR is busy extending his party’s footprint in Maharashtra,” he said.

    Earlier this week, addressing a gathering in Maharashtra’s Chhatrapati Sambhaji Nagar, KCR raised the slogan ‘Ab Ki Baar Kisan Sarkar’ (Government for farmers to be elected next time).

    He also asked farmers to vote for a government that will ensure their welfare and also pitched the “Telangana model” of governance in Maharashtra.

    “Farmers should lead the movement for change, for realising the all-round development of a nation which is lagging behind,” he had said earlier.

    Aurangabad: Telangana Chief Minister K Chandrasekhar Rao on Monday asked farmers to ensure a farmers government in their state, and called for emulating the ‘Telangana model’ of governance.

    “Abki baar kisan sarkar,” said Rao, addressing his BRS party’s third public rally in Maharashtra.

    He asked farmers to elect BRS in zilla parishad elections. “We want to have the Telangana model of administration in Maharashtra,” he added.

    Farmers are ending their lives, he said. It is unfortunate that farmers had to agitate in the national capital for 13 months, after which PM Modi apologized to them and gave an assurance, but nothing has happened, Rao said.

    “We need out of box thinking to change India. BRS is not for any class or religion but for all people,” he said.

    “We don’t have to be afraid of anything. If there is sincerity we will win. That is why BRS is here,” he said, adding the party is building a permanent office in Maharashtra.

    Rao said political will was needed to resolve water and electricity supply woes facing the country.

    More than double the amount of water needed is available, yet there is water scarcity, he said. “Rulers, PM, CMs lack the will,” he added.

    India’s water supply planning should emulate Zimbabwe which has huge water reservoirs to cater to that country’s needs, Rao said.

    This scarcity will continue till there is new structure and a new Act on water distribution, he said.

    “The water the rich drink in posh Jubilee Hills and Banjara Hills in Hyderabad is the same water the poor in Adilabad drink,” Rao said.

    He asked why can’t Maharashtra have an insurance scheme for farmers on the lines of Telangana. “If a farmer dies in Telangana, the nominee gets Rs five lakh in 8 days,” he said.

    Rao asked farmers to become MLAs and MPs, instead of just being used by leaders.

    Agartala: The BJP had “used” the 2019 Pulwama terror attack and the consequent air strike at Balakot in the neighbouring country to win the Lok Sabha polls that year, former Tripura chief minister Manik Sarkar claimed on Sunday.

    Sarkar made the claim days after the former Governor of Jammu and Kashmir, Satya Pal Malik, alleged that the Pulwama terror attack was a result of “systemic failure, involving gross security and intelligence lapses”.

    A terror attack was carried out in Pulwama in Jammu and Kashmir by a suicide bomber on February 14, 2019, resulting in the death of 40 CRPF personnel.

    “Using the atmosphere, they (BJP) won the 2019 Lok Sabha election and it is Satya Pal Malik, who was the Governor of Jammu and Kashmir when the incident took place, is now speaking about it,” Sarkar said at a party programme here.

    Soon after the Balakot incident, the CPI(M) had expressed doubt and asserted that there was a “deep-rooted conspiracy” behind the incident before the general election held in April-May that year to overshadow other burning issues like unemployment.

    India’s warplanes pounded a Jaish-e-Mohammed terrorist training camp in Pakistan’s Balakot on February 26, 2019, in response to the Pulwama terror attack.

    Expressing surprise over Malik’s interview, Sarkar said the Prime Minister, Home Minister and National Security Advisor are now “observing silence”.

    Former army chief Gen (retd) Shankar Roychowdhury has also raised concerns over the issue, he said.

    “After the former Governor gave the interview, I was thinking that he would be summoned by the CBI and it proved to be correct as he was asked to appear before the federal investigating agency on a case related to an alleged insurance scam,” Sarkar said.

    The Central Bureau of Investigation (CBI) has asked Malik to answer certain queries in connection with an alleged insurance scam in Jammu and Kashmir.

    The CBI move comes barely a week after Malik gave an interview to “The Wire”, in which he made critical remarks about the BJP-led Centre, especially regarding its handling of Jammu and Kashmir where he served as the last governor before the erstwhile state was bifurcated into Union territories.

    Claiming that the country has for the first time experienced such a “reactionary government”, the CPI(M) politburo member said the BJP can be defeated if people come together.

    “In Tripura, 60 per cent of voters did not support them (BJP) in the recent Assembly elections. Political force, Tipra Motha which openly criticised the BJP, helped the saffron party to win the polls”, he said.

    Agartala: Communist Party of India-Marxist (CPI-M) leader and former Tripura CM Manik Sarkar on Saturday launched a scathing attack on Bharatiya Janata Party and said 60 per cent of the electorate did not vote for the BJP and asked the people to question Prime Minister Narendra Modi on this.

    While talking to ANI, Sarkar said, “One thing is very clear, 60 per cent of the electorate did not vote for the BJP. The anti-BJP vote has been divided. I don’t like to mention any party’s name. I have categorically made my point.”

    “Last time they got 50 plus (vote tally) but now it has gone down to 40 and their seats have also gone down. Why so, ask the Prime Minister. Muscle power, money power, and a large chunk of media were also with them. The central and state government offices were misused. They have just managed the majority numerically. This is not good for them,” Sarkar added.

    Sarkar further stated that the results of the Tripura Assembly polls were “unexpected” and alleged that the polls were converted to a “farce”.

    The former Tripura CM said, “It is unexpected as the government’s performance was zero, democracy was attacked and the electorate’s right to exercise franchise freely was snatched away. The polls were converted to a farce, and the Constitution didn’t work.”

    “The secular fabric of a state was destroyed. Because of all of this minorities were put under severe mental pressure. The crimes against mothers and sisters are rising like anything. On the other hand, the economic situation is very very bad. It is turning worse. There is no work, no income, and rampant starvation. In tribal areas in some pockets, parents are forced to sell their offspring,” he added.

    On the Congress-Left alliance failing in Tripura, he said, “It was not an alliance but a seat adjustment. The Congress and Left arrangement will get many more seats.”

    Attacking Mamata Banerjee led-Trinamool Congress, he said, “I want to ask what is Mamata Banerjee doing in West Bengal? TMC is destroying democracy there. Corruption is rising. Who does not know the things done by TMC leaders? BJP would not have won in two to three seats if TMC’s vote was not there. TMC came to help the BJP.”

    The former Tripura CM also targeted the post-poll violence in the state and said, “Post-poll violence started in the counting hall. That has spread throughout the state. Police are not doing any work. There must be instructions from the top. I will not blame the police. It is inhuman and barbaric. This is a dismal performance for the BJP.”

    Notably, in the recently held Tripura Assembly election, Bharatiya Janata Party (BJP) returned to power by winning an absolute majority.

    According to the Election Commission of India, BJP won 32 seats with a vote share of around 39 per cent.

    Tipra Motha Party came second, winning 13 seats. Communist Party of India (Marxist) got 11 seats while Congress bagged three seats. The Indigenous People’s Front of Tripura (IPFT) managed to open its account by winning one seat.

    The CPI(M) and the Congress, arch rivals in Kerala, came together in the Northeast this time in a bid to oust the BJP from power. The combined vote share of CPI(M) and Congress remained around 33 per cent.

    The BJP, which had never won a single seat in Tripura before 2018, stormed to power in the last election in alliance with IPFT and ousted the Left Front which had been in power in the border state for 35 years since 1978.

    The BJP contested on 55 seats and its ally, IPFT, on six seats. But both allies had fielded candidates in the Ampinagar constituency in the Gomati district.

    The Left contested on 47 and Congress on 13 seats, respectively. Of the total 47 seats, the CPM contested 43 seats while the Forward Bloc, Communist Party of India (CPI) and Revolutionary Socialist Party (RSP) contested one seat each.

    The CPI(M)-led Left Front ruled the state for nearly four decades, with a gap between 1988 and 1993, when the Congress was in power but this time both parties joined hands with the intention to oust BJP from power.

    Agartala: The communist party workers slouching against the walls of the party office in the sultry mid-day Tripura heat, stood up straight and stopped their chat session as the stern-faced, tall, bespectacled man dressed in a crisp white dhoti-kurta, strode into the room.

    The man commanding the cadres’ awe was none other than 74-year-old Manik Sarkar, who had come to personify the Communist movement in the northeast, running the sole CPI(M)-led government in a difficult and turbulent region for 20 long years, before his party’s rule was ended by a BJP wave in 2018.

    He was following a punishing schedule over the last several weeks, electioneering by foot and by jeep, over the hills and dales of Tripura, a state which has been described as a finger of land wrapped around Bangladesh’.

    Despite his age, his party cannot afford the helicopters which ferry his rivals on their forays into the state. Nor can it allow the “old war-horse” as one of his colleagues described him, to retire from the campaign.

    “I convinced my colleagues that new blood should be brought in (as) I have been contesting elections since 1979 and have been chief minister for 20 years,” he told PTI video in an interview, adding with a trace of a smile, “(However) I am there in the battlefield”.

    For the average CPI(M) worker or supporter, Sarkar remains the ‘star campaigner’ for the entire Left Front, even though the big names of the CPI(M) – Sitaram Yechury, Brinda Karat and Mohammed Salim have been fielded in the state.

    “Many common people and especially his party cadre look up to him for his probity in personal and political life and his straightforward behaviour,” explained Sekhar Dutta, political commentator on northeast and a former journalist.

    Just five years back, newspapers were busy writing an epitaph for the CPI(M) in the region and describing Manik Sarkar as the last communist standing’.

    However, a gruelling campaign by Sarkar and his comrades drawing large crowds shows the hammer and sickle on a red field is not yet dead here.

    Despite the CPI(M) losing in the last assembly and national elections here, its vote bank has remained more or less intact. In the 2018 assembly elections, in the face of a Modi wave, six per cent of its vote share was eroded, but the party still retained a strong 42 per cent following among voters.

    A resurgent youth and student wing is this time propelling the party to try to reclaim many of the seats it lost with leaders like Sarkar and his protege Jitendra Choudhary, the party’s tribal face, leading the campaign.

    “Anti-incumbency worked against the CPI(M) in 2018. A deterioration in law and order, political violence and unfulfilled promises seem to be working against the BJP this time round, despite their road-building spree,” said Dutta.

    The CPI(M) leader seems to agree. “The real fight this time is the fight for restoration of democracy, civil liberties as also (to create) jobs, income and increase purchasing power,” said Sarkar during the interview.

    Sarkar during his term in office had earned an enviable reputation for the state with its literacy rate crossing 87 per cent besides a better than average rating on most health and social indicators.

    However, endemic problems such as lack of industry and trade in the landlocked state despite being just 70 kms away from a major port Chittagong- in Bangladesh, forcing most people to work for the state government (1.8 lakh out of a population of 40 lakh at last count) or migrate to the mainland in search of jobs remain and will possibly continue till India gets a port for the northeast.

    The veteran Communist leader did try to get Tripura and the northeast, the outlet to the sea it needs by bolstering the central government’s diplomacy towards Bangladesh, offering Tripura’s share of gas-based power produced locally to the electricity-starved neighbour.

    However, till date trade and transit with Bangladesh from the northeast remain a problem which affects the region’s economy and prospects for job creation.

    Born in a middle-class family, Sarkar joined the Communist movement as a student activist while studying at the Maharaja Bir Bikram College and soon became a SFI office bearer and eventually at the young age of 23, a member of the state committee of the CPI(M).

    After being elected MLA, he was made chief whip of the party in 1980. At the age of 49 he was made a member of the party’s politburo and also chief minister of the state.

    Most of Sarkar’s life was spent fighting the Congress party, and with the second phase of insurgency in the state, which he successfully controlled by a combination of carrot and stick measures towards militants, though improving the lot of the tribals remains at best a work in progress.

    This election of course has seen the Congress and CPI(M) joining hands to defeat the BJP, an incongruity that Sarkar readily admits. “It is true we have fought against each other (CPI(M) and Congress) on the basis of ideology But the RSS-BJP and their fascist rule have forced us to come together,” he said.

    In case the combination manages to turn the electoral tables against BJP, the challenge will be for the two to work together as partners in a government, possibly a first of its kind.

    Veteran leaders like Sarkar may then well have a new role to play, that of political peacemakers.

    Santirbazar: Former Tripura chief minister and CPI(M) leader Manik Sarkar claimed that Prime Minister Narendra Modi has become “restless over the Left-Congress alliance” in the poll-bound state.

    Alleging that the BJP-led government is “not following the Constitution” and has “murdered democracy” in Tripura, he said that the two rivals the Left and the Congress- have joined hands to end “fascist” rule in the state.

    His comment comes after PM Modi had on February 11 lashed out at the Congress-CPI(M) alliance in Tripura during an election rally and said the two parties have strangely chosen dosti’ (friendship) in the northeastern state as against their normal kushti’ (wrestling) in Kerala.

    “You have mentioned that two parties, which are fighting each other in a state (Kerala), have become friends here. It is true that a CPI(M)-led front is running a government in Kerala where the Congress is sitting on the opposition bench. But democracy is vibrant there, which is missing in Tripura. The BJP is not following the Constitution here and a fascist rule is going on,” Sarkar said at an election rally in South Tripura’s Santirbazar on Monday.

    The veteran CPI(M) leader also said, “It appears that the PM has become restless over the Left-Congress alliance…Democracy has been murdered in the northeastern state and the BJP is not following the Constitution here during the past five years of its rule. All these are happening at your behest.”

    Claiming that the BJP’s tribal and non-tribal vote bank has “gone down drastically in the poll-bound state”, Sarkar said the electoral understanding between the Left and the Congress will avoid division of anti-BJP votes, which has “left the saffron camp worry”.

    “The PM has toured the state twice for the ongoing campaign for the elections but he avoided to mention about the implementation of the vision document unveiled before the 2018 assembly elections. Modi remains silent on the promises during his campaign in the poll-bound state,” he said.

    Sarkar also claimed electors “could not cast” their votes in the past five years and urged them to ensure that they can exercise their franchise in the February 16 elections.

    Hyderabad: Bharat Rashtra Samithi (BRS) supremo K Chandrashekhar Rao advertised the Telangana model of farmers’ welfare to the farmers of Maharashtra and said that policies like 24/7 power supply and Rythu Bima will be implemented across the country once in power.

    He remarked that the farmers of Maharashtra should learn to write and enact laws along with running the plough in their fields.

    “My dear farmer brothers, too much time has passed. You have waited enough for the help. Until now, you have run ploughs letting others write. Now, you should get ready not just to run the plough, but also to write and make laws,” he said.

    KCR made these remarks at the BRS’ public meeting held at Nanded, Maharashtra. This is BRS’ first public meeting outside Telangana.

    “This party was first named TRS and was only present in Telangana. After looking at the situation in the country, we understood that it’s important to bring transformation to the ideology that is ruling this nation. That is why we have decided to work on the national level. BRS is getting support from across the country,” KCR said.

    KCR said that in spite of 75 years of independence and successive governments, there is not much change on the ground level. “Water for drinking and irrigation purposes and electricity are not being provided to people. Are the resources not available? he asked.

    The BRS chief stated that in spite of several rivers originating and passing through Maharashtra, it’s sad that its farmers are dying in such massive numbers. Taking a dig at Prime Minister Narendra Modi, KCR said that only Mann ki Baat is available to people but not basic essentials.

    The BRS supremo said that Maharashtra is seeing the most number of farmer suicides in the country and it’s extremely sad. “Please think. When will someone die by suicide? When all the routes in life come to an end, people in distress die by suicide. Why are farmers, who are feeding this country, who are toiling day and night, forced to die by suicide?’ he asked.

    On water wars in India

    The Telangana CM also bought up how “wars” between states over water were being encouraged when there was adequate availability of it to irrigate every acre of land in India.

    “Why are water wars between states being encouraged when there is adequate water to irrigate every acre of land in India?” he asked.

    “1 lakh 40 thousand tmcs of rainfall occurs in this country. Half of this water turns into steam through the process of evaporation. The remaining 70-75 thousand TMC of clean water flows in rivers.

    We are using only 21 thousand TMC of water. The remaining 50,000 TMCs of water is wasted and ends up in the seas. These are the statistics released by the central government. Leaders are joking if 50 thousand tmacs of water is flowing into seas. There is no drinking water in many places,” said KCR.

    The CM further added that he found it surprising to see the situation in Maharashtra. “Many rivers like Godavari, Krishna, Pravara, Purna, Penganga, Wardha, Ghata Prabha, Manjira, Bhima, Pranahita, Indrawati flow from here. Why is there a shortage of water in Maharashtra, which has huge water resources? Who are the factors for this? Please think about this,” he said.

    Taking a swipe at the grand old party, he said that the Congress ruled India for 54 years out of 75 years of independent India. BJP ruled for 16 years. “Leaders like VP Singh, Chandrasekhar, Deve Gowda ruled for a year, a year and a half and eight months and left. In a period of 75 years only Congress and BJP ruled for 70 years. These two parties are the cause of this country’s misery,” he added.

    “Geographically America is two and a half times bigger than us. But they have only 29 percent of cultivable land. China is one and a half times bigger than us. But the arable land is only 16 percent. India alone has 50 percent of arable land in the entire world. The total geographical area of India is 83 crore acres. Out of this 41 crore acres of land is cultivable. These are not the figures I am telling but the figures calculated by the central government itself.

    On China

    Commenting on India’s neigbour China, KCR said the Make in India initiative brought by Prime Minister Modi has become “Joke in India”.

    “Chinese bazaars are popping up in every small town in the country. The manja of butterflies, Diwali firecrackers, Holi colors, Diwali lamps, the idols of Lord Ganesha that we worship and our national flag come from China. If Make in India was properly implemented, Indian bazaars would have fared better. But wherever you go, Chinese bazaars are found,” he further said.

    “Even the average goods train speed in India is 24 kmph, way behind 120 kmph in China,” he said.

    Rao also noted that India has 361 billion tonnes of coal reserves, enough to provide country’s energy needs for the next 125 years. “Yet we are privatising the power sector,” he said.

    The CM further remarked that Maharashtra itself has huge coal resources but there is no electricity.

    KCR said that for the first time in the history of India, his party has pushed forward the theme of ‘Ab ki baar kisan sarkar’ keeping BRS’ central theme around farmers’ welfare. “Please go tonight to your villages and discuss this. India is a country of buddhi jeevi (wise), not buddu (fools),” he said.

    The BRS supremo further remarked that when the time came, the greatest of leaders were overthrown by people very easily. “When the emergency was enforced, Jai Prakash Narayan’s movement made people overthrow such big leaders,” he remarked.

    KCR said that the reason for the country’s current situation is due to the politics of the BJP and Congress. “They keep blaming each other all the time. Both call each other corrupt. One says you are Ambani and the other says you are Adani,” he stated.

    Plight of Dalits under the Centre

    Commenting on the plight of Dalits and Adivasis, the CM asked how long they had to lag behind owing to the corrupt practices of the two parties.

    “We are providing financial assistance of Rs 10 lakh to each family in Telangana state through Dalit Bandhu scheme without any need to return, independent of banks. We will go ahead by implementing this scheme for 175000 Dalit families in Telangana state. If BRS comes to power, every year 25 lakh Dalit families will be given Dalit Bandhu at the rate of Rs 10 lakh,” he added.

    “I will do my best to strengthen BRS by undertaking tours in all parts of Maharashtra like West Maharashtra, Vidarbha, North Maharashtra. Jai Maharashtra. Jai Bharat. Jai Hind,” concluded KCR.
