Probe into Amaravati land scam will resume, says AP Home Minister

Amaravati: Hailing the Supreme Court’s decision to lift the stay imposed on the probe into the alleged land scam in Amaravati during the previous TDP regime, Andhra Pradesh Home Minister Taneti Vanitha has said the investigation will resume to scrutinise each and every facet of the case.
The apex court on Wednesday set aside an AP High Court order staying the SIT inquiry into the alleged irregularities in pooling thousands of acres of land for building the capital city.
“We will probe all the capital related issues in a transparent manner. No one can escape and truth will be the ultimate winner,” said Vanitha in a statement on Wednesday.

In September, 2019, the Y S Jagan Mohan Reddy-led government had through an order appointed a Cabinet Sub-Committee to look into the corruption allegations against the key members of the previous Telugu Desam Party (TDP) government.
Based on the report filed by the panel, the AP government issued a G.O constituting a 10-member Special Investigation Team to conduct a comprehensive probe, especially into the land deals in the capital region.
However, both the government orders were stayed by the High Court, following which the Jagan Mohan Reddy dispensation approached the top court.
The Supreme Court noted that the High Court should not have granted an interim stay when the matter was at a nascent stage.

Coal mining to resume in Meghalaya after 9 years: CM

Shillong: Coal mining is set to resume in Meghalaya after nine years, Chief Minister Conrad K Sangma said on Wednesday.
He said the Union Ministry of Coal has provided approval for mining lease to four license applicants that would lead to the commencement of scientific mining ensuring minimal environmental impact through sustainable and legally compliant extraction procedures.
“In a significant step towards initiating scientific coal mining, the Ministry of Coal had last month provided approval for mining lease to four applicants out of the 17 prospecting license applicants,” Sangma told PTI.

He said the mining will follow scientific procedures ensuring minimal environmental impact through sustainable and legally compliant extraction procedures.
According to the chief minister, as part of scientific mining, reclamation of coal mining areas and use of advanced technologies such as remote sensing, aerial surveys and 3D modelling would be prioritised and environmental impact would be mitigated significantly.
The National Green Tribunal had in April 2014 imposed a blanket ban on coal mining and transportation of coal in Meghalaya causing a massive blow to the revenue of the state.
As a result, the mining industry suffered a negative growth of (-) 59.36 per cent and the GSDP registered a negative growth of (-) 2.82 per cent, according to the chief minister.
In July 2019, the Meghalaya Democratic Alliance challenged the NGT order following which the Supreme Court upheld the rights of tribal people over the natural resources in their land including coal but upheld the ban on unscientific mining and transportation.

Despite the NGT ban, illegal mining and transportation continued in the state and several cases were filed in various courts including the High Court.
The chief minister in this year’s budget session of the Assembly told the House that around 1,900 criminal cases have been registered for illegal mining and transportation of coal – 1,701 cases for transportation illegally and 203 against illegal mining.
Meanwhile, the Meghalaya High Court has ordered that no coal should be exported to Bangladesh without ascertaining the origin of the coal.
“No coal should be allowed to be exported from any place in the State of Meghalaya to Bangladesh without both the state authorities and the relevant LCS authorities being satisfied as to the origin of the mineral and retaining copies of the documents that may be produced by the intending exporter as to the origin of such material,” a division bench headed by Chief Justice Sanjib Banerjee said in an order passed on Tuesday.
The bench while hearing a case has also directed Assam and the Gasuapara Land Custom Station (LCS) authorities to respond to the queries with regard to the huge quantity of coal exported by a company.
Assam authorities have to indicate whether it was possible for the company to purchase that huge quantity of coal from the open markets in Beltola area and whether it was the truth, the court said.

Iranian diplomatic missions resume operations in Saudi Arabia

Tehran: The Iranian Foreign Ministry spokesman has said that three Iranian diplomatic missions in Saudi Arabia have resumed operations.
Nasser Kanaani made the remarks on Monday at a weekly press conference when asked to comment on the progress by Iran and Saudi Arabia to reopen their diplomatic missions following an agreement that was reached between the two countries in March on the normalisation of their bilateral ties, Xinhua news agency reported, citing a report by Mehr news agency.
The three diplomatic missions are Iran’s embassy in Riyadh, a consulate general in Jeddah and a representative office to the Organization of Islamic Cooperation in Jeddah, Kanaani was quoted as saying.

Kanaani stressed that the two countries are in the early stages of resuming their bilateral relations and reopening their embassies, adding that Iran’s technical team is currently based in Saudi Arabia and laying the groundwork.
He said he is optimistic that the two countries’ embassies will start their full operations as planned in accordance with their agreement.
The two countries had carried out good coordination in a humanitarian issue in their first steps toward the resumption of the bilateral diplomatic activities, said Kanaani, adding that the evacuation of 65 Iranian nationals from Sudan and their transfer to Iran via the Saudi port city of Jeddah was a positive development.
Regarding an upcoming visit by Iranian President Ebrahim Raisi to Saudi Arabia, Kanaani said Tehran has received an official invitation from Saudi King Salman bin Abdulaziz Al Saud and has responded to it officially.
At a press conference held in the Lebanese capital of Beirut on Friday, Iranian foreign minister Hossein Amir-Abdollahian confirmed that he and his Saudi counterpart Prince Faisal bin Farhan Al Saud have also invited each other for official visits.

Saudi Arabia and Iran reached a deal in March to resume diplomatic relations and reopen embassies and missions in the two countries within two months.
On April 6, the two countries announced the resumption of diplomatic relations with immediate effect.

Iran, Saudi Arabia resume trade: Minister

Tehran: An Iranian official announced that trade between Tehran and Saudi Arabia has resumed as the two Arab countries stepped up efforts to normalise ties following a China-brokered deal in March.
Trade Minister Reza Fatemi-Amin made the remarks to mediapersons on Tuesday when asked to comment on the agreement reached between Tehran and Riyadh to normalise bilateral relations in March, Xinhua news agency reported.
On Sunday, Iran’s Roads and Urban Development Minister Mehrdad Bazrpash announced that the country has received a proposal from Saudi Arabia to launch three regular flights between the two countries per week, in addition to the Haj flights.

Iran and Saudi Arabia reached a deal in March to resume diplomatic relations and reopen embassies and missions in the two countries within two months.
In a meeting held in Beijing on April 6, Iranian Foreign Minister Hossein Amir-Abdollahian and his Saudi counterpart Prince Faisal bin Farhan Al Saud signed a joint statement, announcing the resumption of diplomatic relations with immediate effect.
Riyadh cut diplomatic ties with Iran in 2016 in response to the attacks on Saudi diplomatic missions in Tehran after the kingdom executed a Shia cleric.

Syria, Saudi Arabia agree to resume consular services, flights

Damascus/Riyadh: Syria and Saudi Arabia have agreed in a joint statement to resume consular services and flights, after the bilateral ties have been stranded for years.
The announcement came as Syrian Foreign Minister Faisal Mekdad wrapped up his visit to Saudi Arabia on Wednesday, the first time since the Syrian civil war broke out in 2011, Xinhua news agency reported.
The statement on Wednesday said both Syria and Saudi Arabia have agreed to resume the consular services and the flights between the two countries, stressing that both sides have agreed on boosting security and counter-terrorism efforts, according to the Syrian Foreign Ministry.

The two sides discussed the necessary steps to achieve a comprehensive political settlement to the crisis in Syria that would end all its repercussions, achieve national reconciliation, and contribute to the return of Syria to its Arab surroundings and the resumption of its natural role in the Arab world, according to the statement.
The two countries also agreed to resolve humanitarian difficulties and offer a suitable environment for assistance to reach all parts of Syria, according to the Saudi Press Agency.
The two sides stressed the importance of the return of Syrian refugees and displaced individuals to their areas, along with taking the required steps to stabilise the situation in the country.
Mekdad’s visit to Saudi Arabia came upon the invitation by Saudi Foreign Minister Prince Faisal bin Farhan Al Saud, as the relations between both countries are on the way to normalisation.
On Wednesday, Tunisia and Syria decided to reopen their respective embassies to resume diplomatic ties between the two countries.

Telangana: Mana Nagaram programme will resume soon, says KTR

Hyderabad: State minister of municipal administration and urban development KT Rama Rao (KTR) said here on Monday that Mana Nagaram, a town hall meeting programme, will soon begin in the city.
KTR stated that the meetings will be held with one of the key topics up for discussion during the meeting. The Construction and Demolition (C&D) factories put up at Fathullaguda and Jeedtimetla, each with a capacity of 500 metric tonnes, were particularly requested by the minister. Several building construction goods were being made from the trash.
According to Telangana Today, the C&D facilities’ capacity was not being used to its full potential, and at several major construction sites, garbage was being dumped along the sides of the highways. He told the builders that all it would take was one phone call to arrange for the removal of all the waste from the sites and transportation to the plants.

“In addition to these two plants, four more plants are being set up. They are being established to keep the city clean and ensure effective recycling of the waste” Rama Rao said.
“Possibilities should be explored to use tiles made out of C&D waste for a cool roof programme by adding some additional components. It could be a perfect solution,” he added.

Parliament to resume today, but stalemate to continue

New Delhi: After a short break, Parliament will resume on Monday but the stalemate will also continue as opposition MPs will carry on with their demand for a JPC on the Adani issue.
Opposition MPs have already moved suspension of business notice in the Upper House and an adjournment notice in the Lower House.
Congress MP Manish Tewari has moved the adjournment notice again on the issue of disqualification of leader Rahul Gandhi from the Lok Sabha.

“The disqualification of Shri Rahul Gandhi from the membership of the House was a hasty and erroneous decision and not in consonance with the provisions of the Constitution of India. Article 102 (1) (e) of the Constitution provides that a person shall be disqualified for being chosen as, and for being, a member of either House of Parliament, if he is so disqualified by or under any law made by Parliament,” the notice said
“Article 103(1) provides that the decision as to the disqualification of members lies with the President of India. Further, Article 103(2) lays down that a decision on disqualification by the President must be preceded by mandatory consultation with the Election Commission of India.
“Even Section 8(3) of the Representation of People’s Act, 1951 which triggered the disqualification mandates conviction and sentencing as two conjunctive prerequisites for disqualification which were not fulfilled since Shri Rahul Gandhi’s sentence has been suspended for 30 days,” it added.
The notice also alleged that the action was in violation of the basic principles of natural justice, contrary to the provisions of the Constitution, and beyond the legal competence of the Secretariat of Parliament.

Israelis resume protests against judicial reforms despite negotiations

Jerusalem: Tens of thousands of Israelis resume demonstrations in the coastal city of Tel Aviv, calling for a complete cancellation of the government’s judicial overhaul plan, according to the local media.
The Times of Israel, citing the estimation of Channel 12, reported that some 160,000 people were demonstrating in the major Israeli city on Saturday evening. Demonstrations were also held in several other cities.
Before the protests resurfaced, streets had largely remained calm for a few days in Israel since the ruling coalition and those opposing the reform started their negotiations on Thursday to find a compromise solution, Xinhua news agency reported.

On March 26, Israeli Prime Minister Benjamin Netanyahu announced a pause in the contentious legislation aimed at curbing what they called a too-powerful Supreme Court. The decision came after weeks of widespread protests and a brief nationwide strike.
The ruling coalition, which had pushed forward judicial reform bills in the parliament since the beginning of this year, argued that the Supreme Court often “intervenes” in political issues that should be determined by the legislature.
Opponents of the reforms believe the reform will weaken the courts and give the coalition too much power.
“We are on guard. The danger has not yet passed,” Yair Lapid, Head of the Opposition, tweeted from one of the demonstrations. Lapid’s party Yesh Atid is participating in the negotiations.

Border trade between Pakistan & China to resume next week after 3 years

Islamabad: After a three-year hiatus, Pakistan and China are set to resume trade from Monday through the Khunjerab Pass – the only land route between the two all-weather allies, a media report said on Saturday.
The Khunjerab Pass was closed in November 2019 to contain the transmission of the COVID-19 virus between the two countries.
The arrangements to reopen the border point for bilateral trade and other activities under the China-Pakistan Eco nomic Corridor (CPEC) have been finalised by both sides, the Dawn newspaper reported.

The USD 60 billion CPEC, which connects Gwadar Port in Balochistan with China’s Xinjiang province, is the flagship project of Chinese President Xi Jinping’s ambitious Belt and Road Initiative (BRI). The CPEC is a network of roads, railways, pipelines, and ports in Pakistan connecting China to the Arabian Sea.
Gilgit-Baltistan Home Secretary Rana Mohammad Saleem Afzal said that officials on both sides agreed to reopen Khunjerab Pass for trade and travel activities from April 3. He added that the process of issuing border passes would start soon, the report said.
“Most important aspect is that it’s a CPEC route. CPEC consignments will enter Pakistan through Khunjerab Pass from China,” he said.
Under an agreement, trade and travel activities between the two countries through the Khunjerab Pass start annually on April 1 and close on November 30. Daily bus service also plies from the Sost Valley of the Gilgit-Baltistan region to the Xinjiang province of China, the report said.
The first trade activity between China and Pakistan under the CPEC started via the Karakoram Highway in November 2016.

Minister of State for Foreign Affairs, Hina Rabbani Khar, said that the federal government had been working to revive CPEC activities, the report said. She added that all hurdles in the bilateral trade’s way would be removed.
The prolonged closure of the Khunjerab Pass caused immense financial hardships to the local business community, and thousands of workers became jobless, the report said, quoting officials.
During the last three years, the Pass was occasionally opened for emergency cargo transportation from China to Pakistan on specific days.
The volume of trade between the two countries would increase after the reopening of the Khunjerab Pass, Gilgit-Baltistan Collector of Customs Syed Fawad Ali Shah was quoted as saying in the report.
He said all required arrangements had been finalised for normal trade at the Sost dry port. Shah added that he met traders, the port management and other stakeholders, who were all happy and assured the administration of their cooperation in smooth trade activities at the dry port.
Haji Liaquat of the Gilgit-Baltistan Importers and Exporters Association said that the people affiliated with trade between the two countries were optimistic about the revival of economic activities in the region, according to the report.
He added that the people of the region and the government exchequer suffered losses worth billions of rupees owing to the prolonged halt of trade at the Sost dry port.
