    Uttarakhand Cabinet approves compensation, rehabilitation policy for people in Joshimath

    Dehradun: The Uttarakhand Cabinet on Wednesday gave its approval to a policy for compensation and permanent rehabilitation of the affected families and people in land subsidence-hit Joshimath.

    It approved a one-time financial assistance of Rs 2 lakh to people who were running shops or businesses in rented accommodations rendered unsafe by the disaster.

    The approval to the proposed policy was given at a meeting of the state cabinet chaired by Chief Minister Pushkar Singh Dhami, Chief Secretary S S Sandhu told reporters.

    The cabinet also approved the State Millet Mission, which will facilitate distribution of one kilogram of millet to each family through the Public Distribution System under the Antyodaya Anna Yojana and serving of Jhangora and Manduwa (a type of millet) in mid-day meal at schools, Sandhu said.

    A total of 52 decisions were taken by the cabinet including approval to a strict anti-copying law brought through an ordinance, increasing the retirement age for Ayurvedic college principals from 60 to 65 years and appointment of 285 special teachers for children with special needs, he said at the cabinet briefing.

    Giving details of the policy for the compensation and permanent rehabilitation of the affected people in Joshimath, Disaster Management Secretary Ranjit Kumar Sinha said the rate of compensation for uninhabitable residential and commercial buildings has been decided but the rate of land compensation will be decided after the technical institutions conducting a study of the subsidence issue submit their reports.

    The rate of compensation for residential buildings will be calculated after ascertaining the cost of a particular house by adding the CPWD’s plinth area rates and the cost index, he said.

    The final cost of the house will be calculated after subtracting depreciation amount of the affected house from the total and paid as compensation to the affected families, Sinha said.

    According to the second option offered by the state government, an affected person can take the compensation amount for his or her damaged house as well as a piece of land up to 75 square metres (50 square metres for constructing a house and 25 square metres for a cowshed or other purposes), he said.

    The third option for the affected people is to demand a ready-made house in return for their affected house and land, Sinha said. The state government will offer them houses built over an area of 50 square metres and give them an additional 25 square metres of land for a cowshed or other purposes, he added.

    Five damage slabs have been created for giving compensation to shops and commercial establishments like hotels and dhabas. Compensation to affected people in this category will be decided on the basis of these damage slabs, the Disaster Management secretary said.

    He said owners of damaged shops and commercial establishments like hotels and dhabas can claim compensation for them at a fixed rate.

    They can also claim compensation for their land when the technical study report is submitted and their rate is decided, Sinha said.

    If the affected people in this category take compensation for their building and also demand land, a maximum of 15 square metres of land can be provided to them for building their shops and business establishments, he added.

    A one-time financial assistance of Rs 2 lakh will be given to people who were running shops or businesses in rented accommodations rendered unsafe by the disaster, thus hitting their livelihoods, Sinha said.

    New Delhi: The Supreme Court on Wednesday said it will now have to examine the rehabilitation issue, after it was informed about the demolition carried out by authorities of a night shelter located at Delhi’s Sarai Kale Khan earlier in the day.

    Advocate Prashant Bhushan mentioned the matter before a bench of Justices Hrishikesh Roy and Dipankar Datta, saying that the night shelter, being availed of by over 50 people, has been demolished and that authorities carried out the demolition at 10 a.m.

    The bench said if the night shelter has been demolished, then it would have to examine the question of rehabilitation.

    Bhushan had mentioned the matter while the bench was in the middle of hearing a case. After the hearing of the case was over, Bhushan said that authorities have come there with bulldozers and the homeless matter is pending before this court, and this issue is about a night shelter for homeless people.

    He contended that without providing alternative accommodation, a night shelter is being demolished by the authorities. Bhushan said matter regarding homeless people is scheduled to be taken up by the court on February 22 and his application on the issue pertaining to demolition of night shelter at Sarai Kale Khan may be heard along with it.

    The bench told Bhushan it could hear the matter on February 22, and asked him to incorporate the subsequent developments in the matter.

    Recently, the Delhi Police had asked the Delhi Urban Shelter Improvement Board (DUSIB) to shift the Sarai Kale Khan night shelter before the scheduled G20 summit in September, in view of concerns that it is being used by criminals and miscreants.

    JAMMU: Chief Secretary, Dr Arun Kumar Mehta on Monday chaired the 4th UT Level Apex Committee meeting of NCORD and held an in-depth review of all the ongoing activities happening across Jammu and Kashmir to combat the drug menace here.

    The meeting was attended by Additional Chief Secretary, Home; DGP, J&K; Principal Secretary, Education; Divisional Commissioner, Kashmir; ADGP, Kashmir/Jammu; Commissioner Secretary, Forests; Commissioner Secretary, Social Welfare; Secretary Health; Director, Information and Public Relations; Excise Commissioner; State Drug Controller; Zonal Director, NCB Jammu; SSP, ANTF and all the Deputy Commissioners and District SPs both in person and through video conferencing.

    Dr Mehta while addressing the officers remarked that the victims of drug abuse deserves handholding and every possible assistance to live a normal life. He impressed upon the officers that without showing any laxity on the ongoing war on drugs, focus should also be laid on rehabilitation of its victims.

    The Chief Secretary further exhorted upon the officers to involve PRIs as well as Anganwadi centres and schools for rehabilitation of drug abuse victims as well as for generating awareness among public particularly youth about the negative impact of drug abuse. He underscored that it is our collective duty to root out this plague from the society.

    and SSPs regarding efforts being made for combating this menace across Jammu and Kashmir. He also directed the Deputy Commissioners to hold monthly meetings by district NCORD committees without any fail and update the data of same on national NCORD portal. He told them to constitute special team of Drug Control department to look after ourAirports for drug peddling or smuggling of contraband substances.

    Earlier in the meeting, a detailed presentation on drug scenario in J&K and the challenges to counter the drug menace and efforts being made by all stakeholders to fight this problem was also presented before the Chief Secretary.

    It was given in the meeting that in Kashmir Division, a total of 159 drug dealers have been booked under PITNDPS while in Jammu Division 43 drug dealers have been detained during 2022.

    Similarly the meeting was informed that a total of 1850 FIRs have been registered while 2756 persons have been arrested for carrying out these illicit trade. Moreover during 2022, 240 kg Heroin, 498 kgs Charas, 249 Kg Ganja, and 178677 Caps/bottles/tabs of Scheduled drugs have been seized throughout J&K, as was revealed in this meeting.

    Hyderabad: A 20-year-old man died by suicide at a Trimulgherry rehabilitation centre on Thursday.

    When Kevin went to the washroom and did not return for a long time, The staff went to check on him and found him lying in blood. He was rushed to the hospital immediately.

    He allegedly broke the ventilator glass panes and inflicted injuries on himself, according to the police.

    Kevin was reportedly addicted to Ganja and was admitted to the rehabilitation centre by his parents when he started behaving violently. He had been undergoing treatment for the past year.

    “He was addicted to ganja.” He suffered injuries at the rehabilitation centre. “We are probing how he suffered injuries,” Trimulgherry inspector Sravan Kumar said.

    The police registered a case and questioned the staff. An investigation is underway.

    The police said a similar incident occurred two years ago at the centre.
