    Srinagar, Mar 29: The Centre on Wednesday said out of the total 272 km Udhampur-Srinagar-Baramulla rail link, 161 km has already been commissioned, while Rs 26,786 Crore expenditure has been incurred till March 2022 out of the anticipated cost of Rs 37,012 Crore.

    In a written reply to a question in the Lok Sabha, Union Railways Minister, Ashwini Vaishnaw, as per the news agency—Kashmir News Observer (KNO) said that 272 km Udhampur-Srinagar-Baramulla Rail link (USBRL) project was sanctioned in 1994-95.

    He said the anticipated cost of the project is Rs 37,012/- crore, against which, expenditure of Rs 26,786 crore has been incurred up to March, 2022 on the project.

    “Out of the total 272 km length of USBRL project, length of 161 Km has already been commissioned. Work on balance stretch of Katra-Banihal section of 111 Km has been taken up,” he said.

    He also said the completion of any Railway projects depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, deposition of cost by State Government in Cost sharing projects, shifting of infringing utilities, statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of projects site, number of working months in a year for particular project site due to climatic considerations etc. “All these factors affect the completion time of the projects.”

    On whether the government is likely to increase the number of trains
    deployed to Kashmir with the completion of USBRL project, he said at present, 19 passenger special train services are running on Baramulla-Budgam-Banihal section of USBRL Project. Moreover, introduction of new train services or extension of existing train services is an ongoing process over Indian Railways subject to traffic demand, operational feasibility and availability of rolling stock.

    On whether the government is proposing to provide transport linkages to tourist destinations nearby the USB rail link, the minister said the new line projects are considered on the basis of demands raised by State Governments, Central Ministries, Member of Parliament, other public representatives and Railways’ own requirements. “As receipt of such proposals is a continuous and ongoing process, centralized compendium of such requests is not maintained.”

    He added the proposals are taken up on the basis of remunerativeness, last mile connectivity, augmentation of congested/saturated lines, socioeconomic considerations, missing links and alternate routes including connectivity to tourist destinations etc., depending upon liabilities of ongoing projects, overall availability of funds and competing demands which is a continuous and ongoing process.

    Kathua: Union minister Jitendra Singh on Sunday said the decision taken by the Lok Sabha Secretariat to disqualify Congress leader Rahul Gandhi was as per rules, and questioning the decision was like targeting the Constitution.

    Gandhi, 52, was disqualified from the Lok Sabha on Friday, a day after a court in Gujarat’s Surat convicted him in a 2019 defamation case. The disqualification will prevent Gandhi, a four-time MP, from contesting elections for eight years unless a higher court stays the conviction.

    “Today, it is age of reasons. Whatever decision was taken by the Lok Sabha secretariat was taken as per rules,” Singh told reporters on the sidelines of a function in Kathua district.

    He said to question the decision was to put a question mark on the Constitution, Indian democracy and the country’s parliamentary system.

    Replying to another question on assembly elections in J and K, Singh said, “The BJP is always ready for elections, but the decision (to hold the elections) is to be taken by the Election Commission.”

    The Union minister held Public Darbar’ with the district administration and PRI representatives at Hiranagar, in Kathua.

    He listened to the people’s issues and directed the administration for their on the spot redressal.

    Singh addressed various issues related to the Delhi-Katra Express Highway like land compensation, crossings and flyovers and public convenience spots raised during the event.

    He directed the National Highways Authority of India to speed up the work on the corridor.

    New Delhi: Rajya Sabha on Friday rejected a resolution which sought creation of a special fund for modernisation of madrassas in view of educational and social backwardness of Muslims, especially women.

    The resolution was introduced by Indian Union Muslim League member Abdul Wahab in the Upper House of Parliament on February 10.

    Speaking on the resolution, Women and Child Development and Minority Affairs Minister Smriti Irani said, “For me this resolution which casts aspersions of inequality…in fact reduces it to a slur on the basis of religion…I hope that this House unanimously rejects (it).”

    “A new India cannot be broken down on the basis of religion. That is why…I would request…the entire House to unanimously reject this resolution so that we, who are building the new India under the leadership of the prime minister with the support of citizens, can build it on issues of inclusion, equity and equality,” she said.

    The resolution was rejected by a voice vote amid a walkout staged by the Congress and other opposition parties.

    Irani said the resolution states that Muslim women are not given the equal opportunity to get educated.

    On the gender inclusion infrastructure fund proposed in the resolution, Irani said the new education policy takes care of the need for education of women as well as children. After three decades, India now has a new education policy, she said.

    She said the Ministry of Skill Development and Entrepreneurship caters to the need for skilling for a new India.

    “The resolution seeks to cast aspersions on citizen and the Constitution alike. Through this resolution aspersions have been cast on one of the holiest of books…that our nation at large seeks to divide people on the basis of religion and deny access to a better life in the present and in the future to those who belong to minority communities,” she said.

    BJP MP Ajay Pratap Singh opposed the resolution saying that the very constitution of the Sachar Committee was challenged in the Supreme Court.

    He said it is not justified to implement the recommendations of a committee on which there is a big question mark.

    The resolution sought to implement the recommendations of the Sachar Committee and other reports that have discussed the educational and social backwardness of Muslims.

    It sought to reinstate and enhance all those scholarship and educational upliftment programme that aimed to improve the higher education participation of Muslims.

    It sought to help madrassas to modernise with a special infrastructure fund.

    It also sought to develop and implement special affirmative actions for Muslim women to improve their presence in central universities, institutes of national importance and their work participation.

    It also sought formation of a commission to study the representation of Muslims in university spaces and in private and public jobs, and enactment of a legislation for prevention of atrocities against minorities of the country so as to build confidence amongst Muslims who are vulnerable.

    Six private members’ resolutions were listed on the agenda of the House on Friday. However, five resolutions lapsed as the members who proposed them were not present to move them.

    Hyderabad: In a rare moment of solidarity between the BRS and the Congress, Telangana minister KT Rama Rao on Friday condemned the call to disqualify Rahul Gandhi as a Lok Sabha MP after his conviction in a criminal defamation case from 2019.

    “Disqualification of @RahulGandhi Ji is a blatant misinterpretation of Constitution The hastiness showed in this issue is highly undemocratic I condemn this!” he tweeted along with a quote from French philosopher Voltaire on Freedom of Expression and ‘First they came..’ poem written by German Lutheran pastor Martin Niemöller on Nazi Germany.

    By condemning the disqualification, KTR joined many other opposition leaders from across the country who spoke up against the development.

    Congress MP Jairam Ramesh said that the party will not be intimidated or silenced by the decision to disqualify the Wayanad MP.

    The Lok Sabha Secretariat issued a notification disqualifying the Wayanad MP from the house.

    “Consequent upon his conviction by the Court of Chief Judicial Magistrate, Surat, Shri Rahul Gandhi, Member of Lok Sabha representing the Wayanad Parliamentary Constituency of Kerala stands disqualified from the membership of Lok Sabha from the date of his conviction i.e. 23 March, 2023 in terms of the provisions of Article 102(1)(e) of the Constitution of India read with Section 8 of the Representation of the People Act, 1951,” the notification read.

    Congress General Secretary (Communications) Jairam Ramesh tweeted, “We will fight this battle both legally and politically. We will not be intimidated or silenced. Instead of a JPC into the PM-linked Adani Maha Mega Scam, Rahul Gandhi stands disqualified.Indian Democracy Om Shanti.”

    New Delhi: The Lok Sabha on Friday passed the Finance Bill 2023 without any discussion through voice vote, amid protests by the Congress-led opposition.

    Finance Minister Nirmala Sitharaman announced that a panel under the finance secretary would be set up to look into the issue of pensions.

    As many as 75 amendments are there in the Finance Bill, all of which were approved through voice vote, even as the Congress members protested in the well of the House, shouting slogans and seeking a JPC probe in the Adani matter.

    The opposition MPs raised slogans and showed placards saying “Allow Rahul Gandhi to speak in the House” and “We fought the British, we will fight Modi and RSS”.

    Meanwhile, Sitharaman announced while speaking on the bill, that a committee under the finance secretary would be set up to look into the issue of pensions and for evolving an approach which addresses the needs of employees, while maintaining fiscal prudence to protect common citizens.

    She also informed the House that the approach will be designed for adoption by both the central government and state governments.

    Sitharaman further said, “It has been represented that payments for foreign tours through credit cards are not being captured under the Liberalised Remittance Scheme (LRS) and they escape tax collection at source. The RBI is being requested to look into this with a view to bring credit card payments for foreign tours within the ambit of LRS and tax collection at source thereon.”

    Soon after the finance bill was passed, the Lower House was adjourned till March 27.

    Opposition members could be seen tearing their placards and throwing them at the Speaker’s chair after the House was adjourned.

    The Finance Bill 2023, gives effect to the financial proposals of the central government for 2023-24.

    Leaders of 18 opposition parties will meet tomorrow to chalk out strategy on the Adani issue, according to sources. Congress leaders have been demanding a JPC on Adani after US short seller Hindenburg Research alleged the Adani group was “engaged in a brazen stock manipulation and accounting fraud”, and used offshore shell companies to inflate stock prices. Opposition has also been demanding ED and CBI raids against Gautam Adani.

    However, as per sources the opposition has decided to change the strategy and is going to offer Adani Rajya Sabha seat to bring him in the opposition. “Once he’s in opposition he will be raided by CBI and ED, so we are going to offer him Rajya Sabha seat from an opposition ruled state after tomorrow’s meeting” said one of the opposition leaders.

    While Gautam Adani has no political ambition as of now but a lady journalist close to Adani has told The Fauxy that the Adani is thinking about accepting the offer as he can’t decline the offer straightaway since his many projects are in opposition ruled states.

    Patna: After his mother and former Chief Minister Rabri Devi was questioned by a CBI team for 4 hours on Monday, Bihar Deputy Chief Minister Tejashwi Yadav said that such actions will continue till the 2024 Lok Sabha elections.

    “We have not done anything wrong and hence we are not concerned about such raids. It will continue till the 2024 Lok Sabha election. Such raids would not affect the Lalu family,” he said.

    “I have already asked the CBI about why it is bothering to conduct raids on our house every month. I also offered to open an office inside our residence. They are coming to Patna and spending the money of taxpayers. We always cooperate with the central agency but they have not found any proof of it,” Tejashwi Yadav said.

    “We have won the case in the Supreme Court. Hence such raids have no meaning. The CBI had closed the IRCTC land for a job case in the past and reopened it again,” he added.

    “Railways has not considered it as a scam but the CBI is dreaming about it as a scam. When Lalu Prasad was the Railway Minister, the department’s annual turnover was in surplus. Railways had gained a profit of Rs 90,000 crore. Neither the PM, the CM or any minister has the capacity to give jobs. I never saw any minister do the signature and a person got a job,” he said.

    Hitting out against the BJP, Tejashwi Yadav said: “If anyone went into BJP, he became Raja Harischandra and if anyone asks question, action is started against him.”

    New Delhi: Finance Minister Nirmala Sitharaman, during her reply on the discussion on the Union Budget in Lok Sabha on Friday, slammed the Congress and also took on West Bengal Chief Minister Mamata Banerjee while imitating her “chhi-chhi” jibe.

    Responding to the Opposition’s charge that allocation for minorities’ welfare had been reduced, Sitharaman criticised the Congress for the 1983 Nellie (Assam) massacre, when Indira Gandhi was the prime minister.

    She took on the Congress by asking “when huge budget allocation was made for minorities that year, how did that incident happen?”

    Sitharaman also referred to the anti-Sikh riots of 1984.

    “Nellie chi, chi, chi… What happened in Nellie, that should be condemned with chi, chi, chi just like Mamata Banerjee’s poem,” she said.

    Mamata’s ‘chhi-chhi’ remark was during the agitations against the Citizenship (Amendment) Act, 2019, in a public rally.
