    Indian anger and Chinese indifference quash hopes of border resolution

    India’s defence minister has accused China of border aggressions that have “eroded the entire basis” of their relationship, as negotiations over the line of actual control (LAC) remain deadlocked.

    On Thursday, China’s defence minister, Li Shangfu, landed in Delhi for the Shanghai Cooperation Organisation (SCO) summit. It is the first visit to India by a Chinese minister since 2020, when 20 Indian and four Chinese soldiers died in clashes along the Himalayan border in Ladakh and the two sides came the closest to war for almost 70 years.

    Since then, according to Indian former army officers and defence experts, the situation along the 2,100-mile (3,500km) disputed LAC, remains on a knife-edge. It continues to be militarised on both sides, with 18 rounds of military talks having failed to de-escalate the tension, and many still fear the possibility of large-scale conflict.

    India’s defence minister, Rajnath Singh, told Li during the talks on Thursday that the deployment of large numbers of Chinese troops and the “violation of existing agreements has eroded the entire basis of bilateral relations”. Li, however, called the situation “generally stable” and sought to distance bilateral relations from the border dispute.

    Among both India and China watchers, there is not much optimism that Li’s visit will do anything to resolve the tensions. Some reports estimate that India has lost 40% of patrolling points in the region of Ladakh to the Chinese People’s Liberation Army (PLA). The Indian government has denied any loss of territory.

    “There is a huge discrepancy in the narrative of both sides,” said Pravin Sawhney, an Indian army veteran and author of The Last War: How AI Will Shape India’s Final Showdown with China. “There cannot be rapprochement between the two sides because it is a fact that the Chinese are sitting on Indian territory.”

    The SCO meeting is taking place amid growing concern in China over India’s relationship with the US and a converging of their strategic interests when it comes to China. According to a report in March, India was able to ward off a potential Chinese military border incursion as a result of real-time intelligence and satellite imagery provided by the US about Chinese border positions. It was said to have enabled India to “catch Chinese armed forces off guard” and reportedly enraged Beijing.

    Border provocations from China have continued despite strong condemnation from India. In December last year, more than 20 Indian soldiers were injured in a clash with Chinese troops in the eastern state of Arunachal Pradesh, in what India described as a Chinese attempt to “transgress the border”.

    In March, China announced it was “renaming” 11 places in Arunachal Pradesh that it claims as part of Tibet. India’s home minister visited the border region that same week, stating that “times when anyone could encroach on Indian land have passed”. Beijing hit back, calling the visit a violation of its territorial sovereignty.

    While there has been disengagement in some areas, Indian army officers and defence experts said about 1,500 sq km in Ladakh taken over by the PLA in 2020 remained under Chinese control. Two main areas of contention in Ladakh are Demchok and Depsang, which were previously patrolled by Indian troops but are now occupied by PLA soldiers.

    Deependra Singh Hooda, the Indian army’s former chief of the Northern Command, described the situation there as tense.

    “Depsang and Demchok areas are tactically important for India; but after so many rounds of talks there is no move forward and there does not seem any inclination from the Chinese side to resolve it quickly,” he said.

    “The Chinese are preventing the Indian soldiers access to a large number of patrolling points,” Hooda said. “By sitting in this area, China is denying India access to a fairly large area.”

    People living near the border in Ladakh allege that in the disengagement negotiations, New Delhi has ceded land to Beijing by agreeing to the creation of buffer zones – where neither side can patrol – in land that was previously claimed by India, specifically in the disputed Pangong Tso and Chushul areas.

    “These buffer zones have been created exclusively in the Indian territory ,” said Konchok Stanzin, a local councillor. “Chinese troops are still patrolling up to their claim line.”

    Even officers who have been part of the military negotiations allege there is an intransigence on the Chinese side to defuse the situation. In the latest round of military talks this week before the SCO summit, “no mutually acceptable solution could be reached”, according to the Indian side.

    “The PLA officers are generally curt to us during these meetings,” an Indian army officer, who has been part of several negotiations, said on condition of anonymity. “These meetings turn frustrating for us as the Chinese officers speak mostly Mandarin, which we cannot understand. They remain very economical with English.”

    The tensions are most visible in the frenzied infrastructure race along the border. China has been building new highways, railway lines, bridges, air strips and sophisticated military bases, modern housing and 5G towers, while India – which historically avoided developing areas near the Chinese border in order to prevent any provocation – has been left behind, with many of its border areas still impoverished.

    While India might have passed China in population size, it is nowhere close in terms of its economy and military spending. In 2022, China spent $230bn (£184bn) on the defence budget; three times more than India.

    “China has used infrastructure development as an excuse to escalate conflict and make incursions into Indian land,” said Maj Gen Amrit Pal Singh, the retired former head of army operational logistics for Ladakh. “In this kind of situation we have to react so that they cannot take any piece of our land. So India has doubled its focus on infrastructure near the border with China.”

    In January, Rajnath inaugurated 27 infrastructure projects aimed at strengthening the border infrastructure, and India is speeding up the construction of 37,500 miles of roads, 350 miles of bridges, 19 airfields and a few tunnels near, or leading to, the border. It is also strengthening aerial connectivity, with at least four new air strips and about 40 helipads being built in Ladakh.

    The scale and speed of this infrastructure push can be seen in an ambitious 8-mile tunnel being built in the Himalayan range, at an altitude of about 3,000 metres, to provide all-weather connectivity to Ladakh. Even as temperatures have dropped in winter, hundreds of workers and engineers have been instructed to work day and night to complete the $1.4bn Zojila tunnel.

    “We are building this tunnel as swiftly as possible, keeping in mind that this is important for the defence of our country as there is a looming threat on the border from China,” said Harpal Singh, the head of the project.

    Hooda was among those who believed the border situation was nowhere near being resolved. “Both sides are looking at each other with a great deal of suspicion,” he said.

    “There is greater aggressiveness in patrolling. Physical clashes are taking place, soldiers are getting injured though no shots are being fired. These local incidents could spiral out of control; that is the big worry.”

    Tamil Nadu Chief Minister M K Stalin introduced a motion in the Assembly on Wednesday seeking to include Dalit Christians into the purview of the Scheduled Castes (SC) quota, stating that doing so will allow them to benefit from social justice in all aspects.

    “This august House urges the Government of India to make necessary amendments to the Constitution to extend statutory protection, rights and concessions including reservation as provided to the people belonging to Scheduled Castes under the Indian Constitution, also to the Scheduled Castes who have converted to Christianity, so as to enable them to avail the benefits of social justice in all aspects,” the resolution moved by Stalin read, reported Deccan Herald.

    The resolution comes at a time when the Union Government is opposed to granting quota privileges to Dalits who have converted to Christianity or Islam.

    In December 2022, the Centre informed the Supreme Court that it was unwilling to execute the recommendations of the Justice Ranganath Misra Commission for Religious and Linguistic Minorities that Dalits who converted to Christianity and Islam be granted quota.

    The Centre has also formed a commission to investigate the subject, led by former Chief Justice of India Justice K G Balakrishnan. While Dalits who are Buddhists or Sikhs are eligible for SC reservation advantages, those who converted to Christianity or Islam are not.

    Chennai: The Tamil Nadu assembly on Monday adopted a resolution urging the Union government and the President to ‘fix a time frame’ for the Governors to give assent to bills that were passed by the House.

    The resolution was moved after suspending certain provisions of rule 92(7) and 287 of the Tamil Nadu legislative assembly. The special resolution which needs 3/4th of the votes to be moved in the House was allowed by the Speaker with 144 of the 146 members in the house voting for it.

    The AIADMK walked out of the House while BJP MLAs, C. Saraswathi and M.R. Gandhi voted against the resolution.

    Chief Minister M.K. Stalin while moving the resolution lashed out against the Tamil Nadu Governor R.N. Ravi and said that the Governor was making it a habit to speak against the state government whenever the Prime Minister was in the state or when he (Stalin) was in New Delhi.

    Stalin, while speaking in the House, said, “I don’t want to give a point-by-point rebuttal to the Governor and make the House a political forum. But we can’t remain mute spectators, if the Governor attempts to disturb the House with political intent.”

    He also said, “Two resolutions had to be moved against the Governor in a single budget session. Governor has created the compulsion by acting with political intent. Those who must realise it must realise it. This will be the day for realisation. Governor is not ready to be a friend of the people of Tamil Nadu.”

    The Tamil Nadu Chief Minister said, “I will not say that the Governor does not know the Constitution. But his political loyalty has superseded his loyalty to the Constitution. Hence he is publicly criticising the policies of the government in violation of the Supreme Court orders.”

    Washington: A bipartisan group of lawmakers has introduced a resolution in the US House of Representatives to designate April 14 as National Sikh Day in a bid to honour and celebrate the important role played by the Sikh community in strengthening and inspiring the people of the United States.

    Observing that the US is enriched by the diversity of its residents, who have cultivated a climate of social tolerance and intellectual pluralism that has sustained the Nation throughout its history, the resolution said that Vaisakhi is a special occasion in which Sikhs remember the founding in 1699 of the Order of Khalsa, which played an important role in shaping the religion’s history and identity.

    Introduced by Congresswoman Mary Gay Scanlon, the resolution says that through leading charitable events, the Sikh community embodies the sense of public service that underlies the founding principles of the US.

    Stating that people of the US feel obliged to honour the Sikh community’s important role in supporting and enriching the social fabric of the Nation, the resolution said Vaisakhi is a special occasion in which Sikhs remember the founding in 1699 of the Order of Khalsa, a fellowship of devout saint-soldier Sikhs, by the 10th Sikh Guru to fight tyranny and oppression, which played an important role in shaping the religion’s history and identity.

    “It is altogether fitting and proper to celebrate the day of Vaisakhi alongside Sikhs throughout the world and to honour the lasting contributions made by the Sikh community to the US,” said the resolution.

    New York: Georgia’s legislature has taken aim at the attacks on Hinduism emanating from academia and condemned “Hinduphobia, anti-Hindu bigotry and intolerance”.

    The resolution adopted unanimously by the State House of Representatives, said: “Hinduphobia is exacerbated and institutionalised by some in academia who support the dismantling of Hinduism and accuse its sacred texts and cultural practices of violence and oppression.”

    While bigotry directed against other religions has been condemned by state and city legislatures across the US, they have refrained from condemning Hinduphobia, making Georgia the first to do so.

    The resolution sponsored by five State Representatives acknowledged the contributions of the Hindu religion as well as Hindus to the world and the US while condemning “Hinduphobia, anti-Hindu bigotry, and intolerance”.

    It declared the state’s Forsyth County “as a place that welcomes the diversity brought by Hindu Americans and all those who work hard, follow our laws, uphold family values, and contribute to our economic and social well-being”.

    More than 40 universities, including elite institutions, cosponsored a conference in 2021 on “Dismantling Global Hindutva”, which was seen by many Hindu organisations as a semantically veiled attack on Hinduism.

    The universities that were involved included University of California Berkeley, University of Chicago, University of Pennsylvania, Columbia, Harvard, Princeton and Stanford, according to Berkeley’s South Asia Studies Institute.

    The resolution said that “there have been documented instances of hate crimes against Hindu Americans over the last few decades in many parts of the country”.

    The Federal Bureau of Investigation’s report on bias crimes released last month covering 2021 said there were 16 anti-Hindu crimes with 18 victims, an increase from the 11 reported the previous year.

    The Georgia resolution cited a report by Rutger’s University’s Network Contagion lab that tracks disinformation and hate on the internet, “Anti-Hindu Disinformation: A Case Study of Hinduphobia on Social Media”.

    According to the university, the report “found evidence of a sharp rise and evolving patterns of hate speech directed toward the Hindu community across numerous social media platforms”.

    The university also is home to academics who are harsh critics of Hinduism.

    The resolution extolled the US as “a beacon of hope, progress, and innovation, attracting people from around the world to create and live a better and fulfilling life” which has “welcomed more than four million Hindus from all corners of the world and given them better opportunities and the freedom to practice Hinduism, also known as ‘Sanatana Dharma’”.

    On the contribution of Hinduism, the resolution said, “Yoga, Ayurveda, meditation, food, music, arts, and more have enriched the cultural fabric and have been widely adopted in American society and enriched the lives of millions”.

    “The American Hindu community has been a major contributor to diverse sectors such as medicine, science and engineering, information technology, hospitality, finance, academia, manufacturing, energy, retail trade, and so much more”, the resolution said.

    New Delhi: Rajya Sabha on Friday rejected a resolution which sought creation of a special fund for modernisation of madrassas in view of educational and social backwardness of Muslims, especially women.

    The resolution was introduced by Indian Union Muslim League member Abdul Wahab in the Upper House of Parliament on February 10.

    Speaking on the resolution, Women and Child Development and Minority Affairs Minister Smriti Irani said, “For me this resolution which casts aspersions of inequality…in fact reduces it to a slur on the basis of religion…I hope that this House unanimously rejects (it).”

    “A new India cannot be broken down on the basis of religion. That is why…I would request…the entire House to unanimously reject this resolution so that we, who are building the new India under the leadership of the prime minister with the support of citizens, can build it on issues of inclusion, equity and equality,” she said.

    The resolution was rejected by a voice vote amid a walkout staged by the Congress and other opposition parties.

    Irani said the resolution states that Muslim women are not given the equal opportunity to get educated.

    On the gender inclusion infrastructure fund proposed in the resolution, Irani said the new education policy takes care of the need for education of women as well as children. After three decades, India now has a new education policy, she said.

    She said the Ministry of Skill Development and Entrepreneurship caters to the need for skilling for a new India.

    “The resolution seeks to cast aspersions on citizen and the Constitution alike. Through this resolution aspersions have been cast on one of the holiest of books…that our nation at large seeks to divide people on the basis of religion and deny access to a better life in the present and in the future to those who belong to minority communities,” she said.

    BJP MP Ajay Pratap Singh opposed the resolution saying that the very constitution of the Sachar Committee was challenged in the Supreme Court.

    He said it is not justified to implement the recommendations of a committee on which there is a big question mark.

    The resolution sought to implement the recommendations of the Sachar Committee and other reports that have discussed the educational and social backwardness of Muslims.

    It sought to reinstate and enhance all those scholarship and educational upliftment programme that aimed to improve the higher education participation of Muslims.

    It sought to help madrassas to modernise with a special infrastructure fund.

    It also sought to develop and implement special affirmative actions for Muslim women to improve their presence in central universities, institutes of national importance and their work participation.

    It also sought formation of a commission to study the representation of Muslims in university spaces and in private and public jobs, and enactment of a legislation for prevention of atrocities against minorities of the country so as to build confidence amongst Muslims who are vulnerable.
