    ‘Persistent cough, fever’: Influenza A on rise in India

    New Delhi: A persistent cough, sometimes accompanied by fever, running through India for the past two-three months is due to Influenza A subtype H3N2, ICMR experts said.

    The H3N2, which has been in wide circulation for the past two-three months, causes more hospitalisations than other subtypes, said Indian Council of Medical Research (ICMR) scientists who keep a close watch on ailments caused by respiratory viruses through the Virus Research and Diagnostic Laboratories network.

    They have also suggested a list of Dos and Don’ts for people to follow to protect themselves from contracting the virus.

    The Indian Medical Association (IMA), on the other hand, has advised against indiscriminate use of antibiotics amid rising cases of cough, cold and nausea across the country.

    Seasonal fever will last five to seven days, it said.

    The fever goes away at the end of three days but the cough can persist for up to three weeks, the IMA’s Standing Committee for Anti-Microbial Resistance said.

    Viral cases have also surged due to air pollution, it said, adding that it mostly occurs in people aged below 15 and above 50 and causes upper respiratory infections along with fever.

    The association also asked doctors to prescribe only symptomatic treatment and not antibiotics.

    “Right now, people start taking antibiotics like Azithromycin and Amoxiclav etc, that too without caring for done and frequency and stop it once start feeling better. This needs to be stopped as it leads to antibiotic resistance. Whenever there will be a real use of antibiotics, they will not work due to the resistance,” the IMA said in a statement.

    The most misused antibiotics are Amoxicillin, Norfloxacin, Oprofloxacin, Ofloxacin and Levofloxacin. These are being used for the treatment of diarrhoea and UTI, it said.

    “We have already seen widespread use of Azithromycin and Ivermectin during Covid and this too has led to resistance. It is necessary to diagnose whether the infection is bacterial or not before prescribing antibiotics,” it said.

    Adani Total Gas shares rise

    Adani Total Gas stocks that were locked in its lower circuit in the past 23 out of 24 sessions are finally trading in green.

    It was the most hardly hit company following the report against the Adani group. Till yesterday, it lost 82.5 percent in 24 sessions.

    After being locked in its lower circuit for many sessions, today it is trading in green. It jumped by over three percent.

    Reason for rebound in Adani group stock prices

    Adani Group’s stocks rebounded on Tuesday after reports surfaced that Gautam Adani plans to repay or prepay share-backed loans worth USD 690 million to USD 790 million by the end of March.

    Prices marked their highest data in February since November 2022, with an inflation rate two tenths higher than in January, reaching 6.2%. According to the data released this Tuesday by the INE, it is due to the rise in electricity and food in February compared to the same month in 2022. In addition, underlying inflation -which does not take into account energy or fresh food- continued shooting up for another month, reaching 7.7%, its all-time record.

    At the moment, the Government is not considering taking more measures than the VAT reductions on certain products that were adopted since January 1. Yesterday, the economic vice president Nadia Calviño assured during her visit to the Mobile World Congress in Barcelona that the fiscal measures would have her “journey” and that prices could not be expected to drop overnight.

    In addition, he indicated that the European Central Bank (ECB) is the one who has the “European competence” in terms of inflation to take the necessary measures to appease this rate.

    There are two consecutive months of rising inflation, which reached its maximum peak last July (10.8%) and from that moment began to drop until January, when it rose to 5.9% from 5.7% in December and in February it has risen another two tenths again.

    AIMIM adopts 9-point resolution, condemns rise of Muslim, Dalit attacks

    Hyderabad: At the national convention here on Sunday, the All India Majlis-e-Ittehadul Muslimeen (AIMIM) adopted a nine-point resolution, including condemnation of the increasing number of hate crimes against Muslim and Dalit communities nationwide, opposing the Uniform Civil Code, and scrapping of Maulana Azad National Fellowship among others.

    Attack on Minorities and Dalits

    The resolution was moved by AIMIM national spokesperson Waris Pathan.

    Apart from condemning Muslim/Dalit attacks, AIMIM stated that there was a direct connection between the patronage given by the BJP governments, frequent hate speeches and targeted violence, thus creating an environment of fear and insecurity in the country.

    “BJP and Congress-led governments have repeatedly participated in “Dahram Sansads”, making genocidal calls against Muslims. State governments’ inaction against such sansads has emboldened criminal elements,” the resolution said.

    It also acknowledged increasing sexual violence on women, violence for merely riding a horse to a wedding, and a call for socio-economic boycotts.

    “AIMIM also condemns the silence and unwillingness of self-identifying secular parties to counter such hate speech and violence,” the resolution said.

    The resolution also spoke about the clamp down on Love Jihad, crime in the name of cow protection, anti-conversion law, compensation to the victims, and rehabilitation of their families, strengthening the implementation of SC/ST Act and protection from religious-based discrimination.

    Reservation of Muslims

    AIMIM’s second point was on the reservation of Muslims. It was moved by AIMIM Aurangabad MP and Maharashtra president Imtiaz Jaleel.

    The Centre and several state governments have time and again refused to provide reservations to Muslims in the field of education and public employment.

    “Other communities with similar (or lower) levels of deprivation continue to enjoy reservations while the same is denied to Muslims,” the AIMIM resolution stated.

    It asked the Centre to breach the 50% ceiling limit on reservations by introducing constitutional amendments.

    The resolution asked for sub-classification in the Central OBC list and ensure the most backward get the highest bracket of reservation.

    It also asked the Telangana government to increase the reservation of backward Muslim groups from 4 to 12 percent.

    Uniform Civil Code

    The resolution was moved by AIMIM national spokesperson Waris Pathan.

    AIMIM vehemently opposes the implementation of the Uniform Civil Code (UCC) and termed it as a disaster that strips away every culture and religious group’s right to preservation under Article 29 of the Indian Constitution.

    “A uniform civil code already exists in India in the form of various laws such as the Special Marriage Act, Indian Succession Act, Juvenile Justice Act, etc. If individuals wish to be subjected to personal laws they have the option to choose, marry, divorce and adopt under non-religious laws,” the resolution stated.

    Love Jihad/ Freedom of Religion

    The resolution was moved by AIMIM national spokesperson Asim Waqar.

    It recognizes Love Jihad and interference in the freedom of religion as draconian laws that are used to persecute Christians and Muslims.

    AIMIM called for the repeal of such laws that restricts a person to chose a spouse/partner of their choice.

    Waqf properties

    The resolution was passed by AIMIM Maharashtra working president Ghaffar Quadari.

    It states that Waqf properties have recently been subjected to encroachments across India. It acknowledged that apart from Central and state governments, existing provisions of the Waqf Act have failed to ensure the safety of the properties.

    I also urged the Centre to amend the Waqf Act 1995 and provide judicial powers, similar to the power provided in case to Hindu Religious and Charitable Endowments.

    Violating Secularism, Hindu Rashtra

    The resolution was moved by AIMIM GHMC corporator Sameena Begum.

    AIMIM condemns the repeated calling for the establishment of a Hindu Rashtra by several MLAs and MPs.

    “India was never a Hindu Rashtra and it will never be. India also respects those who have no religion or worship no deity. India must honour everyone with equal respect and dignity. No person must be forced to forfeit their religious identity or forced to accept a majoritarian supremacy,” the resolution stated.

    It also demanded Prime Minister Narendra Modi defend the Places of Worship Act, 1991 in the Supreme Court.

    Talking to Sangh Parivar

    The resolution was moved by AIMIM national spokesperson Waris Pathan.

    It recognized Sangh Parivar as an organization rooted in anti-Muslim hatred and the promotion of Hindu supremacy.

    “The Sangh Parivar does not believe in democracy, secularism or pluralism and instead promotes assimilation of diverse Indians rather than accepting its diversity,” the resolution stated.

    Educational Schemes

    The resolution was moved by AIMIM Maharashtra working president Gaffar Quadari

    AIMIM strongly condemns the scrapping of the Maulana Azad National Fellowship and Pre-matric scholarships for minorities, SC and ST students.

    “The discontinuation of these schemes and slashing of the budget of union Ministry of Minorities Affairs by 40% is a clear expression of the government’s anti-minority agenda,” the resolution stated.

    Civil Liberties

    The resolution was moved by AIMIM Bihar youth president and spokesperson Aadil Hasan.

    AIMIM also condemned draconian laws such as the Unlawful Activities (Prevention) Act (UAPA), Armed Forces (Special Powers) Act (AFSPA), National Security Act (NSA) and the Public Safety Act (PSA).

    “These laws have been repeatedly used against Muslims, Dalits, Adivasis and intellectuals. The government must prosecute and punish officials involved in false prosecutions under anti-terror laws, and complete compensation for the victim’s families,” the resolution stated.

    Ajay Banga nominated by US President, Joe Biden as the next President of the World Bank and Dr Montek Singh Ahluwalia, former, Deputy Chairman, Planning Commission, the two prominently turban wearing Sikhs, share a special bond with Hyderabad.

    Montek Singh studied at the St Patrick’s High School, Secunderabad. He went on to graduate from St Stephen’s, Delhi and joined the World Bank and also held a high position in the IMF. In contrast, Ajaypal Singh Banga is an alumnus of the Hyderabad Public School, Begumpet. He also graduated from St Stephen’s, then from IIMA and after an illustrious career in the corporate world has now been selected for the highest post at the World Bank.

    The announcement of Banga’s imminent role to lead the World Bank has sent Hyderabadis, especially the Public School alumni into a tizzy. The news has gone viral as Banga, the former President and CEO of MasterCard will take over the reins of the World Bank, which along with the IMF (International Monetary Fund) are the most powerful financial arms of the UN, wielding huge power over the financial health of nations and the common people.

    Interestingly, from July 1, when Banga assumes office, his Chief Economist at the Bank will be another turban Sikh, Prof Indermit Gill, also of Indian origin and a very strange coincidence indeed. While several distinguished Indian or the Persons of Indian Origin held top positions in the IMF and World Bank, this is the first time that the highest job is coming their way.

    A big achiever, Banga, the 1974 alumnus of the HPS, Begumpet hails from a family that has distinguished itself in a variety of areas. His elder brother, Manvinder Singh ‘Vindi’ Banga, an IIT, Delhi, IIM, Ahmadabad alum, who became, Chairman of Hindustan Lever. Their father, Harbhajan Singh Banga, a veteran of two wars with Pakistan retired from the Indian Army as Lt. Gen.

    Banga, Montek & Hyderabad

    Ajay Banga and Dr Montek Singh Ahluwalia, former, Deputy Chairman of the Planning Commission share some interesting similarities with Hyderabad and their careers. Though separated by nearly two decades in age, both the sardars came to the ‘city of the Nawabs’ as their father’s serving in the defence were posted in the city.

    Montek Singh’s father, a defence officer was posted in Secunderabad during the 1950s. Consequently, Montek studied at the St Patrick’s High School for nearly 7 years, before moving on to Delhi. He graduated from the prestigious St Stephen’s College and then an MA & M Phil from Oxford University.

    The economist, born in Rawalpindi (now in Pakistan) in 1943, joined the World Bank in 1968 and held several positions over the next decade. In 2001, after holding key economic and planning positions in the Rajiv Gandhi and PV Narasimha Rao governments, Montek was appointed the first Director of the newly created Independent Evaluation Office of the IMF ( International Monetary Fund). He returned to India and served as Deputy Chairman, Planning Commission (2004-14), under Dr Manmohan Singh’s UPA 1&2 governments.

    Interestingly, Dr Montek Singh, who supported the N Chandrababu Naidu and Dr Y S Rajasekhara Reddy governments in combined Andhra Pradesh to develop Hyderabad, was a chief guest at one of the major events connected with the Centenary of St Patrick’s High School.

    As an interesting coincidence, the nomination of Ajay Banga to the World Bank comes in the year his Alma mater, HPS Begumpet is celebrating its centenary with a series of events in 2023. The President of the HPS Society, Mr Gusti Noria, while congratulating Ajay Banga for his distinction and wishing him bests said, “We look forward to having him join in the centenary celebrations throughout the year.”

    The HPS has produced outstanding achievers in various fields. Ajay Banga, CEO of MasterCard, Shantanu Narayen, CEO of Adobe Systems and Satya Nadella, CEO of Microsoft figured in the top 10 best performing CEOs in the Harvard Business Review of 2019.

    Like Montek Singh, Ajay Banga’s schooling in Hyderabad happened because his father, Harbhajan Singh Banga, hailing from Jalandhar and a veteran of two wars with Pakistan was transferred from Pune to Secunderabad around 1970. As a Brigadier, he served as the Commandant of the MCEME during which time the young Ajay Banga went to the HPS. Again in the footsteps of Montek, Ajay went to St Stephen’s College and graduated in economics.

    This is where the comparison perhaps ends. Ajaypal Banga followed his older brother Manvinder to the IIM, Ahmadabad. After that, he began his career in the corporate world with Nestle India in 1981. After a stint in PepsiCo, he moved into banking with the Citibank. After a decade of successful contributions to the bank’s activities and growth in India, Middle East, Africa and Europe, his big break came when he was selected as the CEO of MasterCard in 2009.

    During his decade long leadership at MasterCard, the second largest payment company, Ajay Banga was instrumental in driving its phenomenal growth. He was also heading the US-India Business Council and played an influential role. Post MasterCard, he has been the Vice-Chairman with the General Atlantic, a large private equity firm.

    Given the vast experience in payment services, dealing with communities and populations across the world, marketing acumen and leadership qualities that he has acquired over the decades, the 63-year- old, Ajaypal Singh Banga is well equipped to take on the challenges that the World Bank faces in the post pandemic era.

    “Ajay is uniquely equipped to lead the World Bank at this critical moment in history. He has spent more than three decades building and managing successful, global companies that create jobs and bring investment to developing economies, and guiding organizations through periods of fundamental change. He has a proven track record managing people and systems, and partnering with global leaders around the world to deliver results”, said Joe Biden.

    Hyderabad: India Meteorological Department (IMD) Hyderabad has predicted that the residents of Hyderabad who have already started feeling summer heat are likely to witness rise in maximum temperature this week.

    As per the seven-day’s forecast issued by IMD-Hyderabad, the city is likely to witness 36 degrees Celsius on February 23, 2023. Further, the maximum temperature of 35 degrees Celsius is likely to continue on February 24, 25, and 26.

    According to IMD’s weather data released yesterday, Hyderabad witnessed 33.5 degrees Celsius which is a departure of 0.6 degrees Celsius from normal temperate in the city.

    In the entire state, the highest maximum temperature i.e., 35 degrees Celsius was witnessed by Mahabubnagar.

    Hyderabad sees rise in temperature ahead of summer season

    On February 19, Hyderabad recorded maximum and minimum temperatures of 32 and 18 degrees Celsius respectively.

    As per weather predictions, Hyderabad is likely to witness a harsher summer season this year. The reason behind it could be the El Nino event.

    El Nino event can not only increase the temperature in Hyderabad during the summer but also affected rainfall and crop output.

    What is El Nino?

    El Nino is a climate pattern that results in the abnormal warming of surface water in the eastern tropical Pacific Ocean. This effect can cause the sea surface temperature to rise by as much as 4 to 5 degrees Celsius above normal. It has a profound impact on weather patterns all over the world.

    El Nino is an important part of the climate system, and its effects can be felt for less than a year.

    On the other hand, La Nina is a climate pattern that results in the unusual cooling of the tropical eastern Pacific. During La Nina, the sea surface temperature drops significantly, causing the temperature around the world to become colder than average.

    Oil prices rise modestly as traders assess Russian output cut

    New York: Oil prices eked out modest gains as market participants weighed Russia’s plan to cut its oil production.

    The West Texas Intermediate (WTI) for March delivery rose 42 cents, or 0.53 per cent, to settle at $80.14 a barrel on the New York Mercantile Exchange. Brent crude for April delivery added 22 cents, or 0.25 per cent, to close at $86.61 a barrel on the London ICE Futures Exchange.

    Russian Deputy Prime Minister Alexander Novak on Friday announced that the country plans to cut its oil production by 500,000 barrels per day in March.

    Novak said the aim of the cut is to improve the market situation, reiterating the country will not comply with any Western price cap.

    Traders also awaited US inflation data as the US consumer price index for January is set for release on Tuesday.

    For the week ending Friday, the WTI advanced 8.6 per cent, while Brent rose 8.1 per cent, based on the front-month contracts.

    Jamiat Ulema-e-Hind flags ‘rise’ in Islamophobia

    New Delhi: Prominent Muslim body Jamiat Ulema-e-Hind on Friday flagged the alleged rise in Islamophobia and demanded that a separate law be enacted to specifically punish those who incite violence against minorities.

    Jamiat’s 34th General Session began here at the Ram Lila ground under the presidentship of its chief Maulana Mahmood Madani.

    The plenary session of the event will take place on Sunday.

    The organization passed several resolutions including one on alleged rise in the hate campaign and Islamophobia in the country.

    “The rise in Islamophobia, besides cases of hatred and incitement against the Muslims community, has increased to an alarming level in our country, in the recent past,” the Jaimiat alleged.

    “The most regrettable point is that though the government is aware of these developments, it prefers to adopt an ostrich-like approach,” it alleged.

    The Jamiat said it wants to draw the attention of the government on how to ensure the integrity and build a positive image of the country.

    Among the steps the Jamiat proposed should be taken included strict action against elements and the media engaged in spreading hatred.

    The Jamiat also sought a separate law should be enacted to specifically punish those who incite violence against the minorities.

    Other important resolutions passed by the Jamiat Friday included effective measures to ensure voter registration and larger participation in elections.

    SRINAGAR: Lieutenant General Upendra Dwivedi, GOC-in-C, Northern Command on Tuesday said that Kashmir is witnessing a concerning rise in narco-terrorism and that the Army is prepared to meet any challenges in the future.

    Addressing a gathering at the first segment of the Investiture Ceremony at BB Cantt, Srinagar, the Northern Army Commander stated that the Northern Command is in a high state of readiness and morale to face constantly evolving threats and challenges, according to a statement issued by the PRO Defence.

    “The security situation in Jammu, Kashmir and Ladakh poses many challenges in terrain and operational dynamics, especially from different adversaries along the Northern and Western Borders. We are committed to defending India’s sovereignty and territorial integrity while upholding the democratic traditions of the Nation,” he said.

    The General said that they are maintaining a constant vigil, monitoring all developments and will take all necessary steps to protect the national interests.

    “Indian Army is prepared to meet any challenges in the future and will always work for the betterment of the people of the region. The last two years have brought to the fore newer challenges in the wake of abrogation of Article 370, the Galwan conflict and multiple waves of COVID-19,” he said.

    The Northern Army Commander added that these challenges have only served to strengthen the resolve to be steadfast and determined in their commitment.

    “The situation along the LOC has remained stable and the ceasefire understanding continues to sustain. A very strict vigil and a robust technology-enabled multi-tiered counter-infiltration grid is being maintained to thwart any attempts of infiltration,” the Army officer added.

    He further said that the ceasefire violations, infiltration bids or any other misadventure attempted by the adversary will be dealt with firmly. “Numerous infiltration bids have been foiled in the last year. The highest standards of professionalism and joint-ness displayed by the troops in all dimensions of Counter Terror Operations has nullified and limited the kinetic threat.”

    He said Pakistan of using narco-terrorism as a new tool in its proxy war, adding that of late, a dual strategy of sending drugs as well as weapons through drones are being employed to keep the fire burning in an attempt to disrupt the social fabric. “The cross-border smuggling of narcotics provides a succour to terrorism. The security forces are alive to this trend and have already initiated counter-drone measures to curb the menace,” he said.

    “Our focus continues to reinforce our intelligence set up by synergising with all stakeholders & sister agencies, to usher in peace and undertake developmental activities. The overall situation is progressively improving and a positive and conducive environment for accelerating the developmental initiatives of the government has been created. The dividends of peace and stability are reaching people in far-flung areas and they are participating wholeheartedly to preserve and sustain this peace,” he further added.

    He said that Army’s response to Chinese attempts to unilaterally change the status quo was a swift, undaunted and synergised action by the Indian Armed Forces. “Any adverse aggressive designs or attempts will definitely be met with appropriate posturing of forces and a strong intent with complete synergy amongst the three services,” he said.

    He also said that the measures to resolve the LAC situation at diplomatic and operational levels are also simultaneously underway. “I assure you that the LAC in Eastern Ladakh is being dominated by physical patrolling and through technical means and our territorial integrity is being ensured. Restoration of peace and tranquility to enable progress in bilateral relations has been and will remain our constant endeavour,” he added.

    Meanwhile, the Army Commander presented the COAS ‘Certificate of Appreciation’ GOC-in-C Northern Command ‘Unit Appreciation’ and the ‘GOC-in-C Northern Command Certificate of Appreciation’ to deserving units, who have excelled in operation during their tenure.

    The PRO Defence issued the text of the top General’s speech. It is reproduced verbatim here:

    “I extend my warm greetings and welcome to all Commanding Officers, Subedar Majors, JCOs, brave soldiers, ladies and gentlemen & friends from the media to the Northern Command Investiture Ceremony. It is a matter of immense honour for me to be presiding over the first segment of the Investiture Ceremony at Srinagar. This event is to commend the inspirational acts of bravery, commitment and sacrifice, in the true traditions of the Indian Army, by selected units of Northern Command which has contributed to stability along the LC and LAC.

    I begin by assuring everyone that Northern Command is in a high state of readiness and morale, to face constantly evolving threats and challenges. The security situation in Jammu Kashmir and Ladakh poses many challenges in terrain and operational dynamics, especially from different adversaries along the Northern and Western Borders. We are committed to defending India’s sovereignty and territorial integrity while upholding the democratic traditions of the Nation. We are maintaining a constant vigil, monitoring all developments and will take all necessary steps to protect our National Interests. Indian Army is prepared to meet any challenges in the future and will always work for the betterment of the people of the Region. The last two years have brought to the fore newer challenges in the wake of abrogation of Article 370, the Galwan conflict and multiple waves of COVID-19. These challenges have only served to strengthen our resolve to be steadfast and determined in our commitment.

    The situation along the LC has remained stable and the Cease Fire Understanding continues to sustain. A very strict vigil and a robust technology enabled multi-tiered counter-infiltration grid is being maintained, to thwart any attempts at infiltration.     Progressive initiatives for coordination and synergy with our paramilitary forces such as the ITBP and BSF have also borne the desired results. Coordination training, exercises and operational tasks are being undertaken jointly to streamline procedures and enhance our ability to robustly defend our borders. As a consequence, all patrolling, along the LAC is now joint and integrated.

    In line with the ‘Nari Shakti’ initiative, Northern Command has taken lead in efforts to empower women. Recently, the first woman officer was deployed on Siachen Glacier and has now become a source of inspiration for all of us.

    The Government has been extremely supportive in ensuring the availability of best weapon systems, equipment and clothing to our troops, who are braving extreme weather and hostile conditions. I am very happy to inform you that Indian Armed Forces have accelerated the achievement of the goal of a “Self-Reliant India”. I wish to state that ‘Modernisation through Indigenisation’ is our mantra and recent efforts in this direction such as ‘Techno Commanders Seminar’ or the ‘North Tech Symposium’ are steps towards enabling us to prepare for all challenges and adopting technology in an efficient manner. The induction of indigenous modern

    weapons and equipment enhance our combat capability tremendously. Several weapons and equipment have been inducted through ‘Hand Holding’ in the ‘Made-in-India’ sector. We have enhanced our firepower through the induction of K9 VAJRA and DHANUSH artillery gun systems; while improvement in mobility has been affected by the arrival of IPMV, QRFV and LCA Patrolling boats. Surveillance resources have been enhanced.

    Infrastructure Development and Logistics are important components of our Operational Preparedness. We have made significant improvement in this regard through our combined efforts with the local administration and other agencies. Over the last three years, infrastructure worth about Rs 1500 Crores has been created to cater for the billeting of new raisings units and accretional forces, that are deployed every year for the safety of our borders. Additionally, more than 800 Kms of new roads have been constructed in line with the GATISHAKTI Initiative at the National level thereby alleviating the remoteness of this region.

    Special clothing in seven layers and mountaineering equipment are being indigenized to increase the capability of soldiers in HAA. The study of Intermittent Oxygen Inhalation has been initiated with an aim to improve the overall health conditions in acclimatization of combat soldiers, deployed for more than one year in HAA.

    Pan-India Project of Network for Spectrum has reached completion in last one year and approximately 57% of this project is rolled out in the UTs of Jammu- Kashmir and Ladakh. Apart from an infusion of hi-tech and expertise, it has resulted in employment opportunities for technicians, civil contractors, labourers, engineers and support staff from remote areas on both temporary and permanent basis. The Army has in conjunction with the Ministry of Communication identified 144 villages in remote areas of Ladakh and Jammu-Kashmir for the installation of 4G/ 5G towers. Assistance in terms of sharing tower space and support infrastructure is being provided to telecom service providers, so that this critical facility reaches population residing in remote border villages.

    Besides the operational challenges on the LAC, LC and Hinterland, we remain committed to providing succor in times of natural disasters such as landslides, COVID and other natural calamities. I also take this opportunity to laud the efforts of the COVID warriors whose relentless efforts have kept us protected in these testing times. Needless to say, that “there is nothing nobler than reaching out and alleviating the lives of people”. On an annual basis, over 250 medical and 100 veterinary camps are conducted in the remotest areas of the UTs, which benefit thousands of lives and livestock. We are encouraging and facilitating graziers to move to their traditional grazing areas in Eastern Ladakh including those located close to the LAC.

    Op SADBHAVANA has bridged the gap between the Armed Forces and the Awam resulting in better Civil-Military integration and coordination. This has been achieved through well-orchestrated developmental works in conjunction with civil administration and assisting grassroot level development activities in far-flung areas. A participative approach by all stakeholders combined with an integration of all agencies to enhance development, improved educational facilities and employment opportunities for the youth will result in fulfilling the aspirations of the people.

    Northern Command manages 43 AGS {26,125 students passed out so far, 55 MBBS, 21 BDS, 32 Engineering (IIT/IIIT), 172 Pvt Engineering Colleges, 88 NIT}, have introduced programs such as Super 50 Medical and Engineering (241 selected), provided educational scholarships to 1800 students and partly funded higher education in universities and institutes outside J&K. We have established a network of skill development centres (beneficiaries 31,000), enabling youth to upgrade their skills on entrepreneurship, employment generation schemes. Sports activities (2100 events 94,000 participants) and competitions coupled with cultural activities form the core of creative youth engagement. Women empowerment efforts are embedded in almost all initiatives and girls are showing encouraging signs of benefitting from these.

    A unique initiative namely SAHI RAASTA, in collaboration with the UT Government has enabled structured rehabilitation programmes for about 150 youth and prevented them from being influenced by radical elements and being recruited by terrorist groups.

    Northern Command Green Energy Initiatives have resulted in 12,300 Kg/Hr reduction of carbon footprint in the last year. Active participation in saving the environment from pollution is been ensured. In the past years, about 8 MW solar power projects have been installed and 54 Solar Energy Project is in progress, thus generating 11,600 KW of Renewable Energy. Hydrogen Energy Project is being planned in collaboration with NTPC. Under Mission Amrit Sarovar (an Indian Army initiative to rejuvenate up to 450 ponds Pan-India by 15 August 2023) in Northern

    Command 75 lakes are being developed, while over one lakh trees have been planted as part of the Green India Initiative. Carbon Neutral Habitats for troops in High Altitude is a pioneering effort undertaken by Northern Command and is a first in the Indian Army.

    The ubiquitous presence of Security Forces in the UTs ensures significant annual contribution to the local economy (through personal purchases and expenditure through various funds). Some prominent sources of revenue generation, as also livelihood agricultural & dairy produce, transport contracts, construction activities and hiring of Porters & Ponies.

    We are proud to have created the required security condition for the successfulresumption and conduct of the Sri Amarnath and Sri Machal Mata Yatras. Our committed approach to security has provided an opportunity for thousands of people across the Country and the UT of Jammu-Kashmir to visit the holy Shrine.

    During the Cloud Burst calamity of Sri Amarnath Yatra, medical support was provided to the needy through the creation of two 15 bedded hospitals and 10 Medical Aid Posts consisting of 25 medical officers and 250 paramedical staff. The medical relief operations ensured the treatment of thousands of patients including timely evacuations by road and air. We have on numerous occasions come to the rescue of tourists, stranded & affected, by the vagaries of harsh weather and terrain.

    We are now working concertedly with the UT Government of Ladakh to facilitate tourism in the border areas and encourage of the immense potential that this beautiful part of the country possesses.

    I also take this occasion as an opportunity to exhort all ranks of Northern Command to be prepared for a variety of challenges on the internal and external security front. I wish to reiterate that “Our Flag does not fly because of the winds that move it; it flies with the last breath of soldiers who have sacrificed themselves protecting it”. The Nation looks up to us in times of crisis and we have to live up to the hopes and trust reposed on us by our countrymen. I urge the involvement and cooperation of all stakeholders in implementing the new dynamic “Agnipath Scheme” and in guiding the “Agniveers” for performing to their optimum potential.

    Being an important pillar of the Comprehensive National Power of the Nation, it is the responsibility of the Indian Army that we should always be prepared. It is imperative that Northern Command remains fully aligned and integrated with national goals and objectives and in doing so it is committed to achieving jointness and integration with our sister services the IAF and IN. We must ensure that from the security point of view, there should be no hindrance in the Nation Building Process.

    The lessons from ongoing Russia-Ukraine War have brought forth many lessons such as the employment of Disruptive and Dual-Use Technologies. Information Warfare, Cyber and Space have emerged as new domains of warfare. Gray Zone Warfare in both the Kinetic and Non-Kinetic domain is a challenge and we have adapted well to the ambiguities associated with these strategies. It is essential that we equip ourselves, progressively factor and consider these peculiarities to facilitate better and more effective warfighting.

    On this momentous occasion, I also wish to express my gratitude to the people of Jammu– Kashmir and Ladakh, the civil administration and the media for their unstinted support. I reiterate that a participative approach by all stakeholders will allow us to address the daunting challenges that we face in front of us. We wish a brighter future for all.

    In the end, I pray to the almighty for peace and contentment for the people of this region. The ‘Whole of Nation’ approach resulted in a progressive improvement in the security situation in Jammu-Kashmir and Ladakh. The extraordinary zeal and motivation among all ranks reassure me that the security of our borders is in safe and assured hands.
