According to the order issued by the department, orders have been given to pay the honorarium of data entry operators working in government schools, in which it is written that for the payment of honorarium of outsourced data entry operators in model schools and upgrading schools, the financial year 2022-23 Fund is available in and honorarium has not been paid.
MP School Employees Payment: There is relief news for outsourced computer operators working in government schools. Directorate of Public Education, Madhya Pradesh has issued orders for payment of arrears of salaries to the employees. The amount will be transferred to the account of the employees soon.
In fact, KK Dwivedi, director of the Directorate of Public Education, Madhya Pradesh, Bhopal, in a circular issued to all district education officers, has ordered payment of honorarium to data entry operators working in government schools, which states that in model schools and upgradation schools Funds are available in the financial year 2022-23 for the payment of honorarium of outsourced data entry operators and the honorarium has not been paid.

Therefore, 100 percent use of the amount should be ensured by paying honorarium and dedicating the remaining amount immediately. As per the excel sheet attached with this circular, honorarium has not been paid to all the outsourced data entry operators in 46 out of 52 districts of Madhya Pradesh. Somewhere less and somewhere more operators’ salaries have been withheld. But now after this order, soon everyone will be paid the amount.

UN humanitarian head Martin Griffiths, the death toll from the huge earthquake in Turkey and Syria may ‘double or more’ from its present level of 28,000 people.
Griffiths landed in Turkey’s southern city of Kahramanmaras on Saturday, the epicentre of the first 7.8-magnitude earthquake that rocked millions of people in the early hours of Monday.
“I think it is difficult to estimate precisely as we need to get under the rubble but I’m sure it will double or more. We haven’t really begun to count the number of dead,” he said speaking to Sky news.
Two powerful earthquakes killed 29,789, people and left 98,685, injured in one of the worst disasters in the region in a century.
Despite the frigid weather that has made millions of people even more miserable and in need of assistance, tens of thousands of rescuers are searching destroyed neighbourhoods.
At least 870,000 people in Turkey and Syria urgently require hot meals, the UN has warned. There may have been up to 5.3 million homelessness cases in Syria alone.
The World Health Organization (WHO) announced that about 26 million people have been impacted by the earthquake as it launched a rapid appeal on Saturday for $42.8 million to address urgent medical needs.
More than 32,000 people from Turkish organisations are reportedly contributing to search and rescue efforts, according to Turkey’s disaster agency. Additionally, there are 8,294 foreign rescuers.
“Soon, the search and rescue people will make way for the humanitarian agencies whose job it is to look after the extraordinary numbers of those affected for the next months,” Griffiths said in a video posted to Twitter.

India send seventh flight with relief material for Turkey, Syria

File photo New Delhi: The seventh plane from India, carrying relief material, essentials, and emergency and critical care medicines for earthquake relief efforts for Syria and Turkey, has been despatched, the Ministry of External Affairs (MEA) said on Saturday.
“On Saturday evening, earthquake relief material and equipment were sent to Syria and Turkey onboard another IAF C-17 aircraft. After offloading relief material at Damascus, the flight will head towards Adana,” said a MEA official.
“Flight is carrying 35 tonnes of humanitarian assistance, relief material, medical aid, emergency & critical care medicines, medical equipment and consumables,” said the official.
Prime Minister Narendra Modi on Friday had said that Indian teams are working day and night as a part of “Operation Dost” to help the relief and rescue operations in the earthquake-hit Turkey.

Saudi Arabia sends 3 more relief planes to earthquake-hit Turkey, Syria

The Kingdom of Saudi Arabia (KSA) on Friday sent three more relief planes to earthquake-hit areas in Turkey and Syria after the devastating catastrophe killed more than 26,000 people across the region.
The fourth and fifth planes, within the air bridge, are carrying “the Saudi search and rescue team, with all the equipment it needs, including mechanisms, equipment, pumps, medical medicines, technical equipment, and others,” the Saudi Press Agency (SPA) reported.
The sixth plane contained 98 tons of aid, including foodstuffs, tents, blankets, rugs, shelter bags and medical supplies.
The team proceeds with its work according to practical and scientific methods, dealing with it in the best way.
The teams include the Saudi search and rescue team from the General Directorate of Civil Defense, a medical team from the Saudi Red Crescent Authority, and volunteer field teams from all specialties.
This comes within the framework of the Saudi Relief Bridge, which is being run by the King Salman Center for Relief and Humanitarian Aid.
On Monday, a 7.7 and 7.6 Richter scale magnitude earthquakes hit southern Turkey, at a depth of 7 kilometers, causing enormous damage and loss of life.
In Syria, the earthquake struck the governorates of Aleppo, Idlib, Latakia, and Hama, as was felt by residents in Lebanon, the Palestinian territories, Greece, Cyprus, Armenia, Georgia, Iraq, and some regions in Egypt.
Death toll has risen to more than 26,000, while the number of injured has reached more than 85,000, by Saturday evening.

Syria says US claims to waive sanctions for earthquake relief ‘misleading’

Damascus: The US’ latest move to ease the sanctions imposed on Syria to support earthquake relief efforts is “misleading and aims to give a false humanitarian impression,” the Syrian Foreign Ministry said in a statement.
On Thursday, the US Treasury Department issued a so-called six-month sanctions exemption for Syria-bound humanitarian aid, saying the US sanctions in Syria “will not stand in the way” of live-saving efforts.
The Syrian Ministry responded in the statement on Friday that the US’ decision “stipulates alleged exemptions for humanitarian purposes, and the facts on the ground proved its falsehood”.
The US’ coercive measures and US’ policies have deprived the Syrian people of their natural wealth, it added, urging the US to end immediately, without hesitation, conditions or exceptions, the sanctions and to stop its cruel practices and violations of international law and the principles and purposes of the UN Charter, Xinhua news agency reported.
The Syrian government has repeatedly said that the sanctions were unjust and targeted the livelihoods and the well-being of the Syrian people, particularly after the earthquake that hit the country on Monday.
According to figures released by the Syrian Health Ministry on Friday, Syria’s death toll from the Monday earthquakes rose to 1,387 and the injuries to 2,326.
Meanwhile, the Syrian Observatory for Human Rights war monitor said that the earthquake in Syrian government and rebel-held areas had killed 4,500 people.

Guterres appeals for aid to Syria, Turkey, depoliticising relief

United Nations: UN Secretary General Antonio Guterres on Thursday appealed for international aid to earthquake-devastated Syria and Turkey and said relief operations should be depoliticised.
“Now is the hour to stand up for the people of Turkey and Syria,” he said speaking to reporters.
Recalling the welcome refugees have received from both the countries, he said: “I strongly appeal to the international community to show the people of Turkey and Syria the same kind of support and generosity with which they received, protected and assisted millions of refugees.”
While Turkey has been receiving aid, including from India which has sent personnel relief material on at least six flights, Guterres focused on Syria which is isolated.
Relief operations there face political obstructions because the government of President Bashar al Assad is under western sanctions and most of the quake-hit areas are under rebel control with limited international access.
“It’s not the moment to politicise or to divide, but it is obvious that we need massive support,” Guterres said.
“The Syria humanitarian fund and the Syria cross-border fund need an urgent injection of support,” he said.
He said that he will be launching a “flash appeal” for assistance to Syria.
With the Syrian government under sanctions from several countries, notably the US, Guterres said: “This is a moment in which everybody must make very clear that no sanctions of any kind interfere with relief to the population of Syria.”
Most of the areas in northwest Syria hit by the quake are held by rebels, with only one border crossing into the area from Turkey allowed under Security Council resolutions.
Russia, which supports the Assad government, has been the main obstacle to adding more lines to the Bab al-Hawa crossing in the rebel-held territory, permitting only that crossing in a compromise with the western countries on the Security Council.
“I will be of course very happy if the Security Council could reach a consensus to allow for more crossings to be used, as we need also to increase our capacity to deliver on cross-line operations into Idlib,” Guterres said referring to the rebel-held area.
He said that $25 million has been released from the UN emergency relief fund for operations in Syria.
A UN convoy carrying relief supplies crossed into northern Syria through the Bab al-Hawa crossing on Thursday morning, he said.

Earthquake: Sixth ‘Operation Dost’ flight reaches Turkey with relief assistance

Ankara: The sixth plane from India carrying rescue personnel, essentials and medical equipment for earthquake relief efforts has reached Turkey, External Affairs Minister S Jaishankar said on Thursday.
The sixth flight carries more rescue teams, dog squads, and essential medicines for the quake- hit country.Taking to Twitter, Jaishankar wrote, “The sixth #OperationDost flight reaches Turkiye. More search and rescue teams, dog squads, essential search & access equipment, medicines and medical equipment ready for deployment in the relief efforts.”
On his official Twitter handle, the EAM posted pictures of a field hospital in Turkey where medical experts are preparing to treat emergencies.
Following the deadly earthquakes on February 6 the death toll in Turkey and adjoining Syria have surpassed 15,000 lives in both countries.
“This field hospital in Hatay, Turkiye will treat those affected by the earthquake. Our team of medical & critical care specialists and equipment are preparing to treat emergencies,” Jaishankar wrote on Twitter.
Earlier on Wednesday, the Official Spokesperson of the Ministry of External Affairs, Arindam Bagchi said that the field hospital under ‘OperationDost’ has been set up at Iskenderun, Hatay province in Turkiye by the Indian Army.
India is providing assistance to Turkey through the ongoing crisis after earthquakes jolted the country on February 6.
Turkey’s Ambassador to India Firat Sunel has described ‘Operation Dost’ as a “very important operation” and demonstrated the friendship between the two nations.
Firat Sunel made the remarks at the Hindon Airbase in Ghaziabad from where Indian Air Force’s C17 Globemaster aircraft with the NDRF team, medical equipment, relief equipment, took off for Turkey, as part of the ongoing ‘Operation Dost.’ He said, “Operation Dost is a symbolic operation. It already proves that we are friends. We have to deepen our relations.”
Speaking to ANI, Firat Sunel said, “Operation Dost is a very important operation. And this is the operation of friendship because DOST is the word in Hindi and Turkish which means friends. And this operation shows our friendship between India and Turkey and friends always help each other.
“Union Minister of State for External Affairs V Muraleedharan, who was also present at the Hindon Airbase, has said that India stands ready to extend support to the people of earthquake-hit Turkey.
Speaking to ANI, Muraleedharan said that there are four teams working on the ground in Turkey, including two rescue teams, dog squads and two medical teams. He said that India has already opened a field hospital in Turkey.
The earthquake of magnitude 7.7 on the Richter scale ripped through Turkey and Syria on February 6, followed by a series of aftershocks that caused huge devastation, loss of lives and damage to infrastructure in the two countries.

SC refuses to grant relief to Rapido against denial of licence in Maharashtra

New Delhi: The Supreme Court on Tuesday refused to grant relief to bike-taxi aggregator Rapido against denial of licence to it by the Maharashtra government.
The top court noted that amendments made to the Motor Vehicles Act in 2019 make it clear that aggregators cannot operate without a valid licence.
A bench of Chief Justice DY Chandrachud and justices PS Narasimha and JB Pardiwala noted that Pune’s Regional Transport Office (RTO) had rejected its plea for licence in December 21 last year.
The bench said Roppen Transportation Services Private Limited (Rapido) can approach the Bombay High Court challenging the notification of the state government dated January 19, which had prohibited the use of “non-transport vehicle” from car pooling
It stated that the validity of the order of the RTO in December last year would stand subsumed by the subsequent wider decision of the state government.
During the hearing, senior advocate Mukul Rohatgi, appearing for the bike-taxi aggregator, said the Maharashtra government does not have a scheme for two-wheelers, and therefore, the application for licence has been wrongly rejected.
He said certain conditions, which were necessary to obtain a licence, were actually impossible to achieve for the company.
Solicitor General Tushar Mehta, along with advocates Siddharth Dharmadhikari and Abhikalp Pratap Singh, appearing for the state government said, “State is examining whether to have two-wheelers or not as taxi for safety and traffic consideration. We are not saying, we don’t have a policy”.
The top court noted in its order that effect of amended provisions in the Motor Vehicles Act is that no person can engage himself as an aggregator without a licence from such authority and subject to such conditions as may be prescribed by the state government.
It said in terms of first proviso of section 93 of Motor Vehicles Act, the state government while issuing the licence to an aggregator may follow such guidelines as issued by the central government and the general rule making power has been entrusted to the state government.
The bench noted that Rapido’s application for licence was rejected on the ground that it didn’t comply with the terms and conditions of the state’s guidelines of 2020.
On January 27, the top court had agreed to hear the plea of Rapido against the Bombay High Court order directing it to suspend its services in Maharashtra immediately for operating without a licence from the state government.On January 13, the high court had pulled up the aggregator for operating without procuring a license from the Maharashtra government and directed it to suspend the services immediately.
It had warned Rapido to either suspend its bike taxi services immediately or the court would issue directions to state authorities to permanently bar the company from getting any licence.
It had noted that in the absence of a licence, the company cannot run its services in an unregulated manner.
Rapido had moved the high court against a communication issued to it by the state government on December 29, 2022 refusing to grant a bike taxi aggregator’s licence.
The state government had in its letter said it had no policy on the licensing of bike taxis nor a fare structure for them.
The company had assured the high court it will suspend its services till January 20 when the court would hear the matter further.
