    Lowest literacy rate reported in Bihar: Ministry of Education

    New Delhi: Bihar has the lowest literacy rate in the country followed by Arunachal Pradesh and Rajasthan, according to Ministry of Education.

    The literacy rate in rural India is 67.77 per cent as compared to 84.11 per cent in urban India, it said.

    The information was shared by Union Minister of State for Education, Annapurna Devi in response to a written question in Lok Sabha.

    “Samagra Shiksha scheme envisages the school as a continuum from pre-school, primary, upper primary, secondary to senior secondary levels.

    “The states and UTs are assisted by the central government to implement the Samagra Shiksha as a programme for providing universal access and retention, bridging the gender and social category gaps in education and enhancement of learning level of children at all levels of school education,” Devi said.

    According to the data shared by the Ministry of Education, Bihar (61.8 pc) has the lowest literacy, followed by Arunachal Pradesh (65.3 pc) and Rajasthan (66.1 pc).

    Kerala has the highest literacy rate (94 pc) followed by Lakshadweep (91.85) and Mizoram (91.33 pc), it said.

    The ministry said to improve the literacy rate among adults in the country, a centrally sponsored scheme of Adult Education Saakshar Bharat.

    It said the scheme was implemented in the rural areas of 404 districts in 26 states and one Union Territory, that had adult female literacy rate of 50 per cent and below as per Census 2001, including left wing extremism affected districts…, the ministry informed the House.

    “The target was to raise the overall literacy rate of the country to 80 per cent and reduce gender gap to 10 per cent point by the end of XII five year plan.

    “The scheme was extended up to March 31, 2018. During the implementation of Saakshar Bharat scheme, against the overall target of making 7.00 crore adult non-literates as literates, around 7.64 crore learners who passed the biannual Basic Literacy Assessment Tests conducted by National Institute of Open Schooling (NIOS) between August, 2010 to March, 2018, were certified as literates,” said Devi.

    Budgam, Mar 09 (GNS): A man allegedly killed his brother after a scuffle broke between the two over some argument in central Kashmir’s Budgam district, reports and officials said.

    Reports reaching GNS said that an argument ensued between two brothers over some dispute at Kuzweera Budgam, which soon after turned ugly and one of the party attacked the other leaving him grievously injured.

    Before the injured could be evacuated to a nearby hospital, he succumbed in the meanwhile.

    The deceased has been injured as one Kaisar Yousaf Zargar son of Mohammad Yousuf Zargar.

    A senior police officer confirming the incident told GNS that a team has been dispatched to the scene to verify the facts. (GNS)

    Atul Garg, Director, DFS, said around 3 pm, a call was received about a building collapse in Vijay Park area near the Sai Baba temple here.

    Four fire tenders were rushed to the spot, he said, adding debris are being cleared.

    Kolkata: The adenovirus menace in West Bengal seems to be assuming alarming proportions as deaths of four more children, admitted in a Kolkata hospital with its symptoms, were reported in the last six hours, taking the death toll of children to 40 in nine days.

    By Sunday morning, the deaths of two children – Atifa Khatun (18 months) and Aarman Gazi (4 years) – were reported from the B.C. Roy Children’s Hospital. However, by 4 p.m., four more child deaths had been reported from the same hospital, taking the number of deaths to six in the day.

    Hospital sources confirmed these four deaths of children admitted to the hospital in the period between 10.30 a.m. and 4 p.m. but their identities are yet to be disclosed. All the children reported to have died in the last 13 hours were under treatment with typical adenovirus symptoms like fever, cough and breathing problems and treatment failed to result in any sign of recovery.

    Already, the state Health Department has issued an advisory for doctors, especially paediatricians, to take special care of children being admitted with flu-like symptoms, especially children aged two years or below since they are most vulnerable to being affected by Adenovirus.

    The common symptoms of adenovirus are flu-like including cold, fever, breathing problems, sore throat, pneumonia, and acute bronchitis.

    The virus can spread through skin contact, by air through coughing and sneezing, and through an infected person’s stools. So far, there are no approved medicines or any specific treatment-line to treat the virus.

    JAMMU, Mar 5: An earthquake of magnitude 3.9 struck Jammu and Kashmir on Sunday morning, according to the National Center for Seismology (NCS).

    The NCS in a tweet said that the 3.9-magnitude earthquake struck north of J&K capital Srinagar at 6:57 am. There were no immediate reports of damage from J&K.

    The J&K earthquake was reported by the NCS shortly after two earthquakes were reported in Afghanistan-Tajikistan region. The NCS in another tweet shared that a 4.3-magnitude earthquake struck the region of Tajikistan bordering Afghanistan at 6:10 am.

    The NCS said, “Earthquake of Magnitude:4.3 occurred on 05-03-2023, 06:10:37 IST, Lat: 37.72 & Long: 73.48, Depth: 10 Km, Location: 267km ENE of Fayzabad.”

    A second earthquake also struck Afghanistan just before the J&K earthquake, according to United States Geological Survey (USGS).

    The USGS earthquake tracker shows a 4.1-magnitude earthquake struck northern Afghanistan bordering Tajikistan at 6:56 am IST — just a minute before the J&K earthquake reported by NCS.

    Late on Saturday night, another earthquake of magnitude 4.1 was struck the same region, according to NCS.

    Kohima: Over 82.42 percent of Nagaland’s 13.16 lakh voters cast their votes on Monday in the Assembly polls, held in 59 of the 60 constituencies amid tight security, election officials said.

    Polling percentage was 83.85 in the 2018 Assembly polls, and the 2023 turnout is likely to increase after compilation of the reports of the Returning Officers, the officials said.

    According to election officials, voting was largely peaceful across the northeastern state except some stay incidents of violence, including stone pelting and minor clashes. No major untoward incident has been reported so far.

    In Akuk village under the Bhandari Assembly constituency in Wokha district, supporters of a candidate attacked the rival party workers using sharp-edged weapons in which three persons were injured.

    Voting started at 7 a.m. in 2,291 polling stations, manned by 11,500 staff, and enedd at 4 p.m.

    Chief Electoral Officer, V. Shashank Shekhar said that around 13.16 lakh voters, including 6,55,144 women, were slated to decide the electoral chances of 183 candidates, including four women.In the 2018 Assembly polls, 190 candidates, including five women, had contested the elections.

    In the polls, BJP candidate Kazheto Kinimi was re-elected unopposed from the Akuluto Assembly constituency after his only opponent and Congress nominee Khekashe Sumi withdrew his candidature.

    To ensure a free, fair and violence-free election, the Union Home Ministry, at the request of the state government, had provided 305 companies of Central Armed Police Force, while the state security forces have also been deployed across the mountainous state.

    As many as 12 parties comprising national and state parties are in the fray. The ruling Nationalist Democratic Progressive Party and its ally Bharatiya Janata Party, and the opposition Congress and the Naga People’s Front (NPP) are the main contenders in the poll battle.

    The Congress, which governed the state till 2003, has fielded 23 candidates, while the Naga People’s Front is contesting 22 seats. Other parties, including the RJD, Ram Vilas Paswan faction of the LJP, National People’s Party headed by Meghalaya Chief Minister Conrad K. Sangma, and the NCP were also in the fray. There are 19 independent candidates in the fray as well.

    Chief Minister and senior NDPP leader Neiphiu Rio (Northern Angami-II), Deputy Chief Minister and BJP legislature party leader Yanthungo Patton (Tyui), former Chief Minister Taditui Rangkau Zeliang (Peren), Nagaland unit BJP president Temjen Imna Along (Alongtaki), Nagaland Congress president Kewekhape Therie (Dimapur) are seeking re-election.

    Non settlement of decades old Naga political imbroglio, demand for a separate state –‘Frontier Nagaland’ – unemployment, illegal drug peddling and menace, besides various anti-incumbency factors were the main issues in the elections.

    The counting of votes will be held in Nagaland on March 2 along with Meghalaya and Tripura.

    The early donations were just the beginning: Santos’ campaign would go on to become a prolific political donor, giving tens of thousands of dollars to other candidates, groups and nonprofits. Most of the later money was confirmed as received in those groups’ own filings, although there are more reports that did not match up, including $2,000 that Santos’ campaign reported giving in 2021 to Arizona Senate candidate Blake Masters, though Santos’ disclosure listed a nonexistent Florida address for Masters’ campaign. A spokesperson for Masters, who lost to Sen. Mark Kelly (D-Ariz.), confirmed his campaign did not receive the donation.

    Since Santos launched his first campaign in 2019, more than three years before he was elected to Congress, his campaign reported more than $9,000 in donations that do not align with what was reported by other groups, according to a POLITICO analysis of campaign finance records. Though a relatively small sum out of millions in campaign expenses, the mismatching reports do fit into a pattern of other inaccuracies and discrepancies in the New York congressman’s finances, dating back to the very early days of his first campaign.

    Saurav Ghosh, director for federal campaign finance reform at the Campaign Legal Center, a nonprofit that has filed a Federal Election Commission complaint regarding irregularities in Santos’ second congressional campaign, described the 2019 transactions as part of a “troubling pattern.”

    “The Santos campaign’s disbursements to other political committees should be mirrored on those committees’ disclosure reports, and the fact that they aren’t indicates yet another serious reporting error or perhaps even outright fraud,” Ghosh said.

    Santos’ lawyer, Joe Murray, declined to comment on questions about the reported donations. “It would be inappropriate to comment on an open investigation,” Murray said.

    Santos has previously brushed off questions about his campaign’s finances, saying such matters were dealt with by campaign staff. He is facing several FEC complaints as well as investigations from local and national prosecutors, but he has not been charged with a crime.

    Santos has acknowledged some mistakes in his campaign finance reporting, telling Fox 5 last week that there had been “clerical errors or system errors” with respect to certain transactions, and saying he wanted to see discrepancies rectified. He also agreed to forgo his committee assignments in the House while investigations are ongoing.

    The donation to Trump’s campaign was among the earliest by Santos’ campaign committee, which was formally registered with the FEC in October 2019. The timing of the donation — dated Sep. 26, 2019 — coincided with a Trump fundraiser in New York City. Santos posted a video about the event on social media.

    But neither the Trump campaign nor the former president’s joint fundraising committee or his other political groups ever reported receiving such a donation from Santos or his campaign, according to FEC filings. A Trump spokesperson did not respond to inquiries.

    The amount of the donation reported by Santos’ campaign — $2,800, the maximum individual donation at the time — also would have exceeded contribution limits, as transactions between campaign committees are capped at $2,000 per election cycle.

    Santos’ campaign similarly reported sending money to several local New York groups in the early going, beginning with a $1,500 donation to the Town of Oyster Bay Republican Club in September 2019. No such group with that exact name exists, but neither of the two Republican groups with “Oyster Bay” in their names reported receiving money from Santos’ campaign, according to the New York Board of Elections’ campaign finance database.

    The Santos campaign also reported paying $2,000 to the Nassau County Republican Committee’s federal account in mid-October — but the group reported receiving no money in its federal account at all in 2019, according to FEC filings. Its state-level account also did not report receiving any money from Santos’ campaign around that time, according to the New York Board of Elections’ data.

    The three donations — to Trump’s campaign, the Nassau County Republican Committee and the Oyster Bay group — were reported by Santos’ campaign as being part of the same American Express credit card payment paid in January 2020, noted Brendan Fischer, a campaign finance lawyer and deputy executive director at the nonprofit Documented. For later donations, Santos’ campaign did not report using a credit card.

    “It’s impossible to believe that all three of these political committees independently lost track of political donations from Santos’ campaign during this period,” Fischer said.

    Santos’ campaign also reported making a $750 donation to the Queens County GOP in December 2019, but the group did not report receiving it, according to the New York Board of Elections’ data. In fact, no local or county-level committees in the New York campaign finance system reported receiving money from Santos’ campaign at all during the fall of 2019 or spring of 2020, according to a POLITICO review of campaign finance records.

    The Nassau County Republican Committee reported receiving $1,000 from his campaign in August 2020, records show. That donation aligns with one reported by Santos’ campaign, distinct from the $2,000 he previously reported giving the group. A few local groups also reported receiving donations from Santos as an individual, totaling several hundred dollars.

    Santos’ campaign would emerge as a more significant political donor during the next election cycle, ahead of his 2022 victory. State and local groups in New York reported receiving more than $18,000 from his campaign in 2021 and 2022.

    His campaign also reported giving $5,500 to other federal campaigns during the 2022 election cycle, with most of those transactions aligning with what was reported by other groups, although far more funds flowed through his leadership PAC. Most of the later contributions reported by Santos campaign did match what was reported by other groups — with the reported donation to Masters a notable exception.

    They also said they don’t have proper health care facilities available in the area, thereby forcing them to visit Pulwama even to get tests done.

    Locals said that despite bringing the issue of filtration into the notice of the authorities several times, nothing has been done so far.

    They appealed to the higher ups to look into the matter so that locals won’t suffer anymore.

    Meanwhile, Chief Medical Officer Shopian Dr Arshid Tak said that a few cases of Hepatitis-A have been reported in Ganowpora area.

    “We have started sampling in the area—both water and blood samples have been taken and sent to the laboratory,” he said, adding that they have asked people to take precautions and have provided them medicine as well.

    He also urged people not to panic as Hepatitis-A is usually a short-term infection and does not become chronic.

    Jakarta: A 5.3-magnitude earthquake struck Indonesia’s Central Sulawesi province on Tuesday, but did not leave damages or casualties, the country’s weather agency said.

    The Indonesian Agency for Meteorological, Climatological and Geophysics reported that the earthquake happened at 13:02 p.m. local time (0602 GMT) with its epicentre located 30 km southeast of Parigi Moutong district and a depth of 87 km under-land, Xinhua News Agency reported.

    The tremors of the quake did not potentially trigger a tsunami, it added.

    The jolts of the quake were felt weakly in parts of Central Sulawesi province, and so far there were no reports of damages or casualties, including in the hardest-hit area, said Riki Hapri, an officer of the emergency unit of the provincial disaster and mitigation agency.

    Indonesia sits on a vulnerable quake-hit zone, the Pacific Ring of Fire.
