    PARIS — French parents had better think twice before posting too many pictures of their offspring on social media.

    On Tuesday, members of the National Assembly’s law committee unanimously green-lit draft legislation to protect children’s rights to their own images.

    “The message to parents is that their job is to protect their children’s privacy,” Bruno Studer, an MP from President Emmanuel Macron’s party who put the bill forward, said in an interview. “On average, children have 1,300 photos of themselves circulating on social media platforms before the age of 13, before they are even allowed to have an account,” he added.

    The French president and his wife Brigitte have made child protection online a political priority. Lawmakers are also working on age-verification requirements for social media and rules to limit kids’ screen time.

    Studer, who was first elected in 2017, has made a career out of child safety online. In the past few years, he authored two groundbreaking pieces of legislation: one requiring smartphone and tablet manufacturers to give parents the option to control their children’s internet access, and another introducing legal protections for YouTube child stars.

    So-called sharenting (combining “sharing” and “parenting,” referring to posting sensitive pictures of one’s kids online) constitutes one of the main risks to children’s privacy, according to the bill’s explanatory statement. Half of the pictures shared by child sexual abusers were initially posted by parents on social media, according to reports by the National Center for Missing and Exploited Children, mentioned in the text.

    The legislation adopted on Tuesday includes protecting their children’s privacy among parents’ legal duties. Both parents would be jointly responsible for their offspring’s image rights and “shall involve the child … according to his or her age and degree of maturity.”

    In case of disagreement between parents, a judge can ban one of them from posting or sharing a child’s pictures without authorization from the other. And in the most extreme cases, parents can lose their parental authority over their kids’ image rights “if the dissemination of the child’s image by both parents seriously affects the child’s dignity or moral integrity.”

    The bill still needs to go through a plenary session next week and the Senate before it would become law.

    Hyderabad: Telangana health and family welfare minister T Harish Rao on Monday presided over a meeting on road safety measures to be taken up in Siddipet district. Siddipet commissioner of police Sweta presented a comparative analysis on road accidents in Siddipet district as part of the meeting.

    Harish Rai directed health department officials to study the Tamil Nadu model which he said significantly helped in reducing the fatalities on roads.

    The Telangana health minister stated that signages and speed breakers should be put in place on accident prone areas on the Siddipet – Hyderabad road. Harish Rao asked the officials to notify hospitals in government and private sectors as designated trauma care centres and also directed officials to upload them in the state’s portal.

    Officials from the Roads and Buildings department were also asked to develop service roads and take up illumination of islands on the Gajwel Outer ring Road. Officers briefed Harish Rao about the various black spots identified in the district and the measures taken to prevent accidents in these areas, said a press release from his office.

    A state level committee on the road safety committee has been constituted and similar committees are also functioning at the district level which meet regularly to chalk out an action plan to prevent accidents, the release added.

    Hyderabad: The Director General of Telangana state disaster response and fire services Nagi Reddy held a review meeting on Wednesday on ensuring fire prevention and fire safety measures in hazardous industries, chemical and scrap godwons etc.

    The meeting held in view of the upcoming summer discussed an action plan to ensure fire safety at locations in Jeedimetla, Balanagar, Rajendra Nagar and Katadan areas which are prone to fire accidents.

    Officials at the meet decided to conduct combined inspections by the police and fire departments from Thursday onwards It was decided that inspections will be completed in two weeks. They decided that checklist will be filled and suitable notice/advisory on fire prevention and fire safety measures as per NBC norms will be be issued on the spot. The timeline to implement the basic fire safety measures suggested shall be within two weeks.

    With a special focus on smaller, unorganized establishments it was decided that areas/clusters will be identified and list of premises visited will be mapped on GIS.

    Employees and workers will be sensitized to adopt fire prevention measures and good practices and follow SOPs recommended for the respective material handled to avoid fire incidents.

    Respective Local Fire Stations will be used as Centres for Basic Training in Fire Protection and Fighting methods. Material Safety Data Sheet or a list of chemicals/materials and quantities handled should be displayed in the storage and/or handling units godowns /industries.

    Workers/labour shall not be allowed to reside, cook in the same premises strictly. No premises to be locked outside while there are persons inside. Officials stated that storage shall be kept to a minimal during summer season and there shall be no stock at anything above 60% capacity.

    GPS of Fire department appliances are to be synchronised with Traffic ITMS to obtain Green Channel and police and fire departments will coordinate with the water board for water supply during incidents including in odd hours in the night.

    When Elon Musk bought Twitter, he promised an era of openness for the social media platform. Yet that transparency will soon come at a price.

    On Thursday, the social-networking giant will shut down free and unfettered access to reams of data on the company’s millions of users. As part of that overhaul, researchers worldwide who track misinformation and hate speech will also have their access shut down — unless they stump up the cash to keep the data tap on.

    The move is part of Musk’s efforts to make Twitter profitable amid declining advertising revenue, sluggish user growth and cut-throat competition from the likes of TikTok and Instagram.

    But the shift has riled academics, infuriated lawmakers and potentially put Twitter at odds with new content-moderation rules in the European Union that require such data access to independent researchers.

    “Shutting down or requiring paid access to the researcher API will be devastating,” said Rebekah Tromble, director of the Institute for Data, Democracy and Politics at George Washington University, who has spent years relying on Twitter’s API to track potentially harmful material online.

    “There are inequities in resources for researchers around the world. Scholars at Ivy League institutions in the United States could probably afford to pay,” she added. “But there are scholars all around the world who simply will not have the resources to pay anything for access to this.”

    The change would cut free access to Twitter’s so-called application program interface (API), which allowed outsiders to track what happened on the platform on a large scale. The API essentially gave outsiders direct access to the company’s data streams and was kept open to allow researchers to monitor users, including to spot harmful, fake or misleading content.

    A team at New York University, for instance, published a report last month on how far wide-reaching Russia’s interference in the 2016 U.S. presidential election had been by directly tapping into Twitter’s API system. Without that access, the level of Kremlin meddling would have been lost to history, according to Joshua Tucker, co-director at New York University’s Center for Social Media and Politics.

    Twitter did not respond to repeated requests to comment on whether this week’s change would affect academics and other independent researchers. The move still may not happen at all, depending on how Twitter tweaks its policies. The company’s development team said via a post on the social network last week it was committed to allowing others to access the platform via some form of API.

    “We’ll be back with more details on what you can expect next week,” they said.

    Yet the lack of details about who will be affected — and how much the data access will cost from February 9 — has left academics and other researchers scrambling for any details. Meanwhile, many of Twitter’s employees working on trust and safety issues have either been fired or have left the company since Musk bought Twitter for $44 billion in late October.

    In Europe’s crosshairs

    The timing of the change comes as the European Commission on Thursday will publish its first reports from social media companies, including Twitter, about how they are complying with the EU’s so-called code of practice on disinformation, a voluntary agreement between EU legislators and Big Tech firms in which these companies agree to uphold a set of principles to clamp down on such material. The code of practice includes pledges to “empower researchers” by improving their ability to access companies’ data to track online content.

    Thierry Breton, Europe’s internal market commissioner, talked to Musk last week to remind him about his obligations regarding the bloc’s content rules, though neither discussed the upcoming shutdown of free data access to the social network.

    “We cannot rely only on the assessment of the platforms themselves. If the access to researchers is getting worse, most likely that would go against the spirit of that commitment,” Věra Jourová, the European Commission’s vice president for values and transparency, told POLITICO.

    “It’s worrying to see a reversal of the trend on Twitter,” she added in reference to the likely cutback in outsiders’ access to the company’s data.

    While the bloc’s disinformation standards are not mandatory, separate content rules from Brussels, known as the Digital Services Act, also directly require social media companies to provide data access to so-called vetted researchers. By complying with the code of practice on disinformation, tech giants can ease some of their compliance obligations under those separate content-moderation rules and avoid fines of up to 6 percent of their revenues if they fall afoul of the standards.

    Yet even Twitter’s inclusion in the voluntary standards on disinformation is on shaky ground.

    The company submitted its initial report that will be published Wednesday and Musk said he was committed to complying with the rules. But Camino Rojo — who served as head of public policy for Spain and was the main person at Twitter involved in the daily work on the code since November’s mass layoffs — is no longer working at the tech giant as of last week, according to two people with direct knowledge of the matter, who spoke on the condition of anonymity to discuss internal discussions within Twitter. Rojo did not respond to a request for comment.

    American lawmakers are also trying to pass legislation that would improve researcher access to social media companies following a series of scandals. The companies’ role in fostering the January 6 Capitol Hill riots has triggered calls for tougher scrutiny, as did the so-called Facebook Files revelations from whistleblower Frances Haugen, which highlighted how difficult it remains for outsiders to understand what is happening on these platforms.

    “Twitter should be making it easier to study what’s happening on its platform, not harder,” U.S. Representative Lori Trahan, a Massachusetts Democrat, said in a statement in reference to the upcoming change to data access. “This is the latest in a series of bad moves from Twitter under Elon Musk’s leadership.”

    With the families of other victims of police violence in attendance, Harris and several other speakers called for passage of the police reform bill, which stalled after passing in the House in 2021. The content of the addition named after Nichols was not outlined at the service.

    “This violent act was not in pursuit of public safety. … When we talk about public safety, let us understand what it means in its truest form,” Harris said of the police action that killed Nichols. “Tyre Nichols should have been safe.”

    Harris traveled to Memphis for the funeral, which was held at Mississippi Boulevard Christian Church. She was not listed as a speaker on the program, but was invited up by civil rights leader the Rev. Al Sharpton during the service.

    “They told her she shouldn’t be here today, but the snow backed up, and she’s here,” Sharpton said of Harris at the funeral, to applause.

    The Rev. Dr. J. Lawrence Turner, pastor at the Memphis church, also called for lawmakers to act as he opened the speaking portion of the program.

    “We have come with heavy hearts that can only be healed by the grace of God, full transparency, accountability and comprehensive legislative reform,” Turner said, noting that Wednesday marked the first day of Black History Month.

    Former Atlanta Mayor and White House adviser Keisha Lance Bottoms, Jackson Lee and Rep. Steve Cohen, a Democrat who represents Memphis, were also present, Sharpton said.

    The families of many other Black victims of police killings, including loved ones of George Floyd, Eric Garner and Breonna Taylor, came to the funeral as well, Sharpton said.

    Nichols’ parents are scheduled to attend President Joe Biden’s State of the Union address next week. The Congressional Black Caucus will meet Thursday with Biden and Harris.

    Nichols’ parents both called for legislative reform in their emotional remarks.

    “We need to get that bill passed, because if we don’t, that blood, that next child that dies — that blood is going to be on their hands,” Nichols’ mother, RowVaughn Wells, said.

    Biden previously said he was “outraged” watching the video of the police violence that led to Nichols’ death. In it, Nichols called out for his mother and asked to go home.

    The 29-year-old father liked skateboarding and photography. He died three days after the brutal police beating on Jan. 7.

    While lawmakers, including Sen. Cory Booker (D-N.J.) called for reform in the wake of the attack, Republicans, including Rep. Jim Jordan (R-Ohio) have actively resisted doing the same.

    Five police officers were fired and charged with murder after Nichols’ death, and the officers’ specialized unit was disbanded. Two more officers were suspended, and three Memphis emergency workers were also fired.

    At the funeral, Nichols’ mother said she was grateful for swift action against the officers.

    Sharpton lamented that the five officers charged with killing Nichols were Black, in the city where civil rights icon Martin Luther King Jr. was assassinated.

    “In the city where the dreamer laid down and shed his blood,” Sharpton said, “you have the unmitigated gall to beat your brother, chase him down and beat him some more.”

    The letter by the coalition — also led by Brady United, Community Justice Action Fund, March for Our Lives and Newtown Action Alliance — illustrates the breadth of the issues the president will be pushed to tackle during this year’s State of the Union, a speech that comes at the halfway point of his first term. It also underscores the degree to which progressive-leaning institutions aren’t simply content to let Biden rest on his accomplishments as he begins gearing up for a likely reelection bid.

    The coalition’s latest effort comes amid a flurry of mass shootings. But it is also reminiscent of the early days of Biden’s presidency, when many of the same groups wrote the president a letter outlining executive actions they sought, frustrated he hadn’t come out as aggressively as he promised on the campaign trail.

    “Now two years later, we’re circulating another letter,” said Po Murray, chair of the Newtown Action Alliance. “We want Biden to address this and tell the world what his plan is to tackle this issue.”

    The Biden White House has made historic strides on gun policy. The president has taken a slew of executive actions, and his administration has invested in community violence intervention. And following back-to-back shootings in Buffalo, N.Y., and then Uvalde, Texas, in 2022, the White House worked with a bipartisan coalition in Congress to pass the first gun legislation into law in nearly three decades. That deal, signed by Biden in June, toughened background checks for young gun buyers, helped states implement red flag laws and kept firearms from more domestic violence offenders. The following month, the Senate confirmed the first director of the Bureau of Alcohol, Tobacco and Firearms since 2013.

    Earlier this month, the administration announced a new rule to tighten regulations on guns with stabilizing braces, used by shooters in Boulder, Colo., and Dayton, Ohio. The White House did not respond to requests for comment on the president’s next policy moves, but press secretary Karine Jean-Pierre said last week that Biden’s team would continue to examine avenues for executive action.

    “We’ll continue to pursue executive actions to reduce gun violence,” Jean-Pierre said, noting she didn’t have “anything right now to share or preview.” She added the administration is always striving to find ways “to deal with an issue, again, that is devastating communities across the country. But I also want to be very, very clear here. In order to deal with this, we need Congress to act.”

    Already in 2023, there have been 41 mass shootings in which four or more people were injured or killed, according to the Gun Violence Archive. At least 69 people have been killed, and that’s not counting the thousands dead this month due to other acts of gun violence or firearm suicide. Now, with a split Congress, the coalition of gun groups argues Biden has more of a responsibility to shoulder the burden for pushing reform — and they insist that he has options on the table.

    The groups encouraged Biden to focus on implementation of the Bipartisan Safer Communities Act he signed into law more than six months ago, including by making use of the federal statute outlined in the legislation to target gun traffickers. They also called for the administration to ensure FBI investigators are properly trained in conducting background checks on buyers under the age of 21.

    The letter also asked the administration to address the background check loophole by clarifying who is considered “engaged in the business” of selling firearms. The Bipartisan Safer Communities Act updated federal law, requiring anyone who sells guns for profit to be licensed. The coalition argues that by issuing a new rule, the ATF could clarify who qualifies as a firearms dealer and, therefore, who must conduct background checks on gun buyers.

    Much of Biden’s rhetoric on guns has been focused on his intent to reinstate the assault weapons ban that he helped pass in 1994 as senator, but which lapsed in 2004.

    But Peter Ambler, executive director of Giffords, which sent its own, separate memo to the White House on Monday, said the narrow focus on the ban reduces the need to talk about other weighty issues like background check loopholes and the need for investment in community violence intervention.

    “Because when you just say assault weapons, honestly, you just think about mass shootings But gun safety solutions are also critical to combatting crime, intervening in cycles of community violence, addressing suicide, and more,” Ambler said. Along similar lines, the coalition’s letter asked the president to use his office “to communicate the scope of this crisis.”

    And though the president doesn’t appear to have the votes for an assault weapons ban in Congress, the groups argue that Biden has tools at his disposal to further limit the proliferation of these guns in the U.S., including by fully enforcing the importation ban of foreign-made assault weapons that do not have a “sporting purpose.” As Giffords notes in its memo, the ATF, which oversees the importation of guns in the U.S., “has not conducted a comprehensive review of semi-automatic assault rifles and handguns under the sporting purposes test” since the Clinton administration.

    The groups also are seeking a leader in the White House to oversee this work. Right now, the White House, Department of Justice and ATF are working in silos, Ambler said, and could benefit from greater capacity and coordination across agencies.

    Susan Rice, whose portfolio as head of the White House Domestic Policy Council spans across a multitude of issues, is primarily seen as the point-person on gun policy. White House policy adviser Stefanie Feldman also works extensively on the issue. Tuesday’s letter specifically asks the president to establish a federal office of gun violence prevention, a move that would ensure someone is “driving this issue every single day,” said Volsky, who has routinely pushed the White House to place a gun-policy centric portfolio under a cabinet-level aide.

    “They’ve clearly failed to do so thus far,” he said. “And so we’re using this opportunity — in light of all the recent tragedies — to call on him not to just ask Congress to do something, but to also do more himself.”

    New Delhi: In an unprecedented move, India’s top wrestlers including Bajrang Punia, Vinesh Phogat, Sakshi Malik and others, staged a protest against Wrestling Federation of India (WFI) president Brij Bhushan Sharan Singh at Jantar Mantar in the national capital on January 18, levelling serious charges of sexual harassment against him and the coaches of the federation.

    The wrestlers in a letter to the Indian Olympic Association (IOA) also alleged financial misappropriation and misgovernance in the WFI and claimed that the coaches and sports science staff were ‘incompetent’.

    The WFI hit back and said that the protest was baseless and driven by a “hidden agenda to dislodge the current management”, which led to even sharper reactions from the wrestlers.

    Eventually, the PT Usha led Indian Olympic Association and Sports Minister Anurag Thakur intervened, heard the grievances of the wrestlers and promised them full justice. Not satisfied with the assurance, the grapplers had multiple meetings with the minister, some of which were late night. This eventually led to the stepping aside of the under-fire Brij Bhushan till an oversight committee probes the allegations and submits its report.

    The oversight committee led by the legendary boxer Mary Kom is currently handling the day-to-day activities of the WFI and also looking into the allegations made by the wrestlers.

    Last week’s protest should definitely be a wake-up call for the other sports bodies in the country to address serious issues and prioritise the well-being and safety of Indian women athletes.

    The Indian sports administrators often claim that they have a ‘robust’ system, which gives a level playing field to athletes irrespective of their gender. However, the recent development and serious allegations have burst that bubble.

    No doubt, things have improved drastically for Indian athletes in the last few years. Whether it’s a male or female sportsperson, they have far better access to facilities, coaches and grounds. Even people in general have changed their mindset towards the country’s female athletes.

    But the bigger question is whether these women athletes are feeling safe at practice, during trials or even competitions. Are they having a sense of security to perform at their best?

    The wrestlers, who have levelled serious allegations against the WFI chief, are top sportspersons, who have brought many laurels for India. If they are not feeling safe, one can only imagine the plight of women athletes at the lower division levels where they often don’t raise their issues and even if they do, most people don’t care.

    So, it’s time for the Indian government, sports ministry and other federations to address the issue and create an environment where women athletes can speak up about their difficulties and discomfort. If they receive a complaint, they must take action against the culprits.

    Apart from sports, there are many sectors and industries in the country which have seen issues of sexual misconduct and the action taken there has set precedents.

    If the allegations turn out to be true, then the Sports Ministry must take strong action, which will ensure justice to the athletes and allow others to raise their issues, eventually leading to a healthy Indian sporting ecosystem.

    Jammu: Facing criticism for his handling of the issue of Kashmiri Pandit employees, Jammu and Kashmir Lieutenant Governor Manoj Sinha on Thursday said their safety is his administration’s topmost priority.

    The LG is under fire over protests by Kashmiri Pandits who were employed under a prime minister’s package, and are seeking relocation from Kashmir in the wake of targeted killings.

    Congress leader Rahul Gandhi on Monday alleged that Kashmir Pandits are facing injustice at the hands of the government and asked the LG to apologise to the community for telling the PM’s package employees that they should not seek “alms”.

    Gandhi made the statement shortly after a KP delegation called on him during his Bharat Jodo Yatra in Samba district.

    Addressing a republic day function here on Thursday, he said “The administration is trying to solve the problems of Kashmiri Pandit brothers and sisters with utmost sensitivity. Their safety is our topmost priority.”

    He said all PM package and minority employees working in the Kashmir valley have been deployed at safe places. “A nodal officer has been appointed in the Raj Bhavan and in every district to resolve issues related to their security and other problems.”

    The LG also said the longstanding issue of availability of land for them has been resolved and the construction of 3,000 accommodations for KPs will be completed this year.

    On January 20th, the foundation stone for another residential colony was laid in Zevan, Srinagar, which will resolve the problem of accommodation for employees posted in Srinagar, he added.

    “All pending promotions of employees appointed under the PM package have been cleared and the issue of promotions from non-gazetted to gazetted category has been forwarded to the Public Service Commission,” he added.

    The Kashmir Migrant Portal, launched in September last year for registering grievances related to illegal encroached on properties during the 1990s, has got 8,408 applications and action has been taken on 6336 of them, resulting in the removal of encroachment from 2608 kanals of land, he said.

    The LG said 2022 was a year of achievements for Jammu and Kashmir.

    “However, we have higher aspirations and bigger goals for the future. We have to capitalise on the present opportunity and take a pledge to build a competitive Jammu and Kashmir which will be prosperous, safe and peaceful where daughters are given equal rights and opportunities for development; and where the rural and urban divide is diminished,” he added.
