    SRINAGAR: Jammu and Kashmir reported 122 fresh covid-19 cases while there was no death due to the virus during the last 24 hours, officials said on Wednesday.

    They said that 52 cases were reported from Jammu division and 70 from Kashmir Valley, taking the overall tally to 480442. Among the cases, 174405 are from Jammu division and 306037 from Kashmir Valley.

    Providing district wise details of the cases, they  said that 38  cases were reported Jammu, 18 from Srinagar, 14 from Kulgam, 11 from Baramulla, seven from Bandipora, six from Doda, five from Kishtwar, five each from Budgam, Anantnag and Shopian, three from Kupwara, two each from Udhampur and Pulwama, besides one from Rajouri.

    There was no death either from Jammu division or Kashmir during the time. So far 4788 people have succumbed to the virus and among them include 2355 from Jammu division and 2433 from the Valley.

    Besides, they said, 62 Covid-19 patients recovered during the last 24 hours, 12 from Jammu division and 50 from Kashmir Valley. There are now 531 active cases, 240 in Jammu and 291 in Kashmir. (GNS)

    SRINAGAR: Jammu and Kashmir reported 97 fresh covid-19 cases while there was no death due to the virus during the last 24 hours, officials said on Tuesday.

    They said that 49 cases were reported from Jammu division and 48 from Kashmir Valley, taking the overall tally to 480230. Among the cases, 174353 are from Jammu division and 305967 from Kashmir Valley.

    Providing district wise details of the cases, officials said that 28 cases were reported Jammu, 14 from Srinagar, 10 from Budgam, seven from Kulgam, six Samba, four each from Udhampur and Kishtwar, three each from Rajouri, Baramulla, Ganderbal, two each from Reasi and Pulwama besides one each from Kathua, Poonch and Bandipora.

    There was no death either from Jammu division or Kashmir valley during the time. So far 4788 people have succumbed to the virus and among them include 2355 from Jammu division and 2433 from the Valley.

    Besides, they said, 52 Covid-19 patients recovered during the last 24 hours, seven from Jammu division and 45 from Kashmir Valley. There are now 471 active cases, 200 in Jammu and 271 in Kashmir. (GNS)

    SRINAGAR: Jammu and Kashmir reported 64 fresh covid-19 cases and one death due to the virus during the last 24 hours, officials said on Sunday.

    They said that 24 cases were reported from Jammu division and 40 from Kashmir Valley, taking the overall tally to 480173. Among the cases, 174272 are from Jammu division and 305901 from Kashmir Valley.

    19 cases were reported from Jammu, eight from  Pulwama, six each from Budgam and Kulgam, four each from Anantnag and Ganderbal, three from Bandipora, two from Baramulla and one each from Doda, Kathua, Samba, Kishtwar and Ramban.

    There was one death from Jammu during the time. So far 4788 people succumbed to the virus and among them include 2355 from Jammu division and 2433 from the Valley.

    Besides, they said, 20 Covid-19 patients recovered during the last 24 hour from Kashmir Valley. There are now 392 active cases, 142 in Jammu and 250 in Kashmir. (GNS)

    SRINAGAR: Jammu and Kashmir reported 48 fresh COVID-19 cases, even as there were no deaths due to the virus during the last 24 hours, officials said on Wednesday.

    They said that nine cases were reported from the Jammu division and 39 from the Kashmir Valley, taking the overall tally to 479,879. Among the cases, 174,161 are from Jammu division and 305,718 from the Kashmir Valley.

    Providing district-wise details of the cases, they said that 10 cases were reported from Srinagar, seven each from Baramulla and Budgam, six each from Jammu and Kulgam, four from Ganderbal, two from Pulwama, and one each from Udhampur, Ramban, Reasi, Kupwara, Anantnag, and Bandipora.

    There were no deaths from either Jammu or the Kashmir Valley during this time. So far, 4,786 people have succumbed to the virus, including 2,353 from the Jammu division and 2,433 from the Valley.

    Besides, they said, 13 COVID-19 patients recovered during the last 24 hours, one from the Jammu division and 12 from the Kashmir Valley. There are now 191 active cases—43 in Jammu and 148 in Kashmir. (GNS)

    New Delhi: The Supreme Court on Wednesday slammed the practice of filing sealed cover reports in courts and said it violates both principles of natural justice and open justice.

    The top court suggested that public interest immunity proceedings should be adopted in cases where the government is hesitant to disclose the contents of its intelligence reports.

    It said public interest immunity proceeding is a less restrictive means to deal with non-disclosure on the grounds of public interest and confidentiality as the documents are completely removed from the proceedings.

    The remarks came while the court was hearing a plea by Malayalam news channel MediaOne against the Kerala High Court’s order which had upheld the Centre’s decision to ban its telecast on security grounds.

    The high court had relied on material which was disclosed solely to the court in a sealed cover by the Union Ministry of Home Affairs and said the MHA decision to deny security clearance was based on intelligence inputs received from various agencies.

    A bench comprising Chief Justice DY Chandrachud and Justice Hima Kohli said the reports by investigative agencies impact decisions on the life, liberty, and profession of individuals and entities, and to give such reports absolute immunity from disclosure is antithetical to a transparent and accountable system.

    The top court said it is imperative for the State to prove through the submission of cogent material that non-disclosure is in the interest of national security.

    “It is the Court’s duty to assess if there is sufficient material for forming such an opinion. A claim cannot be made out of thin air without material backing for such a conclusion. The Court must determine if the State makes the claim in a bona fide manner,” the bench said.

    The apex court said sealed cover procedures followed by the high court have rendered the channel’s right to writ remedies a dry parchment.

    “The nondisclosure of reasons for the denial of security clearance which is the sole ground for denying the permission to renew the license and the disclosure of relevant material only to the court in a sealed cover has rendered the appellant’s procedural guarantees under the Constitution otiose. The appellants’ right to writ remedies has been denied through a formalistic order by the High Court.

    “The procedure that was followed by the High Court has left the appellants in a maze where they are attempting strenuously to fight in the dark. The non-disclosure of reasons for denial of security clearance to the appellants and the disclosure solely to the Court in a sealed cover has restricted the core of the principles of natural justice – the right to a fair and reasonable proceeding,” the bench said.

    The top court said to safeguard the claimant against a potential injury to procedural guarantees in public interest immunity proceedings it has a power to appoint an amicus curiae.

    “The appointment of an amicus curiae will balance concerns of confidentiality with the need to preserve public confidence in the objectivity of the justice delivery process. The amicus curiae appointed by the Court shall be given access to the materials sought to be withheld by the State.

    “The amicus curiae shall be allowed to interact with the applicant and their counsel before the proceedings to ascertain their case to enable them to make effective submissions on the necessity of disclosure,” it said.

    The apex court, however, said the amicus curiae shall not interact with the applicant or their counsel after the public interest immunity proceeding has begun and the counsel has viewed the document sought to be withheld.

    “The amicus curiae shall to the best of their ability represent the interests of the applicant. The amicus curiae would be bound by oath to not disclose or discuss the material with any other person, including the applicant or their counsel,” it said.

    SRINAGAR: Jammu and Kashmir Tuesday reported 31 fresh cases of Covid-19, taking the number of active cases to 156 while no death was reported in the last 24 hours.

    Quoting an official, KNO reported that among 31 new cases, 29 have been reported from Kashmir division and two from Jammu division.

    He said that the total number of positive cases in Kashmir have reached to 305,679 including 303,125 recoveries and 2,433 deaths while total number of positive cases in Jammu division have reached to 174,152 including 171,764 and 2,353 deaths

    He further said that the total number of active cases in Jammu and Kashmir are 156 including 121 from Kashmir division and 35 from Jammu division.

    “Among the fresh 31 cases today, 16 are from Srinagar, three from Pulwama , two each from  Anantnag, Baramulla, Budgam and Kulgam and one each from two from Pulwama and one each from Kupwara and Ganderbal in Kashmir division and one each from Jammu and Kuthua in Jammu division.

    “In last 24 hours, 1125 Covid-19 tests were conducted in the UT while 41 patients have recovered,” he said.

    SRINAGAR: Jammu and Kashmir Monday reported 40 fresh cases of Covid-19, taking the number of active cases to 166 while no death was reported in the last 24 hours.

    An official said that among 40 new cases, 19 have been reported from the Kashmir division and 21 from the Jammu division.

    He said the total number of active cases in the union territory is 166, including 125 from the Kashmir division and 41 from the Jammu division.

    “Among the fresh 40 cases in Kashmir, four each are from Anantnag, Kulgam and Srinagar, three from Baramulla, two from Pulwama and one each from Budgam and Kupwara; and among 14 from the Jammu division, three from Poonch and one each from Rajouri, Doda, Kathua and Reasi,” he said.

    In the last 24 hours, 1125 Covid-19 tests were conducted in the UT, he added. (KNO)

    Srinagar, Apr 03: Covid has returned with Jammu and Kashmir witnessing spike in infections for the last few days.

    Also, there is a surge in patients with upper respiratory tract symptoms.

    A doctor from GMC Srinagar told news agency—Kashmir News Observer (KNO), that SARS COV-2 (COVID-19), Respiratory Syncytial Virus (RSV), Influenza-A (H1N1, H3N2) and Influenza-B viruses are currently circulating in the community.

    He said that these viruses are presenting as cough, fever, sore throat, body aches, running, stuffy nose, etc.

    He said that there is need to stay alert and follow COVID Appropriate Behaviour, respiratory hygiene and cough etiquette as it prevents and protects against all respiratory infections.

    Another doctor from GMC Srinagar said for the last few months, patients have Covid-19 like symptoms but their results are being found negative. But they are being found positive for influenza H1N1.

    He said that there has been surge in patients with cough, fever, sore throat, body aches, running/stuffy nose in last week or so.

    Patients have usually Covid-19 symptoms besides fever, mild cough and running nose and few positive patients are currently admitted at the hospital, he said.

    He said that there is no need to panic but people must take precautions such as wearing masks and preventing crowding.

    A doctor from SKIMS Soura said that good number of patients with upper respiratory tract symptoms are visiting SKIMS.

    He said that there is no need to panic, however, elderly people and people with comorbidities and children are more prone to these viruses and they must take precautions like avoid unnecessary gathering and follow proper hygiene.

    Many people are taking antibiotics on their own, they said adding that it is not right to take medicine without doctor’s advice and to take antibiotics unnecessarily as medicines need to be given based on symptoms, he said.

    Health officials told KNO said that the surge in Covid-19 cases was reported in J&K but there is no need to panic.

    They said that people in J&K have hybrid immunity because of a combination of widespread natural infection and vaccination.

    They said that people with hybrid immunity developed by both vaccination and previous infections have significant protection against future Covid infections.

    “Almost everyone has contracted the virus more than once during three Covid-19 waves besides that above 12 years of age whole population is vaccinated, so there are very little chances that any variant can trigger fresh wave as of now here,“ they said

    They said that as of now there are around 150 active cases of Covid-19 but most of them are under observation at home.

    They said that J&K is ready to tackle any situation in future as well but people must take precautions—(KNO)

    An explosion in St. Petersburg killed Russian military blogger Vladlen Tatarsky on Sunday, according to media reports.

    The Russian Interior Ministry confirmed the incident, the BBC reported. It is not clear who was responsible for the blast.

    At least 16 people were injured in the attack at the Street Bar Cafe, according to the reports.

    Videos posted on social media show an explosion and injured people on the street.

    Reuters reported that a St. Petersburg website said that the cafe where the explosion occurred had at one time belonged to Yevgeny Prigozhin, founder of the Wagner Group, the Russian paramilitary operation that is fighting for Russia in Ukraine.

    If Tatarsky was deliberately targeted, it would be the second assassination on Russian soil of a figure associated with the war in Ukraine. Russia blamed Ukraine for the killing of Darya Dugina — daughter of Alexander Dugin, a Russian ideologue and ally of Russian President Vladimir Putin — in an attack near Moscow last summer. Kyiv denied involvement.
