    Putin makes ‘surprise’ visit to frontline, reviews status of operations

    Moscow: Russian President Vladimir Putin has made an unannounced visit to two command posts in the “newly incorporated territories” from Ukraine, where he reviewed the progress of military operation against Ukrainian forces, the Kremlin said on Tuesday.

    Putin travelled to the command centre of the ‘Dnieper’ battlegroup located “in the Kherson area” and received reports from the group’s commander, Colonel General Oleg Makarevich, and Colonel General Mikhail Teplinsky, the commander of Russia’s airborne troops, a Kremlin statement said, RT reported.

    The President also made a trip to the Lugansk People’s Republic, where he visited the ‘Vostok’ (East) command centre of the National Guard, and discussed the situation in the area with top military officials, including Colonel General Aleksandr Lapin.

    Putin’s surprise visit comes as Kiev prepares to launch a counteroffensive in which Western-supplied heavy tanks and new armored vehicles are expected to be involved. Ukrainian Prime Minister Denis Shmigal said on Monday that Kiev will start the operation “in the nearest future”.

    The recent months of the Ukraine conflict have been marked by fierce fighting for the Donbass mining city of Artyomovsk, known to Ukrainians as Bakhmut.

    Hyderabad: Municipal Administration and Urban Development (MA&UD) minister K T Rama Rao on Saturday conducted a review meeting of nala and other projects to assess the preparedness for the impending monsoon season in the city and across Telangana.

    The minister directed both the elected representatives and officials to diligently complete all pending tasks by June 1 to avert any possibility of flooding and inconvenience to the public.

    KTR reviewed the progress of the Strategic Nala Development Programme (SNDP), other ongoing works and their status.

    Members of the Legislative Assemblies (MLA) from Musheerabad, Amberpet, LB Nagar, Jubilee Hills, Kukatpally, Malkajgiri, Quthbullapur, Serilingampally and other constituencies participated in the meeting.

    He conducted a comprehensive inquiry with each of the MLAs to ascertain the status of SNDP works in their respective constituencies, addressing any obstacles or delays encountered.

    KTR urged the officials to take decisive action against agencies that are failing to meet deadlines, and emphasised the need to expedite any pending works, said a press release.

    He also instructed the MLAs to conduct regular site visits to ensure timely completion of the projects, holding both the officials and agencies accountable for their commitments.

    Srinagar, April 15 (GNS): In order to ensure appropriate and necessary arrangements to facilitate general public to observe forthcoming religious festivals of Shab-e-Qadr, Jumat ul Vida and Eid ul Fitr, the Divisional Commissioner (Div Com) Kashmir, Vijay Kumar Bidhuri today chaired a meeting of officers to review facilities put in place by District Administrations and line departments.

    The meeting was attended by Deputy Commissioners, Commissioner SMC, officers of Waqf Board, FCS&CA, PHE, PDD, R&B, Animal Husbandry, Sheep Husbandry, Health, Traffic Police, Metrology and other line departments.

    During the meeting, the Div Com reviewed the availability of essential items, Ration, mutton and poultry in markets for the celebration of festivals.

    He was briefed that there is abundance of all the essential items in the market and people would be facilitated through the arrangements of sale points of poultry on all the three occasions.

    Div Com directed for the constitution of Joint Enforcement and Market Checking teams to check the quality of food items and illegal profiteering by traders, besides he instructed concerned to inspect the hygiene of workshops of Bakers & Confectioners.

    The meeting was briefed about the availability of electricity and drinking water across the Kashmir valley.

    With special focus on prime religious places where people throng in large numbers for congregational prayers, Div Com directed concerned officers to ensure availability of power back up, water tankers and sanitation at the Hazratbal Shrine and other mosques and shrines.

    He also directed for publication of Traffic routes leading to Hazratbal Shrine and availability of RTC buses for the convenience of devotees.

    Additionally, he directed SMC to conduct sanitation drives at Shrines and Mosques besides conducting cleanliness drives of roads to ensure dust free Eid.

    The concerned officer of the Health Department was instructed to establish medical camps at Hazratbal Shrine and other places besides educating people regarding Covid Appropriate Behavior.

    Bidhuri also appealed to people to adopt Covid Appropriate Behavior (CAB) during congregation prayers on the auspicious occasions as a precautionary measure to avoid spread of Covid-19.(GNS)

    The appeals court ruling — if it takes effect — would suspend several policies the FDA has approved since 2016 to make mifepristone more accessible, including telemedicine prescription, mail delivery and retail pharmacy dispensing. The ruling also would suspend approval of the generic version of the drug and would narrow the window of time the drug can be prescribed from 10 to seven weeks of pregnancy — though off-label prescription after seven weeks would still be possible. The Biden administration warned the court in its Friday petition that letting these changes move forward would wreak “regulatory chaos” nationwide and harm patients.

    The ruling had been scheduled to take effect on Saturday. But it is now temporarily frozen by Alito’s interim orders — known as administrative stays — keeping everything on hold until next Wednesday night while the justices receive further briefing and decide whether to issue a longer stay.

    The anti-abortion medical groups challenging the pill’s approval have until noon on Tuesday to file responses. In a statement Friday, their attorney, Alliance Defending Freedom Senior Counsel Erin Hawley, called Alito’s stay orders “standard operating procedure” that would give justices “sufficient time to consider the parties’ arguments before ruling.”

    Alito’s move maintains for now the current national patchwork of abortion access, with near-total bans on all forms of abortion in many red states and broad access to both medication abortion and surgical abortion in blue states.

    Alito, a George W. Bush appointee who wrote the court’s decision last year overturning Roe v. Wade and allowing a wave of GOP-led states to impose abortion bans, single-handedly issued the administrative stays on Friday because all emergency appeals from the 5th Circuit are initially directed to him. As is customary with interim orders, he did not elaborate on why he granted the temporary relief. But administrative stays are typically intended only to buy the court time in fast-moving litigation and do not foreshadow the justices’ substantive views.

    The FDA did not immediately comment on the stay orders or how the agency plans to enforce the restrictions if the high court allows them to go into effect.

    Abortion rights groups cheered the stay orders and vowed to keep pressing the court to permanently halt the looming restrictions on the drug. Anti-abortion groups called them disappointing, with one group, Students for Life, accusing the Supreme Court of “playing politics.”

    The legal battle over mifepristone escalated last week when a federal district judge in Texas, Matthew Kacsmaryk, issued an order suspending the approval of mifepristone nationwide and halting the various moves FDA has made since 2016 to broaden access to the drug.

    On Wednesday, a panel of the New Orleans-based 5th Circuit issued a 2-1 ruling putting a hold on the portion of the lower judge’s order that suspended the drug’s approval but allowing the rest of his decision to kick in on Saturday.

    That prompted the Justice Department and Danco, which makes the brand-name version of mifepristone, to turn to the high court for relief. They said that even the 5th Circuit panel’s approach – leaving the drug approved but rolling back expanded access in recent years – would be highly disruptive and could force the company to stop selling and distributing the drug for months.

    Adding to the turmoil is a separate ruling from a federal judge in Washington state, who last week ordered the FDA not to permit any new restrictions on access to mifepristone in 17 states and the District of Columbia.

    SRINAGAR: Union Home Minister Amit Shah Thursday  reviewed the security situation in  Jammu and Kashmir in a high level meeting held in Delhi and expressed his gratitude and satisfaction over the lowest ever count of militants in Jammu and Kashmir.

    The Home Minister hailed the UT administration especially LG Manoj Sinha for massive developmental activities in JK and urged the administration to gear up for hosting the G-20 events in the month of May.

    Shah chaired the second-leg of the high level security meeting in North Block New Delhi at 3 pm on Thursday where National Security Advisor Ajit Doval, JK LG Sinha, DGP Dilbagh Singh, Home Secretary Ajay Bhalla, DG CID R Swain and other top officials of the BSF, CRPF and intelligence wings participated. Besides, Director Intelligence Bureau Tapan Deka, R&AW chief Samant Kumar Goel, NIA Director General DG Dinkar Gupkar also participated in the meeting.

    “The Home Minister expressed his gratitude and satisfaction over the lowest ever militant count in J&K.  He hailed the efforts of police and other security forces for putting in their best to root-out militancy from J&K soil and directed them to step up anti-militancy operations to eliminate the remaining militants,” a source  privy to the meeting said.

    The Home Minister directed the security agencies operating in JK to maintain close coordination and a keep close watch on anti-national elements and ensure peace prevails in the UT.

    “The Home Minister stated that police, security forces besides the Central agencies including NIA should work together and maintain a close synergy to make peace a permanent feature,” the source said.

    Today’s meeting comes a day after the Union Home Secretary took the first review of the officials at North Block. Sources in the MHA said that the Home Minister stressed on ensuring all the possible arrangements for peaceful conduct of G-20 meetings in Srinagar in the month of May.

    “He hailed the efforts being put in by LG Sinha in ensuring fast track development in J&K. He asked the LG Sinha and officials to maintain coordination and ensure all arrangements for the G-20 meetings are put in place,” the sources said.

    The Home Minister also expressed his satisfaction over massive decline in the local militant recruitment and almost zero infiltration in the year 2022.  As per official figures, 187 militants were killed in 111 anti-militancy operations in J&K in year 2022.

    Pertinently, Srinagar city is going through a massive infrastructural revamp ahead of the G-20 summit.  (KNO)

    KULGAM, APRIL‌ 09:‌ To review and finalize the arrangements for smooth conduct of farmer’s orientation programme (Kisan Sampark Abhiyan) under Holistic Agriculture Development Programme (HADP), a meeting of officers was today convened under the chairmanship of the Deputy Commissioner (DC) Kulgam, Dr.Bilal-Mohi-Ud-Din Bhat at mini-secretariat, here.

    The meeting was attended by ADDC Showkat Ahmad Rather, JDP Zahid Sajjad, ACR Mir Imtiyaz-ul-Aziz , ACP Shurjeel Ali, CAO, CAHO, DSHO, BDOs and resource persons from Agriculture and Allied departments.

    During the meeting, Chief Agriculture Officer Kulgam (District Nodal Officer HADP) apprised the chair regarding the arrangements put in place for the successful conduct of farmer’s orientation programme under the HADP which will be held from 24th April upto 31st of August 2023.

    The DC stressed upon the Sectoral Officers of Agriculture and allied departments to give the programme a wide publicity in advance so that mass participation of the farming community can be assured.

    He also instructed to aware the farmers about modern tools and techniques that has been incorporated in HADP to overcome the prevailing constraints and use different extension methods to motivate the farming community in adoption of proposed interventions in the approved projects.

    He assured all possible help from District Administration for the successful implementation of the programme in the district to uplift the livelihood of the farming community.

    It is important to mention that the Govt. of UT of J&K has recently sanctioned 29 projects for Agriculture and Allied Sectors for an amount of Rs 5013 Crores with an aim to increase the farmer’s income and to make the UT of Jammu and Kashmir a leading Agrarian Economy in the country.

    KULGAM, APRIL 03: To review the implementation and progress under Pradhan Mantri Awas Yojana (PMAY)-Urban in the District, a meeting of the Officers of line Departments was today held under the chairmanship of the Deputy Commissioner (DC) Kulgam Dr. Bilal-Mohi-Ud-Din-Bhat at mini-secretariat here.

    At the outset, the DC took a detailed appraisal of the implementation of PMAY-Urban scheme in all the  Municipal Committees of the district.

    With regard to the target achieved under Beneficiary Led Individual House Construction (BLC) the meeting was informed that a  total of 1265 houses were  sanctioned under PMAY-U out of which 348 non starter  cases were curtailed and now there are a total of 917 sanctioned houses out of which 331 houses stand completed and 457 houses are under construction.

    District Coordinator PMAY-U Kulgam, informed the chair that against the curtailed cases 127 new cases were proposed for approval to the State Level Monitoring Committee.

    The chair was also informed that 64 beneficiaries were provided advance mobilization and 57 new cases were proposed for advance mobilization.

    During the meeting, concerned apprised  about release of installments to the verified beneficiaries and expenditure made so-far under the scheme.

    It was also informed that an amount of Rs 8.50 crore has been disbursed till date in the accounts of 798 beneficiaries after following due procedure and multilevel verification.

    The DC directed the concerned Officers to ensure that the scheme guidelines are followed in letter and spirit so that all genuine eligible beneficiaries are covered under the PMAY-U scheme in the district.

    He impressed upon the field functionaries to follow the robust mechanism already put in place to ensure immediate verification and processing of cases at each stage of construction and consequent disbursement of payments to the verified beneficiaries under the scheme.

    Additional District Development Commissioner Showkat Ahmad Rather; Joint Director Planning, Zahid Sajad;  Tehsildars of Kulgam, Yaripora, Frisal and Devsar, EOs and other concerned officers attended the meeting.

    SRINAGAR: In view of the Holy Month of Ramadan and forthcoming Shab-e-Qadr and Eid ul Fitr, Divisional Commissioner Kashmir, Vijay Kumar Bidhuri conducted an extensive visit of Shrines and Mosques in Srinagar.

    He was accompanied by Addl Commissioner Kashmir, Qazi Sarwar, Commissioner SMC & CEO Smart City, Athar Amir; officers of line departments including Power, PHE, R&B, Sanitation, SMC, Waqf Board etc.

    During his review of the availability of electric and drinking water facilities, the Div Com instructed the concerned authorities to ensure uninterrupted services for the convenience of devotees who visit the Shrines and Mosques. Additionally, he directed them to illuminate Dargah Hazratbal, Dastageer Sahib Shrine and Imambarah to create a festive ambience. He also urged the Dargah Hazratbal Management Committee and SMC to restore the currently non-functional water fountain in the Shrine’s frontier lawn as soon as possible.

    During his review, the Div Com issued instructions for the maintenance of the premises by directing the concerned authorities to perform grass cutting and landscape development, along with repairing the railings. Additionally, he called for a continuous dog catching drive at the Hazratbal Shrine to ensure the safety of visitors and the sanctity of the holy place. He also urged for the renovation works at Dastageer Sahib to be accelerated and for the development of a separate Wazu Khana for women at the Shrine.

    During his visit to the Imambarah Zadibal, the Divisional Commissioner was informed by the Committee about the need for expanding the premises and addressing issues related to road widening, and he was requested to intervene in this matter. Additionally, the Div Com issued immediate directives to the PDD and PHE officials to ensure uninterrupted supply of electricity and drinking water to the Imambarah.

    Bidhuri during the visit paid obeisance at Dastageer Sahib Shrine & Imambarah Zadibal during which he prayed for peace & prosperity of Kashmir. (KNO)

    SRINAGAR: Lieutenant Governor Manoj Sinha chaired a high-level meeting to review the power scenario in Jammu Kashmir, Monday at Civil Secretariat.

    The Lt Governor appraised the multi-pronged strategies to meet the high electricity demand in the summer season and directed for integrating reforms for making the Power sector robust and resilient.

    The Lt Governor directed for effective enforcement through a dedicated enforcement wing for the detection of theft of electricity, wrong metering, enquiring into public complaints, unauthorized extensions in load and surprise checking.

    The Lt Governor also directed for immediate steps to ensure functioning of all the meters on 11 kV, and repair of the damaged meters within one month.

    Smart meters must be saturated feeder-wise to protect consumer interests and quality standards. It will empower the consumers and help them to conserve energy and usage in an efficient manner, the Lt Governor said.

    The Lt Governor also sought a report on steps taken to reduce AT&C losses. He further directed the department to fix the responsibility and draw up an action plan for reducing the losses within a specific timeframe.

    The Lt Governor emphasized on training and capacity building of PDD staff; online registration of new consumers; massive awareness drive; proper maintenance of power infrastructure and constitution of teams of officers for monitoring physical condition of equipment.

    Sinha passed explicit directions for ensuring power supply to new industrial estates and railway tunnels.

    The Lt Governor also reviewed the steps taken towards quality control; completion of languishing projects, revenue realization and network strengthening.

    Rajesh Prasad, Principal Secretary, Power Development Department briefed the chair on the effective measures taken to bridge the demand and supply gap.

    It was informed that additional capacities were created during the winter to enable peak demand and 10 percent more power was supplied as compared to last year.

    KULGAM, MARCH 20: The District Development Commissioner (DDC) Kulgam, Dr. Bilal Mohi-Ud-Din Bhat today chaired District Level Review Committee/District Consultative Committee (DLRC/DCC) meeting to review the performance of Banks and line departments for quarter ended December 31, 2022 under Annual credit Plan.

    The meeting was attended by JD-Planning, District officers of line departments and District Coordinators of various banks.

    LDM Kulgam, Parvez Rashid welcomed the members & revealed that the deposits of Banks stand at Rs,2276.37Crores as on 31.12.2022 witnessing growth of 1.57% over December 2021 and Advances stand at Rs.1877.45cr as on 31.12.2022 witnessing growth of 9.46% over December 2021.

    He added that the Credit Deposit Ratio reached 82.48% and stood quite above the National BenchMark of 60%.

    It was also shared that under the District Annual Credit Plan (2022-23) of Rs.1623.13 Cr, Banks have disbursed Rs.859.34 Cr to 35300 beneficiaries during the quarter ended December 31, 2022 thus achieving 53% of ACP target.

    DDC while reviewing sector wise achievements instructed Banks to improve credit dispensations in Agriculture, MSME, with more focus given to housing and education sectors.

    The house was informed by the LDM that the district has achieved the annual targets of PMEGP, JKREGP, Artisans/Weavers Credit Card & PM Weavers Mudra Scheme.

    The DDC also instructed banks to cover all eligible persons under PMSBY, PMJJBY and APY.
