J&K govt sacks 23 teachers engaged on unrecognised qualification certificates

Jammu: The J&K School Education Department on Sunday terminated the services of 23 teachers in Jammu division for getting jobs on qualification certificates obtained from unrecognised boards.
An Education Department official said that a committee was constituted to review the pending regularisation cases of Rehbar-e-Taleem (ReT) teachers.
“The committee members, in a meeting held on February 7, observed that 23 RETs of different districts of Jammu division have acquired their qualification from the Boards which have not been granted equivalence by the J&K Board of School Education, Jammu as these boards have not been recognised by the Council of Boards of School Education (COBSE) in India.
“The committee has recommended the termination of services 23 RETs immediately as they do not possess the requisite qualification certificates,” the official said, adding that in view of the recommendations of the committee, the Chief Education Officers concerned are directed to disengage the services of those 23 RETs immediately.
ReTs were employed through a special scheme to provide teachers in far-flung areas and villages where schools remained understaffed in J&K.
The scheme envisaged that local youth possessing required qualifications be engaged to teach in local schools in the rural areas.

Tunisian president sacks 3rd minister in 2 months

Tunis: Tunisian President Kais Saied has decided to end the duties of Minister of Employment and Training Nasreddine Nsibi, according to a statement issued by the Presidency.
This is already the third minister the Tunisian President has dismissed in two months, Xinhua news agency reported.
The statement released on Wednesday did not specify the reason for the dismissal.
Nsibi also held the post of official spokesperson for the Tunisian government.
In the same statement, the Tunisian President has appointed Mounir Ben Rjiba as Secretary of State to the Minister of Foreign Affairs.
On February 7, Saied sacked Foreign Minister Othman Jerandi, a month after the dismissal of Trade Minister Fadhila Rabhi.

Chinese app TikTok sacks entire India staff: Report

New Delhi: Chinese short video-making app TikTok has reportedly sacked its entire India staff — about 40 employees — and February 28 will be their last working day.
According to a report in The Economic Times, the ByteDance-owned platform, banned in India in June 2020 over national security concerns, told its employees they would receive up to nine months of severance package.
However, most of the staff will only get three-month severance.
In June 2020, the government banned TikTok along with 59 other Chinese apps citing security concerns.
Since then, the country has banned over 300 Chinese apps, including WeChat, Shareit, Helo, Likee, UC News, Bigo Live, UC Browser and many more.
The Centre last week blocked over 230 apps, including 138 betting and about 94 loan apps, which were traced to Chinese links.
The Ministry of Electronics and Information Technology (MeitY) was recently instructed by the MHA to ban such apps, which operate through a third party link.
All these apps were found violating Section 69 of the IT Act and contained materials which were deemed as a threat to India’s sovereignty and integrity.

Meanwhile, US Senator Michael Bennett has urged Apple CEO Tim Cook and Google CEO Sundar Pichai to immediately remove TikTok from their app stores, calling it an unacceptable risk to American national security.
The US plans to ban Chinese short video-making app TikTok nationwide, and the House Foreign Affairs Committee will hold a vote next month on a bill to completely block the platform.

Govt Sacks Assistant Prosecuting Officer From Service

SRINAGAR: Jammu and Kashmir government on Thursday sacked an Assistant Prosecuting Officer from service, three years after eight gram contraband substance was recovered from his possession in Rajouri.
Quoting an order news agency KNO reported that Waseem Ahmed Qureshi, the then Assistant Public Prosecutor in the Court of Judicial Magistrate, Ukhral while on his way to Rajouri on 04-05-2020 was found to be in possession of 8 gms of Contraband substance by a Police party of Rajouri Police.
“A case FIR No. 230/2020 u/s 8(a), 21/29 of NDPS Act, 1985 was registered in Police Station, Rajouri. The Officer has acted in a manner unbecoming of a public servant and has also failed to maintain absolute integrity thus violating Rule 3(1)(i) and (iii) of J&K Government Employees(Conduct) Rules, 1971, Waseem Ahmed Qureshi, Prosecuting Officer (under suspension) was arrested on 10.02.2022 by Jammu Police for his alleged involvement in a case FIR No. 18/2022 u/s 8/12/22/25/29 of NDPS Act registered in Police Station, Nowabad for possession of Contraband substance. The Officer has acted in a manner, unbecoming of a public servant and has also failed to maintain absolute integrity thus violating Rule 3(1)(i) and (iii) of J&K Government Employees (Conduct) Rules, 1971 and his after his suspension vide Government Order No. 119- Home of 2020 dated 29.05.2020, failed to report in the office Deputy Director, Prosecution Ramban, where he was attached, w.e.f. 17.10.2021. The action of the Officer of not obeying the orders of the authorities is in Rule 3(1)(i) and (iii) of J&K Government Employees (Conduct) Rules, 1971,” it added.
Accordingly, in terms of Rule 33 of the Jammu and Kashmir Civil Services (Classification, Control & Appeal) Rules, 1956, the government ordered an inquiry. “The Competent Authority, approved the report submitted by the Inquiry Officer and directed imposition of a penalty, provided in Rule 30(viii) of the Jammu and Kashmir Civil Services (Classification, Control & Appeal) Rules, 1956, upon the delinquent officer.”
Pursuant to the decision of the Competent Authority and before imposing the penalty on Qureshi, a show cause notice dated 23 December 2022 alongwith the summary of the proceedings of the Inquiry was served upon Qureshi, giving him an opportunity to show cause, within a period of 15 days, as to why the penalty be not imposed on him, it reads.
“Instead of responding to the show cause notice, the delinquent officer vide his reply dated 10.01.2023, inter-alia, stated that he should be given more time to respond to the show cause notice,” it further reads.
“The reply submitted by the delinquent officer was examined in consultation with the DG, Prisons, J&K and it was observed that the delinquent officer was attempting to evade the penalty by narrating misleading facts,” the order said, adding, “It was further observed that the facts narrated in the reply had already been considered by the Inquiry Officer and the delinquent officer had failed to give any cogent reason, warranting consideration for imposing a lesser penalty.”
“The reply given by the delinquent officer alongwith all the details were again placed before the Competent Authority and the Competent Authority chose not to change the decision of imposing the penalty of ‘dismissal from service of the State which ordinarily disqualifies from future employment’ upon the delinquent officer,” the order reads.

“Now, therefore, in terms of Rule 30(viii) of the Jammu and Kashmir Civil Services (Classification, Control & Appeal) Rules, 1956, Shri Waseem Ahmed Qureshi, Prosecuting Officer is dismissed from service, with immediate effect, which will also disqualify him from future employment,” it added.

UK PM Rishi Sunak sacks Tory party chief over tax penalty row

London: British Prime Minister Rishi Sunak on Sunday sacked one of his Cabinet ministers and Conservative Party chairman, Nadhim Zahawi, after he was found to have been in serious breach of the Ministerial Code.
Zahawi, who was a minister without portfolio as the chief of the governing Tory party, had faced fierce pressure in recent days to quit over questions about his finances after it emerged that he had agreed a penalty settlement with His Majesty’s Revenue and Customs (HMRC) department.
Sunak had ordered an independent investigation into the Iraqi-born former Chancellor’s tax affairs amid growing Opposition demands for him to sack Zahawi.
His independent ethics adviser, Sir Laurie Magnus, submitted his assessment on whether the HMRC settlement amounted to a breach of the ministerial code.
“When I became Prime Minister last year, I pledged that the government I lead would have integrity, professionalism and accountability at every level,” writes Sunak in his letter to Zahawi, released by Downing Street.
“Following the completion of the independent adviser’s investigation the findings of which he has shared with us both it is clear that there has been a serious breach of the Ministerial Code. As a result, I have informed you of my decision to remove you from your position in His Majesty’s government,” he said.
He added that Zahawi should be “extremely proud” of his “wide-ranging achievements in government over the last five years”, particularly crediting his “successful oversight of the COVID-19 vaccine procurement and deployment programme”.
In the correspondence to Sunak, also released by Downing Street, Magnus said his overall judgement was that “Mr Zahawi’s conduct as a minister has fallen below the high standards that, as Prime Minister, you rightly expect from those who serve in your government”.

Earlier this week, Zahawi said he welcomed the investigation and looked forward to “explaining the facts of this issue” to Magnus the UK Prime Minister’s Independent Adviser on Ministers’ Interests.
“In order to ensure the independence of this process, you will understand that it would be inappropriate to discuss this issue any further, as I continue my duties as chairman of the Conservative and Unionist Party,” Zahawi said at the time.
The minister has insisted he “acted properly throughout” and any tax error was due to being “careless” and not deliberate.
The Opposition parties and even some members of the Conservative Party had called for Zahawi to step down as Tory chairman amid too many unanswered questions.
In his report, dated 29 January, Magnus notes: “Given the nature of the investigation by HMRC, which started prior to his appointment as secretary of state for education on 15 September 2021, I consider that by failing to declare HMRC’s ongoing investigation before July 2022 despite the ministerial declaration of interests form including specific prompts on tax affairs and HMRC investigations and disputes Mr Zahawi failed to meet the requirement to declare any interests which might be thought to give rise to a conflict.”
He adds: “I also conclude that, in the appointments process for the governments formed in September 2022 and October 2022, Mr Zahawi failed to disclose relevant information in this case the nature of the investigation and its outcome in a penalty at the time of his appointment, including to cabinet office officials who support that process.
“Without knowledge of that information, the Cabinet Office was not in a position to inform the appointing Prime Minister.”

Lula sacks head of Brazilian army after far-right insurrection

The head of the Brazilian army has been sacked by the country’s new president, Luiz Inácio Lula da Silva, after claims the commander tried to shield rightwing rioters from arrest after the 8 January insurrection in Brasília.
Gen Júlio Cesar de Arruda, who only took up the role in late December, was removed from his position on Saturday, nearly two weeks after supporters of the former far-right president Jair Bolsonaro brought havoc to Brazil’s capital in what Lula’s administration called a botched coup attempt.
Arruda, who some of Lula allies reportedly suspect is politically aligned with Bolsonaro, reportedly stopped police detaining suspected rioters who took refuge at an encampment outside Brasília’s army headquarters on the night of the attack.
“You are not going to arrest people here,” Arruda allegedly told Lula’s justice minister, Flávio Dino, according to the Washington Post.
That highly controversial decision is thought to have allowed scores of rightwing criminals to avoid capture after they ransacked Brazil’s presidential palace, supreme court and congress. And it has reinforced widespread suspicions that the uprising had at least some level of backing from members of Brazil’s armed forces.
Bolsonaro, a pro-gun former army captain who has spent decades cultivating ties with Brazil’s security forces, enjoys significant support among military and police officials. A number of military officials are reported to have encouraged and participated in the pro-Bolsonaro insurrection while Lula has said he suspects the rioters received inside help that enabled them to invade the presidential palace.
“Many people were complicit in this … many people in the military police were complicit. There were many people in the armed forces here inside [the palace] who were complicit,” the leftist political veteran told journalists in Brasília four days after the attack.
“This chap has managed to pollute the entire armed forces,” Lula added of Bolsonaro, who flew to the US on the eve of the 1 January inauguration and has refused to publicly concede defeat in last October’s election.

Lula has removed at least 80 military officials from their jobs in his administration in the last five days, according to the newspaper O Globo, in an apparent attempt to root out hardcore Bolsonaro backers.
Arruda will be replaced by Gen Tomás Miguel Ribeiro Paiva, the 62-year-old head of the south-eastern military command in São Paulo.
In a speech posted on social media on Friday, Ribeiro Paiva urged troops to respect the result of last October’s election, which Lula won by about 2m votes.
“It doesn’t matter [what the result of an election is], it must be respected … It might not always be what we want, but that doesn’t matter,” Ribeiro Paiva said, insisting the military would fulfil their mission whoever their commander-in-chief was.
One prominent Brazilian journalist, Lauro Jardim, claimed the immediate trigger for Arruda’s removal was his refusal to obey an order from Lula to sack Bolsonaro’s former aide-de-camp, Lt Col Mauro Cid, who who was put in charge of a specialist army battalion near Brasília in the dying days of Bolsonaro’s presidency.
“As the supreme commander of the armed forces, there was nothing else Lula could do,” Jardim wrote. “Either he sacked Arruda, or he could never again hope to have control of the armed forces.”
